Certaines plateformes, comme Facebook, travaillent sur des algorithmes permettant de repérer les adolescents suicidaires et d'intervenir dans le cas où ils risquent de passer à l'acte. Au Canada, les forces de l'ordre vont utiliser des modèles prédictifs pour prédire les disparitions avant qu'elles n'aient lieu. Selon un rapport du gouvernement, les modèles prédictifs seront basés sur des publications sur les réseaux sociaux, les dossiers de la police et les services sociaux. Les algorithmes se référeront à une dizaine de facteurs de risques communs, comme des antécédents de fugue ou de violence à la maison, afin d'identifier les personnes susceptibles de disparition. L'initiative fait toutefois l'objet de nombre de critiques. Certains experts pensent que l'utilisation de modèles prédictifs à cette fin pourrait conduire à de faux positifs. Le type d'informations à utiliser n'a pas été dévoilé Le document a été publié le mois dernier par la RDDC (Defence Research and Development Canada), une agence rattachée au ministère de la Défense nationale. Selon le rapport, la conception des modèles prédictifs sera assurée par SPPAL (Saskatchewan Police Predictive Analytics Lab). Ce laboratoire est le fruit d'un partenariat entre la police, le ministère provincial de la Justice et l'Université de la Saskatchewan. La police canadienne utilise déjà les réseaux sociaux pour repérer des cas d'infraction, trouver des suspects et résoudre des enquêtes. Toutefois, le rapport n'indique pas les types d'informations qui seront recueillies sur les médias sociaux. Il a reconnu que les modèles prédictifs de SPPAL pourraient être utilisés pour trier les cas suspects selon leur ordre de priorité. Il est en effet nécessaire de distinguer, par exemple, une éventuelle victime d'enlèvement d'une fugueuse habituelle. « Les forces de l'ordre seront invitées à s'appuyer sur les résultats du modèle prédictif » pour décider de la sérieuse prise en charge d'un cas de personne disparue », a-t-il déclaré à Motherbord. Toutefois, il a souligné que ces modèles prédictifs sont souvent opaques dans leur fonctionnement, en s'appuyant sur des facteurs que les policiers eux-mêmes ne peuvent pas évaluer ou deviner. Il a noté que les informations sur les réseaux sociaux ne sont pas toujours fiables et augmentent les risques de faux positifs. Il a également noté que cette méthode pourrait conduire à des résultats faussés lorsque les modèles sont appliqués à des groupes minoritaires.     MQ-9B SkyGuardian proposed as the right choice for RPAS in Canada

    General Atomics Aeronautical Systems, Inc. The DAA system consists of a due regard radar (air-to-air radar), coupled with a traffic alert and collision avoidance system (TCAS) and automatic dependent surveillance-broadcast (ADS-B). The first-ever transatlantic flight of a MALE RPAS was accomplished in July 2018 as part of the Royal Air Force's (RAF) centenary celebration (RAF100). SkyGuardian flew from Grand Forks, N.D., to RAF Fairford in Gloucestershire, U.K., covering 3,760 nautical miles in 24 hours. MQ-9B has a range of over 6,000 nautical miles and is equipped with nine hard-points for sensor or weapons carriage with over 4,000 pounds of available payload. SkyGuardian is capable of all-weather day/night operations. The cold weather engine start capability allows ground operations down to -41 C.     Canada's fighter jet tender competition (finally) takes off next month

    Murray Brewster · CBC News The politically charged competition to replace Canada's aging fleet of fighter jets will rocket forward at the end of May as the federal government releases a long-anticipated, full-fledged tender call. There are four companies in the running: Saab of Sweden, Airbus Defence and Space out of Britain, and the American firms Boeing and Lockheed Martin. Once the request for proposals is released, the manufacturers will have until the end of the year to submit bids, defence and industry sources told CBC News. It was the former Conservative government that kicked off the effort to replace the three-decade-old CF-18s in 2010, an attempt that was shot down in a dispute over the way the F-35 fighter was selected. The program became mired in politics when the Liberals promised during the 2015 election campaign not to buy the stealth jet. A final decision will now have to wait until after this fall's election. The competition comes at a time of renewed geopolitical rivalry between the West and Russia and China, and the chief of the Swedish Air Force says his fighters have been busier than ever. Maj.-Gen. Mats Helgesson said Sweden, which has a long history of being a neutral and non-aligned country, has over the past few years found its airspace violated more frequently by both Russian and NATO warplanes. That has required a stepped-up state of readiness for the country's Gripen fighter jet squadrons. "When we look around our borders, especially over the Baltic Sea, we can see increased activity, not only Russia, but also NATO," Helgesson told CBC News in an interview. "We see exercises. We see daily training and we also see intelligence gathering in a way that we haven't seen for many years." The Swedish air force is about the same size as the Royal Canadian Air Force. It has long flown the homegrown Gripen, which has gone through various iterations and models since it was first introduced in the mid-1990s. Saab AB, headquartered in Stockholm, intends to offer the latest variant — the E version — as a replacement for Canada's current fleet of CF-18s. The aircraft's design improvements, said Helgesson, are a direct result of what the military and the country's engineers can see being developed in Russia. "It's no secret that we need to be able to meet, not only Russia, but also other high-performing aircraft in the future," he said, pointing to Russia's Su-30 fighter jet, the more modern Su-35 (known by the NATO designation "The Flanker") and the stealth Su-57. There has been a rigorous political and academic debate about whether Canada should choose a legacy design from the 1990s, such as the Gripen, or the recently introduced Lockheed Martin F-35 stealth fighter. The notion that stealth fighters are needed for conflicts with countries like Russia — countries that have advanced air-defence systems — was partly dismissed by the Swedish Defence Research Agency in a recent report. Russia's anti-access/areas-denial weapons (known as A2/AD) are not all they're cracked up to be, said the report released last month, which looked at the use of such systems in the Syria conflict. "Much has, in recent years, been made of Russia's new capabilities and the impact they might have on the ability of NATO member states to reinforce or defend the vulnerable Baltic states in case of crisis or war," said the report. "On closer inspection, however, Russia's capabilities are not quite as daunting, especially if potential countermeasures are factored in." The Gripen is intended for operations in rugged environments, such as Sweden's Arctic region, Helgesson said. "We are operating from dispersed bases," he said. "We use highways and small airfields spread all over Sweden in remote places, far away. And the logistics footprint is very small." The Arctic is, naturally, an important area of operation for the Swedish air force, and having far-flung bases has required the force to become creative about warehousing fuel, ammunition and other supplies. Canada's CF-18s occasionally operate from forward bases in the North, but those deployments are infrequent compared with the routine activity of the Swedes, experts have noted in the past. Like Canada, Sweden has just started reinvesting in defence, Helgesson said. The competition among manufacturers for Canada's fighter jet business is expected to be intense. Lockheed Martin will again pitch its F-35 stealth fighter. Boeing is in line to offer the Super Hornet — a larger, more advanced version of the F-18.     DAVID PUGLIESE, OTTAWA CITIZEN The U.S. Air Force F-35A Lightning II Demonstration Team is now confirmed as coming to the Aero Gatineau-Ottawa 2019 air show. The team will be conducting only two displays outside the U.S. this year. The Aero Gatineau-Ottawa air show runs Sept. 6-8. The RCAF Snowbirds and the CF-18 Hornet Demo team will also be at the show among other attractions. In addition on Aug. 13 the Royal Air Force nine plane precision aerobatic team, the Red Arrows, will be coming to Gatineau-Ottawa for the first performance of their six-week North American tour, Aero Gatineau-Ottawa air show organizers point out. Bouchard, a retired lieutenant general, served in the role for nearly six years. He had a 37-year career in the Royal Canadian Air Force. “I have thoroughly enjoyed serving Lockheed Martin Canada and Lockheed Martin Corporation and while the time has come for me to retire, I will remain an ardent supporter and advocate of the work Lockheed Martin does to deliver the best equipment to today's modern warfighter, the F-35 being a primary example,” Bouchard said in a statement.     DAVID PUGLIESE, OTTAWA CITIZEN The Canadian Forces and Department of National Defence has updated the status of a number of its major procurement programs including the Arctic Offshore Patrol Ships which it says will be fully operational by 2025. Under the schedule the first ship is to be delivered sometime this summer to the Royal Canadian Navy but won't be operational until 2020, according to the update. Other ships will follow over the years with the fleet being declared fully operational in 2025, according to the schedule. Each ship will go through various tests and sea trials, with ships being brought on line as those are finished and crews are trained. The Arctic Offshore Patrol Ships, or AOPS, being built by Irving Shipbuilding, were announced in 2007 by then prime minister Stephen Harper. The vessels were supposed to be in the water by 2013. But the program has faced delays. Critics have also questioned why Canada is paying around $400 million per ship when Denmark received similar vessels for $70 million each. In November 2018 the Liberal government announced it was building a sixth Arctic patrol ship to add to the five originally commissioned from Irving Shipbuilding. But it acknowledged that ship will cost taxpayers $800 million — double the price-tag of each of the other vessels. The Liberal government announced the construction of the sixth AOPS after a push by Irving and its employees for additional work. The project was originally to build five AOPS and only proceed with a sixth if Irving could find savings and work within the existing budget.     Lack of expert procurement staff could hinder Canadian Forces drone purchase

I have written an article on that update which can be viewed at the National Post website: https://nationalpost.com/news/government-expects-to-award-contract-for-new-fighter-jet-fleet-in-2022-but-admits-it-could-face-delays The article notes the DND warning about issues that could affect the proposed purchase of a fleet of uninhabited aerial vehicles, commonly referred to as drones. The DND update warned that there might not be enough procurement staff with the required expertise to move that program forward on schedule. The department hopes to deal with the problem by hiring contractors. A draft invitation to qualify for that project was released April 5 and a contact is expected to be awarded in 2022, the update pointed out. The lack of staff has been an ongoing issue for the UAV program but in other ways. In May 2010 I reported The Canadian Force's plan to buy pilotless aircraft to conduct surveillance off the country's coasts, in the Arctic and on overseas missions had fallen behind schedule because the military doesn't have enough people to fly the drones. While the UAVs don't carry pilots, they still require an operator on the ground to fly the craft. Staff are also needed to maintain the equipment and to prepare them for flight. But at the time the air force was having difficulty finding enough people for a new unit that would be needed to operate the UAVs. Then called the Joint UAV Surveillance and Target Acquisition System or JUSTAS, there had been a number of plans for the acquisition. One of the earlier ones involved a request for proposals from industry to be issued by the end of 2009 and a contract signed in 2010. The first of the UAVs would have arrived by February 2012. That obviously didn't happen. A reworked plan called for the delivery of the UAVs in 2014, with full operating capability in 2017. That didn't happen. The project is now named, RPAS, for Remotely Piloted Aircraft System. Provides correct diagnosis of contamination early during the takeoff roll (Air Florida Flight 90, Arrow Air, and Dryden, among others). Provides real-time data enabling significantly reduced fuel consumption and brake wear and enabling better predictive maintenance scheduling, helping to pay for itself by reducing aircraft operating costs. “APM is a mature product having been successfully tested on several Part 25 jet and turboprop aircraft, as well as numerous Part 23 light aircraft and business jets”, said Dr. John Maris, President of Marinvent. “It is available for installation today. The Canadian government is our first customer under the BCIP program, and we have also made our first forays into the UAV market, which desperately needs this technology particularly for Canadian winter operations”.     A cyber war has started and Canada isn't ready to fight it, says report

    Murray Brewster · CBC News Analysis says Canada lagging far behind its allies in responding to cyber warfare threat A new report questions how well prepared the Canadian military and the federal government are to fight a cyber war that, for all intents and purposes, has started already. The Canadian Association of Defence and Security Industries (CADSI), which represents major weapons and high-tech manufacturers, warns in a new report that, despite recent investments and policy papers, the country is lagging far behind its allies in preparing to fight a new kind of war. "The cyber threat to the Canadian Armed Forces (CAF) permeates domestically through vulnerabilities in critical infrastructure, combat systems and equipment, and extends to where the military is deployed abroad," said the association's report, released Thursday. "Russia have proven their ability to launch attacks that cripple critical systems in seconds or quietly collect intelligence for years. The CAF has only recently received approval to engage in active and offensive operations at scale (though specialized activity has been present for years)." 'A genuine sense of urgency' To compile the report, researchers at CADSI conducted 70 interviews with government and military officials, as well as defence industry leaders. Christyn Cianfarani, the association's president, said the feedback was frank. "There's a genuine sense of urgency for Canada to advance in this space," she said. Even if the public doesn't feel the country is vulnerable, she added, "we could stand to be vulnerable by not moving forward very quickly." The report comes just weeks after a House of Commons committee heard that online attacks on Canada's financial system and other key infrastructure could become far more destructive as more militaries around the globe get involved in cyber operations. That testimony came from security expert and former CIA analyst Christopher Porter, an executive at the U.S. cyber security company Fireeye, Inc. He said the west's imposition of sanctions on "some countries" has in the past been met with denial-of-service attacks on financial services websites, but those attacks have only been disruptive. "In the future, they may respond with destructive attacks," he testified on Feb. 6. Cianfarani echoed that warning. "I think, if you look, other nations are attacking Canada," she said. "Other nations aren't just attacking Canada in a short-game play. They are attacking Canada and trying to influence things in our country in a long-game play." The defence association report also took aim at the federal government's ponderous procurement system, noting that adversaries and allies have "demonstrated their ability to deploy new cyber capabilities in months or weeks, while the CAF remains burdened by a years-long and sometimes decades-long procurement cycle." Time to 'blow up' the procurement system? Cianfarani said the procurement system has to "be blown up" and "torn apart" when it comes to acquiring cyber equipment and services. It should take six months, not 10 years, to get those kinds of products into the hands of cyber operators, she added. Defence Minister Harjit Sajjan's office declined comment and referred CBC News to the Communications Security Establishment, which defends the federal government's networks. While CSE spokesman Evan Koronewski did not address the specific criticisms in the industry association report, he pointed to the creation of the Canadian Centre for Cyber Security, which brings "operational security experts from across the Government of Canada under one roof" — something that is expected to deliver a more unified approach. "Although we cannot speak specifically to the Cyber Centre's capabilities, we are confident our men and women have the tools they need to deliver on their mission," Koronewski said in an email. The study found "government and industry lack the mutual trust required to effectively collaborate in the cyber defence of Canada" and proposed a series of remedies. "This distrust has been sown over time through a history of unproductive engagements, limited communications and inadequate mutual understanding of each other's capabilities," said the analysis. The Council of Canadian Innovators has delivered a similar message to the federal government on many occasions over the last two years, but Cianfarani said she believes that the upcoming federal election and the possibility of interference in it — foreign or otherwise — will focus the attention of both the public and decision-makers. "I think around an election is probably when we have the loudest voice, and it's when we're probably, as a country, the most vulnerable," she said. The report pointed to other countries, such as the United States, where cyber defence strategies are primarily driven by industry, supported by the academic community and funded by the government without bureaucratic limitations.
