'Shields Up': Defence Department looks for new ways to protect Canada's satellites, with a nod to Star Trek

Enemy action against satellites could include cyber-attacks, jamming, lasers or missiles, while natural threats could be solar flares or space weather

The Defence Department wants to take a page out of Star Trek and has asked researchers to develop ways to protect Canadian satellites from such threats as laser attacks and missiles.

Dubbed the “Shields Up” project, the plan would see the development of innovative capabilities that could be incorporated into the design and operation of Canada's space-based systems.

The Shields Up terminology is a nod to the sci-fi TV and movie series Star Trek in which the USS Enterprise starship is protected by deflector shields that can be instantly activated in response to a threat.

“Satellites are vulnerable to natural and artificial threats as well as, increasingly, threats from adversaries who seek to disrupt or destroy allied space systems,” said Dan Le Bouthillier, a spokesman for the Department of National Defence.

Enemy action against satellites could include cyber-attacks, jamming, lasers or missiles, while natural threats could be solar flares, space weather or collisions with debris in space.

The Defence Department and the Canadian Forces are the only Canadian entities with the mandate of protecting and defending the country's space capabilities, Le Bouthillier noted.

The call for proposals is part of a DND science innovation program.

Ideas that are accepted will receive $200,000 to further the proposal over a six-month period. The most promising solutions could receive another $1 million for additional development, Le Bouthillier said.

Most satellite services are commercial in nature and defensive measures have not been a primary criteria in their design. But the DND wants that to change.

The concepts or designs have to provide a reasonable method to deal with the threat. They also have to take into account Canada's international relations and obligations and the fact that various satellites operate in different orbits, which could influence the type of threats they face.

There are 1,950 operational satellites in Earth orbits.

Le Bouthillier said militaries are increasingly dependent on space-based systems for communication, surveillance, environmental monitoring and navigation.

The DND has a growing interest in keeping Canadian space systems safe. In August the department put out a request to Canadian scientists to try to come up with a way to rid the Earth's orbit of the millions of pieces of space junk that pose a threat to satellites and other spacecraft.

But the task is daunting; no other researcher has figured out how to collect the debris, which can be as small as one millimetre.

The DND noted that the request at this point is not about funding a system but investigating new ideas to eliminate the space junk.

The total number of “debris objects” in orbit is estimated to be about 129 million. That includes 34,000 objects greater than 10 centimetres in size, 900,000 objects one cm to 10 cm, and 128 million objects one mm to one cm, according to the DND.

The debris has been created by decades of space travel and operations. In 2007, for instance, China conducted a military test using a missile to destroy one of its satellites. The warhead obliterated the spacecraft, creating an estimated 300,000 pieces of debris. The U.S., Russia and India have conducted similar military experiments.

“There are no operational debris removal capabilities in use, globally, and existing prototypes lack important capabilities and have proven ineffective,” the DND noted in its request to researchers.

DND is also interested in ways to track some of the smaller pieces of space junk as well as methods to remove multiple pieces of debris of any size. Space surveillance networks regularly track about 22,300 objects in Earth orbits.

    Canadian Armed Forces equipment delivered late half the time, auditor general finds

Published on Jul 8, 2020 10:32am Half of all late requests for military materials and equipment arrived in Canadian soldiers' hands more than two weeks behind schedule because of a problem-ridden supply chain that often forced the military to incur extra shipment costs, a new report from the Auditor General has found. “We concluded that National Defence often did not deliver on time the materiel the Canadian Armed Forces requested, and that it did not have the right controls in place to determine whether it avoided needless transportation costs,” said the report authored by Auditor General of Canada Karen Hogan, which was released on Wednesday. During the period of the audit, there were approximately 1 million requests for materiel — military materials and equipment — submitted and fulfilled by National Defence. The audit oversaw all materiel covered by the National Defence Act, with the exclusion of ammunition, bombs, missiles and large equipment like aircraft, vessels and vehicles. The Auditor General found that 50 per cent of all late materiel requests were delayed by at least 15 days and 25 per cent were at least 40 days late. Of the highest priority requests — of which there were about 86,000 observed — 60 per cent were late. Fifty per cent of all were at least six days late, and 25 per cent were at least 20 days late. The Auditor General found that 162,000 requests, about 16 per cent of all it tracked during its audit, were more than one year late, having been stalled at some point in the supply chain. The goal of National Defence's supply chain is to “fulfill materiel requirements in the most economical and timely manner possible,” the Auditor General's report says. It attempts to achieve this by keeping equipment nearby where it thinks it will eventually be used. However, most equipment bought by the military is initial delivered to Canadian Armed Forces supply depots in Edmonton and Montreal. They then supply regional warehouses, which supply smaller localized military units. Materiel is transferred at units' requests, which are made in a number of ways, but are defined as being of one of three levels of priority — high priority, essential and routine. “We found that National Defence's systems and processes often did not ensure the timely and efficient delivery of military supplies to the Canadians Armed Forces,” Hogan's report says. Stock shortages caused delays, National Defence poorly managed priorities and costs for transportation were bungled. Per it's report, the Auditor General made three recommendations. It suggested that National Defence review its materiel forecasting to ensure it sufficiently stocks items at the correct locations, that it improve its oversight of high-priority requests so that the categorization is only used when necessary, and that it provide clear guidance on how to select the proper mode of transportation for items to ensure that decisions about shipments are based on fully understanding how much it'll cost. In a statement released shortly after the Auditor General's report, Defence Minister Harjit Sajjan said he “welcome(s)” its findings and accepts all recommendations. Similar concerns were raised a few years ago by the Auditor General's office about National Defence's equipment supply. In the fall of 2016, it raised issues with the military's ability to properly account for its inventory. The same fiscal year, National Defence announced a 10-year inventory management plan to address the Auditor General's concerns. The Trudeau government also released its multi-decade defence policy in the spring of 2017. One of the focal points of Strong, Secure, Engaged was to ensure the military was properly equipped. “Providing (the women and men of the Canadian Armed Forces) the training, equipment and care they deserve is the most important objective of this policy,” reads a line from the opening paragraph of Sajjan's opening message in more than 100-page policy. Upon being re-elected, Sajjan was again reminded of his responsibility to “ensure the Canadian Armed Forces have the capabilities and equipment required to uphold their responsibilities,” in the mandate letter assigned to him by Trudeau. In an emailed statement to iPolitics, Conservative Defence Critic James Bezan said “effective and efficient supply chains are crucial to the operating capability of the Canadian Armed Forces.” “Our military heroes rely on these supply chains to defend Canadians at home and abroad. It is clear that more work needs to be done in order to make these supply chains better for our men and women and uniform,” Bezan said. “The delivery of supplies must be timely so that materiel reaches military members when they need it,” Hogan's recently released report said. That was at the height of the Cold War, and the hot wars of the 20th century that preceded it. These days, it means taking the fight online — against hackers and cyber criminals looking to take down or ransom critical infrastructure, such as hospitals. The COVID-19 crisis has prompted Canadian IT professionals to form an all-volunteer cyber defence team to protect Canada's hospitals, health-care providers, municipalities and critical infrastructure from online attacks during the COVID-19 crisis. The SecDev Group, which has pioneered advanced analytics and cyber safety, has been spearheading the recruitment effort and has asked information technology professionals to step up and provide preventative measures and remedial services. 'Preying on fear' "Hackers are targeting hospitals and health care providers, preying on their distraction, fear and anxiety and their hope for a cure," said Rafal Rohozinski, principal and CEO of the SecDev Group "Posing as public health officials from the World Health Organization, [the] Centers for Disease Control and UNICEF, cyber criminals are flooding hospitals, medical laboratories, vaccine testing facilities, municipalities and critical service providers with phishing emails, forcing some to shut down." Together, they plan to set up a secure online exchange to match high-tech professionals — who will volunteer their services free of charge — with agencies and institutions that need help to shore up their cyber protection, or to deal with an intrusion. "It's both a patriotic and public service reflex," said Rohozinski. "If the internet goes down, and in particular if critical institutions that we count on — like hospitals, like cities, like utilities — start to be ransomed or start to go down because of cyber malfeasance, we're all in a lot of trouble." The exchange website is still in the process of being built, but Rohozinski said it will launch within days. Online attacks exploded since pandemic began Across the globe, the number of coronavirus-related attacks on health-care institutions has increased by 475 per cent in just the past month, according to a SecDev Group assessment. At the moment, no Canadian hospitals or institutions have reported being attacked. Rohozinski said there have been signs of trolling by both cyber criminals and so-called "state actors" — including some of the Russian groups identified by U.S. intelligence as being behind the tampering in the 2016 presidential election. The Communications Security Establishment (CSE), Canada's electronic intelligence service, has said it has taken down some fake websites that were posing as government departments and institutions and trying to scam people. The U.S. Health and Human Services Department was recently targeted and the FBI has warned that hospitals in the states with the highest rates of infection — California, New York and Washington — should be on the alert for attacks from foreign actors. Hammersmith Medicines Research, a British company that is on standby to perform medical trials on any potential COVID-19 vaccine, was hit with an online attack last week, according to published reports. Over the last few days, according to a Bloomberg news report, hackers targeted hospitals in Paris with a major cyberattack. A hospital in the Czech Republic was also hit last week in what is thought to have been a ransomware attack, which forced administrators to take the network offline. Forbes Magazine reported late last week that the cybercrime groups behind the DoppelPaymer and Maze ransomware threats had promised not to target health care organizations during the COVID-19 crisis — but at least one of the groups was reportedly linked to a recent attack. Remote work networks are vulnerable An executive at one of the companies now volunteering for the cyber civil defence initiative said one area where institutions likely need help is in protecting the virtual private networks (VPNs) of employees who've been forced to work from home because of the crisis. Robert Mazzolin, the chief cyber security strategist at the RHEA Group, said the VPN systems used by most hospitals, power plants and other utilities were never designed to support so many secure connections outside the workplace. "The world is fundamentally different than it was a week ago and I don't think any large corporation or institution realistically would have been prepared to see virtually its entire workforce be working from home via remote connections," said Mazzolin, a former brigadier-general who was responsible for cyber operations in the Canadian military. He said his company and staff, who regularly work for the European Space Agency, will be able to provide insight and capability that will complement existing networks. The mandate of CSE is to protect the federal government's electronic network and — through its cyber security centre — to provide advice and guidance to people and businesses looking for cyber security information.     by Ken Pole Shortly before Defence Minister Harjit Sajjan announced on May 29 that a formal request for proposals (RFP) to supply 88 new Canadian fighter jets would be delayed again — this time to mid-July — two potential contenders said that a proposal to scrap the customary industrial benefits element of the procurement is problematic. Jim Barnes, director of Business Development in Canada for Boeing Defense, Space & Security and Roger Schallom, the company's St. Louis-based vice-president of International Business Development, along with Patrick Palmer, vice-president and head of Sales at Saab Canada Inc., expressed their common concern during briefings at CANSEC, the annual Ottawa trade show organized by the Canadian Association of Defence and Security Industries (CADSI). Boeing's contender to replace the RCAF's legacy fleet of CF-188 Hornets is the F/A-18 Super Hornet, while Saab's is the JAS 39 Gripen (the company had a full-scale replica parked front-and-centre outside CANSEC's main entrance). The other contenders are Lockheed Martin's F-35 Lightning II Joint Strike Fighter (JSF) and Airbus Military's Eurofighter Typhoon. Barring any further hiccups in a program fraught with political indecision and already years behind the original schedule, the RFP process overseen by Public Services and Procurement Canada (PSPC) is expected to lead to two finalists being chosen next year with a view to making a final selection in 2022. The government had been expected to issue its RFP by May 31 after years of indecision, but that latest deadline in the troubled procurement was postponed as officials at DND, PSPC and Innovation, Science and Economic Development Canada review the industrial benefits element. “This is proof that your feedback is heard and acted upon,” Sajjan told the CANSEC audience. The proposed industrial benefits change was disclosed earlier this month by Richard Shimooka, a senior fellow at the Macdonald-Laurier Institute (MLI), an Ottawa-based think tank. He said in a report published by the MLI (May 6) that the Canadian government was yielding to pressure from the United States by changing the long-established requirement that companies bidding for contracts agree to investing an equivalent amount in Canada. The fighter procurement, including in-service support, is expected to cost at least $18 billion. Shimooka cited letters from U.S. officials that indicate “resentment and distrust towards the government of Canada had grown, particularly within the U.S. Air Force.” The letters evidently focused on the “significant strategic and economic benefits that have already been accrued from being part of the JSF program.” However, he added, the letters also contained “an implicit (but clear) threat that Canada could be kicked out of the program if Ottawa continues with its current policy of trying to obtain guaranteed industrial benefits that, by their very nature, are not allowed under the JSF Program. . . . There was a complete lack of logic of Canada's policy, which seemed to ignore basic facts about membership in the JSF program, including clear advantages in cost and capability that the F-35 provided.” In his CANSEC briefing, Barnes admitted to having been “surprised by the recommended changes” in the shift in the long-standing requirement. “That policy's been in place for decades and it's been very successful for Canadian industry,” he replied, questioning what he called the government's decision to “accommodate a competitor.” Schallom added that adhering to the historic requirement for direct industrial offsets, rather than simply offering “non-binding” bidding opportunities on future contracts, would be better for Canada's economy over the expected 30 years or more of the new fighter program. “You're probably missing out on $30 billion-plus in guaranteed work.” Saab's Palmer echoed that position 30 minutes later, saying that he is concerned that the “non-binding requirement may not necessarily give Canadians the best value over the long term,” but, “until we see the final RFP (request for proposals), I'll reserve final judgment.” However, when asked how Saab had responded formally to the proposed change on industrial benefits, he said, “We've asked them for some more information as it relates to the specifics of how items are going to be measured,” but had “definitely indicated that it doesn't necessarily encourage the best solution for Canada at the end of the day.” https://www.skiesmag.com/news/fighter-rfp-delayed-again-pending-official-review-of-industrial-benefits-policy
