Le gouvernement attribue un contrat pour la conception d’une installation destinée aux futurs chasseurs à Cold Lake

Comme énoncé dans sa politique de défense Protection, Sécurité, Engagement, le gouvernement du Canada fournit aux membres du personnel des Forces armées canadiennes (FAC) les installations et les outils requis pour soutenir leurs opérations dans l'avenir.

Aujourd'hui, l'honorable Harjit S. Sajjan, ministre de la Défense nationale, a annoncé l'attribution d'un contrat de 9,2 M$ à l'entreprise EllisDon Construction Services Inc. d'Edmonton (Alberta) pour la conception d'une installation destinée aux nouveaux chasseurs à la 4e Escadre Cold Lake, l'une des deux principales bases d'opérations pour les futurs chasseurs du Canada. On prévoit également l'attribution d'un autre contrat pour la construction d'une seconde installation à la 3e Escadre Bagotville. Ces infrastructures permettront d'assurer l'entretien et l'exploitation à long terme des 88 nouveaux avions acquis par l'Aviation royale canadienne (ARC) dans le cadre du Projet de capacité future en matière d'avions chasseurs (PCFAC).

L'attribution de ce contrat permet de franchir une étape importante pour préparer Cold Lake à accueillir les nouveaux chasseurs, et constitue un pas de plus vers l'atteinte de notre objectif de fournir à nos aviateurs les infrastructures dont ils auront besoin dans l'avenir. Les deux projets d'infrastructure permettront également de générer d'importantes retombées économiques dans l'industrie canadienne de la construction et de stimuler l'économie régionale à Bagotville et à Cold Lake. Au total, plus de 900 emplois devraient être créés dans le cadre des travaux de conception et de construction des deux installations.

L'infrastructure de Cold Lake hébergera deux escadrons d'appui tactique. Avec une superficie d'environ 19 300 m2, elle fournira l'espace nécessaire pour les opérations quotidiennes, l'entretien, l'administration, la planification de mission et l'entrainement sur simulateur. Elle abritera également des escadrons d'entrainement opérationnel et d'appui tactique et leurs installations d'entrainement.

Faits en bref

  • Nous prévoyons attribuer le contrat pour la conception de l'installation destinée aux nouveaux chasseurs à Bagotville en septembre 2020. Le début des travaux de construction aux deux bases est prévu à l'été 2022.

  • Les deux contrats de conception comprendront des options pour la construction des nouvelles installations, ainsi que de toute infrastructure supplémentaire requise en fonction de l'avion choisi, si le Canada décidait d'exercer ces options de prolongation.

  • En attribuant ces contrats de conception des infrastructures avant de choisir les futurs chasseurs, nous pourrons commencer les travaux nécessaires, quel que soit l'avion choisi. Ainsi, les deux escadres seront prêtes pour la livraison des premiers appareils.

  • Ces installations seront conçues et construites de manière à respecter la désignation LEED (Leadership in Energy and Environmental Design) Argent et à incorporer autant de mesures efficaces sur le plan énergétiques que possible.

    Ottawa on track to invest less on new military kit than promised for second year

    OTTAWA — For the second year in a row, the federal government is expected to spend billions of dollars less on new military equipment than promised because of a combination of good and bad news: cost savings on some projects and delays in others. The Trudeau government in 2016 released a new defence policy that included dramatic increases in spending on new aircraft, ships, armoured vehicles and other military equipment over the next 20 years. The investments are vital to replacing the Canadian Forces' fighter jets, ships and various other types of aging equipment with state-of-the-art kit. Yet while new budget documents filed in the House of Commons show the Department of National Defence has so far been given authority to spend $4 billion this fiscal year, the policy had predicted total spending of $6.5 billion. The department does have until March 31 — when the federal government's fiscal year ends — to make up the $2.5-billion difference, but its top civilian official, deputy minister Jody Thomas, admitted Thursday that a large shortfall is likely. Part of the reason is that the department expects to save about $700 million on various projects that ended up costing less than planned, Thomas told The Canadian Press following a committee appearance on Parliament Hill. “We've delivered things more efficiently than was anticipated and so we don't need the money,” she said. “And we can apply it to projects, either new projects or projects that have a cost overrun.” But delays moving some projects through the military procurement system have also caused their fair share of problems, Thomas said, and the department is expecting to have to put off $1 billion to $1.3 billion in purchases it had planned to make this year. “We'd like to (spend) $6 billion every year. Can I guarantee to you that we're going to do that? No, there's slowdowns in projects, there's slowdowns with suppliers, there's changes in scope. Things change,” she said. “I'm hoping to get it below $1 billion. I'm not committing to getting it to below $1 billion. ... We're driving projects to get it as low as possible and spend funds efficiently and effectively. We're not wasting money.” The government spent $2.3 billion less than planned last year. That was also largely because of delays in projects such as the government's multibillion-dollar plan to buy new warships, though also because some things ended up costing less than expected. The government does deserve credit for having increased investments in equipment to levels not seen since the height of the war in Afghanistan in 2010 and 2011, said defence analyst David Perry of the Canadian Global Affairs Institute. “And if they can actually move as much as the deputy (minister) was saying, and they only leave $1 billion on the table, that will be the best year in the last several decades,” said Perry, who has previously warned that delays in the procurement system could derail the defence policy. “But there are a bunch of impacts from not being able to spend money on schedule. One is you don't have the actual gear to do what you want. And project budgets lose purchasing power when money is not spent on schedule.     Mitsubishi Aircraft Corporation announces plans to open SpaceJet Montreal centre

    Mitsubishi Aircraft Corporation announced plans to establish their footprint in the Montreal region of Quebec. Having launched the Mitsubishi SpaceJet family of aircraft earlier this year, and opening a U.S. headquarters in Renton, Wash., the company seeks to prepare for the next phase of its global growth. “As a Japanese company with a global market, we are building a strong global presence in order to position the Mitsubishi SpaceJet family for success,” said Hisakazu Mizutani, president, Mitsubishi Aircraft Corporation. “We have great respect for the achievements and capabilities in Quebec and are excited to be here.” The birthplace of commercial aviation in Canada, Quebec has a long history of innovation and contribution in the regional category of aircraft. As a result, it is a world-renowned aerospace hub and home to leading air and space companies, including some of Mitsubishi Aircraft's existing partners. “Our Montreal presence adds to our footprint in major global aerospace hubs, including Nagoya and Washington State,” said Alex Bellamy, chief development officer. “Since introducing our product family in June, we have had an overwhelmingly positive response, and we are intent on building the team that allows us to fully support our airline partners and customers.
