Lockheed Martin to build mid-range missile prototype for US Army

WASHINGTON — Lockheed Martin has been chosen to build the U.S. Army's new mid-range missile prototype, landing a nearly $340 million contract to take elements from naval missiles to forge the new weapon, the service's Rapid Capabilities and Critical Technologies Office announced Nov. 6.

Through an other transaction authority agreement, Lockheed will take the Navy's Raytheon-built SM-6 and Tomahawk missiles to put together a Mid-Range Capability, or MRC, prototype that consists of launchers, missiles and a battery operations center, according to an RCCTO statement.

A variant of the Tomahawk missile was used in a land-based cruise missile capability test last year. The SM-6 is a long-range, anti-air missile that has a surface mode.

This mid-range missile — expected to hit targets at distances beyond 500 kilometers — is to be fielded to an operational battery in fiscal 2023.

Defense News first broke the news that the Army was planning to field a mid-range missile capability designed to go after moving targets at land and at sea. The effort is meant to fill a gap in the service's long-range precision fires portfolio in between the future Precision Strike Missile and hypersonic weapons capabilities.

The decision came out of a strategic fires study conducted earlier this year that identified the capability gap and the need to rapidly fill it. The RCCTO shortly after adopted the effort to rapidly field the new missile.

“Adapting existing systems as much as possible will allow us to move faster than traditional acquisition methods to get this capability into the hands of Soldiers in support of the National Defense Strategy,” Lt. Gen. L. Neil Thurgood, director of hypersonics, directed energy, space and rapid acquisition as well as the RCCTO chief, said in the statement.

“Soldier feedback and touchpoints will be embedded throughout the prototyping effort in order to make this system operationally effective the day it is delivered,” he added.

To meet the demanding timeline, the MRC prototype “will utilize and modify existing hardware and software from the Army and joint service partners and integrate additional technologies to achieve new operational effects,” the statement read.

The Army arrived at the decision to incorporate the SM-6 and Tomahawk missiles after a “broad review of joint service technologies potentially applicable to MRC,” according to the RCCTO.

To use the joint service technologies, the Army “will leverage Navy contract vehicles for missile procurement in support of the Army integration [other transaction authority] agreement,” the statement said.

“The capability also allows the Army and joint services to synchronize and leverage modernization efforts and investments across mid-range missile programs in support of multi-domain operations,” it added. “The MRC supports one of the Army's chief roles in multi-domain operations: to use strategic fires to penetrate and disintegrate enemy layered defense systems, creating windows of opportunity for exploitation by the joint force.”

By 2023, the Army will have begun delivering a portfolio of strategic, mid-range and short-range fires capabilities that will change the paradigm against advanced adversaries Russia and China. The initial fielding of the Precision Strike Missile, capable of hitting targets out to 499 kilometers (with a likelihood of a greater range), will happen in 2023 as well as a ground-launched hypersonic missile.

Rolls-Royce seals major contract covering complete MTU propulsion systems for Royal Navy Type 31 frigates
May 29, 2020 - Rolls-Royce is to supply complete MTU propulsion systems for five new Type 31 general-purpose frigates for the Royal Navy. In total, the order comprises of 40 engines and generator sets to be used for main propulsion and on-board power generation, the MTU Callosum propulsion control and monitoring system, and Integrated Logistics Support (ILS). Each new frigate will be powered by four MTU 20V 8000 M71 engines, each delivering over 8,000 kW. On-board power will be provided on each vessel by four MTU generator sets based on 16V 2000 M41B units, each delivering in excess of 900 kW. In September 2021, Rolls-Royce will deliver the first shipset comprising four main propulsion engines and four generator sets to prime contractor Babcock International Group. Integrated Logistics Support for propulsion and onboard power systems will ensure efficient and cost-effective maintenance throughout their entire service life. It is expected that the MTU Callosum propulsion control and monitoring system will be officially added to the supply contract very shortly. Le Brexit déjà en marche dans la politique européenne de défense
(B2 – exclusif) Peu importe les émois à Westminster et les tourments de Downing Street, ou la conduite sans ceinture du Prince Philippe, dans le domaine des opérations de stabilisation menées par l'Union européenne (au titre de la PSDC), le départ des Britanniques est désormais bien engagé et devrait se terminer bientôt Un mouvement engagé Le transfert du QG de l'opération anti-piraterie Première concernée, la plus emblématique, l'opération anti-piraterie de l'UE (alias EUNAVFOR Atalanta) va déménager de Northwood (près de Londres) à la Rota et à Brest, le commandant britannique cédant sa place au commandant espagnol avec un second français. Le QG de La Rota est en pleine préparation, le QG secondaire de Brest — qui accueille la liaison avec la marine marchande — également. Les officiers ont commencé à rejoindre leur poste. Le « tuilage » est en cours, selon nos informations (lire : La revanche de Trafalgar). Le changement de commandement en Bosnie-Herzégovine Deuxième concernée, l'opération EUFOR Althea en Bosnie-Herzégovine. Les Britanniques ne pouvant assurer de poste de commandement des opérations européennes. Le retrait du planning des battlegroups De même, en matière de force de réaction rapide de l'UE, les Britanniques se sont retirés du tour d'astreinte des battlegroups (lire : La prise d'astreinte française au battlegroup 2019 se prépare). Du personnel détaché au titre d'un pays tiers Des Britanniques resteront dans quelques unes de ces missions et opérations qu'ils estiment ‘stratégiques', en particulier celles déployées en Somalie et dans l'Océan indien. Mais en tant que pays tiers, dès que le Brexit sera consommé. Un officier britannique de la marine marchande devrait ainsi être positionné à Brest, chargé d'assurer le lien (précieux) avec toutes les structures britanniques de la marine marchande. Et dans la mission EUCAP Somalia, Londres entend détacher un de ses officiers pour occuper le poste de chef des opérations. Une transition en douceur Dans toutes ces opérations et missions, le départ des Britanniques est désormais non seulement acté, mais leur remplacement est assuré, sans difficulté. Il est difficile désormais, voire quasi impossible, de faire machine arrière. Les Britanniques ont perdu leur tour. Difficile de faire machine arrière Si le Brexit devait être repoussé, il ne changera pas les changements opérés dans les commandements : la relève est déjà en place. Les Britanniques qui occupaient ces positions ont déjà (ou vont) retrouver d'autres fonctions dans l'armée britannique, l'OTAN ou d'autres opérations multinationales. Et dans les générations de force actuelles, ce serait un pari insensé pour les planificateurs britanniques de miser sur une possible annulation ou prolongation longue du Brexit pour faire de nouvelles offres de participation importante. Quelques leçons du départ A cette transition en douceur, si en douceur qu'elle passe inaperçue, on peut tirer d'ores-et-déjà quelques leçons. Premièrement, contrairement à ce qu'avaient affirmé certains dignitaires britanniques, assis confortablement dans leurs sièges en cuir dans des ministères londoniens, et quelques observateurs, peu au fait du fonctionnement réel de l'Union européenne, l'apport britannique dans les missions et opérations de l'Europe de la défense reste modeste. Il peut être facilement compensé, avec juste un peu de bonne volonté de quelques pays membres. Deuxièmement, le départ britannique consacre en fait le retour français dans des opérations et missions qu'ils avaient, ces dernières années, un peu délaissées. Au final, il reste tout de même un pincement au cœur. Les officiers de sa Royale Majesté, croisés durant ces années, m'ont toujours fait bonne impression, avec ce mélange de courtoisie, de rudesse, d'ironie et d'enthousiasme qui fait le charme et l'efficacité de l'armée outre-Manche. Airbus and Germany submit Eurofighter offer to Switzerland
Bern/ Berlin, 18 November, 2020 – Airbus and the Federal Republic of Germany today submitted their official offer to the Swiss Federal Office of Armaments armasuisse for the sale of Eurofighter aircraft to Switzerland. The offer has been prepared in cooperation with the other Eurofighter nations as well as the industrial partners Leonardo and BAE Systems, and meets the requirements of the so called new combat aircraft (Neues Kampfflugzeug - NKF) procurement process implemented by Switzerland to replace its currently used F-5 and F/A-18 fleet with a more modern model. With the acquisition of the Eurofighter, the Federal Republic of Germany is offering Switzerland the opportunity to deepen its existing military partnership, particularly with regard to the joint training of the two air forces. With the Eurofighter, Switzerland will gain full autonomy in the use, maintenance and application of the data from its aircraft. With more than 660 orders, the Eurofighter is by far the most widely used aircraft for securing airspace over Europe. It is operated jointly by the four partner nations Germany, the United Kingdom, Italy and Spain and is undergoing continuous development. Only a few days ago, Germany itself signed the contract for the procurement of 38 Eurofighters from the latest Tranche 4 and is offering Switzerland the opportunity to lay the foundations for even closer political, economic and security cooperation by procuring the same type of aircraft. Michael Flügger, Ambassador of the Federal Republic of Germany to Switzerland, said: "With this offer, we are inviting Switzerland as our neighbor and reliable partner in security policy and economic matters to protect its airspace with the Eurofighter and to close cooperation between our air forces. For Germany, Switzerland is not just a customer, but a strategic ally with whom we would like to further intensify our already close cooperation. The Eurofighter is the only platform jointly developed and operated by several European nations and would therefore be an ideal solution for Switzerland". Dirk Hoke, CEO of Airbus Defence and Space, said: "With the offer submitted today, we want to show that the Eurofighter is the best overall package for Switzerland.
