    From crowd control to ‘wireless energy beaming,' the Army’s new vehicles must have more power but use less fuel

    By: Todd South As Army leadership looks to transform ground operations and logistics experts shave supply requirements such as fuel, work being done to generate more electric power with less fuel is at the heart of the land fight in the next wave of warfare. The two paths converge at work being done to “electrify” the future vehicle fleet at the Army's center for vehicle research – the Tank Automotive Research Development and Engineering Center. A November forum at TARDEC focused on advances in vehicle electrical power as service leaders, industry experts and researchers pursue ways to give more soldiers more power to run complex systems of the future. The first such forum took place in June and laid out an overview of what will need to happen to reach Army goals. Over the next year, participants will refine their plans to build a complex fleet of vehicles capable of a host of tasks not yet fielded. Vehicles have come a long way from moving forward and backward and carrying troops and ammo. “The electrical demands on the Army's vehicles today are growing far beyond anything we've seen before,” said George Hamilton, TARDEC's lead for Vehicle Electronics Architecture. “Our focus is on developing and providing a modular, flexible and adaptable vehicle architecture that can expand to meet future demands of all kinds.” And the goals are ambitious. The Army wants most of the electrification infrastructure in place or ready for testing by mid-2024 and a working, all-electric power train for the fleet by 2027. The systems and capabilities that the electrification project is pursuing are aimed at enabling seamless Multi-Domain Operations in which forces can access limited windows in the fight at various domains, from the traditional air-land-sea to cyber-electronic warfare-space domains. But, power demands on legacy vehicles only grow as more systems are added, experts said. Over time, that's meant entirely new wiring, amplifiers and other electronics architecture for the same vehicles that have been in service for decades. For example, in 2001, the standard vehicle only required a 150 amp alternator to power its onboard systems. Today, that same vehicle needs 10 times the amperage to run all of the weapon systems, computers, radios, monitors and cameras on current vehicles. At a recent talk at the Association of the U.S. Army, Lt. Gen. Aundre Piggee, the Army G-4, said that future combat operations will not be able to rely on forward operating bases. Logisticians will need to find expeditionary ways to move supplies, especially fuel, to combat units. Current brigade combat teams are able to operate for about three days before a full resupply. But Piggee said that the goal is to stretch that to seven days. To meet that end, a variety of options are being explored, but the main supply saver is reducing demand, specifically fuel. BCTs will need to use at least one-third less fuel to keep their standalone abilities at the one-week mark, he said. That extends beyond petroleum and to battery life, power consumption on smart grids, and anywhere else that technology procedures and advancements can make the formation lethal as long with less fuel or power consumption. So, at the same time that larger formations must be more self-sustaining and use less fuel, the systems that enable their fighting might will need more power. Tomorrow's vehicles will need to do much more than what's being demanded now. On the Army wish list are energy weapon systems to counter rockets, missiles and drones, wireless energy beaming to help with running unmanned ground vehicles and aerial drones with remote power, non-lethal energy weapons for crowd disbursement, silent modes for vehicle movement, high-power electronic jamming, electronic armor to deflect electromagnetic spectrum and projectile attacks, and long-range electromagnetic guns for multiple uses. And the backbone of those capabilities is an open architecture powering system on the next wave of ground vehicles that nearly any system built today or decades from now can plug into, and it will provide the power needed to run. Part of that, the Next-Generation Combat Vehicle Electrical Power Architecture, has been in development at TARDEC since 2012. Once implemented, the system is expected to provide fuel efficiency that will reduce fuel consumption by more than 10 percent and provide 20 percent more efficient power generation and energy transfer. That will put less strain on the vehicle systems while using less fuel and providing more power. And, it can take powerful hybrid vehicles, those using both petroleum-based fuels and battery or fuel cell power. This effort is coupled with a recent partnership between TARDEC and the U.S. Department of Energy into hydrogen fuel cell technology. “We think hydrogen as a fuel source, and the fuel cells that generate electricity from the hydrogen, will enable enormous capability for our warfighters,” Paul Rogers, director of TARDEC, said in a release. "Les retours sociétal et industriel vont pouvoir être maintenant négociés très concrètement entre l'avionneur et les acteurs institutionnels et industriels belges.     Le gouvernement du Canada acquiert de nouveaux navires pour la Garde côtière canadienne

    OTTAWA, le 8 nov. 2018 /CNW/ - Le gouvernement du Canada s'assure plus que jamais que nos océans soient plus sains, plus propres et plus sécuritaires, gr'ce au Plan de protection des océans de 1,5 milliard de dollars. Les deux nouveaux navires hydrographiques et de sondage de chenal (NHSC) de la Garde côtière canadienne appuieront l'engagement continu à assurer la sécurité des marins au Canada alors qu'ils servent de plateforme au Programme de sondage de chenal du Service hydrographique du Canada. Le Programme permet de recueillir des renseignements sur les conditions de chenal et la profondeur des eaux dans la Voie maritime du Saint-Laurent pour assurer la sécurité de la navigation. L'honorable Jonathan Wilkinson, ministre des Pêches, des Océans et de la Garde côtière canadienne, a accepté deux nouveaux NHSC dans la flotte de la Garde côtière canadienne, nommés le NGCC Jean Bourdon et le NGCC Helen Irene Battle. Conformément à la politique relative aux noms des navires de la Garde côtière, les navires hydrographies et de sondage de chenal sont nommés en l'honneur de scientifiques, d'hydrographes et d'explorateurs canadiens qui ont apporté des contributions importantes dans leurs domaines respectifs. En l'occurrence, Jean Bourdon a réalisé les premières études hydrographiques du fleuve Saint-Laurent, et Helen Irene Battle a été une scientifique primée et la première femme au Canada à obtenir un doctorat en biologie marine. Modern emergency locator transmitters, or ELTs, emit radio distress calls that can be picked up by satellites, but many small, private and recreational aircraft use older technology that's of little use to rescuers if a plane goes down, because the signal is unlikely to be picked up. "There's no way to tell where it's coming from, no way to tell the identity of the source," said Steve Lett, head of the Cospas-Sarsat Secretariat, the international organization that runs the satellite-based search and rescue system. "It relies on the luck of having another aircraft possibly flying nearby and that aircraft having its receiver tuned to 121.5 MHz, and also that aircraft not assuming that it's some sort of a test." Search and rescue satellites no longer pick up the 121.5 MHz distress signal, which isn't a problem for large commercial airplanes most Canadians use to travel because they use up-to-date ELTs. Those systems are designed to go off when a plane crashes, sending a signal to orbiting satellites that is relayed to a mission control centre. Local search and rescue crews are then advised where they can find the crash site. "Private aircraft, general aviation aircraft, they are not as closely supervised. They tend to crash much more frequently and yet governments ... the Canadian and U.S. governments included, continue to allow them to fly with only a 121.5 MHz ELT," said Lett, whose organization stopped monitoring the 121.5 MHz frequency in 2009. The older distress signals weren't accurate, so Cospas-Sarsat began monitoring ELTs that emit a 406 MHz radio signal instead. Those signals are digital and capable of providing more accurate location information and even the identity of the aircraft. But in Canada, it is not mandatory for planes to have a 406 MHz ELT. The Transportation Safety Board of Canada determined in 2016 there were approximately 27,000 aircraft registered in Canada that required an ELT, but only 10,086 equipped with a 406 MHz ELT.     By: Burak Ege Bekdil ANKARA — The Turkish government has launched a competition to buy hundreds of multi-rotor micro drones, with scores of local companies having already expressed interest. SSB, Turkey's procurement authority, has said that the planned drones would be used in homeland security missions like search and rescue, surveillance and reconnaissance, remote sensing and mapping. An SSB official said all drone programs come with a “priority” tag. Under the multi-rotor micro drone program, SSB will procure a total of 499 units. Twenty-two companies have replied to SSB's Request for Proposal (RfP). “The level of interest [in the contract] and potential competition during the race reflects the vibrancy of Turkey's fast-growing drone industry,” said Özgür Ekşi, an analyst with C4Defense.com, a defense industry specialist. “Especially when you think that only a decade ago there was not a single drone maker in the country.” Turkey has long prioritized developmental and operation of unmanned systems for its military and for export. The Turkish military was largely dependent on the Israeli-made Heron unmanned aerial vehicles in its fight with Kurdish insurgents in early 2000s when the government-controlled Tusas Turkish Aerospace Industries (TAI) started working on the Anka, Turkey's first indigenous drone. In 2013 TAI won a contract from the Turkish government to supply 10 Ankas and ground control stations. The Anka, a medium-altitude, long-endurance drone, can fly at an altitude of 30,000 feet for 24 hours and can carry up to 200 kg payload. TAI later developed the armed and satellite-controlled versions of the Anka as the country's dependency on drones in its asymmetrical warfare against Kurdish insurgency deepened. The Anka has paved the way for the entry into the market of private sector players. Kale-Baykar, a consortium, has successfully developed the Bayraktar TB-2, a drone system that comes in unarmed and armed versions, and delivered to the military six systems in 2017. The Bayraktar uses the MAM-L and MAM-C, two mini smart munitions developed and produced by state-controlled missile specialist Roketsan. Turkey's local industry also is developing BSI-101, a SIGINT system, for the Bayraktar to end Turkey's dependence on U.S.-made SIGINT systems for drones. The Bayraktar can fly at a maximum altitude of 24,000 feet. Its communications range is 150 kilometers.     More than meets the eye: Army selects next-gen camouflage system

    By: Kyle Rempfer The Army has finally selected a company to provide it with the next generation of ultra light-weight, general-purpose camouflage. The Army's Ultra-Light Camouflage Netting System, or ULCANS, will be an all-weather, state-of-the-art signature concealment system that provides multi-spectral protection for troops and equipment. The program aims to replace the legacy woodland and desert camouflage variants developed in the 1990s, and will be developed in light and dark woodland, snow and alpine, desert, and urban variants. The Army hopes ULCANS will better conceal the signatures of troops and equipment from high-end sensor threats on the battlefield. The contract to produce the next-generation camouflage was awarded to Fibrotex USA Inc., according to a company statement provided to Army Times. The contract is a 10-year, indefinite delivery and indefinite quantity award, with a total value of $480 million. Fibrotex is expected to begin full-rate production in early 2019, according to the company. ULCANS is the result of nearly two years of testing, trials and data collection conducted by the U.S. Army's Natick Soldier Systems Center in Massachusetts. Natick tested camouflage technologies from major global manufacturers against the Army's most advanced battlefield surveillance sensors. Many of the technologies underpinning ULCANS are based on developments by Fibrotex's Israel-based parent company over the last two decades, but have been specially modified for the U.S. Department of Defense. The Fibrotex system will provide multi-spectral camouflage, which conceals objects from detection across several portions of the electromagnetic spectrum at the same time. Traditional military camouflage simply hides an object in the visible spectrum, but the multi-spectral design obscures detection in the infrared, thermal and radar spectrum as well. “Today more than ever, military forces and opposition groups are using night vision sensors and thermal devices against our troops, but by using Fibrotex's camouflage, concealment and deception solutions, we make them undetectable again, allowing them to continue keeping us safe," said Eyal Malleron, CEO of Fibrotex USA. Fibrotex will also deliver the ULCANS material in reversible designs — allowing for the first time a different pattern and capability on each side, enabling soldiers, vehicles and systems to disappear into light or dark woodland, snow or alpine and desert or urban environments in any operational theater. “We have more than 50 years of experience, with thousands of hours in the field and a deep understanding of conventional and asymmetric warfare," Malleron said. "The U.S. Army tested our best camouflage solutions, and the camouflage repeatedly demonstrated the ability to defeat all sensors known to be operating in the battlefield and throughout the electromagnetic spectrum.” ULCANS will also be manufactured stateside, in a new state-of-the-art facility in McCreary County, Kentucky, creating hundreds of new skilled American jobs over the next decade, according to Fibrotex. “I firmly believe we have the best workforce in the country, and that their hard work and dedication has earned these new jobs, helping deliver a vital new military contract from McCreary County," Rep. Hal Rogers, R-Ky., said in a press statement.
