The US Air Force needs more tankers. Does the defense industry have the answer?

SCOTT AIR FORCE BASE, Ill. — With no end in sight to the demand on the tanker fleet, the U.S. Air Force is actively seeking agreements with defense contractors for aerial refueling services.

On Dec. 17, Air Mobility Command will hold an industry day at Scott Air Force Base, Illinois, in the hopes of better understanding how it can contract for commercial air refueling services to supplement tanking missions performed by the Air Force's KC-135s, KC-10s and KC-46s.

“We do think that this is an opportunity that needs to be pursued,” Lt. Gen. Jon Thomas, the command's deputy chief, said during an exclusive interview with Defense News on Dec. 10. “If we can find a viable, clear path with industry, we should do it.”

The Air Force believes there are a certain set of aerial-refueling missions conducted in a uncontested environment that could provide a predictable stream of business, Thomas said. Through the industry day, the service is hoping to better understand how companies might be able to fulfill those requirements.

“There are several providers ... that would propose that they have their own tanker that's already flying and doing great work for other air forces,” he said. “That's fascinating to us. There's another vendor that has procured boom-equipped tankers from a foreign air force that is a proven capability. There are some others that may be doing the same thing with a different foreign air force. So I would say that they're out there and they're committing to the idea that if the Air Force is serious, we're serious about this, too.”

There are a number of parameters that industry would have to address, such as meeting the Air Force's aircraft certification standards and the Federal Aviation Administration's demands for refueling in U.S. airspace.

Companies must also be able to refuel aircraft using a boom — a requirement that may hinder certain tankers that use a probe and drogue for refueling.

“Right now, all commercial aerial refueling services are drogue only. It has to be a boom aircraft for the U.S. Air Force to be able to really leverage it in any meaningful way,” Thomas said.

Although Thomas declined to talk about specific vendors that could provide air refueling services, Lockheed Martin and Airbus — which joined forces in 2018 to pitch a fee-for-service model for Airbus's A330 Multi-Role Tanker Transport — have been vocal about courting the U.S. Air Force as a customer.

Michele Evans, head of Lockheed's aeronautics business, told reporters in June that the companies are in discussions with the U.S. military about A330 sales, leasing or a fee-for service construct, and that U.S. Transportation Command in particular showed interest.

“We've really been able to show them what we think is capable, feasible,” she said. “You can never have enough tanking capability. As you look at the challenges of the battlespace and the threat and capabilities, having to be standoff farther and farther, it's a great opportunity for them to go revisit their capabilities versus capacity.”

Still, Evans acknowledged there is much to be determined, including the exact nature of the business partnership between Airbus and Lockheed, should a contract emerge, and how the company would structure a fee-for-service contract with the Air Force or other potential customers. One possible construct would involve associating a cost for each gallon of fuel delivered.

If the Air Force decides not to move forward with purchasing aerial refueling services, it still has a number of options for augmenting the tanker force.

In the near term, Air Mobility Command can retain some KC-135s that were slated to be divested as the KC-46 comes online, Thomas said. In March, Transportation Command chief Gen. Stephen Lyons told Congress that the Air Force was considering keeping as many as 28 KC-135s. The Air Force is currently debating 14 KC-135s as part of the fiscal 2021 budget, Thomas said.

“We'll see how the president's budget goes over. I really hope that it will allow us to retain some additional capacity. I don't know if it will,” he said. “But that's our first lever that we can pull."

Another option is increasing the KC-46 program of record, which currently stands at 179 tankers. However, Boeing is still in the process of making extensive changes to the aircraft's remote vision system, which the aircraft uses for refueling, and Air Mobility Command won't be able to consider a production increase until those fixes are made, Thomas said.

    How the Defense Department is reorganizing for information warfare

    Mark Pomerleau America's adversaries have targeted the military's weaknesses via information warfare in recent years and as a result the Department of Defense has made a series of moves to reorganize and better defend against such threats. While each service is undertaking a slightly different approach toward information warfare, Defense officials have said there is a broad buy-in to a larger vision of how to fuse capabilities and better prepare to fight. Collectively, they show the breadth of the movement. Here are several ongoing efforts within the services and the Pentagon underway. Navy Upon assuming the service's top officer in December, Chief of Naval Operations Adm. Michael Gilday issued a fragmentary order outlining a variety of tasks for the Navy. Included in this order was a direction that the Navy will pilot a dedicated information warfare cell within a maritime operations center at Large Scale Exercise 2020 to more effectively execute space, electronic warfare, information operations and special operations forces into all-domain operations. Large Scale Exercise has been put on hold until next year due to the ongoing pandemic. Gilday explained that the results from the exercise will refined the requirements and timeline for these IW cells in all fleet maritime operations centers as part of the budget for 2022. Gilday also required the Navy to develop a plan to field small tactical cyber teams for fleet cyber commanders, however, that also is still forthcoming. Army The Army's primary arm for cyber operations has been working to reorganize and change its name. Lt. Gen. Stephen Fogarty in August announced Army Cyber Command intended to change its name to Army Information Warfare Command. Similar comments came from Chief of Staff Gen. James McConville. It is still unclear when the official name change will take place. The tactical manifestation of this name change will exist with the 915th Cyber Warfare Battalion, a relatively new unit consisting of 12 teams that support brigade combat teams or other tactical formations. These “fly away” teams, as some officials call them, would help plan tactical cyber operations for commanders in theater and unilaterally conduct missions in coordination with forces in the field. The Army has already activated its first two companies under the 915th in the last year and plans to create another within the next year. On the capability side, the Army is continuing to field its first organic brigade information warfare capabilities. These include the Multi-Function Electronic Warfare Air Large, the first organic bridge aerial electronic attack asset, which is also capable of cyberattacks pod mounted on a MQ-1C Gray Eagle drone, as well as the Terrestrial Layer System Large, the first ground based integrated signals intelligence, electronic warfare and cyber platform. The Army recently awarded a development contract to Lockheed Martin for MFEW and plans to equip units in 2022. The TLS is currently in the prototyping phase with two companies competing for the contract. The Army aims to equip units in 2022 as well. Air Force In October, the Air Force created its first information warfare command in 16th Air Force, which combined 24th Air Force and 25th Air Force. It now fuses cyber, electronic warfare, intelligence surveillance and reconnaissance, information operations and weather together under one commander. While the new entity reached fully operational capability this month, there is still more work to be done in getting the right personnel in place and continuing to integrate the disparate entities that existed separately before. Specifically, 16th Air Force's commander Lt. Gen. Timothy Haugh said an information warfare cell that will be tied closely with the air components at European and Indo-Pacific Command has been assigned but that leaders still need to hire personnel. Additionally, he noted during a July 15 event hosted by the Mitchell Institute that the 16th will be partnering with their parent entity Air Combat Command to create a spectrum warfare wing. Marine Corps The Marines decided to reorganize their Marine Expeditionary Force headquarters nearly four years ago and create the MEF Information Groups (MIGs). These entities centralize cyber, electronic warfare, intelligence and information operations into tactical maneuver formations. These forces are still participating in exercises to better refine structures and concepts.     Future Combat Air System: Owning the sky with the Next Generation Weapons System

    June 17, 2020 - When facing today's uncertainties, air superiority, which was underpinning western military operations for over 40 years, is no longer a given thing. The playing field is levelled by opponents' constant investment in integrated air defence systems, hypersonic weapon technologies and low observability technologies. Western air forces need to regain their ability to counter threats by accessing highly contested environments in a scalable, flexible and dynamic way rather than a local and static one. By intelligently teaming sixth generation manned fighters with unmanned platforms, the Next Generation Weapon System or NGWS will provide European air forces & navies with capabilities well beyond existing fighters. With no agreed definition of a sixth-generation fighter, Airbus' understanding is that such a New Generation Fighter or NGF will be a more sophisticated and connected platform than what currently exists. The NGF will set the next level of survivability in terms of passive stealth (signature reduction and electromagnetic emission control) and active stealth (electronic counter measures). The heart of the NGF will be provided by its extremely capable avionics and sensor suite. The increase in processing power, storage and connectivity will grant the pilot with greatly heightened situational awareness and the ability to rely not only on its own sensors and effectors, but also on other platforms' ones. Combined with the introduction of artificial intelligence and the ability to team with unmanned platforms, the NGF will become a battlefield management platform capable of operating deep within the enemy airspace. Powerful engines equipped with thrust-vectoring nozzles combined with high-performance flight control system will ensure the NGF's manoeuvrability, speed, and range. Innovative effectors will provide the fighter with unprecedented firepower, ranging from stand-off kinetic loads (including hypersonic ones) to directed energy weapons (lasers and microwaves) to electronic warfare capabilities (including cyberattack). However, more sophistication also means higher development costs leading to a declining number of platforms and/or effectors. Eventually such dangerously low levels result in critical availability levels. This is problematic, as operational studies indicate that penetrating contested environments will require an adequate number of manned platforms. Hence, it is important to set the right level of capabilities for the NGF by taking a holistic approach when right sizing its stealth, velocity, manoeuvrability, range, sensing and effects generation's capabilities. The NGF alone will not suffice for the most demanding missions in highly contested environments. To counter such threats, the NGF will team with unmanned platforms called Remote Carriers or RCs acting as force multipliers. Adding capabilities in a scalable and flexible manner will enhance the overall mission effectiveness, efficiency and survivability of the NGWS. RCs will be a family of unmanned platforms ranging from 200 kilograms for disposable RCs, to under 2 tons for recoverable ones and even several tons in the case of loyal wingmen. Airbus is currently studying and optimising with users their design. The RCs will provide various non-kinetic effects (Target Acquisition and Reconnaissance, Airborne Electronic Warfare) as well as kinetic ones (A2G SEAD/DEAD and Strike). With “packs” of RCs teaming with NGFs, the NGWS will clearly establish a new operational dimension. An augmented level of effectiveness will be achieved by opening new fields of tactics based on collaborative combat, the use of deception and numeric superiority. Efficiency will improve by ensuring the required mix of capabilities for a given mission is deployed. The NGF will stay at a safe stand-off distance whilst closer RCs deal with the threats, thus keeping the pilots out of harm's way and increasing the manned platform's survivability. Within the NGWS, the Air Combat Cloud or ACC will connect the manned and unmanned platform and provide the teaming intelligence for faster collaborative combat. The ACC will deliver common situational awareness by instantaneously capturing, sharing, merging and processing massive amounts of data from all connected NGFs and RCs. The ACC's warfare analytics and real-time coordination will provide better situational awareness, tactical options, decisions and collaborative effects Airbus has a leading role within the Next Generation Weapon System programme programme which will be the core of FCAS. Airbus is Dassault's main partner for the NGF and the lead for the RCs and the ACC with MBDA and Thales as its respective main partners. This will benefit Airbus' sites in securing work and maintaining technological excellence for decades to come.
