State clears first three foreign military sales of Biden administration

WASHINGTON — The Biden administration has approved three Foreign Military Sales requests for Jordan, Chile and a NATO agency, with a combined potential price tag of more than $200 million.

The approvals mark the first FMS cases moved since President Joe Biden took office. The last FMS cases approved by the State Department came in late December; the Biden team has since announced a pause and review of a number of weapon sales approved by the Trump administration, most notably on weapons purchased by Saudi Arabia and the United Arab Emirates.

The three approvals were announced on the website of the Defense Security Cooperation Agency. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but this does not guarantee the sales will happen in their announced forms. If the U.S. Congress does not object, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations.

Jordan was approved for an F-16 Air Combat Training Center and related equipment, with an estimated cost of $60 million. That package would include “mission trainers, combat tactics trainers, instructor/operator stations, tactical environment simulators, brief/debrief stations, scenario generation stations, database generation stations, mission observation centers, and other training center equipment and support,” per the DSCA notice.

The center would “enhance” Jordan's pilot training for their fleet of F-16s, the oldest of which entered service in 1997. Work will primarily be done at Lockheed Martin's Rotary & Mission Systems center in Orlando, Fla.

Chile was approved to purchase up to 16 Standard Missile-2 (SM-2) Block IIIA missiles, along with support equipment and contractor assistance, with an estimate price tag of $85 million. The anti-air weapons are slated to be used aboard two recently transferred former Adelaide-class frigates to the Chilean Navy. Work would be preformed by Raytheon Missiles and Defense in Tucson, Ariz.

The NATO alliance's Communications and Information Agency to buy 517 AN/PRC-158 Manpack UHF SATCOM radio systems, worth an estimated $65 million. Also included in the package would be “crypto fill devices, man-portable ancillaries, vehicular ancillaries, deployed Headquarter ancillaries, power support, and operator and maintenance training,” per the DSCA notice.

The sale would “ensure NATO warfighters have access to the latest C3I systems and technologies, and will be interoperable with U.S. forces,” the announcement states. “An updated UHF TACSAT radios in the hands of NATO allies and partners will offer significant C3I capabilities at all echelons, from the operational level down to the lowest small unit tactical formation.”

    Le groupe britannique de défense BAE Systems a annoncé lundi le rachat en numéraire de plus de 2 milliards de dollars d'actifs aux groupes de défense américains United Technologies et Raytheon, en train de finaliser leur rapprochement. BAE va acquérir un système de géolocalisation militaire à Collins Aerospace, filiale de United, pour quelque 1,9 milliard, et également reprendre pour 275 millions de dollars l'activité de radio tactique aéroportée de Raytheon. Ces transactions sont soumises à "la réalisation effective de la fusion de Raytheon et United Technologies et à l'accord des autorités", précise BAE. Ces actifs, qualifiés d'"opportunités uniques" par le directeur général de BAE Charles Woodburn, sont sur le marché dans le cadre de désinvestissements requis par les autorités américaines de la concurrence pour approuver le rapprochement de Raytheon et United Technologies. Ils "complètent fortement notre activité de systèmes électroniques basée aux Etats-Unis" et présentent "de fortes perspectives de croissance". Ils devraient aussi "avoir un impact positif immédiat sur les résultats et la trésorerie" de BAE, précise le communiqué. L'activité de géolocalisation, dont le rachat sera financé par endettement, devrait générer un chiffre d'affaires de 359 millions de dollars et un excédent brut d'exploitation (adjusted EBITDA) de 127 millions de dollars en 2020. Celle de radio pour l'aviation militaire, "qui conçoit un vaste éventail de systèmes de communications sensibles avec le département américain de la Défense, les gouvernements alliés", affiche "un long historique d'innovations". Elle devrait générer un chiffre d'affaires de 125 millions de dollars en 2019, avec un effet positif immédiat sur les résultats et la trésorerie.     Babcock Team 31 selected as preferred bidder for UK Type 31 frigate programme

    September 12, 2019 - Babcock Team 31 has been selected by the UK Ministry of Defence (MOD) as the preferred bidder to deliver its new warships. Led by Babcock, the Aerospace and Defence company, and in partnership with the Thales Group, the T31 general purpose frigate programme will provide the UK Government with a fleet of five ships, at an average production cost of £250 million per ship. Following a comprehensive competitive process, Arrowhead 140, a capable, adaptable and technology-enabled global frigate will be the UK Royal Navy's newest class of warships, with the first ship scheduled for launch in 2023. At its height the programme will maximise a workforce of around 1250 highly- skilled roles in multiple locations throughout the UK, with around 150 new technical apprenticeships likely to be developed. The work is expected to support an additional 1250 roles within the wider UK supply chain. With Babcock's Rosyth facility as the central integration site, the solution provides value for money and squarely supports the principles of the National Shipbuilding Strategy. It builds on the knowledge and expertise developed during the Queen Elizabeth aircraft carrier modular build programme. The announcement follows a competitive design phase where Babcock Team 31 was chosen alongside two other consortia to respond to the UK MOD's requirements. Work on the fleet of five ships will begin immediately following formal contract award later this financial year, with detailed design work to start now and manufacture commencing in 2021 and concluding in 2027.
