    Canada’s New Drone Can Better Surveil Its Challenging Arctic Environment

BAERSON After years of experimentation and analysis, the government of Canada has procured a new Hermes 900 StarLiner from Israeli UAV manufacturer Elbit Systems that can withstand and patrol its massive, inhospitable Arctic territory. Extreme weather with high winds and low temperatures, limited and unreliable satellite communication and navigation, and continuous darkness during the winter months make controlling UAVs in the Arctic especially challenging. Combined with a lack of ground infrastructure, both line of sight and satellite control of a UAV can become nearly impossible. The hope is that the Starliner can conquer these harsh Arctic conditions. This version of Elbit's Medium Altitude Long Endurance (MALE) military UAV is fully certified to operate in civilian airspace and will take off from and land on civilian airfields. It will perform myriad operations to reduce harmful environmental impacts, including detection of oil pollution and wildlife surveying, as well as ice patrol and reconnaissance. It will also support search and rescue, humanitarian efforts and illegal fishing enforcement, and will aid the development and regulation of Canada's drone industry. The $36.16 million contract includes communication links, ground control stations, sensor packages, training and the optional purchase of spare parts. The Starliner is expected to be delivered by December 2022, but procurement has been years in the making. Arctic Takeoff In 2017, Canadian officials began research and development test flights using a Sea Hunter drone produced by Alabama-based Griffon Aerospace. The data collected, including BVLOS results, contributed to developing requirements for the eventual Hermes purchase. Timothy Choi, a maritime strategy expert and Fellow at the Canadian Global Affairs Institute, has said the Canadian government had limited options in its search for a proven maritime drone with Arctic capabilities. “Large maritime surveillance drones—that is, ones equipped with downward-looking radar and AIS [automatic identification system] receivers to detect shipping—have not been as prevalent in the global drone market as their land-centric counterparts,” Choi told the website Eye On The Arctic. “Of these, there are even fewer that have been tested in Arctic conditions.” The model Canada is acquiring has been undergoing operational trials in Iceland via the European Maritime Safety Agency since summer 2019. At 1.6 tons, the StarLiner includes detect and avoid (DAA) systems, redundant datalinks and an advanced terrain avoidance warning system. Its ability to automatically take off and land in near-zero visibility, and to sustain deicing procedures and direct lightning strikes, makes it ideal for the Arctic's extreme weather challenges. According to Canadian officials, the new UAV can operate at up to 72 degrees north latitude and has a range of more than 1,400 nautical miles. It comes equipped with back-up command and control and navigation systems, electrical optical infrared camera, synthetic aperture radar and a mapping camera system. For now, the majority of Canada's Arctic surveillance data will continue to come from RADARSAT, the country's remote sensing earth observation satellite program. But while the satellites can detect emergencies such as an oil spill, their brief visits over the Arctic make it difficult to identify causes and consequences. The same is true for identifying nefarious activities such as illegal dumping and unpermitted fishing. “The ability of a drone to loiter for long periods of time with higher resolution sensors will help fill this gap,” Choi explained. “Operationally, the new drone will greatly help ‘connect the dots' when it comes to surveilling Arctic waters and enforcing Canadian regulations.” Drone Diplomacy While this Hermes version will be used in civilian missions, its acquisition is just one part of Canada's Arctic Unmanned Aircraft System Initiative, and it will join the country's National Aerial Surveillance Program's manned aircraft fleet. With 75% of Canada's coastline and 55% of its landmass located in the Arctic, Canada and its main regional rival, Russia, potentially contest for resources and the new shipping routes being created by global warming. Russia is deploying a fleet of dual-use extreme-weather UAVs featuring a GIRSAM alternative navigation system.     MDA Awarded $7.9 Million for Lunar Gateway Robotics Phase A Contracts

    The Canadian Space Agency (CSA) has awarded MDA two contracts related to the NASA led Lunar Gateway project which is part of the greater Artemis moon program. The contrast are a result of the Deep Space Exploration Robotics (DSXR) request for proposals the CSA had posted in April of this year. The DSXR initiative includes two Gateway External Robotic Interfaces. They include an “exploration large arm” (XLA) and an “exploration dexterous arm” (XDA). The first contract is for the development of robotic interfaces for the “exploration large arm” and is valued at $3,292,136.66. The second contract, also for the development of robotic interfaces, is for the “exploration dexterous arm” and is valued at $4,598,971.26. The Phase A work builds on the heritage of robotics MDA developed for the Canadarm on the Space Shuttles, and the Canadarm2 and Dextre on the International Space Station.     Canada takes initial step in modernizing fighter aircraft training ranges

    DAVID PUGLIESE The federal government has issued a notice for a proposed procurement that would ultimately see the modernization of RCAF fighter aircraft training ranges. The government is looking to develop a road map for the modernization of RCAF fighter aircraft training ranges, and to allow for the creation of what it is calling Live-Virtual-Constructive (LVC) training and experimental environments. Details of the proposed procurement were released last week to industry. The road map for the modernization will include the Cold Lake Air Weapons Range and Bagotville training ranges as primary ranges, and other air training ranges including and not limited to, Gagetown, Wainwright, Valcartier, Nanoose and Suffield as secondary ranges, according to the government notice. In December, Postmedia reported that the RCAF was postponing its major exercise in 2019 at Cold Lake as it brings in improvements to its fighter jet base in Alberta. Exercise Maple Flag, which was to take place in Cold Lake, Alta., is the premier air force training event that allows pilots to test their skills with scenarios similar to “real-world” operations. But Royal Canadian Air Force commander Lt.-Gen. Al Meinzinger announced in December that Maple Flag won't be held next year as the service brings in improvements to the base and range that are designed to boost training for both Canada and its allies. Col. Paul Doyle, commander of 4 Wing at Cold Lake, told Postmedia the new infrastructure will eventually include a specialized facility to allow for larger classified planning sessions, briefings and debriefings about missions. In addition, work will be done on new communications systems, data links and upgrades to the threat emitter pods that are on the base's weapons range. Maple Flag is primarily conducted in the Cold Lake Air Weapons Range, a training area of more than a million hectares, located about 70 kilometres north of Cold Lake. It is a major effort for European air forces and those from other nations to come to northern Alberta for the training and Canada's allies, while still keen to train there, have noted the need for improvements at the base, according to military officers. “Infrastructure-wise, it's to have the facilities to allow us together to plan, brief and debrief at a classification level that allows us and our allies to maximize our training on a large force employment exercise,” Doyle said in December. Computer networks will be improved and the Air Combat Manoeuvering Instrumentation (ACMI) System will be upgraded, he added. The ACMI system is capable of simulating air-to-air, air-to-surface, and surface-to-air weapons employment with real-time monitoring capabilities as they relate to actual aircraft position. The ACMI system was developed by Cubic Global Defense and first installed in 1982, according to the RCAF. It was upgraded in 2003. There are two main components of an ACMI system: the instrumentation pods and the tactical display system. The mobile pods contain the avionics that track and record aircraft events and position. The display system allows its users to control, track, and monitor the exercise as it happens, and provide mission debriefs upon completion, according to the RCAF. “We want to make (the systems) more robust, better connected,” Doyle said. “That is something we can benefit from on a daily basis” in addition to improving future Maple Flags. “Threats are evolving and modernizing,” Doyle explained. “We want to make sure we're on that leading edge.” He declined to get into specifics about various threats air crews are facing but Doyle did highlight the development of integrated air defence systems that some nations are putting in place. Some social media posts have indicated the Maple Flag postponement was due to a lack of Canadian pilots and fighter jets or delays in Canada receiving new aircraft. But Doyle said such claims don't reflect reality. “Do we have shortages? Sure. But this in no shape or way has anything to do with that,” he added.
