Dear members, On July 3, 2020, the Government of Canada announced it will review applications for the export of “sensitive military items” or “sensitive goods” destined to Hong Kong with the same considerations as it does for those items destined for the People's Republic of China. Whether or not to approve a permit will now be a case-by-case political decision taken by the Minister of Foreign Affairs. What constitutes “sensitive military items” and “sensitive goods” will be determined by Global Affair Canada (GAC), on a case-by-case basis, from items that are found on any of the seven Export Control Group Lists (ECL). Permits for what are considered "sensitive military items" will not be approved. While Canadian firms have exported very little in the way of ECL Group 2 items to Hong Kong in recent years, these changes appear to create a high level of regulatory risk for companies considering new business opportunities that would require exporting items found on the Export Control Group Lists. After award of this modification, the total cumulative contract value will be $230,000,000. This contract is for the production, test and delivery of up to 330 Eddy Current Testing Systems, replacing the currently fielded system, to perform nondestructive inspection of aircraft components and support equipment for fatigue cracks and other surface defects on conductive materials. By Anthony Capaccio The defense industry has made major strides reducing the impact of Covid-19 on operations, decreasing total closings of facilities to six on Monday from a high of 148 in mid-April, according to the Pentagon agency that oversees contracts. “We're seeing a significantly smaller fraction of the industrial base impacted on a daily basis” as contractors have become “better at restoring operational capability after potential exposures” to the coronavirus, Army Lieutenant General David Bassett, director of the Defense Contract Management Agency, said in an interview. “We've gone from having a substantial fraction of the industrial base impacted to today,” where it's “just a handful.” In total, 279 defense contracting locations were forced to shut down an average of 20 days since April because of the pandemic. In addition, 149 locations currently have reduced operations because of the virus, according to the agency, which tracks 10,509 locations of major defense contractors and their subcontractors. “These closures have generally been short-term in order to clean facilities” or to “reduce the potential exposure of employees,” according to agency spokesman Matthew Montgomery. Ellen Lord, the Defense Department's acquisitions chief, has warned that pandemic disruptions are expected to result in defense industry claims for reimbursement of more than $10 billion under the Cares Act, which provides economic aid including reimbursing contractors for payments to employees affected by disruptions such as plant closings. She has said a single contractor, which she didn't name, is estimated to have at least $1.5 billion in potential claims. July 7, 2020 - The development of Patria's Heavy Unmanned Ground Vehicles has reached a level where the Patria AMV 8x8 vehicle can be operated remotely beyond visual line of sight utilizing 5G and 4G networks. This enables vehicles operation even from longer distances with higher reliability. The demonstration of remote-controlled Patria AMV 8x8 vehicle under 5G network was made in cooperation with the University of Tampere, and it was part of the RemoteFeel project. RemoteFeel is a research project founded by Business Finland, FIMA ry (Forum for Intelligent Machines) and the research parties. Members of the program were given the opportunity to drive a Patria AMV 8x8 vehicle remotely. The demonstration utilized Patria's Remote Operating Desk (ROD), state-of-the-art user interface containing features, such as augmented reality and haptic feedbacks enabling more authentic remote-driving operations, and the combined stereo camera system developed by the University of Tampere. By: Aaron Mehta WASHINGTON — It was a happy Independence Day for American defense companies, with the U.S. State Department announcing Monday it has approved almost $7.5 billion in potential foreign military sales to five different countries. The potential sales, announced on the website of the Defense Security Cooperation Agency, involve UH-60M Black Hawk helicopters for Lithuania, E-2D Hawkeye aircraft for France, MV-22 Osprey aircraft for Indonesia, Stryker infantry vehicles for Argentina and aviation fuel for Israel. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but is not a guarantee the sales will to happen in their announced forms. Once approved by Congress, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Israel: The biggest price tag, at $3 billion, is 990 million gallons of petroleum-based fuel for Israel, including JP-8 aviation fuel, diesel fuel and unleaded gasoline. Vendors will be selected “using a competitive bid process through Defense Logistics Agency Energy for supply source,” according to the announcement. Israel operates the American-made F-35I Joint Strike Fighter, among other aviation assets. France: The French request to purchase three E-2D Advanced Hawkeye aircraft comes with an estimated price tag of $2 billion. The aircraft is to replace France's legacy E-2C Hawkeye fleet. In addition to the aircraft, the country wants 10 T-56-427A engines, three AN/APY-9 radar assemblies, four AN/ALQ-217 electronic support measure systems and one Joint Mission Planning System, among other technologies. “The E-2D aircraft will continue and expand French naval aviation capabilities and maintain interoperability with U.S. naval forces,” the DSCA announcement read. “As a current E-2C operator, France will have no difficulty absorbing this equipment and support into its armed forces.” Primary work will be done at Northrop Grumman's Melbourne, Florida, location. There will be industrial offsets required in the future, but those have not been defined at this point. This is the first DSCA notification of an arms sale to France since at least September 2017, as the country prefers to rely on its domestic arms industry. Indonesia: Indonesia was cleared to spend an estimated $2 billion to buy eight MV-22 Block C Osprey aircraft. Also included are 24 AE 1107C Rolls-Royce engines; 20 each of the AN/AAQ-27 forward-Looking infrared radars, AN/AAR-47 missile warning systems and AN/APR-39 radar warning receivers; and 20 each of the M-240-D 7.64mm machine guns and GAU-21 machine guns, among other gear. The potential sale is announced at a time when the U.S. is seeking to beef up both its presence and the capabilities of partner nations in the Pacific in order to blunt Chinese interests in the region. This is the first DSCA notification of an arms sale to Indonesia since at least September 2017. “This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of an important regional partner that is a force for political stability, and economic progress in the Asia-Pacific region. It is vital to U.S. national interest to assist Indonesia in developing and maintaining a strong and effective self-defense capability,” the DSCA notification read, adding the sale will “enhance Indonesia's humanitarian and disaster relief capabilities and support amphibious operations.” Primary work will be done by Bell Textron in Amarillo, Texas, and Boeing in Ridley Park, Pennsylvania. Lithuania: The Baltic nation of Lithuania plans to spend $380 million to procure six UH-60M Black Hawk helicopters. The standard U.S. configuration requested includes 14 T700-GE-701D engines, 12 M240H machine guns, night vision goggles, a number of radios and thousands of rounds of ammunition. “The proposed sale of these UH-60 helicopters to Lithuania will significantly increase its capability to provide troop lift, border security, anti-terrorist, medical evacuation, search and rescue, re-supply/external lift, combat support in all weather,” per the DSCA. “These UH-60 helicopters will allow for interoperability with U.S. and NATO forces in rapid response to a variety of missions and quick positioning of troops with minimal helicopter assets. Lithuania intends to use these defense articles and services to modernize and expand its armed forces to provide multi-mission support in its region and combat terrorism threats.” The Black Hawks will replace the nation's Soviet-made Mi-8 fleet. The U.S. is helping fund Lithuania's purchase through the European Recapitalization Incentive Program, or ERIP, a tool developed in 2018 alongside U.S. European Command to speed up the process of getting allied nations off Russian gear. The State Department kicked in $30 million of ERIP funding to help complete that deal. So far, three of the eight countries to receive ERIP funds have used them to purchase Black Hawk helicopters. Work will primarily be done at Sikorsky's Stratford, Connecticut, location and General Electric Aircraft Company in Lynn, Massachusetts. Argentina: The South American nation seeks 27 M1126 Stryker infantry carrier vehicles, with an estimated $100 million price tag. In addition to the vehicles themselves comes a pile of equipment, including 27 M2 Flex .50-caliber machine guns, radios and smoke grenade launchers. In addition, the vehicles come with special de-processing services outside of the continental United States as well as contractor-provided training. “The proposed sale will improve Argentina's capability to meet current and future threats by increasing operational capabilities and force availability,” per DSCA. “Argentina will use the Stryker vehicles to conduct stability operations in support of disaster relief and international peace keeping obligations.” Primary work will occur at the General Dynamics Land Systems facility in Anniston, Alabama. Jen Judson WASHINGTON — The Army is on a path to use space sensors to help its artillery see and shoot well beyond current capability. The service has already wrapped up an effort to achieve this capability, which took place in Europe in February and March, Gen. Mike Murray, Army Futures Command commander, told reporters in a media call. Murray was discussing how Army modernization would proceed despite COVID-19 social isolation measures in April. The Army will continue to build upon these early successes tapping into space assets to help guns on the ground hit long-range targets, an Army spokesperson told Defense News in a written statement. Conducted through Futures Command's cross functional team in charge of Assured Position, Navigation and Timing (A-PNT), the service was able to link space sensors with shooters in live-fire demonstrations in Grafenwoehr, Germany, on three separate occasions with the latest on March 23, the spokesperson wrote. Over the course of the demonstrations, the team “successfully sensed and hit targets at ranges beyond line of sight using satellite capabilities that have not been accessible to ground forces until now,” the spokesperson said. The exercise showed the “Army's ability to engage and defeat time sensitive targets with timely and accurate fires anywhere on the battlefield.” Tapping sensors that can help guide missiles and munitions to targets deep into the battlefield is critical to the Army's future long-range precision fires capability and key to operating across multiple domains. But achieving such distances requires connecting sensors and shooters that have never worked together before Long-Range Precision Fires (LRPF) is the Army's top modernization priority as it plays a critical role in the future battlefield and will be a centerpiece in the service's future Multi-Domain Operations doctrine currently in development. The LRPT cross functional team will continue to push the capabilities to far greater ranges than previously capable or than those distances previously allowed prior to the United States' withdrawal from the Intermediate-Range Nuclear Forces Treaty in 2019. During the initial live-fire demonstrations, a unit conducted an operation using the weapons and ammunition associated with their mission — in this case the Army integrated the capability with the Multiple Launch Rocket System (MLRS) and the M777 howitzer. The demonstrations used high explosive rounds equipped with a precision guidance kit fuze fired from the M777 howitzer or MRLS launcher. The Advanced Miniaturized Data Acquisition and Dissemination Vehicle accessed various sensors and target data was transmitted through the Joint Automated Deep Operations Coordination System and the Advanced Field Artillery Database System for the technical and tactical fire direction processes, the spokesperson detailed. The demonstrations gave “insight” into current capabilities “and their ability to link in novel ways to provide a capability down to the division operational level of combat,” the Army spokesperson said. Originally, pre-pandemic, the Army had planned to work on the capability throughout the scaled-back Defender Europe 2020 exercise using space-based sensors to pursue deep targets that “have not been responsive to ground forces until now,” according to the spokesperson. The APNT team will build upon the demonstrations by finding ways to reduce the sensor-to-shooter timeline to meet capability needs in the future anticipated operating environments. Ultimately, the Army will integrate the capability into the future Extended Range Cannon and a “full suite of Army fires platforms.” The ERCA cannon has already reached ranges of roughly 40 miles in recent tests at Yuma Proving Ground, Arizona. The service also plans to begin integrating with aviation platforms, the spokesperson said. Sino-Indo relations are suffering after a skirmish with Chinese troops on June 15 in Galwan Valley. India said 20 of its soldiers were killed, as were Chinese soldiers. Chinese officials have not confirmed any casualties. The Defence Acquisition Council on Friday approved a collection of arms procurement projects worth $5.55 billion, including domestic efforts worth $.4.44 billion. DAC is an apex-level body that falls under the purview of the Ministry of Defence. “In the current situation and the need to strengthen the armed forces for the defence of our borders, and in line with our Prime Minister's clarion call for ‘Atma Nirbhar Bharat' [self-sufficient India], the DAC, in its meeting of July 2 held under the chairmanship of Defence Minister Rajnath Singh, accorded approval for capital acquisitions of various platforms and equipment required by the Indian armed forces. Proposals for an approximate cost of $5.55 billion were approved,” the MoD said in a statement. Under the approval, India will upgrade 59 of its MiG-29 aircraft and buy 21 more from Russia for about $1 billion. In addition, India will order 12 Russian-made Su-30MKI fighters from the local state-owned company Hindustan Aeronautics Limited for $1.53 billion. The government has also approved several indigenous development programs, including ammunition for Pinaka multi-barrel rocket launchers; an armaments upgrade of BMP-2 infantry combat vehicles; software-defined radios; Nirbhay land-attack cruise missiles; and Astra beyond-visual-range missiles. The government also approved the emergency purchase of Excalibur artillery rounds for M777 ultralight howitzers from the United States, Igla-S air defense systems from Russia and Spike anti-tank guided missiles from Israel. It's also granted special financial powers that comes with a ceiling of $71.42 million to rapidly buy weapons. But these fast-track purchasing programs will still involve a multi-vendor competition. Twenty-five of these procurement programs are for the Army and the Air Force; 10 are for the Navy. The Army is likely to buy ammunition for its T-90 tanks, BMP-2 vehicles, air defense guns, artillery guns and small arms, as well as rockets, missiles and mortars. The Air Force is likely to buy air-to-air missiles, air to-ground missiles, smart bombs, chaffs, flares and precision-guided munitions. As part of the procurement effort, Indian Defence Minister Rajnath Singh and Defence Secretary Ajay Kumar visited Moscow from June 22-25 and met with Russian Defence Minister Sergei Shoigu, Deputy Prime Minister Yury Borisov and chief of Rosoboronexport Alexander Mikheev.
