Norway’s allies share their views on the country’s new defense plan

As countries around the world grapple with the unfolding coronavirus pandemic, the wider business of government continues. Norway's Ministry of Defence will shortly publish its next Long Term Plan, which will then be debated by parliament.

The plan outlines how the Armed Forces, in tandem with other elements of government and society, can best address the threats to Norway from hostile states, terrorists, and fragile and failing states. The plan also examines how to bolster national resilience to deal with other risks including hybrid warfare, climate change and pandemics.

A new Rand report, commissioned by the MoD to inform its strategy and policy development, offers perspectives from its closest allies on the emerging security challenges and strategic options facing Norway. We found broad alignment of Norwegian and allied assessments across Denmark, France, Germany, the U.K., the U.S. and NATO institutions, but some enduring differences in emphasis and priorities.

Other allies recognize Norway as punching above its weight and playing a critical role in the defense of the North Atlantic and High North. At the same time, our research concludes there is no time for complacency.

Norway's key allies agree that the most significant threat in the High North is not a crisis directed against Norway itself. The more plausible danger is “horizontal escalation” — a crisis elsewhere in Europe rapidly growing into a wider conflict that threatens Norwegian waters, airspace and territory.

Russia continues to demonstrate hostile intent, and its military capabilities threaten the ability of Norway and its allies to operate military forces, secure critical infrastructure and protect civilian populations. The collapse of the Intermediate-Range Nuclear Forces Treaty in 2019 brings an increased threat from medium-range ballistic missiles, requiring Norwegian and allied defense planners to adjust to new threats to the homeland and region. Improvements in the Russian Northern Fleet, including surface vessels and submarines armed with modern cruise missiles, also pose an increased threat to NATO operations in the Norwegian Sea, to undersea internet cables and to sea lines of communication essential to reinforcing Norway from North America or Europe in the event of any conflict.

There is also strong consensus on the enduring threats posed by terrorism, nonstate actors and challenges such as climate change in the Arctic.

While all allies recognize the need to consider the strategic implications of a rising China, the United States sees China as a more direct and imminent security threat. Allies also welcome Norway's contributions to missions on NATO's eastern and southern flanks.

Allies perceive Norway as having an impressive mix of high-end capabilities for a country of its size and a mature total defense concept — its strategy for engaging all elements of society in national defense. These capabilities and commitments, coupled with a well-respected approach to strategy development, have allowed Norway to have significant influence on strategic thinking within NATO.

Nevertheless, significant security challenges remain, and to address them our report suggests a number of options for Norwegian leaders to consider:

  • Strengthen deterrence in Norway: Expand surveillance and reconnaissance capabilities; increase the military posture in northern Norway; enhance the protection of bases and forces against air and missile threats; maximize the F-35 fighter jet's potential to aid joint operations; and prepare for operations in contested cyber, space and electromagnetic environments.
  • Expand capacity to receive allied reinforcements: Build on lessons from the joint Trident Juncture 2018 exercise, which allies viewed as an important milestone but not a full stress test; pursue increasingly challenging training scenarios; ensure sufficient pre-positioned stocks of consumables and equipment; upgrade and expand infrastructure along with concepts for dispersing forces to prevent attack; and deepen cooperation to enhance military mobility and interoperability.
  • Explore concepts to hold potential adversaries at risk: Invite allies with more advanced reconnaissance and deep-attack systems to deploy them to Norway periodically; develop longer-range weapons for Norwegian forces; explore the utility of low-cost, unmanned assets; collaborate with key allies on concepts to deny adversaries access to the sea and to better project forces onto the littoral; and refine parallel strategic communications to control escalation.
  • Enhance national and societal resilience: Test and refine Norway's whole-of-government approach and the mechanisms for civil support to the military; contribute to NATO's strategy for addressing hybrid threats, such as disinformation, economic pressure and cyberattacks; and explore further measures to enhance collective preparedness and will to fight.
  • Solidify Norwegian contributions to NATO and partners: Continue contributions to NATO operations beyond the north; help to address variations in defense expenditure across all NATO nations and rebalance trans-Atlantic burden-sharing; promote deeper NATO cooperation with Sweden and Finland; and use innovation and industry to enable influence within NATO.

Other countries can learn from how Norway chooses to tackle these emerging challenges, and they can benefit from its lessons learned, particularly with respect to the total defense concept. Pursuit of some of these options, along with the Norwegian government's ongoing efforts to seek allied views, could help enhance deterrence in the north and overall NATO defense.

    South Korean military to upgrade ‘friend or foe’ ID capability

    By: Jeff Jeong SEOUL — Thousands of South Korean jet fighters, helicopters, warships and missile systems will be fitted with sophisticated identifications technologies by the mid-2020s under a major weapons upgrade program, according to the military and defense companies. For the $2.2 billion deal to switch the decades-old Mode-4 Identification Friend or Foe, or IFF, system to the latest Mode-5, South Korea's arms procurement agency has started issuing a request for proposals. “The number of equipment eligible for the Mode-5 upgrade account approximately 2,000 related to 70 weapons systems,” according to a spokesman for the Defense Acquisition Program Administration. “The request for proposals will continued to be issued separately by the types of weapons systems over the coming weeks.” The upgrade program is in line with the transfer of IFF systems to the Mode-5 version by the U.S military, as the South Korean military conducts key operations with U.S. forces on the Korean Peninsula under the authority of the Combined Forces Command. By 2020, all NATO nations are required to introduce the Mode-5 systems, using advanced cryptographic techniques to secure their systems against electronic deception by adversaries. “This is a huge program as for the numbers and budget, and is strategically important to upgrading the battlefield capability of the South Korean military and its joint operations with allied forces,” said Kim Dae-young, a military analyst at the Korea Research Institute for National Strategy. “The new encrypted system will allow South Korean and its allied troops to work safely together, reducing the risk of friendly fire incidents, and it will also offer commanders a better view of the battlefield,” Kim added. IFF works by sending coded signals, with equipment on friendly planes and ships able to receive and instantly decode the encrypted challenge message, then send the appropriate response to identify themselves. Three South Korean defense manufacturers are competing for the IFF upgrade contract by teaming up with foreign IFF developers. They are Hanwha Systems, teaming up with U.S. company Raytheon and Hensoldt of Germany; LIG Nex1, with Italy's Leonardo and Thales of France; and Korea Aerospace Industries, joining hands with BAE Systems of the United Kingdom. Unlike the installation of the Mode-4, the technologies of which belong to foreign IFF makers, domestic companies are involved in the Mode-5 systems development and will locally produce the equipment for cost-effectiveness and sustainable integrated logistics support, according to Defense Acquisition Program Administration officials. Hanwha Systems, a leading defense electronics company formerly known as Samsung Thales, claims it has the advantage of having know-how related to IFF integration and design. “Our company was in charge of almost all Mode-4 upgrade programs in cooperation with foreign partners,” said Yoon Seok-joon, a consultant with Hanwha Systems' avionics business team. “Through the experience, we have much better knowledge of IFF design and functions than other local competitors. This is a clear advantage.” LIG Nex1, a precision missile developer, formed a task force in 2016 for Mode-5 upgrade work to seek related technology for localization. As a result, the company successfully localized a Mode-5 system for its KP-SAM Shin-Gung (or Chiron) shoulder-launched surface-to-air missiles with the help of Thales, which is contracted to provide Mode-5 technologies for ground weapons systems. “Based on the successful development of a Mode-5 device for Shin-Gung, we're now able to independently develop Mode-5 equipment for other weapons systems, such as Hybrid Biho air defense system; Chunma short-range surface-to-air missile; and TPS-830K low-altitude radar,” said Park Jung-ho, program manager of LIG Nex1's Mode-5 upgrade team. To help facilitate the certification of its Mode-5 systems by the U.S. Defense Department, LIG Nex1 recently signed an agreement with the U.S. defense system certification contractor KBR. Korea Aerospace Industries is expected to win contracts for Mode-5 devices to be fitted on advanced aircraft, including F-15K fighters, T-50 trainer jets and Surion utility helicopters. KAI develops the Surion platform. “We own thousands of platforms around the world with this product, so we have lots of experiences in the U.S. and other countries as well as with this IFF piece of equipment,” said Rob Peer, president of BAE Systems in Korea. “It's advanced technology with low weight, low power and cost effective.     A new generation of Combat Rescue Helicopter AirMed&Rescue's special correspondent Joetey Attariwala was one of a select few journalists invited to Sikorsky's Development Flight Center in West Palm Beach, Florida, to cover the roll-out ceremony of the US Air Force (USAF) new Combat Rescue Helicopter – the Sikorsky HH-60W, affectionately known as the ‘Whiskey'. It was there that he had the opportunity to see the aircraft firsthand and interview program executives from Sikorsky and the USAF. The USAF describes the mission of the Combat Rescue Helicopter (CRH) system as ‘one which provides Personnel Recovery (PR) forces with a vertical takeoff and landing aircraft that is quickly deployable and capable of main base and austere location operations for worldwide PR missions'. The CRH system activities may be required during any phase of a service / joint / coalition operation, across the full range of military operations, in any land or sea location, within the areas covered by the relevant defence planning scenarios. The aircraft will be self-supporting to the maximum extent practical; and an in-flight air refueling capability extends the combat mission range. The CRH system may conduct combat search and rescue (CSAR) airborne mission commander duties; and may also conduct other collateral missions inherent in their capabilities to conduct PR, such as non-conventional assisted recovery, national emergency operations, civil SAR, international aid, emergency aeromedical evacuation, disaster and humanitarian relief, counter drug activities, support for National Aeronautics and Space Administration flight operations, and insertion / extraction of combat forces. The CSAR and PR mission is currently being conducted by the HH-60G Pave Hawk, which over the past 30 years has seen extensive use around the world, most notably in the Central Command Area of Responsibility. The Pave Hawk platform has seen modernization over its lifetime; however, system add-ons have increased maintenance and support requirements over the years. Speaking to this point was General James Holmes, Commander of Air Combat Command, who said: “Over 90 per cent of our legacy airplanes – the HH-60G fleet – have sustained combat damage or structural fatigue over the 30-plus years they have been in service, and the current availability rate is well below the requirement.” With statistics like that, it is no wonder the HH-60W is a highly anticipated platform for the USAF. Introducing the Jolly Green II The HH-60W is a highly modified variant of the battle-proven UH-60M Black Hawk, with the ‘Whiskey' variant providing significant capability and reliability advancements over the HH-60G to better support the full range of combat rescue and other special missions. The HH-60W specification drives more capable defensive systems, vulnerability reduction, weapons, cyber security, environmental, expanded adverse weather sensor capabilities, and more comprehensive net-centric requirements. The CRH contract consists of the original Engineering and Manufacturing Development (EMD) award, which was issued on 26 June 2014, and five additional System Demonstration and Test Article (SDTA) aircraft options, which were awarded in January 2017. In all, the CRH program of record calls for 113 helicopters, of which nine are EMD / SDTA aircraft and 104 will be production aircraft.
