A research and development collaboration management company has been awarded a contract to helm a technology prototype consortium as part of a new acquisition process employed by the Space and Naval Warfare Systems Center Atlantic, in Charleston, South Carolina.
SPAWAR awarded an other transaction authority to Advanced Technology International, of Summerville, South Carolina, for consortium management for SPAWAR's Information Warfare Research Project (IWRP).
Under the contract, Advanced Technology International will manage a group of defense contractors who will complete projects for the government that address SPAWAR technology needs, and the consortium will facilitate competition for projects. Topics will be open to competition beginning in August 2018, the SPAWAR Systems Center Atlantic said.
The contract is worth $100 million over three years.
IWRP OTA is an acquisition tool that allows nontraditional industry partners to work with organizations across SPAWAR to prototype technology that supports naval information warfare capabilities. IWRP focuses on information technology areas such as cyberwarfare, cloud computing and data science.
SPAWAR announced OTAs as an acquisition tool through the IWRP at an industry day in February 2018, where prospective offerors learned about OTA strategy and the technical scope of IWRP OTA projects.
“The IWRP will allow us to take advantage of commercially developed capabilities that are keeping pace with emerging technologies; technologies and innovation that we cannot take advantage of in a [Federal Acquisition Regulation]-based contract environment,” said Chris Miller, executive director of SPAWAR Systems Center Atlantic.
OTAs, which are not covered by the FAR, are a more flexible acquisition tool used by the Department of Defense. OTAs provide for the production of prototype systems. OTA contracts are mostly awarded to nontraditional defense contractors.
OTA contracts enable departments under the Department of Defense to access commercial technologies that support the overall goal of IWRP, said SSC Atlantic Deputy Executive Director Bill Deligne, in a news release.
“This mechanism is faster and more attuned to getting something quickly that we want today, as opposed to traditional federal acquisition,” Deligne said.

Charles Forrester, London - Jane's Defence Weekly Saudi Arabia's General Authority for Military Industries (GAMI) announced on 27 April that the country was procuring six unmanned systems from local firm Intra Defence Technologies for delivery in 2021, and a further 40 systems within five years. The type of UAV was not disclosed in the Tweet from the organisation's official account, but Intra advertises the Karayel tactical UAV, developed by Turkey's Vestel, and the Asef VTOL UAV, which was launched at the Dubai Airshow in 2019. Jane's notes that a Karayel was lost over Yemen's Al-Hudaydah in late December after being shot down by a surface-to-air missile near the port of Al-Salif. The Karayel has an endurance of 20 hours at 18,000 ft (5,486 m) and a cruise speed of 60-80 kt. Maximum payloads for the platform are 70 kg under the fuselage and 60 kg per wing across a total of four hardpoints. The platform's datalink range is 200 km from the GCS. The platform shown at the Dubai Airshow was armed with Roketsan MAM-L and MAM-C munitions. The platform was also shown with a Hensoldt Argos II EO/IR pod to provide day-and-night surveillance capabilities. Intra signed an agreement with Hensoldt South Africa's Optronics division to develop an electro-optical payload for UAVs in Saudi Arabia ahead of the 2019 Dubai Airshow as part of efforts to improve self-sufficiency in the unmanned aerial vehicle domain. Intra representatives told Jane's at the Dubai Airshow last year that the company was primarily orienting its marketing efforts for the Karayel towards the Saudi military, and potentially exporting the platform to Brazil and Kuwait. By: Aaron Mehta WASHINGTON — The U.S. Army on Friday issued a draft request for proposals for the preliminary design phase of its delayed optionally manned fighting vehicle, or OMFV, the first major step in a relaunched competition to replace the Bradley Infantry Fighting Vehicle. The preliminary phase will be open for 40 days, with the goal of gathering industry feedback ahead of the final RFP, which will come later this year. That final RFP will award of up to five design contracts in June 2021, setting the next stage in the competition. “As we continue to progress through the first phase of our five-phased approach for the OMFV program, communication, inclusive feedback and innovative thinking from industry remains key,” Maj. Gen. Brian Cummings, the Army's program executive officer for ground combat systems, said in a statement. “We are looking forward to receiving feedback and learning from industry what's in the realm of the possible as we continue to develop this truly transformational vehicle for our Soldiers.” Added Brig. Gen. Ross Coffman, director of the Next Generation Combat Vehicles Cross-Functional Team: “Accurately defining the desired set of capabilities without over-constraining the design is critically important. “The Army is committed to open communication with industry to ensure the characteristics and eventual requirements of the OMFV are informed by technological advances.” The focus on gathering industry feedback should not be a surprise, given the recent history of the program. When the OMFV program was conceived, the Army planned to hold a prototyping competition, selecting two winning teams to build prototypes with a downselect to one at the end of an evaluation period. But in October, the Army ended up with only one bidder in the OMFV competition — General Dynamics Land Systems — after other competitors dropped out, citing requirements and schedule concerns. As a result, the Army in January announced it would be relaunching the program to ensure more competition going forward — a decision that led to service leaders taking heat from Congress during testimony in March. OMFV is the first large acquisition effort to come out of Army Futures Command. The draft RFP, posted on a government contracting website Friday, drives home the point by stating: “To permit industry design freedom and promote innovation, the Army has avoided quantifying or prescribing critical levels of performance wherever possible.” “We do not want to box industry into a solution,” Cummings said. “We want to incentivize industry as they lean forward and think creatively to bring the Army innovative technologies and solutions necessary to achieve our vision — both in terms of the ability to integrate newer technology we are seeing today and leaving space for future growth on the OMFV platform.” https://www.defensenews.com/land/2020/07/17/army-drops-draft-rfp-for-bradley-replacement/
