Lockheed Martin selected as preferred designer for Canada's next generation of warships

A group of companies led by multinational defence giant Lockheed Martin has been selected as the preferred designer for Canada's next generation of warships, the Liberal government said Friday.

The announcement that the group's BAE Type 26 design won the design competition represents a significant step forward for the long-anticipated $60-billion program to replace the navy's aging fleet of frigates.

"The Canadian Surface Combatant project is the largest, most complex procurement ever undertaken by the Government of Canada. These ships will form the backbone of our Royal Canadian Navy and will be Canada's major surface component of maritime combat power for decades to come," Public Services and Procurement Canada said in a press release.

Procurement and defence officials say this is not the final step; they will now enter into negotiations with the winning bidder to confirm it can deliver everything promised in the complex proposal. (Some observers have compared the process to placing a conditional offer on a home.)

The evaluation, which will take place over the winter, involves verifying the winning company's financial wherewithal to complete the project, confirming that the proposal meets the military's combat requirements and hammering down aspects of intellectual property licences.

Cindy Tessier, head of communications for Lockheed Martin Canada, said today the company is "confident that our proposed solution meets the requirements established, offering the best ship for Canada, with the world's most advanced warship design ...

"Our proposal is a true industry team effort, and we look forward to providing any additional information to the Government of Canada and Irving Shipbuilding. We are ready on Day 1."

The federal government now says it expects to award the final design contract sometime over the winter.

It could be 2023 before construction actually gets underway at the go-to yard for warships — Irving Shipbuilding of Halifax.

But finally pulling the trigger on a designer is a "huge step," Dave Perry, an Ottawa-based procurement specialist at the Canadian Global Affairs Institute, said in an interview with CBC's Power & Politics. "There's a huge degree of interest in having this done by the spring, and certainly before the next election."

Perry said the importance of this order should not be underestimated, as the new ships will provide the navy with the bulk of its ocean-going fleet — vessels that can be used in war, to protect trade routes or to deliver humanitarian aid.

"They can basically do anything the government wants them to do," he said.

Perry said the $60-billion contract to build the frigates will be a major boon for the Halifax shipyard in particular. "When the economic impact starts spinning, it's really going to be meaningful," he said.

André Fillion, the assistant deputy minister of defence and marine procurement at Public Services and Procurement Canada, said if the federal government is not satisfied that the top bidder can deliver, it will open negotiations with the second-place team of companies.

Alion Science and Technology, along with its subsidiary Alion Canada, had submitted their proposal based on the Dutch De Zeven Provinciën Air Defence and Command (LCF) frigate.

Navantia, a Spanish-based company, headed a team that included Saab and CEA Technologies.

Its proposal was based on the F-105 frigate design, a ship in service with the Spanish navy.

"The former naval officer in me is very excited," said Pat Finn, a retired rear admiral who heads up the Department of National Defence's material branch. "I've been around this for a long time."

Fillion would not say which aspect of the "due diligence assessment" will be the toughest to overcome.

Prior to asking for ship design bids, federal procurement officials spent a lot of time dealing with issues related to intellectual property on the complex systems that will be put into the new warships. Obtaining the necessary clearances is essential in order for the federal government to be able to maintain the vessels in the future.

Failure to do so could cost taxpayers untold tens of millions of dollars — perhaps hundreds of millions — over the five decades the ships are expected to be in service.

Some design changes are expected after the federal government selects an official winner and a contract is in place.

How many changes will be required is a critical question; Finn would only say he doesn't anticipate cutting steel on the new warships for up to four years.

That fuzzy timeline means the program is already months behind schedule. The design competition was launched almost two years ago, when the Liberal government said selecting a foreign, off-the-shelf design would be cheaper and faster than building a warship from scratch.

Finn acknowledged there will be a production gap at the Irving yard in Halifax of about 18 months between construction of the navy's Arctic offshore patrol ships and the frigate replacements.

He added, however, that the federal government is looking at a variety of options to keep the yard humming, including refit work on the existing frigates and possibly building an additional patrol ship, or ships.

    Chris Thatcher The Canadian government is still a year away from issuing a request for proposals for its next fighter jet, but the general leading the future fighter capability project has indicated what capabilities may drive the Royal Canadian Air Force's (RCAF's) eventual statement of requirements. In a presentation to the Aerospace Innovation Forum in Montreal last week, MGen Alain Pelletier, chief of the Fighter Capability Program, emphasized the importance of a platform with the flexibility to adapt to changing threats over a period of at least 30 years. Setting the future fleet of 88 jets in the context of NATO and NORAD missions, he emphasized the challenge of anticipating, adapting and acting in a threat environment where potential adversaries are investing heavily in longer-range “anti-access/area denial” capabilities, surface-to-air missile systems, exploitation of the electro-magnetic spectrum, and cyber weapons. Pelletier, a CF-188 Hornet pilot with two tours in the Balkans, noted the “operational disadvantage” Canadian pilots currently face from anti-aircraft and surface-to-air threats. In recent NATO air policing missions over Romania and Lithuania, “we fly to a potential threat area knowing that our location and number is known by the adversaries while the intent and willingness...to employ their weapon systems remains unknown,” he said. This was especially true during the CF-188 deployment on Operation Impact over Iraq and Syria. Though the theatre was considered a semi-permissive environment, “had the Syrian government intent changed regarding the use of their airspace, only effective self-protection systems and exploitation of the electro-magnetic spectrums could have protected our fighters against a 20 second engagement by a surface-to-air missile,” he observed. The current NATO environment features a range of advanced surface-to-air systems that “are mobile, digitized, passive, and carry missiles with a cruise speed capability and a classified range in excess of 300 kilometres,” he said. A sortie might begin in a permissive environment but end in a contested one, so the “capabilities of the aircraft at the beginning of the mission [will] define if the future fighter will have an operational advantage.” The NORAD picture is equally challenging. Russian activity in the North has increased in the past several years, Pelletier noted, “with Russian bombers potentially armed with low observable cruise missiles being escorted by fighters...like the advanced [Sukhoi] Su-35 and eventually the Su-57 [first seen] in the Syrian theatre of operations.” “Exploitation of the electro-magnetic spectrum allows Russian platforms to know where Canadian NORAD fighters are,” limiting Canadian options to respond, he added. “The bottom line remains that the defence of Canada and North America requires a future fighter that can adapt and act decisively.” Consequently, a critical requirement of the next fighter jet will be interoperability with NORAD and NATO partners. In particular, Pelletier underscored the importance of being able to share intelligence among 2 Eyes and 5 Eyes partners collected by their respective national assets. The 2 Eyes partnership of Canada and the United States, and the 5 Eyes group of Canada, Australia, New Zealand, the United Kingdom, and the U.S., has been essential to understanding and operating in conflict zones. He also emphasized that operations are heavily dependent on the systematic collection, coordination, fusion, production and dissemination of defence intelligence. “In a fighter aircraft, all systems employ or exploit this information for the use of mission data files, threat libraries, all of which allow the pilots to effectively conduct their mission. Commonality and a growth path are required to ensure the seamless fusion of all systems through the life of the fleet to 2060 and beyond.” NATO and NORAD systems and intelligence interoperability requirements are not new, but the RCAF's demand for 2 Eyes/5 Eyes compatibility could present a barrier for countries and manufacturers that are not part of those closed groups. Several times during his presentation, Pelletier also repeated the need for an aircraft and mission and weapons systems that could be “continuously” upgraded well into the 2060s. Given the innovation forum's focus on disruptive technologies, Pelletier noted the opportunities and threats posed by autonomous systems operating in an integrated and networked fashion, swarming unmanned systems, advanced exploitation of the electro-magnetic spectrum, hypersonic speed, directed energy, quantum technology, and artificial intelligence. The FAA and TCCA are continuing their long tradition of cooperation. The two agencies signed a shared surveillance management plan that defines the process by which they recognize each other's surveillance of manufacturers and their suppliers in the United States and Canada. The Plan ensures manufacturers, certificate holders, production approval holders and suppliers are complying with the responsible countries' applicable regulatory requirements. The plan requires manufacturers to comply with an approved quality system and ensure their subcontractors and suppliers also meet the applicable requirements and adhere to quality standards The result will be less need for FAA and TCCA aviation inspectors to travel to each other's facilities to do surveillance.     Tristin Hopper The Canadian Army brought 20 pistols to an Arkansas shooting competition. Before events had even officially kicked off, 15 of those pistols had jammed so badly during the warmup they couldn't be used. “It was so bad, the guys coming off (the range) were handing over their (remaining five) pistols to the next team because they couldn't trust the others,” said Ken Pole, who wrote about the incident for a feature in Canadian Army Today. On average, Pole found that the Canadians' handguns has jammed once every 62 shots. Their British competitors, by contrast, squeezed off 5,620 rounds without a hitch. This is all pretty standard for the Browning Hi-Power, the 74-year-old pistol still carried as the primary sidearm of the Canadian Armed Forces. Unlike most pistols carried by G7 militaries, Brownings have a tendency to rattle and soldiers have been advised not to fully load the pistol because it will wear out the springs. When a Canadian soldier is deployed to a war zone such as Afghanistan or Mali, they're issued with whatever Browning Hi-Power is deemed to be least likely to give out. That's why some have joked that if they're ever forced to use their sidearm in combat, they'd be better off throwing it than shooting it. “If you give me a choice of a sharp stick or a Browning, I'll ... sadly take the Browning but will look fondly at the stick,” Bob Kinch, a former competitive marksman with the Canadian Armed Forces, wrote in a September Quora post. Like many times when the Canadian military tries to buy something, however, the quest to replace the Browning is now held up in a years-long procurement limbo. A 2016 statement by the Department of National Defence estimated that soldiers wouldn't be able to get their hands on new pistols until at least 2026. Canada's Hi-Powers are so desperately obsolete, however, that the army has been forced to greenlight a stopgap program to buy up some working pistols in the meantime.
