    The US Air Force is in no hurry to commit to a next-gen fighter design

    By: Sebastian Sprenger BERLIN — The U.S. Air Force is taking its time to settle on a next-generation fighter design, awaiting instead lessons learned from the F-35 jet and playing the field with promising technologies, according to a senior service official. Options being kicked around are still in the conceptual stage, as America's newest fighter, the fifth-generation F-35, is only now “coming off the line,” according to Lt. Gen. David Nahom, the Air Force's deputy chief of staff for plans and programs. “We're not in a hurry,” Nahom told Defense News on the sidelines of the International Fighter Conference, an air power-themed confab of industry and government officials held in Berlin, Germany. He noted that expected deliveries of the F-35 and the relatively young age of the F-22 fleet enables the service to be picky about moving forward with the envisioned Next Generation Air Dominance weapon. In short, the Air Force wants to keep its options open for as long as possible for a weapon whose combat punch will lie not in a single aircraft but rather in the amalgamation of hardware and software, an airborne concerto of data clouds, artificial intelligence, and boundless interconnectivity. “We don't want to get too stuck into a platform,” Nahom said. “It's a very different way to approach it.” Still, the service plans to lay the groundwork for boosting the domain of information and data — organizing it, analyzing it, sharing it — as a key element for future aerial warfare. To that end, officials will include a “significant investment in the digital backbone” in the next budget request, Nahom said. As the Air Force studies its options, service analysts have shied away from the term “sixth-generation” aircraft as a successor to the F-35 because it's unclear what breakthrough technology will be created next. “What are the characteristics of sixth-generation? I don't know,” Nahom said. “Stealth is important,” he added, referring to one of the advertised features of the F-35. “But speed is important, too.” The service aims to develop a new capability quickly once the theoretical legwork is done. That is why there is a renewed emphasis now on engineering processes and algorithm development that Nahom said will have to unfold much faster than under previous aircraft programs. Air Force acquisition chief Will Roper has put down a marker to develop an aircraft within five years. “Based on what industry thinks they can do and what my team will tell me, we will need to set a cadence of how fast we think we build a new airplane from scratch. Right now, my estimate is five years. I may be wrong,” he told Defense News in an interview in September. The service's information-heavy tack on future aerial warfare echoes two European projects aimed at building a next-generation weapon: the British-led Tempest and the Franco-German-Spanish Future Combat Air System. Both programs also lean on the the premise that data clouds, driven by artificial intelligence, can turn flying pieces of metal into breakthrough weaponry. In the case of the continental program, an envisioned “combat cloud” will be “the ocean between the islands of the platforms,” French Maj. Gen. Jean-Pascal Breton said at the conference. But Nahom noted a difference in the American way of thinking when it comes to piercing contested airspace — a key skill required of all future warplanes. While the Europeans seem to perceive the task as popping dispersed bubbles of ever-improving air defense systems, the U.S. view is that any airspace may be contested at any given time.     Here’s who will build the US Army’s heavy common robot

    By: Jen Judson WASHINGTON — The U.S. Army has chosen FLIR's Kobra robot to serve as its heavy version of the Common Robotic System that will be used for explosive ordnance disposal and other heavy-duty jobs. The production contract will run for a period of five years and could be worth up to $109 million. The Army wanted its Common Robotic System-Heavy, or CRS-H, to weigh up to 700 pounds and to carry a variety of sensors and payloads to support missions. “The Kobra [unmanned ground vehicle] delivers unmatched strength, power and payload support in an easy-to-operate robot package,” according to a FLIR statement sent to Defense News. Kobra has a lift capacity of 330 pounds and can stretch up to eleven-and-a-half feet to get at difficult-to-reach places, but it is also still nimble enough to climb jersey barriers and fit into the back of a standard utility vehicle, according to FLIR. FLIR's legacy business, Endeavor Robotics, won a contract in 2017 to provide the Army with a medium-sized UGV — the Man Transportable Robotic System Increment II. FLIR is delivering the Centaur UGV for the program. FLIR bought Endeavor Robotics in February, an acquisition that made sense because FLIR's camera and sensors — its bread and butter — have been used on countless manned and unmanned vehicles like those developed by the Massachusetts-based robotics company. FLIR also acquired Prox Dynamics in 2016, the Norwegian maker of the tiny micro-drone — the Black Hornet — that is now used as the Army's soldier borne sensor. Endeavor also competed for the CRS-Individual system — a man-packable robot that is less than 25 pounds — but lost to fellow Massachusetts-based robotics company QinetiQ North America in March. For the CRS-H program, FLIR beat out QinetiQ. Kobra is also participating in a Defense Advanced Research Projects Agency effort to build a system-of-systems solution that can operate in subterranean environments. The company's solution consists of the Kobra robot that will enter subterranean environments carrying radio repeaters —based on the company's small, throwable FirstLook robots — and drop them off along the way to continue connectivity as it travels deeper underground. The system will also carry a four-legged robot supplied from Ghost Robotics to explore more rugged and difficult terrain as well as a quadcopter that will investigate vertical shafts and other hard to reach places. The winner of the challenge is expected to receive $2 million in 2021. The CRS-I and CRS-H programs are part of a larger Army program to streamline its robotics inventory. By necessity, during the wars in Iraq and Afghanistan, the Army clamored to buy UGVs that could help provide a level of standoff between soldiers and the dangers faced on the battlefield, mostly improvised explosive devices. The Army procured roughly 7,000 UGVs and ended up with a petting zoo of robots from Talons to PacBots to Dragon Runners, to name a few. The service had roughly nine variants of robots used for explosive ordnance disposal, two robots for engineering battalions to conduct route clearance, two for Chemical, Biological, Radiological and Nuclear (CBRN) tasks and three for contingency and global response forces. The Army's way forward uses just a few common platforms where systems and sensors can be swapped out easily for different missions and which are all controlled using one universal controller. It's been the season for major headway in Army robotics programs across the board. The service is also underway with development of robotic combat vehicles in light, medium and heavy categories. The Army invited four teams to compete to build prototypes for its future light RCV last month: A Textron and Howe & Howe team, a team of QinetiQ and Pratt & Miller, HDT Global and Oshkosh Defense. And three teams were picked earlier this month to move on in the Army's competition for a medium-sized RCV: General Dynamics Land Systems, QinetiQ and the Textron and Howe & Howe team. The Army also awarded, at the end of last month, a contract to GDLS to provide the Squad Multipurpose Equipment Transport (SMET) unmanned vehicle.     One way for the Pentagon to prove it’s serious about artificial intelligence

    By: Mark Pomerleau Department of Defense officials routinely talk about the need to more fully embrace machine learning and artificial intelligence, but one leader in the Marine Corps said those efforts are falling short. “We're not serious about AI. If we were serious about AI we would put all of our stuff into one location,” Lt. Gen. Eric Smith, commander of the Marine Corps Combat Development Command and the Deputy Commandant for Combat Development and Integration, said at an AFCEA Northern Virginia chapter lunch Nov. 15. Smith was broadly discussing the ability to provide technologies and data that's collected in large quantities and pushed to the battlefield and tactical edge. Smith said leaders want the ability to send data to a 50-60 Marine cell in the Philippines that might be surrounded by the Chinese. That means being able to manage the bandwidth and signature so that those forces aren't digitally targeted. That ability doesn't currently doesn't exist, he said. He pointed to IBM's Watson computer, noting that the system is able to conduct machine learning and artificial intelligence because it connects to the internet, which allows it to draw from a much wider data pool to learn from. Military systems aren't traditionally connected to the broader commercial internet, and thus are limited from a machine learning sense. “We have stovepipes of excellence everywhere from interagency, CIA, NSA. The Navy's got theirs, Marine Corps' got theirs, everybody's got theirs. You can't do AI when the machine can't learn from one pool of data,” he said. Brown noted that he was not speaking on behalf of the entire department. Pentagon leadership has come to similar conclusions. Top officials have noted that one of the critical roles the Joint Enterprise Defense Infrastructure cloud program will do is provide a central location for data. “The warfighter needed enterprise cloud yesterday. Dominance in A.I. is not a question of software engineering. But instead, it's the result of combining capabilities at multiple levels: code, data, compute and continuous integration and continuous delivery. All of these require the provisioning of hyper-scale commercial cloud,” Lt. Gen. Jack Shanahan, director of the Joint AI Center, said in August. “For A.I. across DOD, enterprise cloud is existential. Without enterprise cloud, there is no A.I. at scale. A.I. will remain a series of small-scale stovepipe projects with little to no means to make A.I. available or useful to warfighters. That is, it will be too hard to develop, secure, update and use in the field.     Tech Data launches cyber range to fight simulated threats

    By: Jaleah Dortch Tech Data has opened a cyber range in Tempe, Arizona, to provide an environment for testing security technologies and training to prevent, detect and respond to simulated cyberthreats, the company said in a Wednesday news release. The company said the facility was built in response to a growing sense of urgency for cybersecurity threat preparedness. According to Cybersecurity Ventures, 3.5 million cybersecurity positions will be unfilled by 2021, and that skills gap continues to grow. “To help address these issues in an ever-changing marketplace, the Tech Data Cyber Range will immerse users in a ‘safe' environment," Tech Data's release said. The cyber range will serve as a place for Tech Data's vendor partners to test and demonstrate technologies to their customers to build on cybersecurity solutions and mitigate cyberthreats, the company said.     An entrepreneurial space race could benefit Space Command

    By: Nathan Strout Officials at the newly re-established U.S. Space Command are structuring the organization to take better advantage of commercial space innovations, said Maj. Gen. Stephen Whiting, one of the command's leaders. The Combined Force Space Component Command, which plans space operations, has been working on creating so called “combat development divisions” to seek out and integrate new commercial technologies. Two weeks ago, U.S. Space Command dedicated a full-time position at its Combined Space Operations Center to foster greater cooperation between the military and commercial businesses on space operations. The move is necessary because the reality facing the Department of Defense is that funding for space ventures is increasingly taking place in the private sector, Whiting said. In response to this shift, military space leaders have been tasked with increasing information sharing and collaboration with commercial space operators. That effort started with the establishment of a commercial integration cell, a special group within the Combined Space Operations Center focused on maintaining strong interaction with commercial satellite owner/operators who provide services to the military. Inspired by the success of the cell, U.S. Space Command established a full-time position that will work with companies to make follow-on agreements, codify procedures and explore creating additional CIC-like groups to encompass other areas of space operations such as space situational awareness. Whiting serves as the head of the Combined Force Space Component Command and as the deputy commander of Air Force Space Command and spoke at the Mitchell Space Breakfast Series Nov. 15. U.S. Space Command has also had to adapt to new acquisition models designed to harness commercial innovation, Whiting said. The command is working to form small teams focused on scouting for new technologies, based on the Combat Development Divisions pioneered by Special Operations Command. Brig. Gen. Wolf Davidson, who is Whiting's No. 2 and the head of 14th Air Force, is leading the effort to adapt those models to space operations. These efforts are already bearing fruit. The Combat Development Divisions have helped stand up the DoD's first development platform for building and hosting cloud-native military software applications. The Combat Development Divisions have also been working with the Space and Missile Systems Center and the Air Force Research Laboratory to conduct the Air Force Space Pitch Days, an attempt to bring venture capital-style funding to space acquisitions. “I believe they will not only improve CFSCC's ability to innovate, they will also help our enterprise navigate through the uncertainty and technology disruption of the entrepreneurial space race, bringing down costs, schedule and performance risk to our enterprise along the way,” Whiting said. “We consider this to be a critical task and priority for U.S. Space Command and I think it will continue to be a strategic imperative for our future." These changes are fueled by a shift in space innovation from the government sector to the private sector, explained Whiting. “Since the launch of Sputnik up until the beginning of the last decade, research and development for space technology was almost exclusively funded by nation-states,” said Whiting. "This pattern was not only true for the United States, but for foreign nations as well. But in the past 10 years alone, the number of space companies receiving private, non-government funding has grown from 24 to more than 375.” That's an increase of 1,500 percent in privately funded space organizations, and Whiting said that trend would continue. That means that unlike in the past, innovation for space technologies will happen more in the commercial sector than within the government. “This explosion of innovation also means the calm, predictable environment we enjoyed after the Cold War is decisively over. We have entered a new space race ― an entrepreneurial space race ― and it will pull our enterprise out of its predictable and comfortable state into one that's ambiguous, complex and highly unpredictable," Whiting said. In order to harness that innovation, the military needs to be more open, responsive and collaborative with commercial companies. “It's not going to be enough for countries to outpace each other with exclusively state-sponsored campaigns anymore. Instead, nations will gain the upper hand by harvesting the emergent capabilities of their commercial industry, by unlocking the asymmetric advantage of commercial space operations seamlessly integrated with military space operations.     How Lockheed Martin Is Trying To Link Everything on the Battlefield

    BY PATRICK TUCKER Experiment by experiment, the company is weaving aircraft, ground vehicles, satellites, and the rest into a network that will someday give commanders unprecedented decision-support options. The Pentagon's efforts to digitally connect everything on the battlefield is has a big challenge to overcome: getting disparate vehicles and weapons to share data. “The interoperability of various, different systems, that's really where we are struggling. We don't have that machine to machine connection to begin with,” Air Force Brig. Gen. David Kumashiro recently told the audience at last week's Defense One Outlook 2020 conference. Over the past several years, Lockheed Martin officials say they've been working to build those connections, piece by piece and plane by plane. They started by asking, “How would we go fight in 2030, 2045?” and then working backwards, J.D. Hammond, vice president of C4ISR systems, told reporters at one of the company's offices. The company began by asking “How would we go fight in 2030, 2045?” They started with an idea of the state they wanted to reach and then worked backward. In 2013, the company launched a project, dubbed Missouri, to link the stealthy F-22 and F-35 combat jets. The Air Force has announced that they are to test a similar link next month, but the Air Force is establishing more complete linkages, including new forms of secure radio linkagages using software defined radio, and also including other assets such as Valkyrie drones. In 2015, they launched Project Iguana, extending the datalinks to the high-flying U-2 spy plane, fourth-generation combat aircraft such as the F-16, and satellites. In February 2018, they conducted an experiment under DARPA's SoSITE program that added other aircraft and a ground station. In April, their RIOT experiment connectngi jets to ground vehicles. Experiment by experiment, Lockheed tried to “systematically work” to build the components of a larger network of networks, said Hammond. There are four experiments projects planned for next year: Mayhem, focusing on links for satellites; Edison, datalinks for the Navy; Brennan, aircraft and Army units; and Project CASTL, satellites and a “space tactical layer”. Ultimately, Lockheed wants all this to add up to a “virtualized cloud-based architecture.” Think of it like the branches of a tree. A handful of ships and planes might form one network. That will, in turn, connect to a larger network that would, in turn, would be connected to the larger JEDI cloud. “You end up with virtual private clouds on the edge with a computing architecture you could have on an aircraft, on a ship, or any of the deployed nodes,” said John Clark, Lockheed's vice president of intelligence-surveillance-reconnaissance and unmanned aerial systems. Most of the linked aircraft and ships in these experiments carry an Enterprise Mission Computer 2.0 — dubbed “Einstein box” after its abbreviation, EMC2 — that translates each platform's data into a shared protocol that can go out to the larger wireless network. Lockheed officials hope that bringing all these pieces together will enable a new sort of operating system for warfare. They showed journalists a new experimental battle management display to illustrate the concept. The system presents the operator with a list of effects, from devastating explosions to a quiet disabling of some enemy system; a list of available assets, including planes or drones; a map of targets; and recommendations for the best way to deliver effects to targets. As circumstances change — fuel gets low, ammunition is depleted, targets are destroyed, new enemy forces arrive, etc. — the system can send out alerts that a new plan is needed — or automatically update the plan with new instructions for pilots and drone operators. It all depends on how high the operator wants to set the autonomy. That vision is very different from the way mission tasking works today. Preston Dunlap, the chief architect of the Air Force, said at the Defense One Outlook 2020 conference, “Right now, our commanders are very limited in who they can assign to do certain” things. “More often than not, you have to assign someone because they happen to be in front of a specific place in front of a specific computer,” he said. Of course, realtime data sharing across platforms isn't a simple or clear-cut affair, even after successful experimentation. The years-long problems with Lockheed's Autonomic Logistics Information System, or ALIS, for the F-35 show how hard it can be simply to share data between operators and just one platform. The challenges of sharing data between multiple platforms, in the middle of battle in a highly contested airspace, are far larger.     Par Michel Cabirol Le nouveau chef d'état-major de l'armée de Terre, le général Thierry Burkhard, a annoncé que le Patroller "sera armé". En 2023, l'armée de Terre disposera d'environ 1.200 drones couvrant plusieurs segments capacitaires. L'armée de Terre va armer le drone Patroller, comme l'a récemment écrit La Tribune. C'est aujourd'hui officiel. Le nouveau chef d'état-major de l'armée de Terre, le général Thierry Burkhard, l'a annoncé lors de son audition le 16 octobre au Sénat. "Le Patroller sera armé parce que l'armée de terre le souhaite mais sa mission première ne sera pas d'appuyer nos troupes", affirme-t-il. En outre, selon nos informations, Safran a d'ailleurs récemment obtenu la notification d'un contrat d'une durée de 18 mois pour une étude de levée de risques pour l'armement du Patroller. "Nous faisons aussi preuve d'imagination et d'anticipation en armant le Patroller alors que ce n'était pas prévu au départ. Le Patroller sera donc armé parce que l'armée de terre le souhaite mais sa mission première ne sera pas d'appuyer nos troupes. Cependant, il bénéficiera de cette capacité. Par conséquent, si un Patroller découvre un poste de commandement ennemi à détruire, il doit pouvoir le faire", explique le général Thierry Burkhard. Le choix de l'armement s'est porté sur la roquette guidée laser de 68mm de Thales, qui équipe déjà l'hélicoptère Tigre. Elle a été préférée à la version sol-air du MMP (Missile moyenne portée), le MHT de MBDA. Pourquoi ? La roquette guidée laser est dimensionnée aux besoins de l'armée de Terre en étant parfaitement adaptée à des objectifs rencontrés par le Patroller lors de ses missions de surveillance pour réaliser des tirs sur des cibles d'opportunité (pick-up, sniper...). La roquette est également beaucoup moins chère et plus légère que le MMP. 1.200 drones en service dans l'armée de Terre L'armée de Terre aura mis d'ici à la fin de l'année, quatre nouveaux types de drones en opération : le drone tactique Patroller (Safran), les mini-drones NX70 (Novadem) et Spy Ranger (Thales) et, enfin, le nano-drone Black Hornet 3 (l'américain FLIR). L'armée de Terre disposera "à terme de 1.300 drones, allant du nano drone de quelques grammes au drone tactique dont les performances permettront d'appuyer l'engagement d'une unité au combat dans la durée et sur de fortes distances", avait expliqué le prédécesseur du CEMAT, le général Bosser. Le projet de LPM prévoit la livraison d'ici à 2025 des trois premiers systèmes de drone tactique Patroller ainsi qu'une commande pour équiper l'armée de terre à hauteur de cinq systèmes à l'horizon 2030. L'armée de Terre souhaite disposer de cinq systèmes et vingt-huit drones tactiques de ce type en 2030. close volume_off Le général Thierry Burkhard marche bien évidemment dans les pas de son prédécesseur dans le domaine des drones. L'armée de Terre renouvelle son segment tactique avec le Patroller et élargira sa capacité jusqu'aux plus bas échelons des thé'tres d'opérations avec les nano-drones.
