  Le gouvernement attribue un contrat pour la conception d’une installation destinée aux futurs chasseurs à Cold Lake

  Le 27 août 2020 – Ottawa (Ontario) – Défense nationale/Forces armées canadiennes Comme énoncé dans sa politique de défense Protection, Sécurité, Engagement, le gouvernement du Canada fournit aux membres du personnel des Forces armées canadiennes (FAC) les installations et les outils requis pour soutenir leurs opérations dans l'avenir. Aujourd'hui, l'honorable Harjit S. Sajjan, ministre de la Défense nationale, a annoncé l'attribution d'un contrat de 9,2 M$ à l'entreprise EllisDon Construction Services Inc. d'Edmonton (Alberta) pour la conception d'une installation destinée aux nouveaux chasseurs à la 4e Escadre Cold Lake, l'une des deux principales bases d'opérations pour les futurs chasseurs du Canada. On prévoit également l'attribution d'un autre contrat pour la construction d'une seconde installation à la 3e Escadre Bagotville. Ces infrastructures permettront d'assurer l'entretien et l'exploitation à long terme des 88 nouveaux avions acquis par l'Aviation royale canadienne (ARC) dans le cadre du Projet de capacité future en matière d'avions chasseurs (PCFAC). L'attribution de ce contrat permet de franchir une étape importante pour préparer Cold Lake à accueillir les nouveaux chasseurs, et constitue un pas de plus vers l'atteinte de notre objectif de fournir à nos aviateurs les infrastructures dont ils auront besoin dans l'avenir. Les deux projets d'infrastructure permettront également de générer d'importantes retombées économiques dans l'industrie canadienne de la construction et de stimuler l'économie régionale à Bagotville et à Cold Lake. Au total, plus de 900 emplois devraient être créés dans le cadre des travaux de conception et de construction des deux installations. L'infrastructure de Cold Lake hébergera deux escadrons d'appui tactique. Avec une superficie d'environ 19 300 m2, elle fournira l'espace nécessaire pour les opérations quotidiennes, l'entretien, l'administration, la planification de mission et l'entrainement sur simulateur. Elle abritera également des escadrons d'entrainement opérationnel et d'appui tactique et leurs installations d'entrainement. Le début des travaux de construction aux deux bases est prévu à l'été 2022. Les deux contrats de conception comprendront des options pour la construction des nouvelles installations, ainsi que de toute infrastructure supplémentaire requise en fonction de l'avion choisi, si le Canada décidait d'exercer ces options de prolongation. En attribuant ces contrats de conception des infrastructures avant de choisir les futurs chasseurs, nous pourrons commencer les travaux nécessaires, quel que soit l'avion choisi. Ainsi, les deux escadres seront prêtes pour la livraison des premiers appareils. Ces installations seront conçues et construites de manière à respecter la désignation LEED (Leadership in Energy and Environmental Design) Argent et à incorporer autant de mesures efficaces sur le plan énergétiques que possible.   BELL TEAMS WITH INDUSTRY LEADERS FOR U.S. ARMY FUTURE ATTACK RECONNAISSANCE AIRCRAFT PROGRAM

  Team Invictus brings together programmatic and operational expertise to deliver a transformational, affordable scout aircraft to soldiers, the Bell 360 Invictus Fort Worth, Texas (June 4, 2020) – Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, has announced agreements with nine premier aerospace industry leaders to form Team Invictus. The companies are producing the Bell 360 Invictus prototype submission as part of the U.S. Army's Future Attack Reconnaissance Aircraft (FARA) program.   Saudi Arabia and the Canadian Arms Lobby

In order to understand Ottawa's decision making process regarding General Dynamics' massive arms deal with Saudi Arabia one must look closely at industry lobbyists. While the Trudeau government is under substantial public pressure to rescind the $15 billion Light Armored Vehicle sale, to do so would challenge the company and the broader corporate lobby. Last week a senior analyst with the GD-financed Canadian Global Affairs Institute boldly defended the LAV sale. "There has been no behavior by the Saudis to warrant canceling this contract", said David Perry to the London Free Press. Perry must have missed the Kingdom's violence in Yemen, repression in eastern Saudi Arabia and consulate murder in Istanbul. Two weeks ago Perry told another interviewer that any move to reverse the LAV sale would have dire consequences. "There would be geopolitical implications. There would be a huge number of economic implications, both immediately and in the wider economy... canceling this, I think, would be a big step because as far as I understand the way that we look at arms exports, it would effectively mean that we've changed the rules of the game." Amidst an earlier wave of criticism towards GD's LAV sale, the Canadian Global Affairs Institute published a paper titled "Canada and Saudi Arabia: A Deeply Flawed but Necessary Partnership" that defended the $15-billion deal. At the time of its 2016 publication at least four of the institute's "fellows" wrote columns justifying the sale, including an opinion piece by Perry published in the Globe and Mail Report on Business that was headlined "Without foreign sales, Canada's defense industry would not survive." Probably Canada's most prominent foreign policy think tank, Canadian Global Affairs Institute is a recipient of GD's "generous" donations. Both GD Land Systems and GD Mission Systems are listed among its "supporters" in recent annual reports, but the exact sum they've given the institute isn't public. The Conference of Defence Associations Institute also openly supports GD's LAV sale. Representatives of the Ottawa-based lobby/think tank have writtencommentaries justifying the LAV sale and a 2016 analysis concluded that "our own Canadian national interests, economic and strategic, dictate that maintaining profitable political and trade relations with ‘friendly' countries like Saudi Arabia, including arms sales, is the most rational option in a world of unpleasant choices." Of course, the Conference of Defence Associations Institute also received GD money and its advisory board includes GD Canada's senior director of strategy and government relations Kelly Williams.
