US and British armies eye technology collaboration

LONDON — Government officials have signed an agreement that could lead to the joint modernization of the British and U.S. armies in key technology areas.

British Armed Forces Minister James Heappey and U.S. Army Secretary Ryan McCarthy signed a memorandum of agreement on joint modernization for a number of technologies during a meeting in London, the British Ministry of Defence announced July 14.

In a statement, the British government said the agreement is a sign of “intent to formalise a number of ongoing initiatives between the two Armies, boosting opportunities to co-operate effectively as modern warfare continues to evolve.”

The agreement initially aims to cover developing, complementary capabilities from 2023 to 2027, specifically:

  • Networks: the shared development of digital infrastructure to support U.K.-U.S. operations.
  • Long-range precision fires: improving the bilateral capability development.
  • Future vertical lift: creating closer affiliation in the development of helicopter capabilities.
  • Soldier and ground lethality: building on the existing collaboration to improve the effectiveness of land forces.
  • Assured positioning, navigation and timing: providing greater coherence in the development of multidomain technologies.

The goal is to narrow the gap between British and American forces during joint operations, according to the announcement.

Heappey said the agreement “signals our shared determination to develop the novel capabilities that will give us that battle-winning edge and opportunity for the defense industry on both sides of the Atlantic.”

The MoD said the officials discussed in detail plans to work together to modernize programs and capabilities of shared importance.

McCarthy said the partnership “allows costly and complex problems to be distributed and helps protect the industrial base through enabling faster innovation and cost-sharing towards achieving our modernization priorities.”

The announcement comes as Japan prepares to deploy its first of 17 Ospreys to Camp Kisarazu, a Japan Ground Self-Defense Force airfield in Chiba Prefecture. The total cost to Indonesia for the helicopter/airplane hybrids along with related equipment is estimated at $2 billion, the agency said in a statement. The sale includes 24 Rolls Royce engines, infrared radars, missile warning systems, multi-band radios, airborne GPS, machine guns and various other equipment along with software, training for personnel and U.S. government and contractor engineering, logistics and technical support, the statement said. Indonesia, the world's most populous Muslim nation with territory spread across more than 17,000 islands, employs a large fleet of conventional military aircraft for disaster relief and in a decades' long fight against Islamic extremists. Like several other Southeast Asia nations, Indonesia claims South China Sea territory that is also claimed by China. “This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of an important regional partner that is a force for political stability, and economic progress in the Asia-Pacific region,” the agency's statement said. “It is vital to U.S. national interest to assist Indonesia in developing and maintaining a strong and effective self-defense capability.” The proposed sale will enhance Indonesia's humanitarian and disaster relief capabilities and support amphibious operations, the statement added. Japanese Defense Minister Taro Kono said during a press conference Tuesday that his nation's first Osprey was scheduled to arrive at the base Monday, but its delivery was delayed by bad weather. The aircraft would travel to Kisarazu “hereafter” weather permitting, he said. U.S. forces in the Far East include Air Force CV-22 Ospreys stationed at Yokota Air Base, Tokyo, and Kadena Air Base, Okinawa.     FORT SILL, Okla., Nov. 7, 2019 /PRNewswire/ -- Lockheed Martin (NYSE: LMT) recently demonstrated their laser weapon system for the U.S. Air Force at a government test range at Fort Sill, Oklahoma, where the system successfully engaged and shot down multiple fixed wing and rotary drones. The Advanced Test High Energy Asset (ATHENA) operated in a fully-netted engagement environment with a government command and control (C2) system and radar sensor. The radar track was provided to airmen who operated ATHENA via cues from the C2, then ATHENA's beam director slewed, acquired, tracked and defeated the drone with a high-energy laser. Validating this type of full kill-chain performance has been a priority of the U.S. Air Force and other branches of the Department of Defense, and it remains a requirement for laser weapons to be effective against unmanned aerial systems (UAS) on the battlefield.
