    By Stephen Carlson July 24 (UPI) -- Boeing has proposed design options to the U.S. Air Force for design of the Ground Based Strategic Deterrent, a possible replacement for the Minuteman III intercontinental ballistic missile. "We offered the Air Force cost and performance trades for a deterrent that will address emerging and future threats," Frank McCall, vice president for Boeing Strategic Deterrence Systems, said in a press release. "By considering the various capabilities and opportunities for cost savings, the Air Force can prioritize system requirements as we progress toward the program's next phase," McCall said. Boeing received a $349 million contract from the Air Force last August for work on the GBSD, and completed a design review in November. A system functional review will be completed later this year, while Boeing is expected to present the completed design to the Air Force in 2020. Along with Boeing, Northrop Grumman and Lockheed Martin are competing for development contracts on the new missile. The Ground Based Strategic Deterrence program is the U.S. Air Force effort to replace the venerable LGM Minuteman II ICBM, which is nearing the end of its lifespan. Upgrades of the Minuteman series of ICBMs have been in service since the early 1960's. Much of its components are over 50 years old and making replacement necessary. The GDSM program is still in its early stages but is expected to start entering service in 2027 and is planned to be in service until 2075. The current Minuteman III is an underground silo-launched missile armed with nuclear warheads with up to a 350 kiloton yield. It has a range of well over 6,000 miles, though the exact maximum range classified. The Minuteman III can carry up to three multiple independent reentry vehicle warheads but is restricted to one per missile by treaty.     Qatar to upgrade air base used by U.S. to fight terrorism

    By Karen DeYoung and Dan Lamothe Qatar will spend $1.8 billion upgrading the major air base used by the United States for its ongoing military and counterterrorism operations in the Middle East and Afghanistan, the Persian Gulf kingdom said Monday. Expansion of the base, which houses about 10,000 U.S. military personnel, will include new family housing facilities for more than 200 officers and other infrastructure enlargements, along with “operational” improvements, Defense Minister Khaled Mohammed al-Attiyah said in an interview. The improvements, to be formally announced at a groundbreaking ceremony Tuesday, were previewed this year in meetings between Attiyah and Defense Secretary Jim Mattis. They come as Qatar and its gulf rivals, Saudi Arabia and the United Arab Emirates, are in the midst of a deep regional dispute and competing for closer relations with the United States. Last summer, fresh from a triumphant visit to Saudi Arabia, President Trump sided with the Saudis and Emiratis when they broke relations with Qatar and accused it of ties to terrorism.By fall, however, Trump backed off after Mattis and then-Secretary of State Rex Tillerson said that it was unwise to take sides in what was a long-standing rivalry, and reminded him of U.S. military interests in Qatar. Since then, he has repeatedly called on them to mend their differences and offered to mediate. Last April, when Trump hosted a visit by Emir Tamim bin Hamad al-Thani, Qatar was described as a “valued partner and longtime friend” that provided “critical support” for operations against the Islamic State. Qatar is also viewed as a major donor to administration plans to provide development assistance to Gaza and the West Bank as part of a still-unrevealed U.S. plan for Israeli-Palestinian peace. Like Saudi Arabia and the UAE, Qatar is a major customer for the U.S. defense industry, including last year's purchase of $12 billion worth of F-15s. “We have bought a lot of military equipment from the U.S. so we can fly hand in hand with our partners,” Attiya said. He dismissed any notion of regional rivalry, saying that Qatar is “not very much interested in rivalry” but rather was interested in “the stability of the region.” According to a background statement from the Qatar government, the contract for 36 F-15 fighter jets “supports 50,000 total jobs and more than 550 suppliers in 42 states.” Other recent purchases include $20 million worth of Javelin guided missiles, $700 million in logistics support services and equipment, and an estimated $200 million in weapons systems “which support the foreign policy and national security objectives of the United States.” But the centerpiece of U.S.-Qatar ties is Al Udeid Air Base, home to scores of aircraft, including fighters, bombers, tankers and reconnaissance planes. The base is key to U.S. military efforts in the Middle East and has played a central role in the Pentagon's air campaign against the Islamic State in Syria and Iraq. In addition to the large U.S. troop presence, it is also the headquarters of Air Forces Central Command, headed by a three-star U.S. general, and a combined air operations center from which the Pentagon tracks the maneuvers of aircraft throughout the region. The U.S. military relationship with Qatar expanded rapidly in the 1990s and early part of the 21st century, as the Qataris built Al Udeid and encouraged the United States to use it. The Pentagon moved its air operations center there from Saudi Arabia in 2003, after Riyadh denied the United States permission to use its Prince Sultan Air Base to attack Iraq. Qatar's willingness to let the United States fly bombers from Al Udeid is seen as particularly significant. Other nations in the region do not allowed bombers, but the Pentagon has had a steady rotation of bomber squadrons through the base. A unit of B-1B bombers arrived this spring, replacing B-52s that carried out airstrikes in Iraq, Afghanistan and Syria over the previous two years. The U.S. military has spent about $450 million in construction at Al Udeid since 2003, expanding the facility from an expeditionary airfield in which many U.S. troops lived in tents to the more permanent structures there today. Qatar calculates it has spent $8 billion there to support U.S. operations. The U.S. presence at Tuesday's ceremony is expected to be relatively low-level, as defense officials try to distance themselves from the ongoing inter-gulf dispute. Attiya said that Qatar hoped eventually to see Al Udeid declared a permanent American facility. “Of course we would like to see our colleagues and allies permanently staying here with us,” Attiya said.     By: Maddy Longwell Persistent Systems, a New York City-based global communications technology company, has introduced a portable antenna system to incorporate unmanned aerial vehicles into a networked battlefield. The auto-tracking antenna system is an easily collapsible ground-to-air antenna that operates on the Wave Relay mobile ad hoc network (MANET), which Persistent Systems manufactures, a news release said. Persistent Systems hopes the antenna could be used in Special Operations Command's Mid-Endurance Unmanned Aircraft Systems III program. The 5-foot parabolic dish is designed to be deployed within 15 minutes and can track and rotate to follow MANET-connected technology in the air, expanding the network bubble. Persistent Systems predicts this will reduce costs by decreasing dependence on satellite communications. “The antenna helps connect far-flung forces, acting like a cheaper, locally controlled low-Earth satellite with a greater data rate,” Erik Schechter, a Persistent Systems spokesperson, said in an email. The IP67-rated antenna system, designed for any weather environment, has interchangeable S-Band, L-Band and C-Band MIMO feeds and supports high data rates, video and voice communications up to 130 miles, yet can be stored compactly and fit into a standard-sized SUV, according to the Persistent Systems press release. Schechter also said that the antenna can also be used for longer-range chemical, biological, radiological, nuclear and explosives command missions, like ones in Syria. The auto-tracking antenna system is expected to improve full-motion video and sensor data transmission from drones and is automatically calibrated to reduce user error. “The idea is for the Army, Navy, [Special Operations Command] and foreign customers to use it for better communications relays,” Schechter said. SOCOM announced in May that UTC Aerospace Systems had been selected for its MEUAS III program and would provide SOCOM with flight management and imaging systems.     By Gina Harkins One Marine could soon dispatch more than a dozen drones to jam enemy communications and take out targets -- all from a single handheld tablet. The Marine Corps Warfighting Lab has successfully tested the ability to have a single Marine operate six drones in the air simultaneously. The goal is to get that up to 15 and to see the small unmanned systems stay in the air for hours at a time. "What we're looking at is ... minimal operator burden so [a Marine's] face isn't down in a tablet," said Capt. Matt Cornachio, a fires project officer with the Warfighting Lab's science and technology division. "It's sort of having the machines do the work for you, so you give them intent and they operate." That could help ground troops in remote or hotly contested locations augment 60mm mortar fire with precision strikes. Cornachio said they're looking for drones with a host of potentials, including swarming, automatic-target recognition, kinetic-strike and electronic-warfare capabilities. "Your swarm is multifaceted so you have several warheads that hold their own capabilities in that cloud," he said. "... We see the precise nature of loitering munitions to augment company-level fires." In order to carry out a range of missions -- from delivering explosives to jamming communications, the Marine Corps is on the hunt for drone swarms that can stay in the air for hours. The Warfighting Lab held a drone-endurance test in the desert this month, Cornachio said, during which one unmanned aircraft flew for nearly two hours straight. "It's not out of the realm of possibility that these things could be in the air for three or four hours, so the smaller, the better," he added. Getting to the point where one Marine controls a swarm of drones is a big change from unmanned systems like the Switchblade, which required one operator per drone. That kamikaze-style drone delivers a payload equivalent to a 40mm grenade. The Warfighting Lab's efforts are part of a larger Marine Corps strategy called Sea Dragon 2025. Marines are experimenting with drones, self-driving vehicles, robotics and other technology that can limit their exposure in the field. The use of unmanned technology could be especially beneficial in complex urban environments, said Brig. Gen. Christian Wortman, head of the Warfighting Lab.     By: Mark Pomerleau In his first public comments since assuming the head of U.S. Cyber Command, Gen. Paul Nakasone said the Department of Defense is taking a more aggressive approach to protect the nation's data and networks and aims to stay ahead of malicious cyber and information-related activity. The command's new vision, called “Achieve and Maintain Cyberspace Superiority," published in April, describes the notion of “continuous engagement” and “defending forward” to understand adversary weaknesses and impose “tactical friction and strategic costs.” “Through persistent action and competing more effectively below the level of armed conflict, we can influence the calculations of our adversaries, deter aggression, and clarify the distinction between acceptable and unacceptable behavior in cyberspace,” the document reads. Nakasone speaking July 21 at the Aspen Security Forum, said adversaries have long worked below the threshold of war to steal intellectual property, personally identifiable information and undermine societal discourse. While individually, these activities don't appear sensational, taken in aggregate, Nakasone said, they have grave national economic and security implications. Many academics have criticized the U.S. response to Russian election interference and noted that the United States tends to view conflicts through the binary lens of war or peace while competitors such as Russia see themselves constantly engaged in a state of war. From the U.S. perspective, many cyber acts are considered beneath the threshold of war, denoting a lesser response. But Nakasone said the philosophy of continuous engagement is more in line with the new National Defense Strategy, one that suggests the return of great power competition with nations such as Russia and China. In practice, Nakasone articulated a more aggressive approach, one that involves entering an adversary's network to learn what they are doing as a means of improving defenses. The philosophy is “this idea that we want to have our forces to be able to enable our defensive capabilities and to act forward,” Nakasone said. “Act outside of the boundaries of the United States to understand what our adversaries are doing and be able to engage those adversaries and obviously [be] able to better protect our networks, our data and our weapon systems. Such action, penetrating a network or sovereign territory, has not typically been an action a military organization has taken outside an engaged hostility with an organization or nation vice a covert action finding. Nakasone's predecessor told Congress that the command was mulling over cyber operations in nations where the United States is not actively involved in a conflict. Then Adm. Les constructeurs pourront soumettre leur offre à Armasuisse d'ici la fin janvier 2019. En Suède, l'opération de séduction a démarré à Linköping, petite ville de 150'000 habitants et capitale du Gripen. La localité est habituée aux rugissements du chasseur et au secret défense. Alors qu'il n'était qu'un projet en 2014, le Gripen E de Saab a désormais 30 heures de vols à son compteur. "Le Gripen E mûrit très vite", explique Rustan Nicander, responsable du marché suisse chez Saab. "Le Brésil et la Suède sont déjà clients, avant que la Suisse ne décide d'acheter l'appareil. Ce sera donc un appareil très mûr quand la Suisse fera son choix." Convaincre les politiques et l'industrie Pour remporter à nouveau l'appel d'offres, le constructeur suédois tente de rassurer, tout en misant sur son réseau. "Nous avions déjà remporté la dernière évaluation il y a quelques années", rappelle Jonas Hjelm, responsable des affaires aéronautiques. "Je pense que nous apportons cette fois un ensemble encore plus cohérent." Les performances du futur appareil ne constitueront pas le seul critère pour la Suisse. L'ultra-moderne F-35A américain n'a par exemple plus grand chose à prouver. L'entreprise américaine sait donc qu'elle doit aussi convaincre la politique et l'industrie. "Tous les pays qui ont acheté le F-35 ont eu un retour économique et industriel", affirme Yung A. Le, responsable de l'Europe du Nord chez Lockheed Martin. "Ce ne sera pas différent pour la Suisse. Nous avons des collaborateurs qui rencontrent l'industrie en Suisse romande, chez les Alémaniques et les italophones afin de mieux comprendre le tissu industriel." Après le travail de l'industrie, celui de la diplomatie Les entreprises étrangères avec lesquelles des contrats seront signés devront compenser 100% de la valeur des contrats par des affaires en Suisse. Discrète, la filiale allemande d'Airbus privilégie depuis son bureau bernois les coulisses aux grandes campagnes de communication pour vendre son Eurofighter. "Nous ne sommes pas nouveaux en Suisse, nous y avons déjà des contrats avec l'industrie, mais il faut que nous les développions davantage pour atteindre les besoins demandés", indique le Dr. Alexander-Long Vinh, responsable de cette campagne chez Airbus. Après le travail de l'industrie viendra celui de la diplomatie. Ce sera au gouvernement de chaque constructeur de transmettre une offre à la Suisse. Des tests au sol et en vol seront menés dans le pays entre mai et juillet 2019. Un deuxième appel d'offre pour les jets sera mené en novembre 2019 et les réponses sont attendues pour fin mai 2020. Le choix des modèles devrait tomber vers fin 2020. Le Parlement puis le peuple devraient pouvoir se prononcer sur la facture. DefenseOne reports that Boeing Co. is pitching a new version of the F-15 Eagle as the service defines its inventory mix of fourth- and fifth-generation aircraft. Known as F-15X, the fighter would be equipped with better avionics and radars and would carry more than two dozen air-to-air missiles, DefenseOne said, citing unnamed officials with knowledge of the plans. The strategy would mimic what Boeing did with its Block III F/A-18 Super Hornet: taking an old concept, but boosting the jet fleets to be more potent in current and future missions with a larger variety of weapons, extended range, advanced targeting and sensor systems, and better fuel efficiency, among other enhancements. "We see the marketplace expanding internationally," Gene Cunningham, vice president at Boeing for Global Sales for Defense, Space & Security, told reporters at the Royal International Air Tattoo on Friday. "And it's creating opportunities then to go back and talk to the U.S. Air Force about what might be future upgrades or even potentially future acquisitions of the F-15 aircraft." The move comes as officials in recent months have considered retiring the older F-15C/D fleet. Last March, officials told lawmakers they were looking at plans to retire the two models as early as the mid-2020s. The service has 212 F-15C and 24 F-15D models, according to the Air Force Association's 2017 aircraft inventory almanac. Air National Guard Director Lt. Gen. L. Scott Rice at the time said the service as a total force was in "deep discussions" regarding the retirement, with plans to further assess the F-15 inventory this year. But the service is determining what it may procure for its combat-coded fleet going forward. The Air Force is expected to soon debut its aviation road map on just how many fighter aircraft, and potentially other aircraft, it needs to sustain the future fight. Air Force Secretary Heather Wilson in May told Military.com the study may also outline the direction for how it trains and retains pilots for certain platforms. Congress directed the service in the 2018 National Defense Authorization Act to study the number of fighter and combat-coded squadrons it needs to plus-up to in order to remain ready, she said, similar to what the Navyrecently did with its 355-ship plan. "What do we really need for force structure under this National Defense Strategy ... that work is underway now," Wilson said in an interview. "We have a first look that's due in August, and a report due to Congress in March. "We've been directed to prepare for the re-emergence of great power competition," she said.     By Oriana Pawlyk RAF Fairford, England -- Northrop Grumman Corp. is looking to expand sales of its MQ-8C Fire Scout abroad as the unmanned helicopter preps for its anti-submarine warfare mission. Sitting buttoned-up on the flightline here, the Fire Scout drone -- complete with the U.K.-based Ultra Electronics' sonobuoy mission pod -- is receiving exposure just weeks after completing the first set of mission tests of its target identification, surveillance and surface warfare abilities aboard the USS Coronado. "They've matured it to a level now where [people are] recognizing the value in different missions it is able to do and the [U.S. Navy] is very excited about expanding that capability," said Brian Chappel, Northrop's sector vice president and general manager of autonomous systems. Military.com sat down with Chappel during the Royal International Air Tattoo here. Northrop did not showcase the UAS at Farnborough. "Some of those missions are going to be very interesting to customers around the world. Antisubmarine warfare, communication nodes, support to service action groups, and also with beginning to see a shift in the export policy around this class of system in the U.S., we think there's an opportunity now to take this system and its capability and what it does and find some fertile ground overseas," he said. The State Department recently approved the policy, which aims to relax export rules as well as create channels for U.S. defense industry to sell weapons and drones to international customers without U.S. government sign-off. "We're in various stages in providing information to [partners] through the Navy," Chappel continued. "And by bringing it here [during] the 100th anniversary of the Royal Air Force, a lot of different forces, a lot of people to talk to here that wouldn't normally think about a Fire Scout, and we get to ... tell them how it's a little bit different than just unmanning a helicopter that flies by itself." The Navy, which is set to use Fire Scout aboard its Littoral Combat Ships, is working with Northrop to add different capabilities, Chappel said. "There's a radar that's now being implemented on the system that when it goes operational, will extend the horizon [of it] hundreds of miles beyond," he said, referring to Leonardo's Osprey 30 lightweight active electronically scanned array radar, as well as common datalink Link 16. The UAS is a stripped-down version of the Bell 407. While the anti-sub mission pod would also be an enhancement, it is not currently used by the Navy. The Fire Scout also participated in the U.S. Navy-led RIMPAC exercises this month. The drone can stay airborne for 12 hours and fly at a ceiling of 16,000 feet. Its radar range lets it see roughly 100 miles out to detect a surface target. Chappel estimates that in 10 years additional U.S. units will be using the drone, as well as allies. He said it will evolve for different mission sets. "Do you want it to be an [anti-sub warfare] platform today, and a comms node tomorrow or mixing and matching ... in between?" he said, adding that additional sensors could be integrated for range.     The Army wants to build a better signals intelligence force

    By: Mark Pomerleau The Army's top intelligence official signed the service's new signals intelligence strategy July 16, a move that defense leaders believe leaves the Army better situated to better fight despite electronic warfare and cyber attacks. The new strategy ensures "our readiness to provide timely and relevant SIGINT-support [and meet] the commander's information needs in a large scale combat operation against a sophisticated adversary,” Lt. Gen. Scott Berrier, said July 18 during an event on Capitol Hill hosted by the Association of Old Crows. Officials say the integration of SIGINT, electronic warfare and cyber is critical from a material, organization and doctrinal perspective. “Not only will our four lines of effort improve our SIGINT corps' capabilities and relevance in the face of rapid changes in the global security environment, it will also enable our electronic warfare and cyberspace effort to meet new challenges,” Berrier said. The four initiatives in the new strategy include: - Organizing and building the Army SIGINT force, - Educating the force, - Equipping the force, and - Developing doctrine. The new strategy increases the Army's ability to collect intelligence against peer adversaries, such as China and Russia, and provides a firm foundation for successful electronic warfare and cyber operations, Berrier said. A key component of the convergence includes the new Terrestrial Layer System (TLS), a SIGINT/EW system projected to be fielded on vehicles and used by new military intelligence-electronic warfare (MI-EW) companies the Army is working to stand up. The Army wants SIGINT, electronic warfare and cyber systems on the same platforms in the air and ground domain, Maj. Gen. Robert Walters, commander of the Intelligence Center of Excellence, said at the event. These systems, Berrier said, should be able to not only sense the environment but employ some type of action such as electronic attack or cyber capability. Why converge? Officials have stressed repeatedly in the last year the need for colleagues in similar disciplines throughout the Army to stay in touch and reap the mutually beneficial equities on behalf of commanders in the field. Stephen Fogarty, the head of Army Cyber Command, said commanders shouldn't have to have something explained to them by the EW guy, the SIGINT guy and then the cyber guy. “What we decided is there's a better way, we have to pull it all together” for the commander, he said at the event. “We're going to have to work together because we all operate in the same space. And so do we really need three separate tools to plan operations in the spectrum? My argument would be no.” From an organizational perspective, the 29 series electronic warfare personnel will have deep knowledge in both cyber and electromagnetic spectrum operations. On the materiel side, especially with programs like the Terrestrial Layer System, the cyber and intel community are meeting regularly to integrate their requirements, officials said.
