    Nuclear modernization speeding up as arms control on the brink: report

    By: Aaron Mehta   WASHINGTON — Overall nuclear warheads in the world decreased in 2019, but broad modernization efforts by the biggest nuclear countries — along with a degradation of arms control agreements around the world — could mean a dangerous mix for the future, according to an annual report from the Stockholm International Peace Research Institute, or SIPRI. The organization estimated that at the end of 2019, nine countries possessed a total of 13,400 nuclear warheads, down from the 13,865 estimated in SIPRI's previous report, which in turn was a drop from 14,465 the year before. The reductions were primarily due to numbers dropping under the New START nuclear agreement between Russia and the U.S., which experts largely expect not to be renewed at the start of the new year. Russia is the largest holder of nuclear warheads, according to SIPRI's numbers, with 6,735 total, of which 1,570 are deployed. The U.S. follows at 5,800, with 1,750 deployed. The two countries account for over 90 percent of the world's nuclear arsenal. The United Kingdom (250 total, 120 deployed) and France (290 total, 280 deployed) are the other two nations believed to have deployed nuclear warheads. China (320 total), India (150 total), Pakistan (160 total), Israel (90 total) and North Korea, (30-40 total) round out SIPRI's list. Both the U.S. and Russia are engaged in expensive, widespread modernization efforts of its nuclear arsenal. America is upgrading both its legacy nuclear warheads with new designs, as well as updating its fleet of nuclear-capable bombers, submarines and ICBMs. Earlier this year, the Pentagon deployed for the first time the W76-2, a low-yield variant of the nuclear warhead traditionally used on the Trident submarine launched missile, and early design work is being done on another new submarine launched warhead design, known as the W93. Russia, meanwhile, has spoken openly about developing hypersonic weapons that could be nuclear equipped and has invested in novel weapons such as the Status-6, an underwater drone that could be equipped with a nuclear warhead. Moscow has also vocalized new deployment plans for its weapons and on June 2 made official a policy that it may use nuclear weapons in response to a conventional attack. Those investments by the world's two nuclear superpowers come against a backdrop of the collapse of numerous arms control agreements. 2019 saw the formal end of the Intermediate Range and Shorter Range Missiles (INF) treaty, and in May the U.S. announced its intention to withdraw from the Open Skies arms control verification agreement. The last major arms control agreement between Russia and the U.S. is New START, which is set to expire in February of 2021. In recent weeks the U.S. has announced its intention to start negotiations on a new arms control agreement that would include China. However, Chinese officials have repeatedly and categorically denied that it would be willing to join such an agreement, and experts largely view any efforts to create a trilateral nuclear arms control pact as a New START replacement are non-starters, leading to widespread agreement among analyst that New START is likely doomed under the Trump administration. “The deadlock over New START and the collapse of the 1987 Soviet–US Treaty on the Elimination of Intermediate Range and Shorter Range Missiles (INF) Treaty in 2019 suggest that the era of bilateral nuclear arms control agreements between Russia and the USA might be coming to an end,” said Shannon Kile, Director of SIPRI's nuclear disarmament, arms control and non-proliferation program. “The loss of key channels of communication between Russia and the USA that were intended to promote transparency and prevent misperceptions about their respective nuclear force postures and capabilities could potentially lead to a new nuclear arms race.” https://www.defensenews.com/smr/nuclear-arsenal/2020/06/14/nuclear-modernization-speeding-up-as-arms-control-on-the-brink-report/

    SUE GORDON, THE principal deputy director of national intelligence, wakes up every day at 3 am, jumps on a Peloton, and reads up on all the ways the world is trying to destroy the United States. By the afternoon, she has usually visited the Oval Office and met with the heads of the 17 intelligence agencies to get threat reports. The self-described “chief operating officer of the intelligence community” has a lot to worry about, but the nearly-30-year veteran is generally optimistic about America's future. Now, she says, she just needs Silicon Valley to realize that tech and government don't have to be opposed. On a recent trip to Silicon Valley, Gordon sat down with WIRED to talk about how much government needs Silicon Valley to join the fight to keep the US safe. She was in town to speak at conference at Stanford, but also to convince tech industry leaders industry that despite increasing employee concerns, the government and tech have a lot of shared goals. “I had a meeting with Google where my opening bid was: ‘We're in the same business'. And they're like ‘What?' And I said: ‘Using information for good,'” Gordon says. That's a hard sell in Silicon Valley, especially in the post-Snowden years. After Snowden's leaks, tech companies and tech workers didn't want to be seen as complicit with a government that spied on its own people—a fact Gordon disputes, saying that any collection of citizen's information was incidental and purged by their systems. This led to a much-publicized disconnect between the two power centers, one that has only grown more entrenched and public in 2018, as Silicon Valley has undergone something of an ethical awakening. Gordon agrees with and supports a broader awareness that technology can be abused, but came to Silicon Valley to explain why government and tech should solve those problems hand in hand. Pairing Up Gordon knows from public-private partnerships. The CIA's venture capital accelerator In-Q-Tel—which for nearly 20 years has invested in everything from malware-detection software to biochemical sensors to micro-batteries—was Gordon's idea. Groundbreaking at its conception, In-Q-Tel directly funds startups that could be of interest to national security, without limits on how that money can be used, and without owning the intellectual property. Among other successful investments, In-Q-Tel backed a company called Keyhole, which Google would go on to acquire and turn into Google Earth.     How Poland plans to land an F-35 deal and ‘Fort Trump’

WARSAW, Poland — By 2026, the Polish Ministry of Defence plans to allocate about 185 billion zloty (U.S. $47 billion) toward acquiring new weapons and military equipment, with fifth-generation fighter jets a top priority. Twenty years after Poland joined NATO, and despite the integration of some Western-made fighter jets and armored vehicles, the country still uses Soviet-designed gear dating back to the 1955 Warsaw Pact. Poland and other allies in Eastern Europe are intensifying their military modernization efforts in response to Russian activity along NATO's eastern flank and its annexation of the Crimean Peninsula from Ukraine. For 2019, the Polish MoD set a record budget, at more than 44 billion zloty, as required by the country's plan to raise defense spending to 2.1 percent of gross domestic product in 2020, and reach 2.5 percent in 2030. A significant share of the country's defense spending is to be directed at the acquisition of Western-made gear. Warsaw's potential acquisition of fifth-gen fighters is one of the top modernization projects in the pipeline. In May, Polish Defense Minister Mariusz Blaszczak said the ministry sent a letter of request to the U.S. regarding Warsaw's plan to acquire 32 F-35A aircraft. The fighters are to replace the Air Force's outdated, Soviet-designed Sukhoi Su-22 and Mikoyan MiG-29 jets. Negotiations for the jets are taking place as Warsaw is seeking a permanent U.S. military presence in Poland, dubbed “Fort Trump.” Warsaw offered to allocate at least $2 billion toward the project under which the U.S. would build a military base in the country. On June 12, Polish President Andrzej Duda met with U.S. President Donald Trump in Washington to discuss the initiative and ink a joint declaration on defense cooperation regarding U.S. force posture in Poland. “The United States plans to enhance its current military presence of approximately 4,500 rotational U.S. military personnel in Poland. This enduring presence is expected to grow by about 1,000 additional U.S. military personnel in the near-term, and would focus on providing additional defense and deterrence capabilities in Poland,” the declaration read. “With the understanding that the increased U.S. force presence in Poland is made sustainable with Polish support, Poland plans to provide and sustain jointly determined infrastructure for the initial package of additional projects listed below, at no cost to the United States and taking into account the planned level of its use by U.S. forces.” Trump was scheduled to visit Poland, but he canceled the trip to deal with a hurricane at home. The topics of a stronger U.S. troop presence in the country, as well as a potential F-35 sale, were expected to come up. Trump is instead sending Vice President Mike Pence to observances Sunday marking the 80th anniversary of the start of World War II and for meetings with Polish leaders Monday expected to include new military and energy deals. But F-35 acquisition negotiations will likely be separate from Fort Trump discussions, as the logistics and technical aspects of a troop deployment deal are nearing a conclusion, according to Tomasz Smura, the director of the research office at the Warsaw-based Casimir Pulaski Foundation. “If Poland decides to buy the F-35, this will open an array of new possibilities before the Polish Air Force in the upcoming decades. This aircraft offers stealth and interoperability capacities that are currently not available to the Polish military,” Smura told Defense News. “However, there are also some critical voices on this potential purchase. Some analysts doubt whether we should introduce a second type of fighter instead of expanding Poland's fleet of 48 F-16s. This number of modern fighter jets doesn't match Poland's military needs and the country's size. Other analysts add that we're simply not ready to fully use the capacities offered by the F-35, and that further F-16s would suffice to match the current state of development of the air forces of our eastern neighbors.” Despite the country's rising defense expenditure, some observers also doubt Poland's capacity to finance the F-35 acquisition alongside other ambitious military procurements, such as the Wisla air defense program. In March 2018, Poland signed a letter of offer and acceptance with the U.S. government to purchase Raytheon's medium-range Patriot system. Under the deal, Warsaw is to acquire two Patriot Configuration 3+ batteries fitted with Northrop Grumman's Integrated Air and Missile Defense Battle Command System, as well as Lockheed Martin-made Patriot Advanced Capability-3 Missile Segment Enhancement missiles. Deliveries are expected by the end of 2022, with plans to reach an initial operational capacity around the 2023-2024 time frame, according to data from the Polish MoD.
