    U.S. Army Awards Distributed Common Ground System Capability Drop 2 to BAE Systems

    July 23, 2020 - The U.S. Army has awarded BAE Systems an initial order under its Distributed Common Ground System (DCGS) Capability Drop 2 Program. The multiple award, Indefinite Delivery-Indefinite Quantity contract is worth up to $823 million, and provides enhanced intelligence to see and better understand threats and other relevant aspects of the operational environment. The company's solution for Capability Drop 2 is the Intelligence Knowledge Environment (IKE). It's a software framework of modular data and artificial intelligence analytic capabilities built to autonomously transform information into knowledge. “With a focus on a user-centric analyst experience, IKE rapidly transforms data into intelligence in an easy to learn and scalable manner,” said Dave Logan, vice president and general manager of C4ISR Systems at BAE Systems. “It helps analysts translate information into actionable intelligence using a collection of tools – some interactive, others that operate autonomously – to enhance the effectiveness of the analyst.” The Capability Drop development model allows the Army to rapidly insert new technology upgrades to DCGS by breaking requirements into small bundles, enabling agile and rapid acquisition. The company's Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance systems provide robust processing and exploitation capabilities that enable the analysis of intelligence data from a variety of sources, in any mission environment.     by Ashley Roque The US Army has awarded BAE Systems with a USD32.3 million contract to refit two A2 Bradley infantry fighting vehicles with hybrid electric drives (HEDs) in a bid to produce additional power for future weapons. In mid-July, the service announced the terms of the prototyping contract and said it is expecting to receive the retrofitted vehicles in two years. “By rapidly prototyping HEDs on a small scale, we can jump-start advanced electrification and hybridisation of army platforms, and encourage our industry partners to invest in these products to meet army standards,” said Lieutenant General Neil Thurgood, the director of hypersonics, directed energy, space and rapid acquisition, who is also overseeing the Rapid Capabilities and Critical Technologies Office (RCCTO). The service is eyeing the HEDs as a way to reduce fuel consumption, and increase reliability and performance without adding additional size, weight, and power (SWaP) demands. This HED effort will consist of an upgraded engine, a transmission replaced by an electric drive motor, and the addition of lithium ion batteries. As a result, the engine power can produce electricity for greater mobility and can also be used to operate additional onboard equipment.     By: Joe Gould and Jen Judson WASHINGTON — Humvee-maker AM General has been acquired by KPS Capital Partners, a private equity firm known for buying financially distressed manufacturers, the companies announced Wednesday. KPS acquired AM General of South Bend, Indiana, from MacAndrews & Forbes in a deal in which terms were not disclosed. AM General has largely been stagnant since losing the competition for the U.S. Army's Joint Light Tactical Vehicle in 2015 to Oshkosh. Following its loss in the JLTV competition, the company turned to the international market to continue growing its Humvee business, such as through offering to foreign customers a multipurpose truck with a military-grade rolling chassis from its Humvee design with a la carte add-ons. KPS Partner Jay Bernstein said in a joint statement that the firm would continue to work with AM General's chief executive, Andy Hove, as well as its management and employees “to build on this great platform, organically and through acquisition.” “We intend to leverage the Company's commitment to research, technology, innovation and new product development, as well as its heritage and iconic brand name,” Bernstein's statement read. Hove said the firm would work with KPS “to continue to execute our strategy and invest in our very ambitious growth plan.” “KPS' demonstrated commitment to manufacturing excellence, continuous improvement and commitment to invest in technology and innovation will only enhance the Company's ability to compete in today's military and commercial marketplace,” Hove said. “Plenty of industrial companies and investment firms had considered buying AM General,” James Hasik, senior fellow at the Center for Government Contracting at George Mason University, told Defense News July 22. “And plenty of companies have considered teaming with AM General for a bid on a forthcoming production program.” AM General has continued to try to adapt to the needs of the U.S. military, bringing a robotic combat vehicle to an Army demonstration last year as the service mulls the future of robots on the battlefield. The company also competed for the Squad Multipurpose Equipment Transport vehicle program but was not selected. Yet, AM General has remained a single-product firm with the Humvee, Hasik noted, and the future of the Humvee is “hard to call.” Many militaries around the world use Humvees, and the U.S. Army plans to keep some in its fleet, but the U.S. Marine Corps is divesting its stock. According to Hasik, it's possible that since the Humvee is less expensive than the JLTV and would likely be relegated to noncombat roles, the Army might choose to purchase pickup trucks instead. “The Humvee was developed in part because the Army's pickup trucks of the 1970s were unimpressive, but that was 50 years ago, and automotive technology has advanced,” he said. “Today's pickup trucks are much cheaper to buy and operate, and that's what the Canadian Army has done.” While AM General has come up with some novel ideas, “nothing has stuck,” Hasik said. For several years, the company has shown up at trade shows touting a howitzer on a Humvee, like it did at London's DSEI exposition in late 2019. Still, the U.S. Army is struggling to figure out how it would fit into formations. The good news for KPS is that the company has a running factory with “efficient, medium-speed production of 4x4 military trucks and a production team who know how to do that,” Hasik said. “That's an important skill set, as it works better for military programs than enlisting a pickup truck factory, which must make them in the hundreds of thousands to make money.” AM General has advertised on its website that it could build bigger trucks, and the Army has just issued a request for information for a program to replace all of its heavy trucks, Hasik pointed out. “It could also build small trucks, similar to the Humvee, for future autonomous applications. There's no guarantee, but we might see lots of those in a few years.” “All in all, I suspect that KPS didn't buy AM General just to wring some more efficiencies out of the Humvee program.     Industry set to weigh in on US Army's latest OMFV plan

    by Ashley Roque The US Army is asking industry to provide feedback on its updated Optionally Manned Fighting Vehicle (OMFV) programme before it finalises a solicitation for its fourth and latest attempt at fielding a new infantry fighting vehicle (IFV) to replace its M2 Bradley Fighting Vehicle fleet. On 17 July, the service released its OMFV draft request for proposal (RFP) and tasked industry with weighing in by 28 August. As we continue to progress through the first phase of our five-phased approach for the OMFV programme, communication, inclusive feedback and innovative thinking from industry remains key, Major General Brian Cummings, the army's programme executive officer for Ground Combat Systems, said in a statement. We are looking forward to receiving feedback and learning from industry what's in the realm of the possible as we continue to develop this truly transformational vehicle for our soldiers. This time around, the army said it wants to provide industry with the space and freedom to innovatively design a vehicle. Therefore, the service said it was avoiding “quantifying or prescribing critical levels of performance wherever possible” and that items derived from updated OMFV characteristics are non-mandatory. “Accurately defining the desired set of capabilities without over-constraining the design is critically important, Brigadier General Ross Coffman, director of the Next Generation Combat Vehicles Cross Functional Team, wrote in the announcement. The army is committed to open communication with industry to ensure the characteristics and eventual requirements of the OMFV are informed by technological advances.     July 16, 2020 - Marshall Aerospace and Defence Group (Marshall ADG) signed an exclusive agreement with QinetiQ to market, sell and install the latest generation of lightweight armour (LAST Armor® LWA) for the C-130 Hercules. The new armour is half the weight and offers air crew the same threat protection as the previous LAST Armor. It also saves fuel, reduces the impact on the aircraft's centre of gravity and allows the C-130-30 variant its full cargo carrying capacity. Marshall ADG will be the first company to certify the new lightweight armour on the C -130 aircraft. Marshall ADG's Sales Director, Matthew Harvey said: “Being able to offer C-130 operators a lightweight armour solution that provides the same level of threat protection as the current LAST Armor demonstrates our commitment to protecting people in critical situations, “Crew safety is paramount and critical to mission success and we're pleased to be able to provide this capability to customers through this partnership with QinetiQ."     General Atomics Selected for the Army’s Digital Guided Missile Program

    San Diego, CA, (July 20, 2020) - General Atomics Electromagnetic Systems (GA-EMS) announced today that it has been selected as a prime contractor for the U.S. Army Combat Capabilities Development Command (CCDC) Aviation and Missile Center's (AvMC) Digital Guided Missile (DGM) prototype program under the Aviation and Missile Technology Consortium (AMTC). GA-EMS will develop advanced missile conceptual designs in direct support of the Multi-Domain Operations (MDO) for the Army Modernization Campaign. “We are excited to be chosen to help frame the next generation of weapon systems for the U.S. Army,” stated Scott Forney, president of GA-EMS. “GA-EMS has more than a decade's worth of experience developing and advancing hypersonic weapons technologies for the joint service. We develop missile designs that have a digital model grounded with vetted modeling and simulation infrastructures. The DGM prototype program intends to augment critical warfighter capabilities that have potential to provide increased lethality and overmatch by 2028. “GA-EMS has organic capabilities for the development of missile systems,” stated Nick Bucci, vice president of Missile Defense and Space Systems at GA-EMS. “Our key technical personnel with decades of experience in weapons design and manufacturing, along with our flight technologies and space and air systems engineering groups located in Huntsville, AL, bring the missile development knowledge and capability needed to support the U.S. Army's critical MDOs in the 2028 timeline.” The Aviation and Missile Technology Consortium (AMTC), Other Transactional Agreement (OTA) effort, will be executed for AvMC through Advanced Technology Incorporated (ATI).     Bringing together an estimated 33,000 soldiers and civilians from around the world was just too dangerous in the coronavirus era. By SYDNEY J. FREEDBERG JR.on July 21, 2020 at 3:42 PM WASHINGTON: Every October, the Walter E. Washington convention center in downtown DC – a behemoth building covering two whole city blocks – fills with soldiers, contractors, and reporters. Over 30,000 people pack shoulder-to-shoulder in conference rooms to hear from Army leaders, speak face to face, line up for fried chicken, shake hands, hug, and handle military hardware from prototype rifles to full-sized tanks. But with COVID-19 cases rising alarmingly around the country, none of that will happen this October. “We've made the difficult decision to convert the 2020 AUSA Annual Meeting from an in-person meeting to a virtual experience,” said retired Gen. Carter Ham, the Association of the US Army's president and CEO, in a statement Tuesday afternoon. The mega-conference – historically one of the biggest in-person gatherings for the defense industry in the DC area – will now take place entirely online over Oct. 13-16. Breaking Defense plans to cover the virtual event as exhaustively (and as exhaustingly for our reporters) as it has the physical one every year since 2011. “With recent trends, it just became clear to me that we simply could not, in any reasonable manner, ensure a safe, secure environment for the 32,000-plus people we expected this October,” Gen. Ham told me in an follow-up email. “We are working very closely with the Army to craft an agenda which provides opportunities for key leaders to connect with our members and constituents.” “One of the keys to that is finding ways to connect Army leaders with the businesses, large and small, who normally are present in the exhibition hall,” Ham said. “Finding a way to do something similar to that experience in the virtual world will be a challenge, but it is an integral part of the AUSA Annual Meeting, so we'll figure it out.” AUSA is still working out the logistics of this massive switch. Registrations and sponsorship agreements from the in-person version of the event will not automatically carry over. “Registration for the new virtual meeting is expected to open by September,” the AUSA statement says. “AUSA is now coordinating details for the virtual event, and team members will be reaching out directly to exhibitors and sponsors about new opportunities.” With over 600 sponsors in a typical year – ranging from small businesses with a single, small booth to titans like Boeing and Lockheed Martin – the Annual Meeting is a major source of revenue for AUSA. How this will impact the association's budget is unclear – even to AUSA itself at this point. Breaking Defense graphic from AUSA data “The AUSA Annual Meeting is our most important revenue-generating event of the year,” Ham said bluntly. “The revenue from this event is largely what allows us to conduct other events throughout the year. So, I don't know yet precisely what the impact will be, but there will be some effect. Fortunately, AUSA is in a strong financial position so we will be able to sustain this change.” AUSA's latest annual report said the 2018 conference “generated $16 million in revenue,” just under half the association's total projected revenue of $33 million for the 2018-2019 fiscal year. (The report for 2019-2020 hasn't been published yet). But AUSA also reported its investment portfolio was worth $51 million; that was as of May 2019, before COVID roiled the stock market, but the portfolio should still be large enough to offer at least some buffer. The initial wave of the COVID-19 coronavirus forced AUSA to cancel its Global Force conference in Huntsville, Ala. this March just a week ahead of opening day. That gave the association no time to schedule virtual alternatives, although multiple events from Army aircraft announcements to Shark Tank-style pitch meetings were hastily turned into teleconferences or webcasts. Global Force had expected some 6,000 attendees. Since then, AUSA has held a host of online events, largely but by no means entirely without glitches, but they were all much smaller in scale. The Annual Meeting had expected some 33,000 attendees. Moving that conference online will be a vastly larger organizational and technical challenge. It's also an opportunity, Ham argued. “While we will all certainly miss the opportunity to be together with the broader Army Family, choosing to provide our programs in a virtual environment does offer us an opportunity to connect with audiences who might not know AUSA all that well or who have simply not been able to travel to Washington DC for the event in prior years,” he told me. “I view this very much as a chance to extend our reach and to more effectively fulfill our mission to support the Army.” Even if nothing glitches, though, the virtual Annual Meeting won't replace the human connection that came from the Army's annual gathering of its disparate tribes. “What will I miss? This is the Army's family reunion,” Ham said. “Every October, the opportunity to see old friends and to make new friends is the most enjoyable part of the Annual Meeting.     AIR FORCE Raytheon Co. Missile Systems, Tucson, Arizona, has been awarded a $375,000,000 indefinite-delivery/indefinite-quantity contract for a miniature self-defense missile. The contract provides for the research and development of a flight-test ready missile. The first task order is $93,380,234. Work will be performed in Tucson, Arizona, and is expected to be completed by October 2023. This award is the result of a competitive acquisition and two offers were received. Fiscal 2020 research, development, test and evaluation funds in the amount of $26,712,000 are being obligated at the time of award. Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting activity (FA8651-20-D-0001). ARMY Booz Allen Hamilton Inc., McLean, Virginia (W9124L-20-D-0006); Calibre Systems Inc., Alexandria, Virginia (W9124L-20-D-0007); Janus Research Group LLC, Evans, Georgia (W9124L-20-D-0008); Tec-Masters Inc., Huntsville, Alabama (W9124L-20-D-0009); and Yorktown Systems Group Inc., Huntsville, Alabama (W9124L-20-D-0010), will compete for each order of the $247,000,000 firm-fixed-price contract to provide support to the Fires Center of Excellence; all commands on Fort Sill, Oklahoma; and Army Futures Command, to develop and produce training strategies, doctrine, concepts, instruction and products for the current and future force. Bids were solicited via the internet with 12 received. Work locations and funding will be determined with each order, with an estimated completion date of July 20, 2025. U.S. Army Field Directorate Office, Fort Eustis, Virginia, is the contracting activity. Walsh Motor City JV, Chicago, Illinois, was awarded a $22,344,000 firm-fixed-price contract for design and construction of a high-voltage substation at Detroit Arsenal, Michigan. Bids were solicited via the internet with seven received. Work will be performed in Warren, Michigan, with an estimated completion date of July 16, 2022. Fiscal 2020 military construction (Army) funds in the amount of $22,344,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-20-C-0027). WASHINGTON HEADQUARTERS SERVICES Qbase LLC, Beavercreek, Ohio, has been awarded a blanket purchase agreement (BPA) contract with an overall ceiling of $103,569,634. This BPA contract will provide a broad range of information technology support services for all of the Defense Acquisition University locations. Specifically, the BPA will support the following areas: video services operations, enterprise service desk/regional information technology, transition services, enterprise architecture, enterprise/network infrastructure, enterprise cybersecurity, telecommunications, web application design/development/maintenance and software, data warehousing, acquisition workforce qualification initiatives, systems engineering, talent management system, learning management system, human resources system and hardware installation. No funds are being obligated at the time of the award. The expected completion date is July 22, 2025. Washington Headquarters Services, Arlington, Virginia, is the contracting activity (HQ0034-20-A-0008). NAVY POWER Engineers Inc., Meridian, Idaho, is awarded a $60,000,000 maximum amount, indefinite-delivery/indefinite-quantity, architect-engineering contract for architect-engineer (AE) services for various electrical engineering projects and related services at multiple locations in all areas under the cognizance of Naval Facilities Engineering Command (NAVFAC) Pacific. No task orders are being issued at this time. Work will be performed at various Navy, Marine Corps, Air Force and other government facilities within the NAVFAC Pacific area of responsibility, including, but not limited to, Guam and the Northern Marianas Islands (70%); Australia (10%); Hawaii (10%); and other areas under the NAVFAC Pacific area of responsibility (10%). The work to be performed provides for AE electrical services with associated multi-discipline AE support services. AE services include engineering studies; preparation of Department of Defense 1391 documents; plans, specifications and cost estimates/parametric cost estimates, including preparation of design-build request for proposal contract documents or design-bid-build contract documents; functional analysis and conceptual design development; as-built drawings; and post-construction services. Projects may involve new construction, alteration, repair and installation of electrical facilities and systems. Fiscal 2019 military construction (MILCON) (planning and design) contract funds in the amount of $10,000 are obligated on this award and will not expire at the end of the current fiscal year. Future task orders will be primarily funded by MILCON. This contract was competitively procured via the Navy Electronic Commerce Online website and two proposals were received. The Naval Facilities Engineering Command Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-20-D-0003). Transoceanic Cable Ship Co. LLC, Baltimore, Maryland, is awarded an $18,577,008 modification under previously awarded firm-fixed-price contract N32205-19-C-3506 to fund the second six-month option period. The option will continue to provide one cable ship (CS Global Sentinel) which will be utilized to lay and repair cable for the Department of Defense worldwide. This contract includes a 12-month base period, two six-month option periods, two 12-month option periods and one 11-month option period. Work will be performed worldwide and is expected to be completed by December 2023. Operations and maintenance (Navy) funds in the amount of $17,477,326 are obligated and will expire at the end of fiscal 2020. Other procurement (Navy) funds in the amount of $1,099,681 are obligated and will expire at the end of fiscal 2022.
