    More delays for Arctic ships - DND expects first AOPS by end of March

    DAVID PUGLIESE, OTTAWA CITIZEN The Department of National Defence expects the delivery of the first Arctic and Offshore Patrol Ship by the end of March although it acknowledges there is a possibility that may not happen. The Royal Canadian Navy and the Department of National Defence had expected the first of the Harry DeWolf-class ships to be delivered in the summer. That shifted to the end of this year but that schedule won't be met. “The delivery date for the first Arctic and Offshore Patrol Ship is now anticipated to occur by the end of March 2020, acknowledging that there remains some uncertainty,” the department noted in a statement. The schedule for the first ship has been slipping due to what the department calls “production challenges typically seen with a first-of-class build.” Irving spokesman Sean Lewis noted that a final sea trial for the ship is expected in late January. After that, any remaining production work will be completed, along with rectification of any deficiencies noted during the inspection, test and trials program, the DND added in its statement. “Following reviews and final inspections by National Defence, the shipbuilder will present the ship for delivery,” it added. “After the ship is delivered, National Defence will complete certain activities to complete ship functionalities, mainly on communications systems.” The Royal Canadian Navy will then assume operational control of the ship, expected in the summer of 2020. The Royal Canadian Navy is acquiring six ships. In January 2015 the federal government announced it had awarded Irving a $2.6 billion contract to build five ships. In 2018 that deal was expanded to add a sixth vessel. Additionally, two AOPS will be built for the Canadian Coast Guard immediately following those for the Royal Canadian Navy. The ships were originally announced in July 2007 by Prime Minister Stephen Harper, who acknowledged the vessels were much different than his election promise of armed heavy icebreakers. Harper claimed at the time the AOPS were “medium” icebreakers and more versatile but critics pointed out the vessels were not icebreakers at all, but rather “ice-strengthened” ships that would be limited as to when and where they would be able to operate. The first ship was to be delivered in 2013, with Arctic operations set for 2015, but ongoing problems with the government's national shipbuilding program and delays in awarding the contract continued to push schedules back. The DND noted it does not believe the latest delay will affect the schedule for the other ships. The last AOPS for the Royal Canadian Navy is expected to be delivered in 2024. “We are confident that these ships will help the RCN meet and overcome the defence and security challenges of the coming decades,” the DND noted. In 2017 the Senate Defence Committee raised concerns about the vessels' capabilities. “This (concern) is based on the fact that these ships cannot operate in ice more than a metre thick, are slower than a BC Ferry, can only operate in the arctic from June to October and will require a coast guard escort when in the northern waters,” the senators pointed out in their report. These capabilities should be independently reviewed to meet Canada's sovereignty needs, they added. The Senate also noted that the ships “will lack significant force projection in the form of weapons system.” “These limitations are troubling and raise the question of whether the taxpayers are receiving value for the monies spent,” the Senate report said.     French and Italian governments endorse long-shot bid for 15 new ships for Canada's navy

The French and Italian ministers of defence submitted a letter last month to their Canadian counterpart, Harjit Sajjan, stating that they "fully support" the joint bid by Naval Group and Fincantieri to replace the RCN's existing frigates and retired destroyers. The support from the French and Italian governments could give additional weight to the long-shot proposal, which aims to bypass the official procurement process for new Canadian Surface Combatants. "Under the umbrella of an intergovernmental agreement, we will provide project management support so that the Royal Canadian Navy can operate the purchased warships, sustain their operational capabilities and manage their evolving capabilities throughout their entire lifecycle," said the letter from French Defence Minister Florence Parly and Italian Defence Minister Roberta Pinotti. The submission from Naval and Fincantieri has shaken up the process put in place by the federal government to acquire 15 new vessels. Halifax-based Irving Shipbuilding Inc. is the government's prime contractor, with a competition under way to select a warship design. Defence-industry sources said the leading contender in the process is a joint bid by U.S.-based Lockheed Martin and British-based BAE Systems. The same sources said only three of the 12 prequalified bidders submitted a formal proposal by the Nov. 30 deadline, a number the federal government will not confirm. Under Canada's defence policy unveiled earlier this year, the federal government is planning to get its first Canadian Surface Combatant in 2026, with the entire project costing between $56-billion and $60-billion. Under the Franco-Italian proposal, the 15 vessels would also be built at the Irving shipyard. Based on production costs in Europe, the two companies said they could provide the vessels to the Canadian government for $20.9-billion (€13.8-billion), with construction starting in late 2019. The bid from Naval and Fincantieri was unsolicited, essentially relying on the possibility that none of the bidders under the existing process will be deemed compliant. The defence-industry sources described the offer as a "Hail Mary" that could succeed if the ongoing process unravels, like many previous military procurements. "Everything depends with what happens with the process that is under way right now," said David Perry, senior analyst at the Canadian Global Affairs Institute. "If they can get two compliant bids or ideally all three ... I wouldn't see a need to go back and do a comparison with the [Naval/Fincantieri] bid." The federal government said this week that it will not even analyze the unsolicited bid. "To be clear, any proposals submitted outside of the established competitive process will not be considered," Public Services and Procurement Canada (PSPC) said in a statement. "The submission of an unsolicited proposal at the final hour undermines the fair and competitive nature of this procurement suggesting a sole-source contracting arrangement. Acceptance of such a proposal would break faith with the bidders who invested time and effort to participate in the competitive process, put at risk the government's ability to properly equip the Royal Canadian Navy and would establish a harmful precedent for future competitive procurements," the statement said. In addition, the government rejected the notion that the Franco-Italian bid could generate significant savings, stating that the acquisition of the ships accounts for only about half of the price tag. "It is important to note that a warship project budget must cover more than just delivering the ships. It must also include the costs associated with design and definition work, infrastructure, spare parts, training, ammunition, contingencies and project management," PSPC said. The Naval/Fincantieri proposal is based on the European multimission frigate program, under which the two firms are supplying 18 ships to the French and Italian navies.     NATO, Canada, and the Demands of the New Battlefield Prime Minister Justin Trudeau with then-Latvian Prime Minister Krisjanis Karins at the Adazi Military base in Latvia, where Canada leads a NATO battle group, Monday, July 10, 2023/Adam Scotti By Elinor Sloan; Policy Magazine July 4, 2024   As we approach the July 9-11 NATO 75th anniversary summit in Washington, it is useful to recall that today, as in 1949, Canada’s primary security interest in NATO is to help prevent a general war on the European continent. Such a war, we know, would directly impact Canadian lives and prosperity.   An important part of preventing war is deterrence. Ever since Russia invaded Crimea, NATO has focused on using conventional military capabilities to deter potential Russian aggression against a NATO member. At first, the Alliance chose a tripwire approach. It deployed a small military force to the Baltics with the idea that Russia would be deterred by a recognition of the Article 5 implications of that deployment – that military action against a NATO member along its border would directly impact other members, triggering a larger Allied response.   NATO deployed battle groups to each of the Baltic countries, as well as Poland, with the Latvian one led by Canada. There was no thought that this tripwire force could actually repel Russian military action.   Russia’s invasion of Ukraine in February 2022 gave pause to the tripwire approach. Within four months, NATO abandoned it in favor of a combat force that could face off against any potential Russian aggression. It ordered the conversion of the battle groups into full brigades; Canada has committed to transforming the one it leads in Latvia to a multinational brigade by 2026. The combat brigades are meant to be equipped for warfighting. In this regard, the war in Ukraine has given some indicators as to our new conventional military requirements.   Physical mass still matters. Far from the small, high-tech military forces that were at one time seen as the way of the future, the war in Ukraine has revealed that industrial-scale mass has returned to relevancy on the modern battlefield. Traditional combat platforms remain relevant. NATO’s new defence plans indicate the collective defence of Europe demands many familiar things: fighter jets, tanks, artillery, air defence, and long-range missiles. In the Ukraine war, old-fashioned artillery has inflicted the majority of casualties, and fighting without armour has proven costly.   The battlefield has become transparent. Sensors can detect almost any movement, while drones provide continuous battlefield reconnaissance. Forces must be dispersed, constantly on the move, and equipped with digital networks that can connect them across the battlefield and back to headquarters. Technology and access to sensor data enable decision-making at lower levels. Platoon-level forces can see and strike at targets with information that at one time would have been only available at the higher echelons.   Drones are forming an increasingly important and effective complement to traditional military platforms. Ukraine has used thousands of first-person view drones with small payloads to supplement larger artillery barrages against Russian forces. It has crippled Russian air defences by deploying decoy drones that make Russia light up its radars and instantly send targeting data back to larger ground-launched tactical missiles. It has coordinated the use of maritime drones and cruise missiles to take out a large portion of Russia’s Black Sea fleet.   Examples of the electromagnetic spectrum being exploited and blocked in electromagnetic warfare/NATO Joint Air Power Competence Centre   Electronic warfare (EW) remains salient at every high-tech juncture. Advanced sensors, robotics, precision munitions, and battlefield connectivity are all at risk of EW disruption—and are a target of adversary EW disruption—as each side seeks the electromagnetic advantage.   Seeping into all of these elements is artificial intelligence (AI). AI is highlighting the importance of mass and industrial strength – since the ability to pick out thousands of targets points to the necessity of having thousands of weapons to strike them. It is processing and disseminating data to battlefield commanders at superhuman speed, blurring the line between intelligence, surveillance, and reconnaissance on the one hand, and command and control on the other. And AI is being developed as a solution to EW jamming, by enabling a drone to home-in on its target even if the signal connection to its pilot operator is cut. The combination of traditional military requirements, cutting-edge technology, and fledgling but advancing AI is creating what some have called a “new kind of industrial war.”   Canada will be challenged to respond to these military requirements. On the personnel side, it struggles to maintain its existing recruitment levels, much less to field a larger force. Our North, Strong and Free, Canada’s defence policy released in April 2024, states a priority of modernizing the Canadian Armed Forces’ recruitment process to rebuild the military by 2032.   In the area of military capabilities, the policy includes acquiring long-range missiles for the Army; modernizing its artillery; upgrading or replacing its tanks and light armoured vehicles; and acquiring both strike drones and counter-drone assets that can neutralize adversary drones. The Army is in the early stages of modernizing its electronic warfare capabilities, as well as acquiring command and control systems at the tactical and operational levels for digital connectivity on the battlefield. The Department of National Defence and Canadian Armed Forces have launched their first Artificial Intelligence Strategy, stating AI will be foundational to defence modernization. Yet they have just begun to identify the AI-enabled capabilities that our military will need. The challenge with respect to acquiring military capabilities is not so much in securing funding. Rather, it lies in recruiting and retaining personnel with advanced technological skills, and in navigating a defence procurement system which, through the accumulation of bureaucratic steps over many years, is now layers deep and overly time consuming. For good reason, the recent defence policy includes a review of Canada’s defence procurement system.   Ensuring there is no general war on the European continent endures as Canada’s key security interest in NATO. Central to this is credible conventional military deterrence. People and equipment are the core elements. A streamlined, effective personnel recruitment system, and defence procurement process, are the critical enablers.   Elinor Sloan is a Professor of International Relations in the Department of Political Science at Carleton University.
