    CarteNAV and Sentient Vision collaborate on PAL Aerospace winning aerial surveillance bid

    CarteNav and Sentient Vision are pleased to announce their valuable contribution to PAL Aerospace's winning bid to provide the Government of Canada with aerial surveillance capability for Canada's inland, coastal and offshore waters. The contract, delivered on behalf of Fisheries and Oceans Canada, covers an initial five-year period and includes opportunities for PAL Aerospace to earn contract extensions that increase the total life of the agreement to 10 years. As part of the winning bid, PAL aircraft will operate a specially configured Visual Detection and Ranging (ViDAR) array within the CarteNav AIMS mission system. The seamless incorporation of this world-leading ViDAR technology into the AIMS system is a meaningful complement to the capability of the PAL aircraft that will serve this contract. ViDAR is a wide area optical search system capable of operation unaffected by environmental marine obstacles, such as whitecaps, which detrimentally affect traditional technologies. The system is unique in its ability to detect objects as small as fishing buoys and people in the water over significant areas, allowing aircraft operators to map vast swaths of the ocean in real time. ViDAR autonomously locates objects on the surface of the water, transmits a thumbnail and location coordinate back to the AIMS mission system and prompts the operator to investigate further. “Sentient was excited to work with CarteNav on the integration of ViDAR into the AIMS mission system to support this important contract,” said Simon Olsen, Sentient's director of Business Development, Strategy and Partnerships. “Blending these leading edge technologies into a combined offering marks a significant step forward and will now provide a game-changing ocean surface search solution to the Government of Canada.” Both ViDAR and AIMS have extensive records of accomplishment and are in operation on multiple continents across multiple environments in both military and civilian applications. “CarteNav has worked successfully with Sentient for many years, originally on the implementation of the Kestrel Moving Target Indicator (MTI) feature into AIMS, and most recently on integrating ViDAR,” said CarteNav COO Carl Daniels. “AIMS provides an intuitive interface from which operators can take advantage of the capabilities of the ViDAR persistent wide-area maritime search. The addition of ViDAR reaffirms our focus on operator workflow and mission delivery which has established CarteNav as a leader in mission system solutions.” CarteNav's collaboration with Sentient and valued contribution to the winning PAL bid demonstrates a significant combined operating capacity to deliver leading edge services to customers for a variety of maritime surveillance applications.     New NAFTA comes into force Canada Day amid tariff threats, COVID-19 uncertainty

    BY CORMAC MACSWEENEY Posted Jun 30, 2020 9:17 am MDT OTTAWA – The new NAFTA will come into effect on Wednesday amid the economic uncertainty caused by the COVID-19 pandemic. The negotiations caused months of fear in business and economic circles, with U.S. President Donald Trump threatening to pull out of the trade agreement both our economies and Mexico rely on. But after ratification earlier this year, the new NAFTA — formally the U.S.-Mexico-Canada Agreement — comes into force appropriately on Canada Day, bringing with it protections for the auto parts sector, more American access to our dairy market, stricter labour rules for Mexico, and measures to reduce the prices of pharmaceutical drugs. Colin Robertson with the Canadian Global Affairs Institute says this deal gives businesses confidence that Canada still has privileged access to our largest trading partner, but the COVID-19 pandemic has left a lot of questions about the future of our economies. “What it will depend on will be the growth of both economies' ends. The pandemic puts the big question mark on recovery and what that means for the future, so that one I can't answer,” he says. Meanwhile, Marc Agnew with the Canadian Chamber of Commerce says the COVID-19 pandemic may delay some of the benefits we get from this deal. “I don't think the new NAFTA is going to, necessarily, have a chance to really show its true value, probably until two or three, four years down the line,” he explains. However, Agnew believes this is a vital deal, regardless, because it will give businesses in Canada the security and confidence to plan for the years ahead. He adds the moment is soured by Trump once again threatening tariffs on Canadian aluminium. “It runs exactly counter to both the kind of spirit and the intent of what we're trying to do with this agreement,” Agnew says. Canada and the U.S. do $2 billion in trade a day.     By: Joe Gould   1 day ago WASHINGTON ― General Dynamics has received $1 billion since the renegotiation of a $10 billion contract for Canada to sell light armored vehicles to Saudi Arabia, company officials said on its first quarter earnings call. In a deal last month, Canada lifted its ban on arms sales to Saudi Arabia, which in turn agreed to a speedier payment schedule for the LAVs. Canada had the vehicles on hold since 2018, following the death of Saudi journalist Jamal Khashoggi; and by October, Saudi Arabia had racked up $1.5 billion in back payments to General Dynamics. Amid news on the April 29 call that the company's revenue fell $512 million in connection with the coronavirus pandemic, General Dynamics Chief Financial Officer Jason Aiken highlighted “the formal signing of the restructured contract on the Canadian international program, which settled all issues to the satisfaction of the parties.” “With respect to our standing receivable you may recall that we received $500 million early in the first quarter and we received another $500 million this month. This will be very helpful to free cash flow in the second quarter,” Aiken said. “We will begin a regular cadence of scheduled payments in 2021 consistent with deliveries and making further progress in the scheduled amortization of the arrearage.” The company's Combat Systems division had revenue of $1.7 billion, up 4.4 percent over the same quarter last year, and sales to the U.S. government were up 12 percent. The firm's aerospace business segment also had revenue of $1.7 billion, but that represented a 23 percent fall from the same quarter last year. On April 9, Canada's foreign affairs minister, François-Philippe Champagne, announced Ottawa was “able to secure significant improvements” to the LAV contract, including more latitude for the Canadian government to speak about it. Under the new terms, Canada could also delay or deny export permits without penalty if it learned Saudi Arabia was not using the vehicles for their stated purpose. Ottawa would also be reviewing permit applications on a case-by-case basis to ensure they meet Canadian law and the U.N. Arms Trade Treaty. Though the Trudeau government has been under political pressure to scrap the LAV deal over human rights concerns, Champagne said its cancellation would have “resulted in billions of dollars in damages” and risked thousands of Canadian jobs across the defense supply chain.
