On the occasion of the Dubai Air Dhow, DAS, PAL Aerospace announced the first public appearance of an On-Demand, Intelligence, Surveillance and Reconnaissance (ISR) Special Mission Platform named the Force Multiplier.

Force Multiplier is an Intelligence, Surveillance and Reconnaissance platform for special missions operations. Ownership, operation, and maintenance are all responsibilities of PAL Aerospace and clients simply acquire the actionable data and experience that they require on this industry leading platform.

The Special Mission platform is equipped with two full mission system suites, AMASCOS®, from Thales, and AIMS-ISR® from CarteNav – both mission system software suites which will accommodate a diverse range of ISR applications. Both mission systems will integrate to the Thales SEARCHMASTER® radar which is the highest performance-to-weight radar on the market. The solution fits interim and immediate requirements for surveillance and/or training missions under an on-demand contracting model.

    Longview Aviation Capital of Victoria, B.C., in cooperation with Viking Air Limited, has signed a contract with Cascade Aerospace of Abbotsford, B.C., to provide training and resources in support of the Viking CL-415EAF (Enhanced Aerial Firefighter) Conversion Program. Longview Aviation Capital selected Cascade to provide assistance with the Viking CL-415EAF conversion program in order to leverage Cascade's previous experience converting nine Canadair CL-215 firefighting aircraft to CL-215T turbine configuration for the Provinces of Alberta and Saskatchewan. The initial Viking CL-415EAF turbine conversion will be conducted at Cascade's facilities at the Abbotsford International Airport, and is scheduled to commence in September 2018. Cascade will provide training to Longview observers during the initial conversion at their Abbotsford facilities, and will send support staff to provide on-site training at Longview's facilities in Calgary, Alta., for the second and subsequent CL-415EAF conversions. “Cascade is both well-respected and well-established in the aerial firefighting community. We're confident their proven track record as a 214/415 Centre of Excellence converting Canadair CL-215 aircraft to turbine configuration will contribute to the on-time delivery of the initial CL-415EAF Enhanced Aerial Firefighter,” said David Curtis, chairman of Longview Aviation Capital. “This is a complex modification, and their expertise will lend itself to the development of the broader conversion program as a whole.” Kevin Lemke, executive vice-president and COO of Cascade Aerospace, voiced his support for this program “I'm enthusiastic that Cascade can offer Longview and Viking, two Western-Canadian companies, the advantages we've developed over hundreds of thousands of hours of experience working on CL-215 aircraft,” he said. “We've enjoyed many years of successful collaboration with Viking over the years on other programs and look forward to many more on this specialized Canadian platform. I'm confident that Cascade's honed expertise in the conversion process will substantively contribute to the success of the new Viking CL-415EAF program.” The CL-415EAF turbine conversion program is based on the Canadair CL-215T configuration, and encompasses installation of two Pratt & Whitney Canada PW 123AF turboprop engines, integration of a new digital avionics suite, installation of six new aircraft structures including winglets and finlets, upgraded power-assist flight controls, installation of a new power distribution system along with complete rewiring of the aircraft, and incorporation of 75 service bulletins associated with the CL-215T conversion kit. To initiate the conversion program, Longview is hiring up to 150 technical and support staff members at its Calgary facilities, where 11 specially selected CL-215 aircraft will undergo modification to CL-415EAF configuration utilizing Viking-supplied conversion kits. The turbine conversion kits will be developed and produced at Viking's facilities at the Victoria International Airport, where Viking has already hired 50 employees in support of the program.     ‘There could be turmoil’: How Canada is bracing for the U.S. election

    By Mercedes Stephenson & Marc-André Cossette Global News With the U.S. presidential election just days away, the Canadian government is steeling itself for the weeks of uncertainty that could ensue if the result is unclear or contested. In the corridors of power in Ottawa, planning for this election started early, according to a senior government official who requested anonymity. Those preparations have been intense, generating a flurry of briefings and threat assessments, as Canada braces for all scenarios. Much hinges on how U.S. President Donald Trump will react on Election Night and the weeks that follow. Throughout his presidency, Trump has shattered expectations of normal political behaviour. He now appears willing to defy one of the most basic of democratic norms, having refused to say unequivocally whether he'll accept the results of the election if he loses. John Bolton, Trump's former national security adviser, warns the president won't leave graciously if defeated. “There could be turmoil,” Bolton said. “If he thinks confusion and chaos can help him hang on, can help affect recounts and contests, I think there's every prospect he'll engage in it.” U.S. election highlighting need for ‘unified' response In the aftermath of the election, multiple sources told Global News that Prime Minister Justin Trudeau and his team will lean heavily on Canada's embassy in Washington and especially on Ambassador Kirsten Hillman. Her predecessor, David MacNaughton, said Hillman has likely been in near-daily communication with the Prime Minister's Office, funnelling information that she has gleaned from her contacts in the White House, Congress, the U.S. State Department and American security agencies. Back in Ottawa, the prime minister will want premiers and opposition parties on side too, MacNaughton said. “When we're dealing with something as important as our relationship with the United States, we need to be unified,” he said, citing the non-partisan Team Canada approach that was taken when renegotiating NAFTA. “That's what's going to be necessary, regardless of what happens with the outcome of this election.” But so long as there's any doubt about the result, the prime minister would be wise to keep his powder dry, said Roland Paris, Trudeau's former foreign policy and defence adviser. “Canadian prime ministers rarely have anything to gain by involving themselves in U.S. domestic politics, and they often have quite a bit to lose,” he said. Aside from reaffirming Canada's confidence in the U.S. electoral process, the federal government will do all it can to avoid being drawn into the political firestorm raging south of the border. Preparing for civil unrest and the ‘nightmare scenario' Still, multiple sources said Canada can't ignore the possibility of civil unrest and violence in the United States. For 10 years, Ward Elcock served as Canada's top spy, leading the Canadian Security Intelligence Service (CSIS). He said there's no question that Trump's heated rhetoric has fuelled the resurgence of far-right extremism in the United States: a phenomenon that poses a serious threat as Americans decide who should lead their country for the next four years. “There may well be some people who do weird things in the aftermath of the election, particularly if — as seems likely at this point — Mr. Trump loses and loses badly,” Elcock said. “There may be some of his supporters who do get pushed into violent scenarios that are hard for us to imagine.” Just one month ahead of the election, a report by the U.S. Department of Homeland Security called white supremacists “the most persistent and lethal threat” in the country. That threat is on Canada's radar too, according to Thomas Juneau, a professor of international affairs at the University of Ottawa and a former analyst with the Department of National Defence. “One scenario that is always a nightmare scenario for Canada is the issue of security threats coming from Canada, crossing the Canadian-American border and reaching the U.S.,” he said. “The fear on our side is always that the response on the American side will be to close the border, which economically would be devastating for us.” Speaking on the condition of anonymity, a senior national security source told Global News the federal government is quietly assessing the risk that election-related violence in the United States could spill over into Canada. As a result, Canadian intelligence agencies will closely monitor potential flashpoints. Those include border states like Michigan, where the FBI recently foiled a militia plot to kidnap the state's governor, and Washington, where waves of anti-racism protests may have attracted more far-right extremists. ‘Not our first rodeo' managing U.S. disruption: experts Despite the uncertainty swirling around the election, experts agree that ties between the Canadian and American defence and intelligence communities likely won't be affected. “The underlying relationship is very strong,” Elcock said, describing it as one of interdependence. “We may be a smaller partner, but we're not necessarily just a bit player,” he said. And what if Trump were to issue wild orders in the post-election chaos — demanding, for example, that U.S. agencies cease all intelligence-sharing with allies? Several intelligence sources said the U.S. defence and security apparatus likely won't take orders that it considers illegitimate. “The United States is not disintegrating,” Elcock said. “It may need a period of rest and rejuvenation after Mr. Trump passes from the scene, as inevitably he will at some point. But the reality is most of those organizations are still there and they're still capable.” In other words, Trump may be disruptive, but the U.S. military and intelligence community is still run by professionals who won't toe the president's line if he goes rogue.     The Royal Canadian Air Force (RCAF) will be seeking an upgrade to its CH-146 Griffon maintenance and flight training simulators as part of a life extension project for the multi-role utility helicopters. The first phase of the project, which is intended to keep the fleet of 85 Griffons flying until at least 2031, took off on Jan. 26 with the award of a $90 million contract to Bell Helicopter Textron Canada to develop and design options for the avionics systems, engines, integrated sensors and cockpit displays. A follow-on contract to install new systems and upgrade others is expected in 2022. Around the same time, the federal government will be inviting industry to respond to a request for proposals to modernize the Griffon simulators, according to a Department of National Defence spokesperson. “The upgrade to the flight simulation devices will be procured under a separate contract,” she said in an emailed response. The CH-146 simulators were built by CAE and delivered to the RCAF in the mid-1990s, shortly before the helicopters entered service between 1995 and 1997. CAE continues to provide in-service support. As part of what is being called the Griffon Limited Life Extension (GLLE) project, the RCAF wants to replace a number of the helicopter's avionics systems, including communications radios and cryptographic equipment, cockpit voice and flight recorders, the navigation systems, the automatic flight control systems, and the control display units. Obsolescence of critical components has been a problem for maintenance technicians for several years now. The design phase will also look at upgrades to the engines and to the sensor suite. The CH-146, which is based on the Bell 412, performs a variety of transport, close fire support and armed escort missions for tactical aviation and special operations forces. However, it has a top speed of around 260 kilometres per hour, well below that of the Boeing CH-147F Chinook that it escorts during missions such as Operation Presence in Mali. “These helicopters have performed extremely well over the years and with these new upgrades, they will continue to be a valuable asset that will allow our personnel to carry out missions and operations successfully well into the future,” RCAF commander LGen Al Meinzinger said in a statement. While aircrews would like more speed, more lift and bigger guns as part of any upgrade program, the current platform meets most of their needs, Col Travis Morehen, commanding officer of 1 Wing, the RCAF's tactical aviation headquarters in Kingston, Ont., told Skies in a recent interview. “I think we have done a really good job of exploiting what we can do with the Griffon,” said Morehen, who is currently serving as commander of the Canadian Armed Forces task force in Mali. “I don't think there are many nations that have been as agile and flexible with that type of platform as we have, whether it is the combat service support role for search and rescue, or precision insertion for special operations . . . or what we are doing in terms of utility lift, or providing, with the GAU-21 (.50 Cal machine gun), stand off fires.” Whatever the changes that are ultimately accepted as part of the initial design phase now being conducted by Bell, the helicopters will require upgraded flight training and maintenance simulators to match.
