Northrop Grumman secures $164M contract for Hawkeye aircraft for Japan

MELBOURNE, Australia — The contract for the last of four Northrop Grumman E-2D Advanced Hawkeye airborne early warning aircraft ordered by Japan has been awarded, as the country announces plans to reorganize its airborne early warning aircraft command.

According to a Sept. 5 contract award announcement by the U.S. Department of Defense, Northrop Grumman has been awarded a $164 million firm-fixed-price modification to an existing contract for a new-build E-2D Advanced Hawkeye aircraft . This follows similar contract awards in November 2015, July 2016 and June 2018, and brings the total procurement cost for Japan for the four E-2Ds to $633 million, not inclusive of engineering and other related costs.

The first Japanese E-2D is currently undergoing flight tests, having made its first flight from Northrop Grumman's Aircraft Integration Center of Excellence in St. Augustine, Florida, in October 2017, with delivery expected in late 2019.

The E-2D is the latest variant of the E-2 Hawkeye carrierborne, airborne early warning aircraft, which is already being operated by the U.S. Navy. It features a new Lockheed Martin AN/APY-9 ultrahigh-frequency-band radar, which is able to detect and track cruise missiles and low-observable aircraft.

However, the Japanese aircraft are not fitted with the Cooperative Engagement Capability, or CEC, like U.S. Navy E-2Ds. CEC is a sensor network with integrated fire control capability that combines data from multiple battle-force air-search sensors on CEC-equipped units into a single, real-time, composite track picture.

Japanese media has also previously reported that the Defense Ministry is looking to equip its E-2Ds and Aegis-equipped destroyers with CEC, allowing the former to guide missiles fired by the latter.

    By: Valerie Insinna ORLANDO, Fla. — The U.S. Air Force's new T-X jets could be more than just trainers, with aggressor or light-attack missions now on the table for the Boeing-made plane, the head of Air Combat Command said Thursday. Although buying new T-X trainers to replace the more than 50-year-old T-38 fleet still remains a top priority for that program, the service is beginning to explore whether the T-X could be procured for other uses, Gen. Mike Holmes said at the Air Force Association's Air Warfare Symposium. “You could imagine a version of the airframe that could be equipped as a light fighter. You can imagine a version that is equipped as an adversary air-training platform,” he told reporters during a roundtable. "At the informal level, I have some guys that work for me that are thinking through what the requirement might be for those different versions. When or if that transitions and becomes something more formal will depend on a lot of things,” he said, adding that one of those variables is the budget. So what T-X variants could the Air Force pursue? A light-attack T-X The Air Force still hasn't made clear its path forward on the light-attack experiment, but leaders have said they want to broaden the effort to include aircraft beyond the turboprop planes, which were the focus of the first experiments. The T-X, or a low-cost jet like it, could have a role, said Holmes, who declined to get into specifics until the fiscal 2020 budget is released with more details. "An airplane like that, like all the airplanes that competed in the T-X category, an airplane like that at that size and cost per flying hour and capability is something I think we should definitely look at as we go forward in the experiment,” he said. In the first round of light-attack experiments in 2017, the Air Force evaluated one light fighter —Textron's Scorpion jet — but ultimately eschewed it in favor of turboprops like the A-29 and AT-6. While the Scorpion brought with it some added capabilities that the turboprops couldn't replicate — like increased speed and maneuverability, and an internal bay that can host a variety of plug-and-play sensors — the AT-6 and A-29 had two major advantages over the Scorpion. Both are cheaper to buy and already have existing production lines, while the Scorpion has not been purchased by any country. Boeing's T-X won't be grappling with those same challenges. For one, the T-X trainer program gives it a built-in customer dedicated to buying at least 350 planes, covering the cost of setting up a production line and pushing down the price per plane. Holmes also noted that Boeing incorporated its Black Diamond production initiative into the T-X design process. Black Diamond aims to drastically cut production costs by pulling in new manufacturing techniques and technologies from the company's commercial side. “Then if you look at the size of the fleet, if you have more airplanes that are based on a common platform, that almost always brings economies of scale that make it cheaper to operate those airplanes and sustain them for a long time,” Holmes added. Still, an upgunned T-X may be more expensive from a cost standpoint, and it will have to be something that international militaries are interested in buying — and can afford. “We don't have any conclusion about whether that would fit for what we're looking for at a cost point,” Holmes acknowledged. “And as [Air Force Chief of Staff Gen. Dave Goldfein] talks about, the primary or at least one of the primary components of anything we're going to look at with light attack is going to be how our partners feel about it.” An ‘aggressor' T-X to play the baddie The Air Force plans to award contracts this year to a number of companies that provide “red air” training that simulates how an adversary fights in air-to-air combat, but the service believes its requirement could grow even larger, necessitating the purchase of a new aggressor plane. When the T-X program was still a competition between multiple companies, the Air Force downplayed the T-X as an option for a future aggressor aircraft. However, now that a contract has been awarded, the service is taking a look at whether the new trainer could fit requirements, Holmes said at the conference. The Air Combat Command head spelled out his idea in more depth in a January article in War on the Rocks. The T-X is slated to replace the T-38 Talon, but because flying the Talon is more like operating a 1950s-era fighter than a modern one, only the most very basic fighter tactics can be learned in the seat of that trainer. A T-X, with its flying and sensor capabilities, is much closer to a modern day fighter, and Holmes hypothesized that much of the training that occurs once a pilot starts flying an F-15, F-16, F-22 or F-35 could actually be done inside the T-X.     By: Joe Gould WASHINGTON ― A bipartisan group of lawmakers has unveiled a $748 billion coronavirus relief proposal that includes an extension of a prized reimbursement program for federal contractors, but without the billions of dollars previously sought by defense firms. Defense officials have warned they will need to tap modernization and readiness funds if Congress does not appropriate at least $10 billion for defense contractors' coronavirus-related expenses, as authorized by Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act. However, the new proposal doesn't appropriate funding for the Section 3610 reimbursements. Negotiations on a final relief deal are ongoing, but the package includes a Section 3610 extension through April 30, 2021. The provision applies to all federal agencies, but it has been of particular interest to the Pentagon and defense industry. Added funding could come in the $1.4 trillion omnibus spending package for fiscal 2021, which is expected this week, or it could come with the next Congress and the incoming Biden administration in 2021. The defense industry has of late pushed for the extension of Section 3610 first, over added appropriations. “You have people who can't feed their families, you have people who are going to get evicted, you have people whose unemployment insurance is going to run out. They need Congress to pass this legislation,” Arnold Punaro, National Defense Industrial Association chairman, said of the new bipartisan relief package. “We prefer the defense industry have 3610, and we believe we'll have an opportunity with the new administration to make the case to them that it's still an important provision,” Punaro said, adding that the extension gives the incoming administration time to work on a “much more comprehensive approach.” Fifteen defense companies implored Congress on Friday to extend the program. In a letter to congressional leaders, they argued the extension is needed to maintain national security, but also “thousands of critical employees who would be difficult to replace within the industrial base.” “As COVID-19 rates hit record levels that were unanticipated not only when the CARES Act was enacted but just weeks ago, agencies are shifting work plans, reducing hours and taking other steps to ensure the health and safety of the workforce,” the letter stated. The reimbursement window was extended until Dec. 18 under the continuing resolution Congress passed on Friday. Originally the support was to stop at the end of fiscal 2020 in September. NDIA was among eight trade organizations that signed a Nov. 20 letter to Congress urging an extension of Section 3610. There have been a spate of similar letters from lawmakers to congressional leaders in recent weeks. “The current authority has saved thousands of NASA and defense contractors from being furloughed,” Florida Republican Rep. Bill Posey said in a letter with nine other lawmakers. “If the authority is not extended, many contractors — through no fault of their own — will face dire economic and financial consequences if they are restricted again from conducting their regular work on a NASA center or defense program and may be limited or unable due to the nature of their work to do so through a telework alternative.” Senate Intelligence Committee acting Chairman, Marco Rubio, R-Fla., and Vice Chairman Mark Warner, D-Va., pressed congressional leaders earlier this month to extend Section 3610. “Section 3610 has proven to be an important means of providing necessary relief during the pandemic to critical Intelligence Community industry partners ― and particularly to small businesses that provide highly specialized capabilities ― to retain key national security capabilities,” they said in a joint letter. https://www.defensenews.com/congress/2020/12/15/contractor-reimbursement-extension-in-new-covid-19-bill-but-no-new-funding/

    France to hand off 40 percent of land vehicle maintenance to industry by 2025

    By: Pierre Tran PARIS — The French Armed Forces Minister called July 23 for industry to play a greater role in servicing heavily used military vehicles, with companies called to support 40 percent of the mixed fleet by the middle of the next decade. Speaking at Bruz, a base for vehicle support in western France, Minister Florence Parly said the service goal compares to the present 15 percent, with a target of 2025. The minister announced a “transformation plan” for vehicle support based on an official report by defense procurement official Vincent Imbert and Army Gen. Bernard Guillet. "The improvement of our maintenance process and availability of our equipment is one of my priorities,” she said. That call for greater support reflects problems in servicing a highly mixed fleet, including new-generation armored vehicles to be delivered in the Scorpion program, modern VBCI infantry fighting vehicles and Caesar truck-mounted artillery, and an aging park of VAB troop carriers and VBL scout cars. The plan seeks to boost the availability of vehicles by restructuring the industrial and technological base for service, boost a sense of responsibility of the personnel using the vehicles, and reshaping links between the armed forces and industry, the ministry said in a briefing note. There are also plans to increase local support in the deployed theaters and adopt new technology in monitoring and predicting breakdowns. There is a high availability of more than 90 percent for vehicles in overseas operations, but those vehicles return to France in poor condition, with only 65 percent of the various fleets available for use once back on national territory, the ministry said. That availability varies greatly depending on the type of vehicle. That means there is a lack of vehicles for training troops for deployment. Some 3,500 vehicles are broken down and there is a lack of capability to reduce that number. The British and German forces face similar problems, with lower availability and lack of an organization to improve the situation, the ministry said. The modernization plan calls for closer ties between government maintenance organizations, the armed forces and manufacturers including Arquus, Nexter, Safran and Thales, as well as specialist NSE and small- and medium-sized enterprises, the ministry said. Those actors should use more efficient tools and methods, and cut out duplication and waste of resources and time. The official report pointed up a “lack of sense of responsibility” of the users as the vehicles are held in pools rather than assigned specifically, a contrast to an attachment of Air Force and Navy personnel who are closely tied to their aircraft and ships. Companies showed a weak link with service support in the land sector, also in contrast to ties seen between industry and the naval and aeronautical sectors, the report said. There should be greater use of new technology, adopting 3D printing and the use of health and usage monitoring systems (HUMS) to predict breakdowns, the report said. Development under the Scorpion program offered industry an opportunity not to be missed to incorporate such technology. The report called for equipment which was beyond repair to be handed over to industry to repair and resell, with the money to be shared between the government and industry. "This reform requires a mobilization and a greater responsibility of industry in their performance and their capacity to honor the client's needs, whose objective is both to be effective on the ground and to guarantee the safety of soldiers,” Parly said. Some 13,000 personnel are employed on vehicle service, with 11,000 in the armed forces. The balance is split between two government organizations — SMITer and SIMMT. The latter awards service contracts to companies. Some €1 billion (US $1.2 billion) has been earmarked for land vehicle service in the 2019-2015 defense budget law.
