    Canada's fighter jet debacle: This is no way to run a military

    Opinion: In many NATO countries, national defence is a bipartisan or nonpartisan issue. Those governments don't use defence as a political tool By David Krayden Last week the United States Marine Corps flew the F-35 joint strike fighter into combat for the first time. That same day, one of the fighters also set a first: crashing in South Carolina — fortunately without the loss of life. As military aviators would remark, crap happens (or words to that effect). The state-of-the-art fighter jet first flew as a prototype in 2006 and has been flying with the United States Air Force since 2011. The Royal Air Force in the U.K. also uses the F-35. And just this year, in a moment of sheer historical irony, the Royal Australian Air Force took delivery of its first F-35s. Why irony? Because just as Australia was welcoming its new jets to its defence inventory, Canada was at the doorstep begging for Australia's used F-18s. Defence Minister Harjit Sajjan had come calling because politics had again intervened in Canada's storied but sorry defence procurement planning. Prime Minister Justin Trudeau, not knowing what to do with the obsolescent CF-18s — ordered by his father in the late 1970s for a 1982 delivery — had been musing about buying some Super Hornets from Boeing but had decided not to in a peevish fit of trade retaliation. Of course the Super Hornets were only a “stop-gap” measure anyway, as both Trudeau and Sajjan emphasized. The contract to replace the entire fleet of aging CF-18s would be delayed again because Trudeau did not want to buy the previous Conservative government's fighter replacement choice: the F-35. But there's an additional irony here. The F-35 was not just the choice of the Harper government. It was initially selected by the Liberal government of Jean Chrétien. The primary reason: interoperability with our primary allies. The U.S., U.K. and Australia would all be buying the F-35 so it just made sense. I was working at the House of Commons at the time for the Official Opposition defence critic, who thought the decision to participate in the development, and eventually, the procurement of the F-35, was a refreshing but rare moment of common-sense, non-political defence planning on the part of the government.     RCAF aircraft participate in East Coast intercept exercise

    Posted on June 4, 2020 by Ken Pole Royal Canadian Air Force CF-188 Hornets and U.S. fighters are routinely tasked by North American Aerospace Defence Command (NORAD) to intercept Russian aircraft operating close to Canadian and U.S. airspace. The latest incident occurred in early March when two Tupolev Tu-142 reconnaissance aircraft were met over the Beaufort Sea by RCAF Boeing CF-188s from Cold Lake, Alta., and USAF F-22 Raptors out of Elmendorf AFB in Alaska. They were supported by two larger Boeings, a USAF KC-135 Stratotanker and E-3 Sentry surveillance aircraft. Having waved their metaphorical flags, all returned to their respective bases without incident. More recently, two CF-188s from 433 Tactical Fighter Squadron at RCAF 3 Wing in Bagotville, Que., and Lockheed Martin CP-140 Aurora maritime reconnaissance aircraft out of 14 Wing Greenwood, N.S., were involved in a more unusual intercept exercise off the East Coast. Also participating were the Royal Canadian Navy (RCN) frigate Ville de Quebec and the supply ship Asterix, both homeported in Halifax. The unprecedented May 28 to 31 exercise was co-ordinated by U.S. Northern Command (USNORTHCOM) and also involved the U.S. Strategic, Space and Transportation Commands. Centred around the U.S. Navy Harry S. Truman aircraft carrier strike group and the RCN ships, the exercise was designed to test U.S. homeland defence against a supersonic Rockwell B-1B Lancer heavy bomber representing an enemy intruder. U.S. aircraft included KC-135s for refuelling not only the Canadian fighters but also Boeing F-15 Eagles flown by the U.S. Air National Guard 104th Fighter Wing out of Barnes ANG Base in Westfield, Mass., and Boeing F/A-18 Super Hornets from Carrier Air Wing 1 at Oceana, Va. The CP-140s, from 404, 405 and 415 Squadrons at Greenwood, conducted five overflights during the exercise as well as participating in an anti-submarine warfare (ASW) element. The Ville de Quebec also participated in the ASW element as well as the Lancer intercept before returning to Halifax. The Asterix conducted several “replenishments at sea” exercises with other ships. “This was an excellent advanced readiness opportunity for Canadian and American maritime forces,” RAdm Craig Baines, the RCN's Commander Maritime Forces Atlantic, said in a statement. “The scenarios utilized during these events enable our mutual ability to operate in a multi-threat environment, in which co-ordination and integration are absolutely critical for our success in responding to any crisis in our waters or internationally.” Operational details were scarce, with Canadian and U.S. officers saying only that the exercise took place in an area up to 160 kilometres offshore.     Government of Canada awards contract to Chantier Davie for refit of Canadian Coast Guard icebreaker and unveils names of interim icebreakers

    LÉVIS, QC, April 30, 2019 /CNW/ - Icebreaking is a key factor in ensuring the safe and efficient movement of people and goods on Canadian waterways, and helps contribute to year-round shipping and economic growth. That is why the Government of Canada is committed to providing the Canadian Coast Guard with the equipment it needs to ensure these waterways are kept safe and open for business. The Minister of Fisheries, Oceans and the Canadian Coast Guard, the Honourable Jonathan Wilkinson, and the Minister of Public Services and Procurement and Accessibility, the Honourable Carla Qualtrough, announced today that Chantier Davie of Lévis, Quebec, was awarded a contract of $7,198,164.30 for the dry-dock refit of the CCGS Louis S. St-Laurent, Canada's largest icebreaker. The scheduled refit of the CCGS Louis S. St-Laurent will ensure the Canadian Coast Guard continues to provide critical icebreaking and other marine services effectively. This contract was awarded on April 15, 2019following an Advanced Contract Award Notice issued on November 16, 2018. Minister Wilkinson also announced the names of the two interim icebreakers currently undergoing conversion work at Chantier Davie; CCGS Jean Goodwill and CCGS Vincent Massey. These ships will be available to support Coast Guard programs by late 2019 and summer 2020, respectively. In December 2018, the Canadian Coast Guard accepted the first of three interim icebreakers which were acquired to supplement its existing fleet during vessel life extension and repair periods. CCGS Jean Goodwill takes its name from one of the founding members of the Aboriginal Nurses Association of Canada and contemporary champion of public health services for Indigenous people. CCGS Vincent Massey, is named after the first Canadian appointed to the post of Governor General, which until then was occupied by British born individuals. The Right Honourable Vincent Massey was appointed Governor General on the recommendation of then Prime Minister Louis St. Laurent. CCGS Jean Goodwill and CCGS Vincent Massey will be part of the national Coast Guard fleet which carries out icebreaking duties in Atlantic Canada, the St. Lawrence and the Great Lakes, and Arctic regions.
