Vote du projet de budget 2021 des armées

Le projet de budget 2021 des armées est examiné en séance publique ce vendredi 30 octobre à l'Assemblée nationale. A hauteur de 39,2 milliards d'euros, en hausse de 4,5%, ce projet de budget apparaît toujours comme une priorité nationale, relève Le Monde. Les crédits de 2021 sont destinés à «réparer» et «moderniser» la défense. Ils permettront notamment d'acquérir trois avions tankers multirôles supplémentaires (MRTT), d'admettre le nouveau sous-marin Suffren au service actif, d'accroître les moyens cyberoffensifs des armées, et d'acheter des missiles air-sol AASM dans le cadre de la reconstitution des stocks de munitions. Florence Parly confirme qu'un texte législatif sera émis pour procéder à l'actualisation de la Loi de Programmation Militaire d'ici à fin 2021.

    Could soldiers silently communicate using brain signals in the future?

    Andrew Eversden WASHINGTON — A breakthrough in decoding brain signals could be the first step toward a future where soldiers silently communicate during operations. New research funded by the U.S. Army Research Office successfully separated brain signals that influence action or behavior from signals that do not. Using an algorithm and complex mathematics, the team was able to identify which brain signals were directing motion, or behavior-relevant signals, and then remove those signals from the other brain signals — behavior-irrelevant ones. “Here we're not only measuring signals, but we're interpreting them,” said Hamid Krim, a program manager for the Army Research Office. The service wants to get to the point where the machine can provide feedback to soldier's brains to allow them to take corrective action before something takes place, a capability that could protect the health of a war fighter. Krim pointed to stress and fatigue signals that the brain gives out before someone actually realizes they are stressed or tired, thus letting troops know when they should take a break. The only limit to the possibilities is the imagination, he said. Another potential future use is silent communication, Krim said. Researchers could build on the research to allow the brain and computers to communicate so soldiers can silently talk via a computer in the field. “In a theater, you can have two people talking to each other without ... even whispering a word,” Krim said. “So you and I are out there in the theater and we have to ... talk about something that we're confronting. I basically talked to my computer — your computer can be in your pocket, it can be your mobile phone or whatever — and that computer talks to ... your teammate's computer. And then his or her computer is going to talk to your teammate.” In the experiment, the researchers monitored the brain signals from a monkey reaching for a ball over and over again in order to separate brain signals. But more work is to be done, as any sort of battle-ready machine-human interface using brain signals is likely decades away, Krim said. What's next? Researchers will now try to identify other signals outside of motion signals. “You can read anything you want; doesn't mean that you understand it,” Krim said. “The next step after that is to be able to understand it. The next step after that is to break it down into into words so that ... you can synthesize in a sense, like you learn your vocabulary and your alphabet, then you are able to compose. “At the end of the day, that is the original intent mainly: to have the computer actually being in a full duplex communication mode with the brain.” The Army Research Office-backed program was led by researchers at the University of Southern California, with additional U.S. partners at the University of California, Los Angeles; the University of California, Berkeley; Duke University; and New York University. The program also involved several universities in the United Kingdom, including Essex, Oxford and Imperial College.     US Space Force to establish new acquisitions command in 2021

    Nathan Strout WASHINGTON — The U.S Space Force plans to stand up a new command to oversee all of the service's acquisitions in 2021, although that timeline is dependent on identifying the space-related parts of the other military branches that will be transferred into the nation's newest service. The Space Force announced in June that it will be made up of three field commands — Space Operations Command; Space Training and Readiness Command; and Space Systems Command — with the latter charged with developing, acquiring and sustaining systems for the Space Force. Space Systems Command will oversee both the Space and Missile Systems Center, which currently procures most of the service's space-related platforms, and the Space Rapid Capabilities Office. “We anticipate standing that up in 2021, probably sooner rather than later. We're working on those final details,” Space Force Vice Commander Lt. Gen. David Thompson said during a Defense One event Oct. 1. Notably, Space Systems Command is set to become the new home of the Space Development Agency in October 2022, bringing the ambitious organization under the Space Force's purview. The agency was launched in 2019 and has quickly moved forward with plans to establish a mega-constellation of satellites operating in low Earth orbit. The agency's planned transport layer — a space-based mesh network comprised of satellites connected by optical intersatellite crosslinks — is set to play a major part in the Pentagon's Joint All-Domain Command and Control concept. The new command will act as a unifying force, said Thompson, removing unnecessary duplication between organizations while encouraging healthy competition in some areas. “We're not going to duplicate, but we're certainly interested in the energy that comes from competing ideas and competing designs and competing approaches to a problem,” he explained. Unifying space acquisitions and activities under a single service was a major justification for the establishment of the Space Force. However, details on which organizations, functions and platforms will be absorbed has been scant, as talks continue between the services and Department of Defense leadership. “The absolute final decision hasn't been made,” Thompson said. “We have been engaged in this process for several months now. We're getting close to the decisions that need to be made in terms of transfer of some of those functions and capabilities.” “There is a tremendous amount that the Space Force and the Air Force and the Army and the Navy working together with [the Office of the Secretary of Defense] have already agreed on,” Thompson added. “One is the capabilities and forces that will stay in place where they are to continue to do the activities that are space-related, the set of activities that are prepared to move over; and then there's a couple, there's a few, units and functions left that we haven't reached full agreement on, and we're in the process of finalizing the data and the information that will allow the decision-makers to decide the final disposition — whether they'll stay or whether they'll move to the Space Force.” The Space Force largely completed this process with the Air Force in the spring, said Thompson, with 23 units or functions selected for transition into the new service. Much of the planning and execution of that transfer has already been completed, and the Space Force has gone on to identify other organizations and capabilities that should be brought into their fold, including two Air Force units and two more from the intelligence community.
