MDA group president notes opportunities for Canada in space

Canada's role and potential involvement in the growing new space economy require a commitment from the Government of Canada for a new space strategy that would secure Canada's place as a leader in space, Mike Greenley, the group president of MDA, a Maxar company, said in a speech to the Canadian Club in Ottawa.

“We need a long-term space plan for Canada that establishes the requisite funding to maintain and enhance our existing world-leading capabilities in space robotics, satellite communications, Earth observation and space science, while cultivating new areas of leadership. And we need it now, because there are pressing decisions that need to be made,” said Greenley.

The most urgent question facing Canada is whether the country will participate in the international space community's next big exploration project.

As governments wind down their investments in the International Space Station, the leading spacefaring nations, including the United States, Europe, Japan and Russia, are planning a return to the Moon in the 2020s.

NASA is planning to build a small space station that orbits the Moon, which will serve as a base for lunar exploration, a platform for science experiments, and a gateway to explore deeper space.

Canada's commitment would involve the development of a third-generation Canadarm, the iconic Canadian space robotics technology featured prominently on the five dollar bill.

Canadian space robotics would provide highly visible, innovative and critical lunar gateway operations, including the assembly of the gateway itself (and its ongoing maintenance), the capture of visiting spacecraft, and the enabling of science conducted in the lunar vicinity.

Given the distance to the Moon, these advanced space robotics would need to operate autonomously, powered by Canadian AI technology.

Subsequent contributions could involve lunar rovers and space medicine technology.

“The international community expects Canada to participate in this mission and to provide the advanced robotics systems for the Lunar Gateway, our area of expertise that no other country does better,” said Greenley. “It is Canada's role for the taking.”

“Making a commitment to participate in the Lunar Gateway as part of the upcoming space strategy would maintain and enhance Canada's acknowledged world leadership in space robotics and signal to the world that Canada plans to claim its place in the new space economy,” said Greenley.

“The value of the global space market reached US$380 billion in 2017, and analysts forecast it will grow to be a multi-trillion-dollar market in the coming decades.”

Participation in space will not only accelerate innovation and fuel Canada's future competitiveness, but will also maintain our country's ability to influence the global discussion around space, said Greenley.

“We know how important it is for Canada to be part of the conversation,” said Greenley. “A re-commitment to space would enhance our ability to participate in shaping developments in space and bolster emerging areas of Canadian expertise like space law.”

Greenley said MDA and other partners in the Canadian space industry will spend this fall talking to Canadians and elected officials about the importance of space.

    Should the military treat the electromagnetic spectrum as its own domain?

    By: Nathan Strout Military leaders are reluctant to treat the electromagnetic spectrum as a separate domain of warfare as they do with air, land, sea, space and cyber, even as the service increasingly recognize the importance of superiority in this area. At the Association of Old Crows conference Oct. 30, representatives from the Army, Navy and Air Force weighed in on a lingering debate: whether the electromagnetic spectrum should be considered its own domain. In short, while the spectrum can legitimately be described as a physically distinct domain, it does not make sense logistically for the Department of Defense to declare it a separate domain of warfare, they said. “It's something that we've had a lot of discussion about ... In one way, you can argue that the physical nature of the electromagnetic spectrum, the physical nature of it being a domain. However, I understand the implications and those are different challenges for a large organization like the Department of Defense. So I think that there's a little bit of a different discussion when you talk about domain and what that implies for the Department of Defense and each of the departments in a different way,” said Brig. Gen. David Gaedecke, director of electromagnetic spectrum superiority for the Air Force's deputy chief of staff for strategy, integration and requirements. Regardless of whether it's an independent domain, military leaders made clear that leveraging the electromagnetic spectrum is a priority for every department and every platform. “We're going to operate from strategic down to tactical, and EMS ... is going to enable all of our forces to communicate and maneuver effectively, so we'll have a layered approach across all the domains that we operate in,” said Laurence Mixon from the Army's Program Executive Office for Intelligence, Electronic Warfare and Sensors. “EMS is definitely an aspect of the operational environment that every tactician has to be aware of, understand and leverage. And on the acquisition side we have to consider EMS when we are developing every one of our systems. I think since EMS crosses all of the domains that we currently have today that we identify and use in the joint parlance--I don't think the Army is ready to call it a domain." Similarly, while the Navy is working to understand how EMS works best within the maritime domain, Rear Adm. Steve Parode, director of the Navy's Warfare Integration Directorate, N2/N6F, indicated that there was no rush to declare EMS a separate domain. “For the Navy, we're pretty comfortable with the way we are into the maritime domain as our principal operational sphere. We are working through understanding the EMS and the way it relates to physical properties in that domain. We know where we're strong and we know where we're weak. And we understand principally why we're weak.     By: Aaron Mehta WASHINGTON — The Biden administration has approved three Foreign Military Sales requests for Jordan, Chile and a NATO agency, with a combined potential price tag of more than $200 million. The approvals mark the first FMS cases moved since President Joe Biden took office. The last FMS cases approved by the State Department came in late December; the Biden team has since announced a pause and review of a number of weapon sales approved by the Trump administration, most notably on weapons purchased by Saudi Arabia and the United Arab Emirates. The three approvals were announced on the website of the Defense Security Cooperation Agency. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but this does not guarantee the sales will happen in their announced forms. If the U.S. Congress does not object, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Jordan was approved for an F-16 Air Combat Training Center and related equipment, with an estimated cost of $60 million. That package would include “mission trainers, combat tactics trainers, instructor/operator stations, tactical environment simulators, brief/debrief stations, scenario generation stations, database generation stations, mission observation centers, and other training center equipment and support,” per the DSCA notice. The center would “enhance” Jordan's pilot training for their fleet of F-16s, the oldest of which entered service in 1997. Work will primarily be done at Lockheed Martin's Rotary & Mission Systems center in Orlando, Fla. Chile was approved to purchase up to 16 Standard Missile-2 (SM-2) Block IIIA missiles, along with support equipment and contractor assistance, with an estimate price tag of $85 million. The anti-air weapons are slated to be used aboard two recently transferred former Adelaide-class frigates to the Chilean Navy. Work would be preformed by Raytheon Missiles and Defense in Tucson, Ariz. The NATO alliance's Communications and Information Agency to buy 517 AN/PRC-158 Manpack UHF SATCOM radio systems, worth an estimated $65 million. Also included in the package would be “crypto fill devices, man-portable ancillaries, vehicular ancillaries, deployed Headquarter ancillaries, power support, and operator and maintenance training,” per the DSCA notice. The sale would “ensure NATO warfighters have access to the latest C3I systems and technologies, and will be interoperable with U.S. forces,” the announcement states. “An updated UHF TACSAT radios in the hands of NATO allies and partners will offer significant C3I capabilities at all echelons, from the operational level down to the lowest small unit tactical formation.” https://www.defensenews.com/global/the-americas/2021/02/11/state-clears-first-three-foreign-military-sales-of-biden-administration/
