Pandemic doesn’t slow cyber training for the Army

While much of the national security community has had to rethink or delay operations and business practices because of the global pandemic, the Army's cyber school has been able to carry on business as usual due to prior investments in online tools and virtual training environments.

“Our virtual training environment had existed prior to COVID and that was really what our students logged into and that's where our training ranges are and where we do a lot of coding and where we ... conduct our courses,” Col. Paul Craft, the Fort Gordon-based school's commandant told Fifth Domain in an interview. “Because we had that environment, we were already prepared, we were already postured.”

This environment is called the Virtual Training Area or VTA. It is a conglomeration of open-source technologies that Army users can login from around the world on the open internet, not the closed DoD network, to access course prep materials, courses, tests or even to note curriculum changes.

Now, all the officer courses are conducted remotely in the unclassified environment. With the empty classroom space this creates, the enlisted student body can now meet in person and still follow Centers for Disease Control mandated social distancing standards.

For some of the classified material, officers still need to come into classes, also adhering to social distancing mandates and wear masks.

“We did not change. For us, it just occurred over a weekend where our students backed out and said ‘I'm going to log in [from home]' ... continue to train like we were logging into that virtual training environment and we're still going to conduct the classes,” Craft said. “We set up for a success that we didn't know we needed to have.”

This change is especially important as the cyber school expanded to teach “operations in the information environment,” which incorporates how cyber operations, electronic warfare and information operations interact. Within the last two years, the Army merged the electronic warfare and cyber branches together.

While much of the rest of the world has been forced to either halt operations or drastically change practices, many within the military cyber community have been able to lean on technical advancements to continue training.

In addition to the Army Cyber School, U.S. Cyber Command is conducting its annual major training event in June almost entirely remote relying on a virtual training platform for the first time called the Persistent Cyber Training Environment.

Craft explained that when PCTE comes fully online for all of the Defense Department, the plan is to migrate operations from the VTA to PCTE to conduct their training.

Migrating to an almost entirely remote environment on the officer side has also allowed the school to open up more seats to more trainees since they aren't limited to physical space. It's also reduced travel costs for those who need training, Craft said. For example, personnel can take courses from their home stations without having to travel all the way to Fort Gordon.

Moreover, senior leaders are able to audit courses or even conduct guest speaking sessions right from their desks without having to travel to the cyber school.

    Leonardo sees market opportunity for M-346 attack variant in Middle East

BEIRUT — After the first order of its fighter attack variant of the M-346, Italian firm Leonardo is marketing the fighter jet in the Middle East, industry officials told Defense News, while noting that the training version was tested in the United Arab Emirates, Kuwait and Qatar. “M-346 has been tested in Kuwait under hot conditions, passing all the tests successfully, and then it was also tested with the Italian Air Force in November 2018 in Qatar,” a Leonardo official said. Defense News spoke to the official during a tour of the company's facilities in Venegono Superiore, Italy. Leonardo would not identify the M-346FA customer or the contract value, despite inquiries by Defense News during and after the tour. The deal comes in the wake of increased interest for trainer jets — both those solely used for training and those able to perform close-air support missions — from Mideast countries seeking to expand their respective fighter fleets. “There is an increasing need for trainer jets in the MENA [Middle East and North Africa] region as countries there work to expand their fighter fleets. The MENA nations have requirements for trainers also able to perform close‐air support missions," said Marco Buratti, Leonardo's senior vice president of international marketing and strategic campaigns. “Among the most notable examples that have chosen Leonardo's training approach is the UAE's national aerobatic team, Al Fursan — widely recognized as one of the best in the world and considered as a UAE national pride — which uses the Aermacchi MB‐339 aircraft,” he added. “The Emirati pilots were trained in Italy and the UAE under the supervision of the Frecce Tricolori pilots using Italian aircraft and training systems.” Leonardo offers its trainer customers the opportunity to send personnel to its International Flight Training School, where it trains pilots in four phases: primary training/screening; basic-advanced training; lead-in to fighter training; and an operational conversion unit. Leonardo is a member of the Eurofighter consortium, which builds the Typhoon fighter jet. Oman, Qatar, Kuwait and Saudi Arabia are among those in the Gulf region who have ordered the aircraft. Meanwhile, in Europe, Italy has joined the United Kingdom's Tempest program for a next-generation fighter. Will the M-346 be the chosen trainer for that effort? “M-346 demonstrated its capability as [a] trainer for Eurofighter and F-35. It is early to speak about Tempest program because we don't know yet how it will be inserted in the combat environment," a Leonardo official told Defense News.     Israel Plans Anti-Missile Nano Satellite Constellation

    By ARIE EGOZI TEL AVIV: Israel is planning constellations of nano satellites, built by Israel Aerospace Industries (IAI), that will allow almost continuous coverage of “areas of interest,” which are likely to include Iran, Syria, Lebanon and other countries, according to experts that are not connected in any way to the program. IAI refused to comment. The first nano satellite was developed by IAI and was launched into space in 2017 as part of a scientific experiment. The 5-kilogram satellite — approximately the size of a milk carton — is equipped with special cameras able to identify various climatic phenomena, and a monitoring system that allows the choice of areas to be imaged and researched. ”We are developing the capability to launch a constellation of Nano satellites. The large number of satellites will give us the capability for a much higher rate of revisits, and actually a continuous monitoring of areas of interest.” says Opher Doron, general manager of IAI's Space Division. The nano satellites optical payloads are smaller and the quality of their optical payloads is lower. ”But by using a temporal resolution method this problem is dealt with in a very effective way,” Doron claims. “This method is not directly related to the quality of the sensor but is based on the frequency of revisits over a site.“ The other problem with smaller satellites is color. “Resolution is, of course, very important but we also work on improving the color quality of the images, Doron said. “A good intelligence expert does not need color to extract, the needed intelligence from a satellite image, but when it comes to decision-makers, color is of great importance.” What underpins all this? It takes a ballistic missile 12 to 15 minutes to travel from Iran to Israel. The earlier a launch is detected and the earlier the trajectory of the missile can be plotted, the better the chances to intercept it far from its designated target. Today, low orbit Ofeq spy satellites visit “areas of interest” in wide intervals so their optical or radar payloads cannot keep a persistent watch. When it comes to the ballistic missile threat, this is a major problem. Israeli sources say that some 30 minutes are needed from the command to prepare a ballistic missile for launch until it is ready for launch, and this if the protection silos are well equipped. If the enemy is aware of the “visiting” time of the spy satellites over his territory this can be the perfect time to avoid detection of the preparations until the launch itself. Once launch occurs, Israel is supposed to get warnings from Lockheed Martin's Space-Based Infrared System (SBIRS),the US constellation of geosynchronous earth orbit (GEO) satellites. The U.S also deploys an X-band radar system in southern Israel to improve detection of ballistic missiles. This complements the layer supplied by the Green Pine radar, part of the Israeli Arrow missile interceptors. The first nano satellite was launched from India on the PSLV-C37 launcher with 103 other nano satellites. The plan to build and launch nano satellites first emerged a decade ago. A joint company of IAI and Rafael would undertake the mission. But that plan was deserted. Yizhak Ben Israel, chairman of the Israeli space agency, served in the Israeli air force and later was in charge of developing Israel's most advanced and classified military systems at the development directorate in the Defense Ministry. He notes that, although nanosats possess much less exquisite capabilities than SBIRS or other large satellites, “when you use a constellation of such satellites the combined capability can be very effective in missions like locating missile launchers.” The other advantage of nano satellites is their price: “You go from hundreds of million of dollars for a full size imaging satellite to some millions of dollars when it comes to a nano satellite.” Not directly related to the nano satellite program but part of Israel's space effort, IAI teamed with British start-up company Effective Space to make a fleet of special satellites weighing roughly 880 pounds that can refuel other satellites in space. IAI signed an agreement for technological and financial cooperation with the smaller company.
