    The Pentagon is downplaying serious problems with the F-35, watchdog says

Tritten The Pentagon is trying to paper over serious problems with the F-35 joint strike fighter aircraft that could endanger troops, according to an investigation released Wednesday by the Project On Government Oversight. An oversight board looking at development of the high-tech fighter made by Lockheed Martin decided in June to downgrade 19 of the aircraft's most severe deficiencies without a plan for fixes, the watchdog group found. The moves could help speed up the F-35 program, the most expensive in Pentagon history, as it moves into a critical phase of development, said Dan Grazier, a military fellow at POGO and long-time program watcher. “They want to be able to go up to Capitol Hill and say, ‘Nope, we don't have any more Category 1 deficiencies,'” Grazier said. Those types of deficiencies can lead to death and injury, loss of the aircraft or a halt to the F-35 production line. The 19 Category 1 deficiencies downgraded by the F-35 Deficiency Review Board on June 4 included an emergency alert system for when pilots eject and a system for bombing coordinates that could protect troops on the ground from friendly fire. The issues were moved to Category II status, which can impede a military mission, according to board meeting minutes obtained by POGO. Overall, the Government Accountability Office found the F-35 has 111 of the most severe Category 1 problems and 855 deficiencies classified as Category II. “This is not how the development process is supposed to work,” according to the watchdog's investigation. The Pentagon's F-35 Joint Program Office and Lockheed Martin did not immediately comment on the POGO investigation. The next big hurdle for the F-35 comes on Sept. 15, which is the deadline for initial test and evaluation of the aircraft. The tri-service fighters are billed as the most advanced in the world and are chock full of new military technology. The Air Force and Marine Corps variants are already in operational use.     [ACTUALISE] Si Dassault et son Rafale n'ont pas su séduire le gouvernement belge, au grand dam d'Emmanuel Macron, la Belgique a annoncé concrétiser l'achat de 442 véhicules blindés auprès d'un consortium français composé de Nexter, Thales et Arquus, pour un montant de 1,5 milliard d'euros. Malgré un niveau de commandes plus faible que prévu. Un pas en avant, un pas en arrière. Si le gouvernement belge a suscité bien de la déception dans l'Hexagone en annonçant le 25 octobre ne pas opter pour le Rafale pour remplacer ses avions de chasse F-16 - Emmanuel Macron regrettant vendredi 26 octobre cette décision, estimant qu'elle va "stratégiquement à contrario des intérêts européens" -, il a malgré tout voulu rassurer en confirmant l'achat de véhicules blindés à un consortium français. Ce contrat avec les industriels français Nexter Systems, Arquus et Thales, avait été annoncé en juin 2017 par le ministre de la Défense belge Steven Vandeput. Il a pourtant vu sa voilure légèrement réduite : au lieu de l'achat de "60 nouveaux véhicules de combat médians du type Jaguar et 417 véhicules de combat légers du type Griffon" promis alors, l'armée de terre belge ne s'arrogerait plus que 60 Jaguar et 382 Griffon, qu'elle devrait mettre en service pour 2025-2030. "Ce partenariat inédit comporte également un volet opérationnel incluant des entraînements, de la formation et le maintien en condition opérationnelle des matériels concernés", annonce le ministère français des armées dans un communiqué du 26 octobre, précisant le montant du contrat: 1,5 milliard d'euros. 382 Griffon et 60 Jaguar Ces blindés ont été développés dans l'Hexagone dans le cadre du programme Scorpion de renouvellement des capacités de combat de l'armée de Terre française, auquel participent notamment Nexter Systems, Thales, Renault Trucks Defense ou encore Safran pour l'optronique. Le Griffon est un véhicule blindé multi-rôle (VBMR) disposant de six roues et pesant environ 25 tonnes. Il va remplacer les véhicules de l'avant blindé (VAB) que ce soit pour des missions de transport de troupes, poste de commandement, observation pour l'artillerie et évacuation sanitaire. Le Jaguar est, quant à lui, un engin blindé de reconnaissance de combat (EBRC). Lui aussi dispose de six roues et pèse près de 25 tonnes, mais il va remplacer les chars légers AMX10RC et Sagaie ainsi que les VAB équipés des missiles Hot. Canon de 40 mm télescopé, missile moyenne portée MMP, ou encore tourelleau téléopéré, vont composer son système d'armement. Du budget restant pour la future Europe de la défense Par ailleurs, en choisissant le F-35 américain de Lockheed Martin pour remplacer ses avions de chasse F-16 après 2023, au détriment du Typhoon d'Eurofighter et du Rafale de Dassault, la Belgique devrait économiser 600 millions d'euros par rapport à ce qui était budgété, a annoncé le Premier ministre Charles Michel le 25 octobre. Ils "pourront être en partie utilisés pour des pré-financements afin de sécuriser les retours sociétaux pour notre pays" alors qu'une autre partie est réservée pour d'éventuels projets futurs en matière de défense européenne, comme le futur système de combat aérien, précise le média belge La Libre Belgique. "L'offre française est arrivé après la clôture", a réagi pour sa part le 26 octobre Emmanuel Macron sur ce dossier. "Je regrette le choix fait. Il n'y avait pas que l'offre du Rafale, il y avait aussi l'Eurofighter, un vraie offre européenne. La décision est liée à une procédure belge, à des contraintes politiques du pays mais stratégiquement va a contrario des intérêt européens".     Army to conduct thorough review of aviation fleet in FY23

    Jen Judson WASHINGTON — As the Army looks to bring on two future helicopters by 2030, the service is planning to review its entire aviation fleet in fiscal 2023, Lt. Gen. James Pasquarette, the Army G-8, told Defense News in an Oct. 8 interview. Over the past several years, the Army has said it is at “an inflection point” when it comes to prioritizing modernization in order to ensure soldiers can fight in a multidomain environment against near-peer adversaries. Part of that is ensuring the Army is balanced properly when it comes to making sure the current fleet is ready while funding the ambitious development of two new aircraft along with a number of other enablers like a digital backbone, air-launched effects and a new engine, to name a few. In FY20, the Army took controversial steps to shift funding from the current fleet to the future one when it decided it would not buy Block II CH-47F Chinook cargo helicopters for the active force, opting to procure the variant just for special operations. Congress has pushed back on that decision in both its FY20 and FY21 defense bills, injecting funding into the program to keep the pump primed to build Block II Chinooks for the active component against the Army's wishes. So far the Army isn't planning on backing down on its decision to scale down and only buy the Block II variant for special operations. “The Army's position has not changed. I mean, our position is we don't have to make a decision,” Pasquarette said. “It's based on the age of the fleet and other factors,” Pasquarette said. “Our concern is that if Congress decides that we need to move down the Block II path here ... that starts to push out dollars against our modernization priorities that we're very concerned about.” The Army “must develop” both the Future Armed Reconnaissance Aircraft (FARA) and the Future Long-Range Assault Aircraft (FLRAA), he stressed. Army Secretary Ryan McCarthy also signaled during an Oct. 8 interview with Defense News that tough decisions on the aviation fleet would have to be made as the FLRAA and FARA aircraft begin to fly. The prototype aircraft for FARA are expected to start flying in the fourth quarter of FY22 and the engineering and manufacturing development phase is expected to begin in FY24. FLRAA prototypes will be delivered in roughly the summer of 2026. The last time the Army restructured its fleet was in 2013 to deal with impending budget cuts and reductions that would have been made through sequestration. The effort was a way to take control of what was cut rather than let every program across the board take salami-slice chops.
