    Drones Cleared For Take-Off As Govt Launches GARUD Portal To Ease Norms

    Waking up to the use of drones in its fight against the Covid-19 pandemic, the ministry of civil aviation and Directorate General of Civil Aviation (DGCA) have launched the GARUD portal. The platform will provide fast track exemptions to government agencies for using drones in their operations against the pandemic. GARUD or ‘Government Authorisation for Relief Using Drones' was developed by the National Informatics Centre in eight days. Providing exemptions to government agencies by changing Rule 160 of the Aircraft Rules, 1937, for easy and fast approvals for drone usage, any government department can apply for these exemptions on the GARUD platform. However, the government has also put restrictions on these exemptions. For instance, the government will provide permission to only battery-operated drones or remotely piloted aircraft (RPAs). Permission won't be granted to autonomous and fixed-wing RPAs. The order also makes the organisation responsible for ensuring safe operations of RPAs. Operations involving RPAs are to be conducted under the supervision of authorised entity while not risking lives, property, or any other aircraft. Moreover, the government has allowed all the government agencies to use either their own drones or use ones offered by third-party providers which are mostly startups. According to the rules, all the drones should have a valid unique identification number (UIN) or drone acknowledgement number (DAN) issued by the DGCA. The agency using the RPAs will have to update the details of the drone on DGCA's Digital Sky platform. Moreover, the drones shouldn't be weighing more than 25 KG and cannot pick up, drop or spray any substance. This provision leaves authorities to use these drones for surveillance. Other restrictions include no flight before sunrise and after sunset. The government also imposed a height limit of up to 200 metres for the drones. Besides surveillance, many drone startups in India are also looking to support the delivery of essentials. They are also being used to back on-ground medical staff. Pune and Silicon Valley-based FlytBase is offering drone services free to government officials until May 2020. Moreover, Hyderabad-based Marut Drones is delivering medicines and collecting blood samples. It has also been deployed to spray sanitizer in the city. Recently, the DGCA also allowed hyperlocal delivery provider Dunzo and Bengaluru-based drone maker Throttle Aerospace Systems to test their long-range drone delivery solutions.     FLIR set to add Endeavor Robotics to its unmanned future

For FLIR — the company whose bread and butter may be lenses and images but whose product is best thought of as an intelligence add-on more than any pedestrian photography — was never just about the camera. FLIR's cameras and sensors have been incorporated into vehicles for decades, a platform on platforms. But in the past two years, FLIR has moved to acquire robotics companies of its own. A new deal, announced Feb. 11, 2019, is set to have FLIR acquire Endeavor Robotics. In November 2016, FLIR acquired Prox Dynamics, maker of the sparrow-sized Black Hornet micro-drone. It was FLIR's first foray into its own unmanned vehicles. In January 2019, FLIR acquired drone-maker Aeryon Labs, which produces vehicles that weigh less than 20 pounds for a number of militaries across the globe. “Now with Endeavor, we've started down that path of executing our inorganic phase of our growth strategy for unmanned,” said David Ray, president of the Government and Defense Business Unit at FLIR. “What that does is it allows us to have a platform to move the customer's vision forward for this whole notion of manned-unmanned teaming. It's driving an open architecture, an environment where you can have both manned vehicles and unmanned really cooperating and delivering missions like never before.” Endeavor Robotics is the largest get by FLIR of the lot. FLIR is set to buy Endeavor for $385 million — almost twice as much as FLIR paid for Aeryon Labs, and nearly three times as much as it spent on Prox Dynamics. With Endeavor Robotics comes a whole host of tracked unmanned ground vehicles, including the infantry-deployable (and -tossable) FirstLook, and the larger and heavier PackBot and Kobra. These robots can incorporate a variety of sensors from FLIR, for everything from video and infrared to chemical detection. Being in-house means FLIR can experiment and explore more fusion of its various platforms. “With our Black Hornet we can have a reconnaissance system that is connected to a vehicle,” Ray said, “a tank or whatever it may be, where you could actually launch Black Hornet aircraft from another vehicle. As we enhance our sensors across both, we're able to bring that power to bear in terms of layered surveillance.” While FLIR is still relatively new to robotics, it's used to working across sectors. FLIR sensors have been used by the military, government, law enforcement and in the security space, and have had to stay competitive with commercial companies. Lessons learned from an application in nuclear reactor security might be applicable to a sensor on an explosive ordnance disposal robot. Those updates and lessons have stayed fixed to the specific sensor. With the new robotics companies acquired by FLIR, it can adapt its vehicles and sensors in a more holistic way. “Our latest Black Hornet III is able to operate in GPS-denied environments,” Ray said. “And so the beauty of Endeavor being part FLIR is we can go look at how we take an investment and enhancements we've made and see what it takes to go transfer that into a vehicle. The ultimate goal is being able to build world-class R&D and generate world-class capability, and then be able to expand that across multiple platforms.” FLIR's past, present and future remain very much about the core business of providing sensors for others to incorporate. Also in that future we can anticipate FLIR adapting and designing its own vehicles around its sensors.     Two steps President Trump could take now to secure missile defense improvements

    Trey Obering and Rebeccah Heinrichs In his acceptance speech for the Republican presidential nomination, President Donald Trump said that in a second term, “We will win the race to 5G, and build the world's best cyber and missile defense.” On the last issue — missile defense — there are actions President Trump can and should take now, with only a few weeks left until election day, to make necessary improvements. First, reverse the Pentagon's decision to give more authority over the Missile Defense Agency to the office of cost assessment and program evaluation (CAPE) while creating more bureaucratic oversight. These moves will create more obstacles to thwart the President's agenda and will drastically slow MDA's ability to develop and field missile defense capabilities to meet rapidly emerging threats. We understand fully the intent to reduce risk in acquisitions, but the purpose of the MDA is to conduct research and development and deliver new and ever-evolving effective defensive systems for the protection of the American people. We must prioritize speed over risk-aversion. Secondly, the President can announce that the United States is moving forward with site preparation for at least one additional homeland interceptor site. The Trump Administration's 2019 Missile Defense Review stated that such a site would protect against future Iranian threats; since the Pentagon released this policy document Iran has only improved its missile program. Especially concerning was the successful satellite launch conducted by the Islamic Revolutionary Guard Corps (IRGC) in April of this year. Vice Chairman of the Joint Chiefs of Staff Gen. John Hyten said the launch vehicle had traveled, “a very long way, which means it has the ability once again to threaten their neighbors, their allies, and we want to make sure they can never threaten the United States.” These developments put more pressure on the United States to make moves in the near term to bolster full coverage of the U.S. homeland. Environmental Impact Studies have already been concluded and military installations in New York, Ohio, and Michigan have been chosen as potential hosts for a third homeland missile defense site. Any of those sites would offer a “shoot-look-shoot” capability when considering the geometry of a potential missile attack from Iran. It might also make sense to pick two sites, perhaps putting a few interceptors in Ohio and in Michigan. If President Trump does decide to move forward with site preparation for an additional homeland interceptor site or sites, he would not need to decide immediately about the kind of interceptor to emplace, whether Next Generation Interceptors (NGIs) or Ground-Based Interceptors. Site preparation can take several years to complete and should not take away investments from development of the NGI, which promises to add significant capability to homeland defense. Either interceptor could be emplaced at the new site. If NGI matures and is ready for deployment by the Pentagon's stated goal of 2027, then the additional location could be home to a few of the interceptors. The threat from Iranian missiles are not the only ones putting pressure on the homeland defense systems. The Trump administration has used a combination of economic pressure, military threats, and talks to pressure North Korea into ending its missile program, but North Korea has not made the decision to forgo its nuclear missile program. Although Kim Jong-un has responded by holding off on further long-range missile tests, he has resumed shorter-range tests, and there is reason to believe Kim has not slowed down his efforts to improve his longer-range missile program. Moreover, North Korea remains a serious missile and illicit arms proliferator and a senior U.S. official recently expressed concern about cooperation between North Korea and Iran on long-range missile development. It would be a mistake to slow down homeland missile defense because the North Korean leader has promised to disarm while showing no real signs of doing so. The Pentagon is wrapping up its budget submission for the next fiscal year, and whoever wins in November will determine the budget's final form. Regardless, the United States must carefully ensure that even as we push ahead to evolve the system, we cannot neglect the defense of the American people against the threats that are here today. If the United States is going to have an effective, cutting edge missile defense architecture to balance near and evolving threats and to adapt as the threats dictate, the MDA must remain agile, and it must have the funding to improve and sustain current programs while investing in advanced technologies to stay ahead of the evolving threat. https://www.defensenews.com/opinion/commentary/2020/09/24/two-steps-president-trump-could-take-now-to-secure-missile-defense-improvements/
