    The US Space Force is using a repurposed civilian satellite for weather data

    Nathan Strout WASHINGTON — The U.S. Space Force can now collect critical weather data from a repurposed government satellite, the armed service announced Sept. 8, ensuring that war fighters have an accurate picture of what's happening over the Indian Ocean. The Space Force declared initial operational capability of the Electro-optical Infrared Weather System Geostationary satellite, a former National Oceanic and Atmospheric Administration weather satellite known as GOES-13. The EWS-G1 satellite will now provide cloud characterization and theater weather imagery of the Indian Ocean region to the Department of Defense, filling a critical gap between the end of the Defense Meteorological Satellite Program and the launch of a new constellation of weather satellites operating in low Earth orbit. “EWS-G1 is a prime example of innovation and the leveraging of partnerships. SMC partnered with NOAA and NASA to deliver critically needed Geostationary visible and infrared cloud characterization and theater weather imagery in the Indian Ocean region. This effort demonstrates speed by allowing the spacecraft to be moved and operated in the Indian Ocean region far earlier than a new satellite could be produced and fielded,” said Charlotte Gerhart, the Space and Missile Systems Center's Production Corps Low Earth Orbit Division chief. “The repurposing of GOES-13, and residual NOAA ground equipment, accomplished the mission at a fraction of the procurement cost of a brand new system.” Initially launched in 2006, GOES-13 provided weather coverage of the American East Coast for 10 years before being replaced. No longer needed by NOAA, it was transferred to the U.S. Air Force in 2019. It was then relocated to its new position, where NOAA and the Space Force completed a thorough review of the satellite and its sensors.     KIELCE, Poland — Israel's Rafael Advanced Defense Systems hopes it will secure a deal to supply the SkyCeptor interceptors under Poland's much-awaited, short-range Narew air defense tender. At the MSPO defense industry show in Kielce, Rafael's representatives said the company was determined to further develop its longstanding cooperation with the Polish industry as part of this program. Since 2004, local state-owned Mesko plant has produced the Spike LR anti-tank guided missile under a license acquired from Rafael. Poland has selected Raytheon's Patriot missiles to provide the country's medium-range air defense capacities, and the Israeli producer claims its system will be highly compatible with the U.S. missiles owing to the companies' cooperation. “Our technology is combat-proven and modular, and Poland would be able to perfectly integrate it with other layers of its air defense system. This technology is state-of-the-art, and we would also ensure it is transferred to the Polish defense industry, just like we did with the Spike contract,” Roland Steinbrecher, the regional director for international marketing and business development at Rafael Advanced Defense Systems, told Defense News. Under the medium-range Wisla program, the Polish Ministry of Defence awarded a $4.75 billion deal to Raytheon in 2018. This modification exercises an option for the production and delivery of 14 F135-PW-100 low rate initial production Lot 14 propulsion systems for the Air Force in support of the F-35A conventional take-off and landing aircraft.     Canada’s Air Task Force – Romania begins 2020 NATO enhanced Air Policing mission

    On Sept. 3, the Canadian Armed Forces (CAF) Air Task Force – Romania (ATF-Romania) received their readiness certification from the North Atlantic Treaty Organization (NATO) during a certification ceremony held at the Romanian Air Force Base Mihail Kogalniceanu. This certification allowed the Task Force to officially begin their enhanced Air Policing mission under Operation Reassurance in Romania on Saturday, Sept. 5. During this mission, the detachment from the Royal Canadian Air Force (RCAF), consisting of approximately 135 personnel and six CF-18 Hornet fighter jets, will help secure the skies over Romania until December 2020. The Air Task Force will work with the Romanian Air Force under NATO command and control as part of Operation Reassurance, which is Canada's contribution to NATO assurance and deterrence measures. Protection measures against COVID-19 were taken during the certification ceremony to ensure the health and safety of all present. While conducting their mission, the Air Task Force members are working alongside our regional partners and Allies in Romania, and taking all the necessary precautions to minimize the risk to the safety of our personnel and the local population. Despite the limitations of operating in a COVID-19 environment, the CAF have remained agile and able to conduct successful missions around the world, all while adhering to both domestic and host nation COVID-19 safety requirements. “Every year, this Air Task Force provides a concrete example of Canada's commitment to NATO's collective defence,” said MGen Eric Kenny, Commander 1 Canadian Air Division and Joint Forces Air Component Commander. “Air Policing is a critical part of NATO's mandate and is a mission our crews excel at, thanks to their training and experience with our own 24/7/365 NORAD mandate. This will include patrolling Romanian air space and, if necessary, intercepting any aircraft that enter it without authorization.     Tony Osborne September 08, 2020 LONDON—British Defense Secretary Ben Wallace has hinted that the UK's future combat air system initiative, Tempest, could be one of the winners in the government's Integrated Review of defense and foreign policy. Writing in the Times newspaper on Sept. 6, Wallace said the UK needed products that could be exported to help the country afford the equipment the UK requires for its armed forces. He also cited the UK's aerospace industry as being at the forefront of those efforts. “Our aerospace industry isn't just a domestic concern,” Wallace wrote, noting that aerospace exports amount to £34 billion ($50.1 billion). The UK's Tempest has already secured Italy and Sweden as partners, with Saab expected to make investments in an FCAS technology center worth £50 million. “The defense and security sector is a breeding ground for science, invention and world-beating technology, as the bedrock of hundreds of thousands of jobs in the UK,” Wallace wrote. While the review will re-examine the UK's foreign policy and defense operations, Wallace says it will also “recognize the importance of research, skills and the aerospace industry. Without them, our forces could risk losing the battle-winning advantage we will need in this evermore insecure and anxious world.” Wallace said he recognized a need to reform and modernize the country's armed forces to meet new threats. He said the UK had a “sentimental attachment” to a static armored-centric force that was anchored in Europe, possibly hinting at reports that the UK may do away with its fleet of Main Battle Tanks and instead focus on light armored and airborne capabilities. Reports have also suggested that the UK may not buy its full complement of 138 Lockheed Martin F-35s, and potentially buy as few as 70 airframes over the program's life. “If we are to truly play our role as ‘Global Britain,' we must be more capable in new domains, enabling us to be active in more theaters,” Wallace wrote.     New policy addresses 3D parts for Army aircraft

    By Courtesy As the Army explores the potential of some advanced manufacturing methods and 3D-printed parts to maintain and sustain its aviation fleet, recently published guidance aims to strike a balance between safety, improvements to readiness and escalating costs. Advanced manufacturing refers to new ways of making existing products and the production of new products using advances in technology. Advanced manufacturing includes additive manufacturing, a process of joining materials to make parts from 3D-model data. Additive manufacturing differs from the traditional subtractive process that cuts away material to shape and produce parts. The U.S. Army Aviation and Missile Command recently published a policy memorandum addressing advanced manufacturing for Army aircraft parts, components and support products. “Evolving technologies create a unique challenge as we determine the airworthiness of parts when the data is immature, incomplete or even non-existent,” said AMCOM Commander Maj. Gen. Todd Royar, who serves as the Army's airworthiness authority, responsible for ensuring the safety of the service's aircraft components. As enduring aircraft, like the UH-60 Black Hawk helicopter, continue in service, the supply system with face challenges with obsolescence, meaning parts that are difficult to acquire or receive no bids from potential vendors to manufacture. As the Army keeps pace with technology, advanced manufacturing creates opportunities to optimize long-term sustainment efforts. The Army established a partnership recently with Wichita State University's National Institute for Aviation Research (NIAR) to create a “digital twin” of an aging Black Hawk model. “One of the primary tasks in this effort is to convert all legacy 2D drawings of this aircraft into modern 3D parametric models,” said John Tomblin, senior Vice-President for Industry and Defense Programs and Executive Director of NIAR at Wichita State University. “This will allow the Army to source parts that are out of production as well as use advanced techniques, such as additive manufacturing, to produce parts.” The digital twin opens a door to the 3D modeling and more opportunities to use parts made through additive manufacturing. The NIAR project is not the Army's only effort. Army Aviation is already using advanced manufacturing methods and 3D-printed parts to solve specific challenges. When several CH-47 helicopters experienced structural cracks at a certain portion of the frame assembly, an initial solution was to replace the entire frame assembly. “Replacing the entire assembly is a time-consuming task that also poses logistical challenges because replacements are difficult to obtain,” said AMCOM's Aviation Branch Maintenance Officer, Chief Warrant Officer 5 Michael Cavaco. Instead, engineers designed a solution to restore the cracked frames to their original strength by creating repair fittings using Computer-Aided Design models. “After five iterations of 3D-printing prototypes, test fit and model adjustments, a final design solution was achieved,” Cavaco said. Additionally, 3D printers have created several tools and shop aids that have benefitted the field. Many of these stand-alone items that support maintenance operations are authorized within Army technical manuals, depot maintenance work requirements or similar publications. While too early to predict overall cost and time savings, the advantages of advanced manufacturing are significant. The use of advanced manufactured parts will eliminate wait time on back-ordered parts that, ultimately, delay repairs. A key focus of AMCOM's AM policy is on inserting evolving technologies into enduring designs that have relied on traditional manufacturing processes throughout their acquisition lifecycle. However, future Aviation are benefiting as well from advanced manufacturing. The Improved Turbine Engine Program (ITEP) includes a number of advanced manufacturing elements. “ITEP benefits from advanced manufacturing include reduced cost, reduced weight, increased durability, and enhanced performance when compared to traditional manufacturing methods,” said Col. Roger Kuykendall, the project manager for Aviation Turbine Engines. “The benefits of AM stem from the unique capability to produce more complex hardware shapes while simultaneously reducing part count.” The fine details of airworthiness expectations asserted in this policy were crafted by a team of engineers at the U.S. Army Combat Capabilities Development Command Aviation and Missile Center, led by Chris Hodges, the current acting associate director for Airworthiness-Technology. Hodges said the new policy was drafted after his team collaborated with stakeholders from across the aviation enterprise, reaching across Army organizations and out to sister services and the Federal Aviation Administration. “We considered a lot of input and ultimately organized expectations and requirements by category, spanning from tools and shop aids to critical safety items,” Hodges said. “The resulting policy sets a solid foundation with room to grow and fill in details as the story evolves.” For Army aviation applications, advanced-manufactured parts and components will be managed under six categories that range from articles that support maintenance operations to those aviation critical safety items, whose failure would result in unacceptable risk. The designated categories prescribe for engineers and manufacturers the allowed materials and appropriate testing methodology for each particular part. The new guidance is not intended as a replacement for other existing policies that address advanced manufacturing. “We intend to be in concert with Army policies and directives that pertain to readiness, maintenance and sustainment,” Royar said. “Our policy provides a deliberate approach to ensure airworthiness and safety while determining where research and efforts may best supplement the supply chain and improve performance while balancing cost.” AMCOM Command Sgt. Major Mike Dove acknowledged the methodology must continue to mature in multiple areas before confidence grows in the ability to measure airworthiness qualification requirements for advanced-manufactured parts. “We fully support the maturation requirements for advanced-manufacturing technology, but not at the expense of flight safety,” Dove said. As Army aviation continues to pursue and include advanced-manufacturing methods, Royar noted the potential impact as the technology evolves. “Advanced manufacturing touches units, depots and the broader supply chain,” Royar said. “As we sustain our enduring aircraft and look to future systems, it is important that we keep pace with this and other emerging technologies for the sake of the warfighter.” https://www.army.mil/article/238868/new_policy_addresses_3d_parts_for_army_aircraft

    Pour soutenir l'innovation, les crédits du ministère de la Défense doivent, selon la loi de programmation militaire, augmenter de 25 % pour atteindre le milliard en 2022. « Nous devons poursuivre notre investissement dans les technologies de rupture : les planeurs hypersoniques capables de parcourir 100 kilomètres en une seule minute, les armes à énergie dirigée, ces armes qui sont capables de perturber, neutraliser voire détruire un équipement ciblé à distance sans projectile, ou encore les technologies quantiques », a déclaré Florence Parly. Les projets souffrent cependant toujours du manque de fonds pour lancer leur industrialisation. La ministre a donc confirmé le lancement avant la fin de l'année, d'un nouveau fonds d'investissement dont la gestion sera confiée à BPI France. Dénommé Definnov, il sera dédié au développement de technologies civilo-militaires et sera doté de 200 millions d'euros pour financer en fonds propres des entreprises innovantes.     Mise en place dès mars dernier, la cellule de soutien de la DGA (Direction générale de l'armement) à la base industrielle et technologique de défense (BITD) lancée à l'initiative du ministère des Armées est toujours mobilisée pour les entreprises qui en ont besoin, rappelle Air & Cosmos. Cette « task force » a déjà réussi à trouver des solutions pour 47 entreprises dont l'activité est stratégique ou critique pour la BITD française.     Automated drone solutions have significant value in applications from surveillance to inspections of aircraft, buildings, and infrastructure. Drones on military bases have the same value – and drone startup Easy Aerial is competing to bring their tethered drone technology to the Air Force Base of the Future. AFWERX, the catalyst for fostering innovation within the U.S. Air Force, announced Easy Aerial as one of the top 92 participating teams selected from across the globe competing to build the Base of the Future Challenge. “The AFWERX Challenge is centered around six topics – Base Security, Installation Resilience, Leveraging Technology for Operational Effectiveness, Reverse Engineering, Culture of Innovation, and Airman and Family Wellbeing,” says an Easy Aerial press release. Easy Aerial is competing in the Leveraging Technology for Operational Effectiveness Challenge – a challenge to leverage artificial intelligence, additive manufacturing and machine learning to build an Air Force base “that becomes a leader in innovation.” The Base of the Future theme was inspired by Tyndall Air Force Base in Florida, which was destroyed in 2018 by Hurricane Michael. Congress has approved a $ 3 billion military construction rebuild program: the Base of the Future Challenge is based on the hope that Tyndall will be rebuilt as a model of innovation for military services around the world. Easy Aerial provides drone-based monitoring and inspection solutions designed and built in the U.S. Easy Aerial solutions “are fully autonomous, all-weather capable, portable, rugged, and specifically designed for military applications,” says the announcement. Among Easy Aerial's applications is an autonomous solution for rapid maintenance inspection of large aircraft. “The system features a tethered drone attached to a self-directing base station that moves around an aircraft capturing and securely storing high-resolution images and video from multiple angles.
