La Garde côtière canadienne et la Nation Heiltsuk annoncent un projet pilote de 5 millions de dollars pour appuyer l’établissement de l’équipe d’intervention d’urgence maritime Heiltsuk

Bella Bella, Colombie-Britannique - Les communautés côtières autochtones entretiennent des liens avec les océans du Canada depuis plusieurs générations. Dans le cadre de la prochaine phase du Plan de protection des océans du Canada, le gouvernement du Canada collabore avec les Premières Nations pour améliorer davantage la façon dont nous intervenons en cas d'urgence maritime. Aujourd'hui, la ministre des Pêches, des Océans et de la Garde côtière canadienne, l'honorable Joyce Murray, et la Nation Heiltsuk ont annoncé le lancement du projet pilote de l'Équipe d'intervention d'urgence maritime Heiltsuk, qui vise à améliorer la sécurité maritime sur la côte centrale de la Colombie-Britannique.

Dans le cadre du Plan de protection des océans, la Garde côtière canadienne fournit plus de 5 millions de dollars pour lancer immédiatement un projet pilote visant à appuyer la mise sur pied de l'Équipe d'intervention d'urgence maritime Heiltsuk. Cette équipe sera intégrée au système fédéral de préparation et d'intervention maritimes en tant qu'intervenant tiers en cas d'incidents de pollution marine. Le projet comprendra la mobilisation des membres de la collectivité, des exercices et de la formation sur l'eau, l'achat d'équipement, et l'élaboration de stratégies d'intervention sur le territoire des Heiltsuk.

Il s'agit de l'une des nombreuses collaborations entre la Garde côtière canadienne et la Nation Heiltsuk. Le gouvernement du Canada et la Nation Heiltsuk continuent de travailler ensemble pour améliorer le rôle de la Nation dans l'intervention environnementale maritime, afin de fournir une capacité d'intervention d'urgence sur les côtes de la Colombie-Britannique. S'appuyant sur plusieurs années de discussions collaboratives, un protocole d'entente a été signé en mars 2021, officialisant un engagement entre la Nation et le gouvernement du Canada à améliorer la capacité communautaire d'intervention en cas de déversement d'hydrocarbures, y compris la mise sur pied de l'équipe d'intervention d'urgence maritime Heiltsuk.

    DAVID PUGLIESE, OTTAWA CITIZEN The CANSEC 2019 defence trade show in Ottawa has wrapped up, and while much of the focus and talk was on new fighter jets, the naval side of procurement didn't escape notice. A number of firms have recent contracts or technology advancements, as outlined in this article in Esprit de Corps magazine. ATLAS ELEKTRONIK GmbH recently announced successful SeaSpider sea trials that were done in co-operation with the German Bundeswehr Technical Center for ships and naval weapons, maritime technology and research. The SeaSpider is the world's first dedicated Anti-Torpedo Torpedo. Trials in the Baltic Sea were conducted on a WTD 71 multipurpose vessel, according to the company. Those involved the full “sensor to shooter” chain with Torpedo Detection, Classification and Localisation, or TDCL sonar, being successfully demonstrated with the third generation SeaSpider prototype with its above water launcher. At the test range both a Mk37 torpedo derived AUV and torpedoes of the DM2A3 type served as the threats. Those were detected and localized with passive and active TDCL and the data was used to cue the SeaSpider launch. SeaSpider acquired the threats and homed in into closest point of approach, the firm noted. The successful “intercept” was verified by acoustic and optical means. Saab's Sea Giraffe AMB naval radar will be used for the Royal Canadian Navy's Joint Support Ships. Saab will do the work on the project both in Sweden and Halifax. Deliveries of the radars are to take place between 2020 and 2022. Seaspan Shipyards has awarded MAN Energy Solutions Canada of Vancouver, BC, a contract valued at $55 million for work on the Royal Canadian Navy's new Joint Support Ships or JSS. MAN is one of several major systems integrators that Seaspan is working with in order to meet its commitments under the National Shipbuilding Strategy, the firm noted. Under this contract MAN will provide propulsion and power generation components for the JSS. This will include two MAN 12V32/44CR (Common Rail) propulsion engines equipped with environmental protection SCR technology, reduction gears, propulsion shafts, propellers, ship service diesel generator sets, and an emergency diesel generator set. Work on these components will take place in Europe at MAN's manufacturing facilities. Work taking place in Canada will include MAN providing the integration for these systems, training, testing, and support during the harbour acceptance trials and the JSS sea acceptance trials, according to Seaspan. MDA, a Maxar company, announced that it has signed a $4 million contract with Lockheed Martin Canada. That deal is for the initial phase of design work for the Canadian Surface Combatant ship's Electronic Warfare system. The Águas Azuis Consortium, formed by thyssenkrupp Marine Systems, Embraer Defense & Security and Atech, was selected by the Brazilian Navy for the construction of four defence ships in the Tamandaré Corvettes Class Program as preferred bidder. With thyssenkrupp Marine Systems' leadership and its naval systems expertise, the Águas Azuis Consortium companies will now form a specific purpose company for the implementation phase of the program, the firms noted. Atech, an Embraer Group company, will be the supplier of the Combat Management System and Integrated Platform Management System of the Tamandaré Class corvettes. It will be involved in the transfer of technology in cooperation with ATLAS ELEKTRONIK, a subsidiary of thyssenkrupp Marine Systems, and L3 MAPPS. Embraer Defense & Security will integrate sensors and weaponry into the combat system. Kognitiv Spark of Fredericton, NB will be providing the Royal Canadian Navy with the opportunity to test a Mixed Reality Remote Assistant Support system as part of a project that aims to improve maintenance and repairs aboard naval vessels. The system can be used by RCN marine technicians and weapons engineering technicians to ensure that RCN ships remain at a high-level of readiness for both routine training and operational deployments, according to the firm The project hopes to validate technology adopted from Kognitiv Spark, whose software is designed for use with the Microsoft HoloLens. The software leverages Augmented Reality, Mixed Reality, and the integration of Artificial Intelligence to improve efficiencies with ship operations including repairs, maintenance and knowledge transfer, the firm added. For remote maintenance, a subject-matter expert using this system can see what the HoloLens wearer sees from anywhere in the world. The expert can provide guidance using real-time voice and video, interactive 3D holograms and content, and live IoT data. Alternatively, the technician can use locally stored data to assist with routine tasks when a remote expert is not available. The holographic support is designed to improve decision making by facilitating decisive action and reducing errors by providing clarity and certainty of comprehension.     ANDREA GUNN OTTAWA BUREAU Days before the bid submission deadline for the Canadian Surface Combatant request for proposals, Lockheed Martin Canada has announced it has teamed up with the UK-based BAE Systems to submit a proposal for Canada's new fleet of warships. The combined request for proposals is for an off-the-shelf ship design and combat systems integrator, and experts say the Lockheed Canada and BAE duo will be a powerhouse contender. For the ship design, BAE Systems is offering its Type 26 Global Combat Ship — long rumoured to be a favourite of Royal Canadian Navy officials and arguably the newest and most advanced vessel of its kind in the world — and the only possible contender that has yet to actually be built. The Royal Navy is building eight of their own Type 26 vessels. For the combat systems, which is best described as the brain and nervous systems of the ship's intelligence and combat operations, Lockheed Canada is offering its Canadian-designed CMS 330. This is a newer version of the combat management system Lockheed designed for the Royal Canadian Navy's original Halifax-class ships and is present on Canada's modernized frigates. Both firms were identified among bidders prequalified to participate in the process, alongside other international industry giants like ThyssenKrupp, Navantia and DCNS. Also part of the consortium participating in the Lockheed/BAE bid are CAE, L3 Technologies, MDA and Dartmouth-based marine tech firm Ultra Electronics. Speaking with The Chronicle Herald on Monday, Gary Fudge, VP of Canadian naval systems programs with Lockheed, said an independent study completed by Lockheed Canada revealed the Type 26 as the best design in the running, and prompted their interest in teaming with BAE for preliminary work several years before Canada announced that it would be combining the ship design and combat systems integrator into a single bid. He said BAE's modern design and modern toolsets — for example their use of advanced digital blueprints that will make it easier to modify and modernize the design in the future — made the Type 26 the key contender for them. “Given that Irving has just built the most modern shipyard, we wanted the designer to have toolsets and data that can migrate easily into Irving's toolsets,” said Fudge. Irving is the prime contractor for the combat portion of the government's National Shipbuilding Strategy and will build a fleet of 15 Canadian Surface Combatants (CSCs) at its Halifax shipyard, with a budget of $56billion to $60 billion, starting in the 2020s. It will also have a say, alongside the federal government, in selecting the winning bidder. Rosemary Chapdelaine, vice president and general manager with Lockheed Martin Canada Rotary and Mission Systems, on Monday touted job creation in Canada, including Nova Scotia, as a key component to their bid. For example, Lockheed Canada's combat systems and integration technology is built at a facility in Ottawa and tested at the the company's Maritime Advanced Testing and Training Site in Dartmouth. Chapdelaine said Lockheed Canada's approach to the bid is to be seen as the Canadian team, even if it takes points from other parts of their bid. “We want to provide the Canadian content, do the direct work in Canada using Canadian industry,” she said. David Perry, a senior analyst with Canadian Global Affairs Institute, said Lockheed Canada's long history with the Royal Canadian Navy via the Halifax-class frigates and the advantages of the Type 26 over other potential designs puts the consortium in a good spot in the competition. “An advantage of the Type 26 would be that where the requirements for it overlap with CSC, the technology would be very new, without modifying the design at all. The other ships in the competition would be older technology, so they'd need to modify it to introduce more current technology,” he said. But that doesn't make it a shoo-in — in an RFP with thousands of different parts, Perry said the winning design will have to tick a lot of boxes. Speed and accommodations for example, while adequate in the Type 26, Perry said are not necessarily the cream of the crop compared to other options out there. Retired navy commander and defence analyst Ken Hansen agreed that Lockheed Canada's extensive experience working with the Canadian Navy, as well as their edge on Canadian content, gives them an advantage over some parts of the competition. But, he said, while extremely advanced technology, the Type 26 might not be the ship Canada needs due to its high price and extreme complexity. “The (Type 26) is inordinately complex and it had a lot of teething pains — the ship has been described in the U.K. press as overpriced and a technical nightmare,” he said. “I have not gotten that warm feeling where the reassurances from the British design authorities say ‘Oh it's solved and we're back on track.'” It is not known how many groups will submit bids for the CSC competition. At least one other has gone public — Alion Canada announced its bid with Dutch De Zeven Provinciën Air Defence and Command frigate as its design last week.
