Watch the Defiant helicopter exceed 100 knots

WASHINGTON — The Sikorsky-Boeing SB-1 Defiant coaxial demonstrator flew more than 100 knots in a Jan. 13 flight test as the aircraft — built for the U.S. Army's Joint Multi-Role Technology Demonstrator program — continues to expand its flight envelope in weekly sorties.

The aircraft also maneuvered at 30-degree bank turns during the flight in a test of its agility at the Lockheed Martin-owned Sikorsky's Development Flight Test Center in West Palm Beach, Florida.

Defiant has been flying for nearly a year. Its first flight was in March 2018 after a delay to the program to challenges mostly related to the manufacturing its rotor blades.

The program seems to have picked up the pace. In October, Ken Eland, Boeing's director and manager of its Future Long-Range Assault Aircraft program, told reporters that the aircraft flew three times in March and April, but the company took a pause in flight operations after discovering an issue with the gearbox of the propulsion system test bed, or PSTB, which the team is using for extensive ground tests of the aircraft.

Defiant was back up in the air by Sept. 24 when it flew in every direction at speeds of 20 knots. The company said last fall that it planned to push the aircraft to 40 knots and believed it would be able to hit top speeds of 250 knots, which is more than the 230-knot requirement set by the Army.

The aircraft is one of two demonstrators flying as part of the Army's Joint Multi-Role Technology Demonstrator, or JMR TD, program, which is meant to inform the service's Future Vertical Lift programs of record, specifically a future long-range assault aircraft the Army wants to field by 2030.

The other demonstrator is Bell's V-280 Valor tilt-rotor demonstrator, which as been flying for more than two years and recently completed autonomous test flight series in December.

While the official JMR TD phase has ended, according to the Army, both Valor and Defiant continue to fly as each team works to drive down risk related to technology development that would ultimately help a possible program of record move more quickly down the road.

Even though the two demonstrators are in different places in their flight test plans, Maj. Gen. Thomas Todd, the program executive officer for Army aviation, said earlier this month that the service wasn't planning to wait for each competitor to reach the same goal posts before proceeding. The only advantage a vendor might have in meeting timelines is that it is able to burn down risk in technology development, he added.

The Army is preparing to award an other transaction authority contract to begin a competitive demonstration and risk reduction, or CDRR, effort in March. An OTA is a type of contract that enables rapid prototyping. The CDRR will consist of two phases that last approximately one year each.

“In the CDRR, we're really trying to develop a weapons system, not the tech demonstrator,” Brig. Gen. Wally Rugen, who is in charge of the Army's aviation modernization, recently said. “So we're trying to take it to the next level.”

    More than one company could get cash to build the Air Force’s AI-equipped Skyborg drone

    By: Valerie Insinna WASHINGTON — The U.S. Air Force has kicked off a competition for one of its most highly anticipated tech programs, a drone known as Skyborg that will use artificial intelligence to make decisions in battle. The service released a solicitation May 15 for Skyborg prototypes, which will merge autonomous, low-cost aircraft with a suite of artificial intelligence capabilities. The Air Force envisions Skyborg as a family of drones — each designed for a specific mission or set of missions — with modular hardware and software payloads and a common AI backbone, which will allow software to be rapidly updated across the fleet. The Air Force intends to give multiple companies $400 million to develop different versions of the Skyborg system, although it reserves the right to award just one or no contracts. Proposals are due June 15, with awards projected around July 8, according to the solicitation. Once under contract, companies will “conduct research to develop, demonstrate, integrate and transition air vehicle, payload and autonomy technologies and systems that will provide affordable, revolutionary capabilities to the warfighter through the Skyborg program,” the Air Force said. The service previously intended to use experimentation and prototyping to have Skyborg operational by 2023. Skyborg will be what the service calls an attritable system, meaning that aircraft loss is expected and can be tolerated even though the system is not considered expendable and can be reused. Aircraft should “generate massed combat power with minimal logistical footprints,” with cost per unit and the price of operating and maintaining the air vehicles a “small fraction” for that of the Air Force's existing fighter inventory, according to the solicitation. Air Force acquisition executive Will Roper has compared Skyborg to R2-D2, the Star Wars droid that feeds Luke Skywalker helpful information while piloting an X-Wing. Skyborg would build up efficacy on its own via artificial intelligence by working with manned pilots, who would issue commands to the drone and provide feedback on the data presented by it. Last year, Roper told Defense News that the service was exploring the possibility of teaming Skyborg both with the Lockheed Martin F-35 and the Boeing F-15EX aircraft. The ability to team manned fighter jets with smart, autonomous drones could “open up the door for an entirely different way to do aerial combat,” he said in May 2019. “We can take risk with some systems to keep others safer,” he said at the time. “We can separate the sensor and the shooter. Right now they're collocated on a single platform with a person in it. In the future, we can separate them out, put sensors ahead of shooters, put our manned systems behind the unmanned.” Numerous aircraft companies are expected to bid on the Skyborg solicitation. Kratos Defense and Security Solutions is already working with the Air Force on its XQ-58A Valkyrie drone, which logged its fourth successful flight test in January as part of the Low Cost Attritable Aircraft Technology program. Earlier this month, Boeing rolled out its own loyal wingman drone, the Airpower Teaming System. The Royal Australian Air Force has committed to buy three of those systems for experimentation under its Loyal Wingman Advanced Development Program. General Atomics and Lockheed Martin's Skunk Works each plan to offer their own aircraft proposals, according to Air Force Magazine. In fiscal 2021, the Air Force intends to spend $157.6 million across its three “vanguard programs,” which includes the Skyborg effort.     ‘No lines on the battlefield’: Pentagon’s new war-fighting concept takes shape

    By: Aaron Mehta WASHINGTON — For most of this year, Pentagon planners have been developing a new joint war-fighting concept, a document meant to guide how the Defense Department fights in the coming decades. Now, with an end-of-year deadline fast approaching, two top department officials believe the concept is coalescing around a key idea — one that requires tossing decades of traditional thinking out the window. “What I've noticed is that, as opposed to everything I've done my entire career, the biggest difference is that in the future there will be no lines on the battlefield,” Gen. John Hyten, vice chairman of the Joint Chiefs of Staff, said during an Aug. 12 event hosted by the Hudson Institute. The current structure, Hyten said, is all about dividing areas of operations. “Wherever we go, if we have to fight, we established the forward edge of the battle area, we've established the fire support coordination line, the forward line of troops, and we say: ‘OK, Army can operate here. Air Force can operate here,' ” Hyten explained. “Everything is about lines” now, he added. But to function in modern contested environments, “those lines are eliminated.” What does that mean in practice? Effectively, Hyten — who will be a keynote speaker at September's Defense News Conference — laid out a vision in which every force can both defend itself and have a deep-strike capability to hold an enemy at bay, built around a unified command-and-control system. “A naval force can defend itself or strike deep. An air force can defend itself or strike deep. The Marines can defend itself or strike deep,” he said. “Everybody.” That “everybody” includes international partners, Hyten added, as the U.S. operates so often in a coalition framework that this plan only works if it can integrate others. And for the entire structure to succeed, the Pentagon needs to create the Joint All-Domain Command and Control capability currently under development. “So that's the path we've been going down for a while. And it's starting to actually mature and come to fruition now,” Hyten said. The day before Hyten's appearance, Victorino Mercado, assistant secretary of defense for strategy, plans and capabilities, talked with a small group of reporters, during which he noted: “We had disparate services [with] their concepts of fighting. We never really had a manner to pull all the services together to fight as a coherent unit.” Mercado also said the war-fighting concept will directly “drive some of our investments” in the future and tie together a number of ongoing efforts within the department — including the individual combatant command reviews and the Navy's shipbuilding plan. “I can tell you there's some critical components [from those reviews] — how you command and control the forces, how you do logistics; there are some common themes in there in a joint war-fighting concept,” he said. “I can tell you if we had that concept right now, we could use that concept right now to influence the ships that we are building, the amount of ships that we need, what we want the [combatant commands] to do. “So this war-fighting concept is filling a gap. I wish we had it now. Leadership wishes we had it now,” he added. “It would inform all of the decisions that we make today because now is about positioning ourselves in the future for success.” Like Hyten, Mercado expressed confidence that the concept will be ready to go by the end of the year, a deadline set by Defense Secretary Mark Esper. But asked whether the department will make details of the concept public when it is finished, Mercado said there is a “tension” between informing the public and key stakeholders and not giving an edge to Russia and China. “I think there is an aspect that we need to share of this joint war-fighting concept,” he said. “We have to preserve the classified nature of it.
