Greek government plans crowdfunding for new warships

ATHENS, Greece — Greece's defense minister is appealing to his austerity-battered countryfolk for a crowdfunding effort to raise money for new warships, promising to donate part of his own salary.

Panos Kammenos says he will open a bank account on Jan. 1 where members of the public can make donations “for new frigates and a flagship.”

He addressed his appeal to Greece's wealthy shipowning industry, as well as ordinary Greeks.

“I will be the first to deposit my salary in this effort,” he said, speaking to navy personnel on the occasion of Thursday's feast day of St. Nicholas, patron saint of Greek seamen and the navy.

Kammenos said 2019 will see a general drive to upgrade the fleet, which faces strong competition from neighboring Turkey, a NATO ally and historic regional rival.

    Steve Trimble Northrop Grumman has revealed the first photograph of a pod for the Next Generation Jammer-Low Band (NGJ-LB) system possibly weeks ahead of a competitive contract award. The U.S. Navy image released by Northrop shows the full-scale candidate for the NGJ-LB contract during testing inside the Air Combat Environment Test and Evaluation Facility's anechoic chamber. The image reveals a pod with a dimpled outer mold line similar to the ALQ-99 low-band pods, which the winning NGJ-LB design is expected to augment and then replace. Northrop and rival L3Harris recently completed anechoic chamber testing of both competing NGJ-LB pods while wrapping up the 20-month Demonstration of Existing Technologies phase, which precedes a contract award for the engineering and manufacturing development phase scheduled in November. Naval Air Systems Command (NAVAIR) has budgeted $3 billion to develop and build the NGJ-LB pods over the life of the program. Each pod will be integrated on the Boeing EA-18G aircraft. The low-band pods will complement the Raytheon NGJ-Mid-band pods now in early production.     The Pentagon seeks industry feedback on the draft request for proposals for Optionally Manned Fighting Vehicle (OMFV) vehicle. The U.S. Army on 31 January posted a request for proposal (RFP) on Federal Business Opportunities for OMFV combat vehicle that will be designed for and used by military forces to maneuver Soldiers in the future operating environment (FOE) to a position of advantage, in order to engage in close combat and deliver decisive lethality during the execution of combined arms maneuver. In a notice posted on the Federal Business Opportunities Website, the army called on companies to submit their plans to develop pre-production prototypes of new combat vehicles. The Next-Generation Combat Vehicle – OMFV must exceed current capabilities while overmatching similar threat class systems. It must be optimized for dense urban areas while also defeating pacing threats on rural (open, semi-restricted and restricted) terrain and be characterized by the ability to spiral in advanced technologies as they mature. Since its inception, the NGCV-OMFV program has represented an innovative approach to Army acquisition by focusing on delivering an essentially new capability to the Armor Brigade Combat Teams (ABCTs) while under a significantly reduced timeline, as compared to traditional acquisition efforts. This will be achieved by leveraging existing material solutions with proven capabilities coupled with new technologies to meet the requirements. The draft request sticks to the original target of awarding up to two EMD contracts during the second quarter of fiscal year 2020. Each contractor at that time will deliver 14 pre-production vehicles, as well as two ballistic hulls and turrets. One of the U.S. Army's top research centers has already achieved considerable success in developing a prototype of the Next-Generation Combat Vehicle (NGCV).
