Update: UK orders production of SPEAR3 for F-35

The UK Ministry of Defence (MoD) has awarded MBDA in the United Kingdom a seven-year demonstration and manufacture contract for production of the SPEAR network-enabled stand-off air-to-surface weapon system.

Designated SPEAR3 in UK service, the effector will be the primary medium-to-long-range strike weapon of the UK Royal Air Force (RAF) and Royal Navy (RN) F-35B Lightning variant multirole combat aircraft, enabling them to engage and defeat challenging targets such as mobile long-range air defence systems at over-the-horizon ranges in all weathers and in highly contested environments.

The placement of the demonstration and manufacture contract in late 2020 follows the successful implementation of the GBP411 million (USD536 million) four-year SPEAR Cap 3 Development Phase contract awarded to MBDA in March 2016, and the funding contract to BAE Systems from F-35 programme prime contractor Lockheed Martin in March 2019 for integration of SPEAR and MBDA's Meteor beyond visual range air-to-air missile on the UK F-35B.

UK Defence Equipment & Support (DE&S) Lightweight and Medium Attack Systems (LMAS) team leader Colonel Martin French said, “The placement of this contract marks the next major stage of the SPEAR3 weapon system's development and is a result of months of detailed negotiations between MBDA and the LMAS project team.

“Building on the successes and technology achievements of the previous four years' work with MBDA, we now enter the exciting and challenging demonstration phase where we start to prove the system against the UK's requirements and ramp up activities to integrate this highly-capable weapon system onto the F-35B aircraft.”

    How are the US Army’s modernization plans faring under a pandemic?

    By: Jen Judson WASHINGTON — The Army commands in charge of acquisition and modernization are taking it day-by-day as the COVID-19 pandemic worsens in the United States, but so far see minimal impact to production lines and modernization efforts underway. “The Army has been very carefully looking at our industrial base and our ability to maintain programs, both for continued readiness and continued modernization, and, in general, we are still remaining fairly close to being on track,” Bruce Jette, the Army's acquisition chief, told reports in an April 3 teleconference. “That doesn't mean that individual programs or individual issues haven't arisen, but, at this point, we have, we think, in the long run, we can resolve any of the challenges we have at hand,” he added. Jette said he has sent letters out to contracting officers, program managers and program executive officers as well as industry providing them guidance and insight “into how we want to work together as a team, through good constructive and continuous and transparent communications, make sure that we know what's going on in each other's camp well enough that we can respond quickly.” One major point of concern is what might happen with sub-tier suppliers to the bigger prime contractors, Jette said, so the Army is doing what it can to understand challenges that these suppliers might be experiencing if they have to shut down production to keep employees safe and healthy should cases of coronavirus crop up. “We are still working various individual issues,” Jette said. “I track, on a daily basis, about 21 pages... on suppliers down to those lower levels.” That list provides projection for 30, 60 and 90 days, but are updated all the time. So far, Boeing is the only major defense contractor to shut down an Army production line, according to Jette. The company reported late in the evening on April 2 that it would have to halt its H-47 Chinook production line in Ridley Park, Pennsylvania, for 10 days to better prevent the spread of the coronavirus after some employees tested positive for the virus. Jette said he didn't believe the work stopping at the Boeing plant would affect the delivery schedule for the H-47s to the force. All other lines are delivering on schedule including the newest version of the Bradley Infantry Fighting Vehicle — the A4 — he said. The fielding of the Joint Light Tactical Vehicle, Jette said, will be delivered at a “lower density,” but added, “it doesn't mean we won't catch up, it just means that we're slowing down.” Jette also said testing would likely be difficult in the coming months due to “the density packing necessary in some cases and how that puts a lot of people at risk.” The Joint Assault Bridge that was already delayed due to other issues was supposed to go into testing, but that will have to be rescheduled, Jette said. “It became a concern about moving the unit, moving the equipment together, getting all the testers,” he said, “and again, I go back to this issue that sometimes military operations require you to be in very close quarters for extended periods of time and that kind of violates our desire to keep people social distancing at this point.” The 2020 calendar year is also packed with major milestones for the Army's ambitious modernization plans. And as the country's citizens continue to self-isolate, avoid travel and work from home as much as possible, it becomes hard to conduct various tests or prototyping activities to move major programs along. “It's a changing situation, it changes pretty much daily,” Gen. Mike Murray, the Army Futures Command commander, told reporters on the same call. "It is very much a running estimate because it does change each and every day and we're not in control of this timeline, so in many ways, we are adjusting to the timeline to try to keep everything on track as best we The Army is having to take a “slight pause” in some activities, Murray said, such as briefly stopping some testing at Aberdeen Proving Ground, Maryland. “It's not because of a system,” he said. “It's based upon the maintenance of the systems as you test them. ... All the vehicles we're testing have to, daily, go into the maintenance bay to be maintained and so the interaction and the proximity, we just have to work through some mitigation strategies, we should have that done very quickly.” The Army's Interim Mobile Short-Range Air Defense System (IM-SHORAD) is one of the vehicles affected by the pause at APG. The system was undergoing automotive testing. The Army's plan to get to a critical soldier touchpoint or evaluation of the Integrated Visual Augmentation System this summer may be interrupted, Murray said, based on how long social distancing will be needed. “It's not Microsoft itself,” as the company is completely teleworking, but the IVAS deliveries could be affected by sub-suppliers, for example, he said. But, according to Murray, even if the touchpoint is delayed, he said the Army would do what is possible to avoid delaying the first unit equipped and believes, at this time, that the service will stay on schedule for t he initial fielding. The Army also has several major tests and evaluations coming up including a long-awaited Limited User Test (LUT) for its Integrated Air-and-Missile Defense Battle Command System (IBCS). A delay on the LUT would pile onto years of delays for the troubled program meant to serve as the brains of the Army's future air and missile defense system. And the Army is planning on another flight test of Lockheed Martin's Precision Strike Munition (PrSM) later this month, which will deliver a new long-range precision fires capability to the battlefield. LRPF is the Army's number one modernization priority. “We are working through mitigation strategies to keep both of those on track,” Murray said. “Every day we're readjusting and reevaluating whether we can physically do that or not.” The IBCS LUT and the PrSM test involve an entire community of representatives coming together, he said, but “I'm not ready to say today that either one of those are slipping; those are closer in and we'll work them through to keep them on schedule as best we possibly can. And if the analysis proves that we can't, there's a lot of sequential things that happen in a program; we may have to look at some concurrency.” Murray noted there are plenty of modernization programs that so far remain unaffected and likely will stay on track, such as Future Vertical Lift efforts to bring two future aircraft online in the mid 2030s, the Army's new network and initial work to restart the Optionally Manned Fighting Vehicle program to replace the Bradley. The Army and the Navy were also able to execute a major hypersonic missile test in March.     How the Army plans to improve its friendly force tracking

    By: Mark Pomerleau The Army is upgrading how it tracks friendly forces to increase readiness. During the fiscal 2019 budget roll out in February, Army officials at the Pentagon indicated that the service would be accelerating its Joint Battle Command-Platform, which provides friendly forces awareness information known as blue force tracking, as well as encrypted data and faster satellite network connectivity. The change is intended to solve mounted mission command problems across all formations. The new budget request shows the service is serious about the issue. The Army asked for $431 million for the program in FY2019. That's up from a total of $283 million during the FY2018 budget. Moreover, the Army plans to procure 26,355 systems as opposed to 16,552 from the FY2018 budget. However, officials in the program office were careful to note this was not a “plus-up, so to speak,” but an effort to accelerate the fielding of the tracking systems. C4ISRNET's Mark Pomerleau recently spoke about the program's modernization efforts with Col. Troy Crosby, project manager for Mission Command, alongside Lt. Col. Shane Sims, product manager for JBC-P, assigned to Project Mission Command. C4ISRNET: How should we interpret the FY2019 budget request for this program? COL. TROY CROSBY: It's important to understand that there wasn't necessarily a plus-up. Really what happened is we shifted already approved authorizations to the left. We're just expediting sooner. The Army asked us what we could do to modernize faster ... essentially, we went back to them and said give us the funding and the resources to move a lot of those units to the left because every year the G-3/5/7 comes out with this priority list and we weren't able to get down to that priority list because of funding. That's really what you're seeing with that movement of money from the out years closer in to the left. C4ISRNET: What led to the decision to baseline the program across formations? CROSBY: The Army's looking to standardize their baselines not only on the platforms like JBC-P, but also a similar effort in the command post with software baseline reduction. Moving to the standard baseline on the platform-side helps with training, readiness and the physical constraints as we can depreciate the older versions of FBCB2/BFT [Force XXI Battle Command Brigade and Below/Blue Force Tracking] out of sustainment. C4ISRNET: How does standardization help the Army? CROSBY: Any time you're greatly standardized in a organization the size of the Army, you're going to get easier interoperability down at the tactical level. If Lt. Col. Sims is Sgt. Sims and he is in a unit at Fort Stewart and we were trained on the current systems in the force and then he gets [a permanent change of station] out to Fort Riley, he already has a base of knowledge when he hits the ground on what those systems are because they're the same across the force. So, the training burden for his new units greatly reduced. I think it also helps in readiness as units and soldiers move around the battlespace. The other reason the Army really wants to standardize on JBC-P is, like with all systems in the tactical network, we're always looking to improve cyber posture, and there were multiple improvements in our cyber posturing that the department felt were relevant to try to accelerate so we could get that capability to the entire force as quickly as possible. C4ISRNET: In terms of cyber, what are some modernization efforts you're undertaking to help this platform perform in the more dynamic environments? CROSBY: I think the best way that we can characterize it is looking to ... achieve a cyber posture that allows us to operate both in a counter-insurgency/counterterrorism role and a near-peer adversary role. We're looking to answer both sides of that coin. Yes, current fight, but we're also looking to make sure we're cyber postured for a near-peer. LT. COL. SHANE SIMS: You can probably draw some conclusions from what you know on the commercial side. Imagine having a computer that's over 20 years old — that's where some of our platforms are right now when you're talking about the FBCB2 that was fielded almost two decades ago. C4ISRNET: In terms of your FY19 funding, could it be characterized as investing in standards to help increase readiness and lethality? CROSBY: Very much so. The plus-up kind of touched a couple of areas. On the research and development side, the plus-up helps us in looking at ways to modernize and bring new capability for the blue force tracking network side. We're really looking to expedite that fielding for better cyber posture. C4ISRNET: It sounds like standardization is very important from an Army readiness and lethality perspective. SIMS: When talking JBC-P, there are really three components: the software, the hardware and then the network. Really, what we're doing on a couple fronts [is] we're expediting the fielding to get the hardware out there but that's going to set the conditions for what we're doing in the command post with the infrastructure. That same infrastructure is going to reside on our hardware that's in the platform. The commanders are in environments where they experience something completely different in the command post than you experience on the platforms. You hear repeatedly from the commanders, “Can I have the same type of user experience?” Data's really what we're addressing with the modernization of the command post and the mounted computing environment. That user experience is going to be one and the same for the commander when he or she is in the command post and then when they get in the vehicle. That is really what we're doing with modernization for JBC-P. C4ISRNET: The National Defense Strategy has stressed prioritization on great power competition. How does JBC-P modernization and standardization fit into that strategy? CROSBY: The first one is looking to modernize JBC-P mission command on the move at the platform level.     Congress skeptical of Navy’s unmanned vessels plans

    Nathan Strout The U.S. Navy wants $464 million for unmanned surface vessels, but Congress is not on the same page. Legislators have so far declined to fully fund the massive investment into research and development for large and medium unmanned surface vessels as they work through the annual defense bill, citing the request as “excessive procurement ahead of satisfactory testing.” Among other things, that budget request would give the Navy $239 million to purchase two Overlord large unmanned surface vehicle (LUSV) prototypes for testing. While the Senate Armed Services Committee has declined to authorize any of the $464 million request, the House Armed Services Committee agreed to authorize just $270 million of that request — specifically cutting funding for the two LUSVs. Instead, the House version would provide the Navy $45 million to convert a Spearhead-class expeditionary fast transport ship into a LUSV for further testing. In a report on the bill issued by the Senate Armed Services Committee, lawmakers argued that the Navy already has the LUSVs that can fill the Strategic Capabilities Office's needs in this area. But perhaps more importantly, the committee members do not seem convinced that LUSVs are ready for prime time. “The committee remains concerned that the budget request's concurrent approach to LUSV design, technology development, and integration as well as a limited understanding of the LUSV concept of employment, requirements, and reliability for envisioned missions pose excessive acquisition risk for additional LUSV procurement in fiscal year 2021,” the report reads. “The committee is also concerned by the unclear policy implications of LUSVs, including ill-defined international unmanned surface vessel standards and the legal status of armed or potentially armed LUSVs.” Furthermore, legislators remain unconvinced that the current unmanned vessels can hold up to the physical environment of extended operations at sea. While the Navy requires its unmanned platforms to be able to operate continuously at sea for 30 days without maintenance or repairs, the committee report notes the Strategic Capabilities Office's prototypes have only demonstrated two to three days of continuous operation. The Senate version of the bill would require the Navy to formally qualify two main engines and electrical generators — including successfully demonstrating 30 days of continuous operations at sea — before Milestone B approval is granted. An industry group hit back July 9. In a letter to leaders of the Senate and House Armed Services Committees, the Association for Unmanned Vehicle Systems International called on legislators to fully fund the Navy's fiscal 2021 request. “It is imperative that Congress continues to fund the research and development (R&D) efforts included in the Navy's FY21 budget request,” wrote President and CEO Brian Wynne. “Failing to do so will disrupt the significant investment industry has made in unmanned systems over the last several years. The severe reduction in funding being considered in the FY21 NDAA would eliminate jobs, drive many small companies out of business, and cause larger companies to shift their R&D investments to more stable opportunities” The committee report argues that its requirements do not delay these programs, but in fact will enable the delivery of unmanned surface vehicles faster by ensuring they are “capable, reliable and sustainable.” In the meantime, the Navy has moved forward with its unmanned surface vehicle efforts. On July 13, the Navy awarded L3Harris $35 million to develop a medium unmanned surface vehicle prototype, with an option to buy eight more later on. If all options are exercised, the contract could be worth up to $294 million. “The award of Medium USV is the culmination of a great dialogue with industry to right-size the requirements for a capable, reliable, and affordable unmanned surface vehicle that will employ a variety of modular payloads,” said Capt. Pete Small, program manager of Unmanned Maritime Systems within the Unmanned and Small Combatants Program Executive Office. “Leveraging new rapid prototyping authorities and mature commercial technology will allow us to quickly deliver a capable prototype to the Surface Development Squadron to conduct experimentation and learning in support of the Navy's plans for a future fleet incorporating unmanned vessels.” The prototype is expected to be delivered in fiscal 2023. However, the Navy press release announcing the award notes that funding for future MUSV prototypes is uncertain.
