  UK Ministry of Defence orders Leonardo/Thales protection system for RAF Shadow ISTAR fleet

  London September 11, 2019 - The UK Ministry of Defence has contracted Leonardo and Thales, under a single source procurement, to deliver an integrated UK Defensive Aids System (DAS). The procurement will equip the RAF's fleet of eight Shadow R1 intelligence-gathering aircraft, providing an advanced DAS which will protect the aircraft against latest-generation of Infra-Red (heat seeking) missiles. Designed, developed and manufactured in the UK, the system provides a sovereign capability which will be able to evolve in anticipation of changing threats to air platforms. The contract will be delivered by a combined MOD/Leonardo/Thales team under a Leonardo prime systems integration contract, with the equipment being integrated onto the platform by Raytheon UK. Initial Operating Capability is targeted for early 2021. The system consists of the following subsystems: Thales “Elix-IR” Threat Warner Leonardo DAS Controller Leonardo “Miysis” Directed Infra-Red Counter Measure (DIRCM) Thales “Vicon” Countermeasures Dispensing System The single source selection by the MOD follows the recent SALT III international trials hosted by the Swedish Defence Materiel Administration in Sweden. There, the integrated Miysis/Elix-IR system, using a jamming waveform developed by the UK MOD's Defence Science and Technology Laboratory, proved its ability to defeat Infra-Red missiles in live fire exercises. How the system works: The integrated DAS brings together world-class capabilities in threat warning, self-protection co-ordination, countermeasures dispensing and in DIRCM. At the heart of the system, the DAS Controller is able to assess multiple threats to the aircraft and prioritise the appropriate response using the Countermeasure Dispensing System (CMDS) and Miysis DIRCM. Elix-IR is constantly on the lookout for missile and gunfire threats, providing long range, rapid and accurately-located alerts when they occur. The dual-head fit of the Miysis DIRCM provides 360 degree protection and the ability to defeat multiple threats simultaneously by accurately directing a jamming laser onto the missile's seeker, confusing its guidance system and steering the missile away from the aircraft. The integrated and optimised threat-warning/threat-defeat chain ensures that sequential incoming missiles are thwarted quickly and effectively. Shadow: The RAF's fleet of Shadow aircraft, which are based on the King Air 350CER, are operated by 14 Squadron out of RAF Waddington. Because of the ISR role of the aircraft, it may be required to fly through hostile airspace, necessitating protection from enemy forces. A particularly deadly and prevalent threat are heat-seeking, Man-Portable Air-Defence Systems (MANPADS), which are widely employed around the world. The Shadow's new defensive aids suite will effectively counter this threat, being able to rapidly defeat incoming missiles.   Contract Awards by US Department of Defense - May 2, 2019

  AIR FORCE Black River Systems Co.,* Utica, New York, has been awarded an $88,733,141 cost-plus-fixed-fee contract for operational counter-small unmanned aircraft systems (s-UAS) open systems architecture software/hardware systems. This contract provides for system analysis, simulation and modeling, technique development, hardware and software rapid prototyping, integration, test, demonstration, data analysis, transition, operational assessment, and hardware and software enhancement relative to the objective. Work will be performed in Utica, New York, and is expected to be complete by May 1, 2022. This award is the result of a Small Business Innovation Research III contract. Fiscal 2018 and 2019 research, development, test, and evaluation funds in the amount of $5,031,500; and fiscal 2018 and 2019 procurement funds in the amount of $9,716,140, are being obligated at time of award. The work to be performed provides for a design-build project, consisting of demolition of existing structures, utilities, and pavement, to make room for a new amphibious vehicle maintenance complex. The UISS is the system which will allow the Littoral Combat Ship to perform its mine warfare sweep mission. UISS will target acoustic, magnetic, and magnetic/acoustic combination mine types. The UISS program will satisfy the Navy's need for a rapid, wide-area coverage mine clearance capability, required to neutralize magnetic/acoustic influence mines. UISS seeks to provide a high area coverage rate in a small, lightweight package with minimal impact on the host platform. Work will be performed in Hunt Valley, Maryland (70 percent); and Slidell, Louisiana (30 percent), and is expected to be complete by September 2019. Fiscal 2019 research, development, test and evaluation (Navy) funding in the amount of $7,670,225 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity. ARMY Luhr Brothers Inc., Columbia, Illinois, was awarded a $22,936,000 firm-fixed-price contract for Mississippi River and tributaries flood control. Bids were solicited via the internet with three received. Work will be performed in New Orleans, Louisiana, with an estimated completion date of May 1, 2020. Fiscal 2019 operations and maintenance, Army funds in the amount of $22,936,000 were obligated at the time of the award. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-19-D-0010). This is an indefinite-delivery contract. Locations of performance are North Carolina and Maryland, with a May 10, 2020, performance completion date. Using military service is Army.   New details emerge on a nearly $1B cyber contract

  By: Mark Pomerleau The Army provided new details about its nearly $1 billion cyber training contract that will serve as the cornerstone of the Department of Defense's much needed cyber training platform. The Army released Nov. 25 updated information regarding the scope of work for the Persistent Cyber Training Environment (PCTE), which is the main component for the nearly $957 billion Cyber Training, Readiness, Integration, Delivery and Enterprise Technology (TRIDENT) contract. PCTE, an online client in which members of U.S. Cyber Command's cyber mission force can log on from anywhere in the world for training and to rehearse missions, is one of the more critical needs for Cyber Command. Currently, no integrated or robust cyber training environment exists. The updated statement of work, posted in advance of the Dec. 2 industry day, provides details regarding the overall TRIDENT contract, which will extend training services beyond Cyber Command to the joint services. It is expected that a single vendor will be selected for TRIDENT, serving as the integrator for various efforts that will be strung together to make up PCTE. At a general level, the updated documents describe a variety of management, maintenance and evolution services the contractor shall provide for PCTE. Included among those services: Platform architecture and product management Agile development and delivery systems engineering processes Development and automation Hardware and software infrastructure management Event or exercise support Cyber Innovation Challenge (CIC) capability integration and event support Development Operations (DevOps) environment management Distributed configuration management among various vendors and stakeholders PCTE infrastructure tool management License management Onsite and remote support Additional documents include details on three separate delivery orders. The first involves support for infrastructure and maintenance, the second involves support for the integration factory of PCTE capabilities, and the third provides details on platform capability production of PCTE. Currently, the Army is in the prototype phase of PCTE. Using what are known as Cyber Innovation Challenges to award smaller companies a piece of the program, they are incrementally building a platform. That platform, which is being used by forces currently, is helping to prove out the concept for PCTE, refine requirements for the final contract, and reduce risk. Regarding the future of the TRIDENT contract, industry sources have explained that a request for proposals was expected in November with a final proposal expected in March 2020.
