    Air Force paints a digital future where data from satellites play central role

    by Sandra Erwin In a few months the Air Force will start a series of experiments to try to connect fighter aircraft and other weapon systems into a single network so they can all share critical data and intelligence, much of which is collected by satellites in space. Will Roper, the assistant secretary of the Air Force for acquisition, described the venture as the “first demonstration of what you could call ‘step 1' of ABMS.” ABMS is short for Advanced Battle Management System, and it is a hard concept to explain because it is not like a traditional piece of hardware or software. It can be best described as a network where data is piped in from sensors located in space, at sea, in the air or on the ground. That information would be instantly analyzed with artificial intelligence tools and shared across the network. This is the type of technology that will “allow us to be more collaborative,” Roper told reporters at the recent 2019 Air Space & Cyber symposium. Chief of Staff Gen. David Goldfein is “driving this idea across the Air Force,” said Roper. Goldfein has been a champion of ABMS and wants to make it a “large dollar item in our 2021 budget,” said Roper. The thinking is that the Air Force will spend less money on shiny new platforms and more on exploiting data and advanced networks. It would be like the “Internet of Things, but applied to military systems,” said Roper. Air Force leaders initially pitched the ABMS idea to Congress two years ago as a vision of the future where access to timely data is key to success in the battlefield. They suggested that the Air Force should invest in ABMS rather than spend billions on new command-and-control airplanes. Congress gave the plan a skeptical reception but the Air Force will continue to press its case. In a keynote speech at Air Force Association's Air Space & Cyber conference last week, Goldfein described the future as one of “multi-domain operations” where all weapons and military forces receive up-to-the-minute intelligence and are able to share that data, something that ABMS would make possible. “What I'm talking about is a fully networked force where Air Force paints a digital future where data from satellites play central role each platform's sensors and operators are connected,” said Goldfein. While the concept seems straightforward, putting it into practice is not. One of the challenges is how to handle the vast amounts of data available from satellites and the infrastructure required to bring this data to the ground, analyze the data and then transport it to where it's needed. Some of the crucial technologies that will enable ABMS or any similar efforts will come from the world of commercial space and cloud computing. The Air Force Space and Missile Systems Center has recognized this as it pursues a project called CASINO, short for Commercially Augmented Space Inter Networked Operations. CASINO is a spinoff of the Defense Advanced Research Projects Agency's Blackjack program that is attempting to demonstrate the military utility of small satellites in low Earth orbit. SMC has made CASINO one of its signature efforts to show how commercial technology could be used to process and distribute data from large LEO constellations. The Pentagon's Silicon Valley-based Defense Innovation Unit on Sept. 10 awarded a contract of undisclosed value to Ball Aerospace and Microsoft to demonstrate cloud processing capabilities in support of the CASINO project. The companies will have to show how simultaneous, worldwide data streams from large, distributed constellations of small satellites can be processed quickly using Microsoft's Azure cloud and Ball Aerospace algorithms. This is about making satellite data more actionable more quickly, Azure Global vice president Tom Keane said. One of the questions this project seeks to answer is “what would it take to completely transform what a ground station looks like, and downlink that data directly to the cloud?” Keane said. Perhaps one option is to place electronically steered flat panel antennas on the roof of a data center to connect multiple LEO satellites. Ball Aerospace algorithms in this project will process data streams from up to 20 satellites. With the data in the cloud, customers can direct it to where it's needed. Clearly, there is a long way to go to achieve what Goldfein calls the “Air Force That We Need” — one where all U.S. and allied forces are connected and get relevant information quickly.     MDA Press Release Canada's role and potential involvement in the growing new space economy require a commitment from the Government of Canada for a new space strategy that would secure Canada's place as a leader in space, Mike Greenley, the group president of MDA, a Maxar company, said in a speech to the Canadian Club in Ottawa. “We need a long-term space plan for Canada that establishes the requisite funding to maintain and enhance our existing world-leading capabilities in space robotics, satellite communications, Earth observation and space science, while cultivating new areas of leadership. And we need it now, because there are pressing decisions that need to be made,” said Greenley. The most urgent question facing Canada is whether the country will participate in the international space community's next big exploration project. As governments wind down their investments in the International Space Station, the leading spacefaring nations, including the United States, Europe, Japan and Russia, are planning a return to the Moon in the 2020s. NASA is planning to build a small space station that orbits the Moon, which will serve as a base for lunar exploration, a platform for science experiments, and a gateway to explore deeper space. Canada's commitment would involve the development of a third-generation Canadarm, the iconic Canadian space robotics technology featured prominently on the five dollar bill. Canadian space robotics would provide highly visible, innovative and critical lunar gateway operations, including the assembly of the gateway itself (and its ongoing maintenance), the capture of visiting spacecraft, and the enabling of science conducted in the lunar vicinity. Given the distance to the Moon, these advanced space robotics would need to operate autonomously, powered by Canadian AI technology. Subsequent contributions could involve lunar rovers and space medicine technology. “The international community expects Canada to participate in this mission and to provide the advanced robotics systems for the Lunar Gateway, our area of expertise that no other country does better,” said Greenley. “It is Canada's role for the taking.” “Making a commitment to participate in the Lunar Gateway as part of the upcoming space strategy would maintain and enhance Canada's acknowledged world leadership in space robotics and signal to the world that Canada plans to claim its place in the new space economy,” said Greenley. “The value of the global space market reached US$380 billion in 2017, and analysts forecast it will grow to be a multi-trillion-dollar market in the coming decades.” Participation in space will not only accelerate innovation and fuel Canada's future competitiveness, but will also maintain our country's ability to influence the global discussion around space, said Greenley. “We know how important it is for Canada to be part of the conversation,” said Greenley. “A re-commitment to space would enhance our ability to participate in shaping developments in space and bolster emerging areas of Canadian expertise like space law.” Greenley said MDA and other partners in the Canadian space industry will spend this fall talking to Canadians and elected officials about the importance of space. https://www.skiesmag.com/press-releases/mda-group-president-notes-opportunities-for-canada-in-space

TOKYO — Japan is requiring its new attack helicopters be equipped for shipboard operations, as the country looks to replace its legacy Bell/Fuji Heavy Industries AH-1S Cobra attack helos. Japan's request for information issued earlier this year called for the new helicopters to be marinized and able to operate from “expeditionary airfields or sea bases,”, said retired Lt. Gen. George Trautman, an adviser to Bell. Speaking to Defense News at the Japan International Aerospace Exhibition in Tokyo, the former U.S. Marine aviator and commander of Marine Corps aviation said the RFI requested pricing and information for “30, 40 and 50” helicopters. He added that a request for proposals is expected in the next three to four months. Apart from Bell's AH-1Z Viper offer, Japanese firm Mitsubishi Heavy Industries is proposing its UH-60J/JA Black Hawk helicopter fitted with stub wings and weapons stations. Mitsubishi Heavy Industries has produced several variants of the Black Hawk and SH-60 Seahawk for the Japan Self-Defense Forces under licence with Sikorsky since the 1990s. European manufacturer Airbus confirmed to Defense News that it is not offering its Tiger attack helicopter, and has not made a final decision on its offering. The company already has a footprint in Japan, as local emergency medical services operate the civilian H145, manufactured by Airbus. The company has also announced it is adding a maintenance, repair and overhaul complex adjacent to its existing facility in Kobe, Japan. Other possible contenders for the competition include Boeing with the AH-64E Apache as well as Italy's Leonardo with its AW249 attack helicopter currently in development. Japan already uses the Apache, with 13 license-produced AH-64Ds currently in service.
