    Skilled worker, parts shortages still hurting Hornet and Growler maintenance, government watchdog finds

Larter A shortage of skilled workers and repair parts is causing backlogs in maintenance depots for Hornets and Growlers, creating headwinds in the Navy's efforts to put more aircraft in the air, the Government Accountability Office found. The Navy, which is chipping away at a readiness crisis among its fighters and electronic attack aircraft, is being hampered by a lack of skilled workers and capacity, specifically at depots on the West Coast at Whidbey Island, Washington, and Lemoore, California. Furthermore some parts needed to repair the Hornets and Growlers were manufactured by suppliers who have gotten out of the business, significantly slowing the process and forcing the Navy to cannibalize parts on aircraft to offset the delays, the September report found. One challenge pointed out by the GAO is the distance between where aircraft are based and maintained and where parts are repaired for the E/A-18G Growlers. The Growlers, largely based at Whidbey Island, many of the components that need fixing must be repaired at the depots in Lemoore. “However, according to officials, Lemoore's depots have limited capacity to repair these aircraft, creating a maintenance backlog,” the report found. The issue of manufacturers getting out of the business was at least in part caused by the Navy's shorting of repair parts accounts during Obama-era budget cuts. A recent study found that between 2011 and 2015, as many as 17,000 suppliers left the defense industry. The Vice Chief of Naval Operations Adm.     Marines want to use artificial intelligence to help find and neutralize sea mines

    By: Todd South The Marines are looking for ways to leverage artificial intelligence and autonomy to find sea mines as they improve their ability to conduct littoral combat operations. A recent posting on the government website fbo.gov shows that the Marine Corps Rapid Capability Office is seeking such technology as early as fiscal year 2019 to “detect, analyze and neutralize” explosive ordnance in very shallow water and the surf zone. Chinese maritime doctrine and equipment development in recent years has included strategies to deploy scores of sea mines in key ocean chokepoints.     By: Valerie Insinna WASHINGTON — Lockheed Martin has scooped up a contract, worth up to $7.2 billion, for the latest batch of next-generation GPS satellites. The award decision comes as little surprise, as Lockheed Martin is the incumbent on the GPS III program responsible for manufacturing the first 10 satellites. It was also the sole bidder on the most recent contracting vehicle, which will span an additional 22 satellites. “The world is dependent on GPS, from getting directions to getting cash from an ATM machine or trading on the stock exchange,” said Air Force Secretary Heather Wilson in a statement. “These satellites will provide greater accuracy and improved anti-jamming capabilities, making them more resilient.” Three companies — Lockheed Martin, Boeing and Northrop Grumman —won Phase 1 contracts for the follow-one program in 2016 to perform feasibility studies, but the Boeing and Northrop Grumman dropped out of the competition.     SOCOM awards $47M for radio software

    By: Kelsey Atherton U.S. Special Operations Command awarded the Sierra Nevada Corporation Aug. 23 a contract worth $47 million to keep supplying and maintaining the software it uses in to ensure radios can communicate with one another across frequencies. Dubbed, TRAX, for “Tactical Radio Application eXtension,” the software “fills a [redacted] role in the Special Operations air-to-ground communication architecture," and it works on Android devices, too. The contract award is available online, and while the text omits several details, what can be seen is clear on why Sierra Nevada Corporation is the only contractor that can meet this need. Convenience is one factor. Sierra Nevada developed the software, so it makes sense to continue, and funding a new or redundant development to work in the same way and with the same interoperability would be added cost for no meaningful, tangible benefit. There is also the matter of specific intellectual property. Sierra Nevada owns the TRAX software. Keeping the TRAX program with the same provider avoids the legal battles and technical issues that could come with trying to replicate it elsewhere. While SOCOM solicited information about an alternative capability, the justification statement argues that whatever that redacted capability is, the decision was made to single track it. In the field, TRAX translates data protocols, allowing for communication across devices that otherwise couldn't speak to each other. While military machines from radios up through planes are designed with the knowledge that they will need to be used together, and often built around shared protocols to match, reality is messier than planning, so a reliable software medium is one way to retain a capability even if the equipment on hand isn't the equipment that was intended.     By: Tom Kington ROME — Italy's two state-controlled defense champions, Leonardo and Fincantieri, have fought an unusual battle over the acquisition of a smaller company as they jockey for position ahead of their expected integration of naval work with French industry. Shipyard Fincantieri thought it had sewn up the purchase of Italian firm Vitrociset in August, only for Leonardo to snatch it from under its nose on Sept. 7, leaving the Italian government to step in to mediate. The tussle between two firms that both answer to the Italian state and closely cooperate on naval programs around the world is due to new rivalry as both edge toward teaming on naval programs with France's Naval Group. The Italo-French deal is still being thrashed out, but may see a 10 percent share swap between Naval Group and Fincantieri and joint export campaigns to reduce the fractured nature of the European shipbuilding industry. The deal automatically involves Leonardo since it provides electronics, guns and radars for Fincantieri's ships. But Leonardo CEO Alessandro Profumo has expressed concerns that regarding ships built or marketed jointly by Fincantieri and the French, his systems may be overlooked in favor of those produced by Thales, which is a shareholder in Naval Group.     Indonesia plans to buy C-130J Super Hercules, CH-47 Chinooks

    By: Mike Yeo MELBOURNE, Australia — Indonesia's defense minister has said the country intends to acquire new tactical airlifters and heavy-lift helicopters from the United States, as it continues its gradual drive to modernize its military. Speaking in the capital Jakarta earlier this week, Ryamizard Ryacudu said Indonesia is looking to acquire five Lockheed Martin C-130J Super Hercules transport aircraft and the Boeing CH-47 Chinook heavy-lift helicopter, according to the country's state-owned Antara News Agency. He did not specify the number of helicopters Indonesia is seeking, but Defense News understands from an Indonesian source the number of Chinooks will be between three and five. This expected procurement is likely to be just the first step in the southeast Asian archipelago nation's effort to recapitalize its airlift inventory. Earlier this year, the Indonesian Air Force's chief of staff, Air Marshal Yuyu Sutisna, was reported by Antara as saying that the service plans for all six of its airlift squadrons to have new aircraft by 2024, which currently operates a mix of light and medium transports alongside older variants of the C-130. Indonesia's current Hercules fleet consists of about a dozen "B" and "H" variants of the C-130 aircraft, the oldest of which date back to the early 1960s. The inventory has also been bolstered in recent years by the ongoing transfer of nine C-130Hs from Australia, which has retired the type from service in favor of the C-130J. However, this has been offset by the loss of five C-130s since 2000, including one of the former Australian aircraft, which crashed while landing in bad weather at one of Indonesia's remote eastern islands in December 2016, while the older aircraft have suffered from ongoing serviceability issues. This is not the first time Ryacudu has said Indonesia was seeking the C-130J. He first flagged the intention to do so back in May, following a meeting with U.S. Defense Secretary Jim Mattis in Hawaii. There have also been earlier reports that Indonesia was interested in acquiring Chinooks; however, this is the first time the defense minister has confirmed that it will go ahead with the acquisition. Antara also quoted him as saying Indonesia had evaluated the Russian Mi-26T2 heavy-lift helicopter, but found it unsuitable for the country's requirements. The Indonesian military currently does not operate any heavy-lift helicopters, and alongside its relatively small airlift fleet represents a key capability gap for a country made up of more than 17,000 islands that are also prone to natural disasters. Any Indonesian acquisition of the C-130J and CH-47 will likely be done through Foreign Military Sales channels.     Air Force aims to move startups from pitch to contract award in 24 hours

    By: Valerie Insinna WASHINGTON — A fledgling five-person software start-up has just wrapped up their pitch to what could be a key investor. The pressure has been intense, but the customer decides to bite, sliding a credit card through a Square reader to award money to the company's Paypal account. This isn't an episode of Shark Tank, or a successful bid to get investment dollars from a Silicon Valley angel investor. The customer in this scenario is the Air Force — or at least, its acquisition executive would like it to be. During the Air Force Association's annual conference, Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, will announce a series of “Startup Days” targeted toward involving startup companies in Air Force acquisition by rapidly awarding contracts in less than 24 hours. “From the company's view, it will be a single day. From our view, we could probably turn it as quickly as a few days to a week — we put a call out, someone submits their idea, we analyze their idea, we check their company profile, we then invite a subset that have met the criteria,” he told Defense News in an exclusive Sept. 7 interview. “But then, when they come in to pitch their idea, they have a reasonable expectation of leaving with funding. We're ready to go or not go on a single day,” he continued. “And the contract length? One page.” When Defense News spoke with Roper, he had just gotten the green light to move ahead with this new way of awarding contracts. The effort remains in its early stages, and dates for Startup Day have not been chosen, although Roper believes the service could hold a series of Startup Days as soon as the end of this year or early 2019. The exact format is still being worked out as well: Program managers will be able to suggest precise technical problems that they'd like to see solutions for, but he'd also like to give companies the latitude to pitch their products for requirements the Air Force doesn't even know it has. Companies will submit proposals, which will be evaluated by Air Force program and contacting officials who will also analyze the company's profile — its number of employees, business type, product maturity and potential impact. But the goal is to have the actual events structured like a meeting with an angel investor, not the typical PowerPoint-laden gatherings of military officials and defense primes. “We've got to make this look more like Kickstarter than a defense industry day,” Roper said. “We may even put them on contract swiping a Square reader. We have government purchase cards that we're able to use for small purchases — up to $150k per transaction. That may be the mechanism we use because most companies that are startups, I'm going to guess, have a Paypal account.” An industry day geared specifically for start-up companies is just the latest way the Air Force is trying to harness a commercial technology boom where innovation has often been led by startups. Last year, the service announced the creation of a new organization called AFWERX that it began to help engage elements of the private sector that don't usually work with the government. However, even with AFWERX in operation, it takes the Air Force six to eight weeks to award a contract at its very fastest. And that's still too slow of a pace to enable it to work effectively with startup companies, Roper said. “There's this artificial ceiling that small companies can't reach to work with the government simply because they're too small to wait for a paycheck. If they're not on contract with us now, they've got to work with an investor fast enough to fund cash flow rates that startups need to grow,” he said. Roper doesn't expect all investments to bear fruit, but efforts like Startup Day have other advantages, he said. It gets Air Force contracting officers more comfortable with executing rapid contracts, potentially gives program managers a more effective way of spending their small business dollars and allows the service to have a voice in the kinds of technologies that cutting-edge companies develop. “I hope that will mean that every year when we do this — if it's successful, we'll do it every year—companies will have us on their radar screen and think, ‘The Air Force is a great way for us to get from being a company of five to a company of 50...and then we'll go off and become billionaires working with Amazon and Google,'” he said. “But this way they'll know us and their products and projects will have been influenced by us, hopefully for the betterment of the Air Force.” https://www.defensenews.com/digital-show-dailies/air-force-association/2018/09/17/air-force-aims-to-move-startups-from-pitch-to-contract-award-in-24-hours

    By Editorial Board GOOGLE DECIDED after an employee backlash this summer that it no longer wanted to help the U.S. military craft artificial intelligence to help analyze drone footage. Now, the military is inviting companies and researchers across the country to become more involved in machine learning. The firms should accept the invitation. The Defense Department's Defense Advanced Research Projects Agency will invest up to $2 billion over the next five years in artificial intelligence, a significant increase for the bureau whose goal is promoting innovative research. The influx suggests the United States is preparing to start sprinting in an arms race against China. It gives companies and researchers who want to see a safer world an opportunity not only to contribute to national security but also to ensure a more ethical future for AI. The DARPA contracts will focus on helping machines operate in complex real-world scenarios. They will also tackle one of the central conundrums in AI: something insiders like to call “explainability.” Right now, what motivates the results that algorithms return and the decisions they make is something of a black box. That's worrying enough when it comes to policing posts on a social media site, but it is far scarier when lives are at stake. Military commanders are more likely to trust artificial intelligence if they know what it is “thinking,” and the better any of us understands technology, the more responsibly we can use it. There is a strong defense imperative to make AI the best it can be, whether to deter other countries from using their own machine-learning capabilities to target the United States, or to ensure the United States can effectively counter them when they do. Smarter technologies, such as improved target recognition, can save civilian lives, and allowing machines to perform some tasks instead of humans can protect service members. But patriotism is not the only reason companies should want to participate. They know better than most in government the potential these technologies have to help and to harm, and they can leverage that knowledge to maximize the former and minimize the latter. Because DARPA contracts are public, the work researchers do will be transparent in a way that Project Maven, the program that caused so much controversy at Google, was not. Employees aware of what their companies are working on can exert influence over how those innovations are used, and the public can chime in as well. DARPA contractors will probably develop products with nonlethal applications, like improved self-driving cars for convoys and autopilot programs for aircraft. But the killer robots that have many people worried are not outside the realm of technological possibility. The future of AI will require outlining principles that explain how what is possible may differ from what is right.     By: Pierre Tran PARIS — The U.S. is a close and valued ally to France, but the European country seeks continentwide strategic autonomy in defense and security, with a stronger and more cooperative industrial base, said French Armed Forces Minister Florence Parly. “The United States is our ally and our friend, and it will remain so,” she said Sept. 11 at the Summer defense university, a gathering of parliamentarians, officers and foreign guests. “Our cooperation in defense and security is intense and highly valued.” Parly had planned to pass on that message when she saw U.S. Defense Secretary Jim Mattis in Washington on Thursday, but that trip to the U.S. — which included a presentation at the Atlantic Council — was canceled due to Hurricane Florence hitting the East Coast. “Can we always count, in every place and in every circumstance, on American support?" she said. “Listen to the statements of the U.S. president, read his tweets: The message sent is clear and without ambiguity,” she added. “We have to count on ourselves ... build a European strategic autonomy.” But Robbin Laird, an analyst with U.S.- and France-based consultancy ICSA, said the U.S. is very present in Europe. “Despite the president's comments on NATO and Article 5, his administration has committed significant resources in Europe,” he said, referring to the alliance's charter that calls for a united response should a member nation come under attack. Mattis was recently “very visible in Finland,” attending a trilateral meeting with Finnish and Swedish senior officials, Laird said, noting the upcoming NATO Trident Juncture exercise in Norway in October and November. “It is clear Trump would welcome a more European capability; a real defense capability is what he is looking for, not just words,” he said. On the industrial front, Parly said France and Germany have signed up for projects for a Future Combat Air System — centered on a new fighter jet— and a new tank. This is a “historic step for Europe, for the future of our equipment and the strength of our industry,” she said. These were long-term commitments, open to other nations, she added.
