Manufacturers and exporters in Canada supply a vast range of equipment to public works projects in the U.S. from school buildings to wastewater treatment facilities. But Biden's promise to prioritize U.S.-based suppliers and products made on American soil could hurt Canadian companies by blocking them from bidding for work, especially after he unveils an infrastructure plan next month. The Made-in-America endeavour could disrupt the Canada-U.S. supply chain and lead to significant trade tensions, experts say. Yet the hardest hit firms will be those directly involved in U.S. government contracts, they say. “If you're in the business of supplying government procurement projects like municipal infrastructure, those are the companies most at risk,” said Dennis Darby, president and CEO of the Canadian Manufacturers and Exporters. Stricter Buy American rules for federal procurement could hurt manufacturing on both sides of the border, he said. “Manufacturers are so integrated across North America,” Darby said, noting that a lot of what Canadian companies make are the “bits and pieces” that go into the continental supply chain. “When U.S. manufacturers do well, so do Canadian manufacturers. We're all part of the same supply chain.” The biggest losers in an era of greater U.S. protectionism are likely to be a broad cross-section of Canadian firms supplying products to American municipalities, rather than specific sectors, experts say. Companies that supply pumping equipment for municipal water facilities, pipes for new sewage lines, or play structures for new playgrounds could all suffer, they say. Meanwhile, both Canada the U.S. already have “buy national” provisions carved out of existing trade agreements. Military procurements, for example, exclude foreign suppliers. Donald Trump pursued his own Buy American policies but it's unclear how much further Biden can expand these provisions without facing a legal challenge, said trade expert Lawrence Herman. “The question will be whether the expansion of the Buy American provision is permissible within the scope of the (World Trade Organization) agreement," said Herman, international trade lawyer at Herman and Associates. Yet the impact of the Buy American agenda on Canadian businesses could be widespread, he said. “There are a lot of Canadian companies that supply products to American municipalities,” Herman said. “They could all be affected.” Colin Robertson, one of the negotiators of the original Canada-U.S. Free Trade Agreement and North American Free Trade Agreement, said Canada should come to the table with solutions. “If Biden goes through with this, you're going to hear from Canadian companies that feel they're being excluded from U.S. projects,” said Robertson, vice-president and fellow at the Canadian Global Affairs Institute. “You're almost better to deal with it on a one-by-one basis,” said the former Canadian diplomat. “If the guy who builds playsets in Ontario can't bid on a new playground, what you want to do is try and get the province and state to work something out.” If Biden's massive stimulus package is approved, the demand for construction materials – especially steel and aluminum – could be huge, Robertson said. But if the Buy American plan is ramped up and starts to affect materials from Canada, he said negotiators need to point out that ultimately they'll get better value including materials produced in Canada. “If you want maximum value for these dollars, it's better to open up bidding,” Robertson said. “The challenge with these sorts of Buy American programs is you can get cartels forming within your locality that drive up prices.” This report by The Canadian Press was first published Jan. 20, 2021.     How Canada can leverage Biden's agenda as part of government relations reset

Joe Biden's return to the White House, this time as president, gives Canada a chance to reset what has been a tempestuous ride with Donald Trump. Biden has set himself a formidable to-do list: the pandemic; economic recovery; climate; racial justice; restoring democracy. For Prime Minister Justin Trudeau's first meeting with Biden after his inauguration, the government needs to look closely at that agenda. Rather than focusing on the perennial irritants, it should identify where Canada can offer help and solutions, because we share many of these challenges. Biden's immediate priority is vaccinating Americans so the country can recover socially and economically from COVID-19, and Trudeau has the same focus. The multilateral response to the pandemic could have been much more effective and would have benefited all if our two nations had collaborated from the outset. But it's not too late to start. Some of our best practices will also have application in hard-pressed developing nations, and what better demonstration that "America is back" and "ready to lead the world," as Biden put it, than to work closer with Canada and share what we have jointly learned about dealing with this virus. On climate, if Biden rejoins the Paris Agreement as promised, Canada and the U.S. will be back in sync in terms of emission-reduction targets. Together, we need to look to November's Glasgow conference and what we want to accomplish there, as it will be both a stock-taking of Paris commitments and a setting of new goals. With this in mind, Trudeau should offer to lead a North American approach to carbon pricing, including instituting a border tax on imports from those nations that don't meet their climate commitments. Closer collaboration would also involve identifying best practices and areas for shared research, including initiatives at the state and provincial level. If Mexico were asked to join in, it would go a long way to reviving North American collaboration in other areas as well, like immigration and addressing some of the troubles involving Mexico's Central American neighbours. On the issue of mutual defence, unlike Trump, Biden has indicated he believes in collective security and that he embraces NATO. Meanwhile, our binational NORAD agreement needs renewal, and an Arctic strategy is the missing piece in Canada's defence policy. American presidents from Ronald Reagan on have told us that if Canada claims sovereignty over the North, then we must exercise it. If we dither, the U.S. will set the parameters for us. To avoid this, we need to quickly take the lead in proposing a joint strategy. Reinvesting in our Arctic would also spark a northern economic renaissance, as well as secure the critical minerals vital to advanced manufacturing. Joining Biden's proposed club of democracies also makes sense, especially if it focuses on human rights, development goals, setting digital standards, and strengthening nascent democracies. Likewise, standing up to the authoritarians, especially China, is overdue. China's a la carte approach to multilateralism means scooping up the benefits of globalization while ignoring the rules and conventions of global institutions. As a result, China will likely dominate the Biden administration's foreign and security policy deliberations. As part of those deliberations, Canada needs President Biden to promise that any deal lifting the U.S. extradition request for Meng Wanzhou will include freeing the two Michaels – Canadians Kovrig and Spavor, detained in China since December 2018. With Canada having about 300,000 expatriates at risk in Hong Kong, we should also offer to co-lead, with Britain, a G7 approach to sustaining the liberties that China guaranteed to Hong Kong. And we must carefully strategize confrontations involving the U.S. itself. In his first conversation with the president-elect on Nov. 9 after the U.S. election, Prime Minister Trudeau pressed him on the Keystone XL pipeline that Biden has repeatedly pledged to rescind. The arguments supporting Keystone XL are unchanged: as one of 70 pipelines that crisscross our border, it safely supplements American energy independence with a secure and reliable supply of oil. And innovations by oilsands producers have significantly reduced the industry's environmental footprint. Biden already knows all this. But could he really be expected to go back on his promise to environmentalists, a key constituency in his fragile Democratic government? Leading with your chin is a bad idea, and Canada needs to be pragmatic. Indeed, reports Sunday indicated that Biden plans to rescind permission for the pipeline in his first day in office. If that turns out to be the case, Keystone XL is an important issue that requires ongoing attention through different levels of government, but we also need to be realistic in our expectations. The Harper government made Keystone XL the litmus test of its relationship with the Obama administration and it was a mistake, frustrating progress on other issues. Meanwhile, a pipeline we should be vigorously defending is the 65-year-old Line 5 that Michigan Governor Gretchen Whitmer wants closed. This pipeline supplies about 45 per cent of the crude oil used by Ontario and Quebec. Let's also be realistic about Buy American, which is integral to Biden's trillion-dollar Made in America and Build Back Better initiatives. It's equally unlikely that he'll back away from these plans, but we should remember how Canada finessed former president Barack Obama's big build economic recovery initiative. With state-level procurement outside of the NAFTA deal, then-prime minister Stephen Harper turned to the Council of the Federation. Led by premiers Brad Wall and Jean Charest, they negotiated a reciprocity agreement with their governor counterparts that gave Canadians a piece of the pie. Keystone XL and Buy America remind us that our close, deep and profitable U.S. trade relationship requires a calibrated approach involving different levels of government. Several of the provinces have representation in Washington. Quebec has long had offices throughout the U.S., for example, and provincial efforts complement those of our Embassy and consulates; indeed on issues like Keystone they effectively lead. The Canadian tendency to push it all to the top-level leaders is self-defeating. When presidents meet with prime ministers, they expect top-table discussions befitting G7 and G20 leaders. Effective relations with the new Biden administration will mean dealing with problems at the appropriate level – including cabinet officers, premiers and governors, and our ambassadors. This obliges us to invest in our diplomatic service so that we can bring their intelligence-gathering to the negotiating table. The new U.S. administration wants to reset relationships with its friends and allies. By seizing this opportunity and being creative in identifying solutions to our shared interests, as well as leveraging opportunities through multiple levels of government, we ultimately advance Canadian interests. This would be known as the Saab Sensor Centre and would be located in Vancouver, British Columbia, with a focus on sensor technologies such as radar. The Saab Sensor Centre would provide career opportunities for Canadian engineering talent in the Vancouver area, as well offering research and development avenues for academia. One of the proposed projects is to develop a Space Surveillance Radar (SSR) in Canada, in co-operation with other companies within the Canadian space industry. It is envisaged that this surface radar will target the global market for greater awareness of objects in the Earth's orbit. "So much of modern life and military capability depends on space- based assets. Today space is anything but empty when it comes to the Earth's immediate vicinity with an increasing number of satellites and many more to come.     Why Saab’s Gripen E could make perfect sense for Canada

    We paid a visit to Swedish OEM, Saab, to learn if its Gripen E offering to replace Canada's aging CF-188 Hornets has the requisite muscle to give the other entrants a run for their money. BY JAMIE HUNTER | JANUARY 12, 2021 Estimated reading time 14 minutes, 12 seconds. “Gripen E meets and/or exceeds all of the Canadian requirements. It's an efficient, modern fighter, and it's the latest development on the market.” So says Anders Håkansson, Saab's deputy campaign director for the company's participation in Canada's Future Fighter Capability Project (FFCP). Canada's protracted search for a new fighter aircraft to replace its aging McDonnell Douglas CF-188 Hornets has narrowed to a field of three competitors. The U.S. manufacturing giants of Boeing and Lockheed Martin are respectively offering the F/A-18E/F Super Hornet and the F-35A Lightning II, with Sweden completing the trio with Saab's latest incarnation of Gripen — the single-seat E variant. While Saab is often cited as an excellent model for cost-effectiveness — company marketing literature refers to Gripen E as “the smart fighter” — actual capability is sometimes overlooked. So, does Gripen E have the requisite muscle to give the U.S. heavyweights a run for their money in this important campaign? The Canadian Requirement The complex saga of the Royal Canadian Air Force's (RCAF's) CF-188 recapitalization project includes Canada becoming a partner in the multinational F-35 program back in 1997. This enabled Canadian industry to gain a foothold in the global supply chain for the stealthy fighter, and Canada ultimately planned to purchase 65 F-35As. But the then-Prime Ministerial candidate Justin Trudeau pledged to overturn the F-35 deal — forcing a competition rather than a straight, non-competed acquisition of Lightning IIs. Fast-forward to July 31, 2020, and formal responses to a request for proposal were submitted to Ottawa by the three remaining interested parties in the FFCP. The Eurofighter Typhoon and Dassault Rafale had already withdrawn from the race, making this a three-way chase for the prized contract. The $11 to $15 billion FFCP calls for 88 fighters to be procured through an open competition, with the aircraft required to enter service from 2025 and be sustained to around 2060. Canada will select a winner by late 2021 using a formula that assigns 20 per cent to industrial offsets, 20 per cent to cost, and the remaining 60 per cent to overall capability. As the sole non-U.S. candidate, Sweden's Saab appears to be an outsider — maybe even a stalking horse. However, Saab is heavily committed to Canada with a strong, but understated, offering that shouldn't be underestimated. While Gripen E's moniker aligns it with the lineage and ethos of its Gripen A-D predecessors as capable but “affordable” fighters, the E is a very different beast in many ways. With seven aircraft now in various stages of flight-testing, one aircraft now at its Brazilian test centre, and initial deliveries to the Swedish Air Force planned for 2023, Gripen E's program is gaining momentum. Gripen E is a subtly beefed-up variant of the original Gripen in terms of airframe, but under the surface it couldn't be more different. With 10 external hardpoints, Gripen E can carry up to seven MBDA Meteor beyond visual range air-to-air missiles — a weapon that has been eyed enviously by the U.S. in comparison to its AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM). Combined with the Leonardo ES-05 Raven radar, it gives Gripen E impressive detection and engagement ranges. On top of the nose sits a Leonardo Skyward G infrared search and track (IRST) sensor for passive tracking and targeting. The cockpit features an 18-by-nine-inch-wide area touch screen display, and the pilot operates in an immersed world of fused data that is constantly updated via a fighter-to-fighter data link — as well as connectivity to other agencies via Link 16. Sweden has been working in this connected world for decades, reaching way back into the era of Saab's Viggen fighter. Meeting the Canadian Requirement According to Håkansson, Saab's assessment is that Gripen and its offer to Canada meets and/or exceeds all of the stated requirements, including meeting Canada's obligations under the North American Aerospace Defense Command (NORAD) mission of providing air defence for Canada and the U.S. Though program officials cannot reveal the exact parameters, which remain classified. The geographic scale of Canada must mean that range and endurance are two significant factors. With a 40 per cent growth in internal fuel capacity, Saab has clearly set out to address any perceived shortcomings of the earlier Gripens. “Part of the reason we developed Gripen E was with range and endurance in mind — plus the more powerful F414 engine and other modifications,” said Håkansson. One of the aces up Gripen E's sleeve is its electronic warfare system. It's completely new and provides what Saab refers to as a “digital shield.” “The idea was not to build a geometrically stealth aircraft that would be obsolete long before the life expectancy of the fighter, due to continuously and exponentially growing new technologies that target geometrically stealth aircraft,” explained Håkansson. “We added an EW system that solves the issue electronically, and that will continue to develop exponentially because no one knows what threats are evolving.” The embedded system combines active and passive systems to help protect the aircraft, which is cleverly combined with a 360-degree spherical missile approach warning system. “We have an airframe that is stressed for 8,000 hours . . . and Gripen E has the most advanced sensor fusion,” he said. “You can put the aircraft into an automatic mode and it suggests almost everything to the pilot so they can concentrate on the big picture, as well as the details.” Don't Judge a Book by its Cover “The jewel in the crown is our avionics system — and that you cannot debate. No one else has that,” declared Håkansson. Saab's Johan Segertoft led a team that masterminded Gripen E's revolutionary agile avionics architecture, which is attracting huge interest from other aerospace manufacturers. Saab set out to build a system that acknowledged computer technology is advancing like never before, with a mindset of embracing exponential growth in software code. “Gripen E is the vessel that will bring you to the fight,” explained Segertoft. “The computer power is what will win and take the pilot home.” He asserted Gripen E's avionics design is truly unique, already realizing the type of agile performance desired by U.S. manufacturers. Saab's approach has been explained as being akin to applications on a smartphone, where the operator tailors applications to their own preferences and without regard to hardware considerations that otherwise would slow the implementation. This means customers can design and develop their own software, enabling rapid introduction of new technologies and systems to deal with ever-evolving threats. Explaining traditional avionics architecture, Segertoft said: “To solve an upgrade requirement, the operator today buys a new piece of equipment, such as a new radar, bolts it onto the aircraft and puts a new screen in the cockpit.” To further explain this approach to upgrades, he used the analogy of buying an iPhone, but to get a new application on it you have to send it back to Apple and wait for three to five years to get it back! However, that is the legacy approach to complex integration issues in a highly regulated world. Safety in the aeronautical industry drives enormous cost. While most modern avionics systems separate safety-critical elements from the tactical side, Gripen E has harnessed the ability to take both and run them seamlessly as onboard computers are upgraded. This allows Gripen E to immediately benefit from the exponential increase in computing capacity. Saab said between the first flight of the prototype Gripen E (serial 39-8) on June 15, 2017, and the first flight of the second aircraft (39-9) on Nov. 26, 2018, all of the onboard computers were changed to upgraded systems providing more computer power. “Changing computers like this is typically calculated in years — we measure it in days,” explained Segertoft. “We changed hundreds of software components — 40 per cent of which were certified to the highest level — all without compromising airworthiness. Our vision has always been coding in the morning and flying it in the afternoon, and we are very pleased with where we are.” This philosophy makes it easy to add, delete, and modify coding, or to include third-party or partner involvement. Brazil, the first export customer for Gripen E, is already developing software and feeding it back into the main development program in Sweden. Patrick Palmer, Saab's executive vice-president of marketing and sales in Canada, said: “The avionics are a unique feature that we have created through years of engineering work. We are now offering Canada the sovereign capability . . . to sustain, upgrade, and enhance through the whole life of the fighter. “This is not just about aircraft performance; you also have to be able to upgrade the aircraft under specific rules and regulations. We have designed the weapons suite [offered in FFCP] to meet Canadian requirements, but there are many options we can offer in future — any weapon on the market — and our avionics make it really easy to integrate them.” Capable and Affordable? Not only does Gripen E offer impressive features, but Saab also said the aircraft has the lowest associated maintenance costs. “It has been designed into the aircraft from day one, it was a driving factor,” said Håkansson. IMP will absorb this knowledge so it can manufacture and support the aircraft through their life. IMP already has a close and longstanding relationship with the RCAF, and it expects to continue this theme if Gripen is selected for Canada — spearheading the sustainment of the aircraft and the sovereign control in Canada. “When this competition first came about, we looked at which teams we may want to join,” said Bain. “It was pretty clear to us that easily the best value for Canada was going to be Gripen, and now COVID-19 means affordability is even more important.” While Saab cannot to go into detail, its existing relationship with Brazil as the first export customer for Gripen E is a good indicator of what it has offered to Canada. Brazil has genuine, close involvement and is spearheading development and manufacturing of the two-seat Gripen F. For Canada, the evaluation process for its new fighter is expected to continue into 2021, with an award sometime in 2022 — in time for deliveries from 2025. Following an open and competitive process, Public Services and Procurement Canada, on behalf of National Defence, has awarded a $16.5-million contract to Zodiac Hurricane Technologies Inc., from Delta, British Columbia, for inspection, repair and overhaul work, on an as-required basis, on inflatable rubber boats and rigid (hull) inflatable boats. Inflatable boats provide a critical operational capability to all elements of the CAF. They are used to support a wide range of missions, including search and rescue, dive support, fishery patrols, boarding party operations, and the transfer of personnel and equipment. The essential maintenance and support services provided by this contract will ensure the CAF's fleet of inflatable boats remains capable of meeting current and future operational demands. This contract was awarded under the repair, refit and maintenance component of the National Shipbuilding Strategy, which provides economic opportunities for shipyards and suppliers across Canada. The contract will help create or maintain up to 23 jobs. This contract will support the CAF's current fleet of inflatable rubber boats and rigid (hull) inflatable boats, the CAF's future dive boats, the Canadian Army's 12-man assault boats, and the new multi-role boats being acquired by the Royal Canadian Navy.     Canada’s defense minister: Our investment in defense is an investment in North American security

    By: Harjit Sajjan For any military force, maintaining an advantage requires innovation and investment. It is why Canada is modernizing our Army, Navy and Air Force while putting our serving members in the Canadian Armed Forces at its core. To ensure our people have the most advanced capabilities and tools for the future, Canada is putting a greater focus on research and development, supporting innovators in industry and in government, and building a closer relationship between these two worlds. Since 2017, when we published our fully funded 20-year defense policy “Strong, Secure, Engaged,” we have seen significant changes in the global security environment. These new challenges underscore the need to invest in defense as a matter of national security and economic vitality. “Strong, Secure, Engaged” was released at a time when the dominant forces of the current security environment were just beginning to take shape. Today, Canada faces a world defined by great power conflict, rapid military modernization by states set on upending the international rules-based order, and advances against disruptive technologies in which North American geography no longer affords the protection it once did. While we have traditionally been able to address threats abroad before they reach our shores, our security requires reinforcement. While this new space has many unknowns, we know that multilateralism and supporting the rules-based international order is critical to our success and our safety. Since 2017, Canada has increased our support to NATO partners through Operation Reassurance — which has seen Royal Canadian Navy ships deployed in the Black Sea region, the Royal Canadian Air Force supporting air policing in Romania, and Canadian Armed Forces members leading the Enhanced Forward Presence Battlegroup in Latvia — as well as through our work leading NATO Mission Iraq and our support for the coalition. We also know that this changing security landscape means we need to take a thorough look at how we can secure North America against the threats of today and the future. It is why Canada continues to work with our American partners on the modernization of North American Aerospace Defense Command to build continental resiliency. This critical work will ensure that Canada and the United States of America have the ability to detect, deter and respond to threats, and that the only binational command in the world can meet the challenges of the 21st century. For many years now, the Department of National Defence has worked hard to keep defense industries informed of future investment opportunities that will continue generating jobs and improving Canada's capacity for innovation. It is one reason that we have a forward-looking, 10-year defense investment plan that is updated every three years. This engagement with industry has become an integral part of the procurement process, providing critical insights while showing industry that we are a predicable partner. Despite the unexpected challenges during 2020, Canada reached important milestones for key defense projects. In July 2020, the first Arctic and offshore patrol ship was delivered to the Royal Canadian Navy, followed in the fall by delivery of the first new fixed-wing search and rescue aircraft to the Royal Canadian Air Force. Construction of armored combat support vehicles for the Canadian Army began in May 2020, with the first vehicle delivered to the Armed Forces in December 2020. We also continue to invest hundreds of millions of dollars into equipping members of our armed forces. We now see unprecedented innovation in all corners of the world, which militaries can harness to quickly understand and respond to potential threats before they cause harm. It is why new and emerging technologies in cyber and artificial intelligence are becoming an integral part of defense projects. Canada is growing its defense industry by leveraging research and development from both industry and government to achieve the best results. By working together, we can come up with innovative solutions to increase Canada's operational effectiveness while showing that defense is forging a path to the future. In addition to embracing innovation within defense institutions and industry, more work is needed to support our people. The Canadian Armed Forces is a diverse institution, and our equipment needs to recognize that. It is why the Gender-based Analysis Plus process looks at factors such as gender, race, religion and ethnicity so that our defense projects better meet the needs of armed forces members. These changes help get the best out of our people, producing meaningful results. For example, changes made to the brake pedal assembly in the new armor-protected cab of the Standard Military Pattern vehicle ensure all soldiers, no matter their size, can safely operate these vehicles. By building an agile, well-educated, flexible, diverse, combat-ready military, we will be able to deal with threats abroad to protect stability at home. This historic investment through “Strong, Secure, Engaged” allows Canada to modernize our military by putting our people at its core as we continue to step up our contribution to North American and global security.     Détails du programme La bourse « CRIAQ Start-Up » est ciblée pour les entreprises québécoises en démarrage et actives dans le secteur aérospatial. Le CRIAQ souhaite accorder, sur concours, deux bourses de 10 000$ par année soutenant le développement technologique de deux start-up, dans une perspective où le financement contribue à augmenter l'arrimage du développement du produit ou service avec d'éventuels utilisateurs et clients. Présentation des demandes et processus d'approbation Pour être admissible à cette bourse, l'entreprise doit être une start-up dont au moins une partie de ses activités vise l'industrie de l'aérospatiale (produits, services et solutions) et doit être membre en règle du CRIAQ ou s'engager à le devenir avant l'octroi. Parmi les éléments qui seront considérés : date d'incorporation (+/- 2 ans), nombre d'employés (inférieur à 10) participation à un incubateur ou accélérateur reconnu, etc. Les propositions seront évaluées en fonction des quatre (4) critères suivants: i) Nouveauté du produit ou service, ii) Faisabilité technique, iii) Potentiel de l'opportunité d'affaires pour l'aérospatiale, et iv) Qualité de l'équipe. Il est aussi important de noter que les candidatures d'entreprises qui découlent d'un projet de recherche du CRIAQ seront évaluées positivement. Application et informations additionnelles Le formulaire ci-dessous doit être complété et transmis au plus tard le 22 janvier 2021. L'évaluation sera complétée le 5 février 2021.
