    By: Joe Gould WASHINGTON ― More than two dozen Democrats are demanding that House Armed Services Committee leaders cut defense spending in the 2021 defense policy bill, saying the money would be better spent combating the coronavirus pandemic. A May 19 letter, mostly from Congressional Progressive Caucus members, marked a prelude to what could be complicated efforts to pass the National Defense Authorization Act in the Democrat-led House. The panel is expected in the coming weeks to introduce and mark up a draft, in line with the $740 billion top line set by the 2019 budget deal. But 29 Democrats ― led by House Progressive Caucus Co-Chair Mark Pocan of Wisconsin and Rep. Barbara Lee, a senior appropriator and California progressive ― said the defense spending should be lower than last year's $738 billion top line. With Americans dying from COVID-19 by the thousands, tax dollars would be better spent on an expansion of testing, contact tracing, treatment and vaccine development, they said. “Congress must remain focused on responding to the coronavirus pandemic and distributing needed aid domestically,” the lawmakers wrote. “In order to do so, appropriators must have access to increased levels of non-defense spending which could be constrained by any increase to defense spending.” “Right now, the coronavirus is our greatest adversary. It has killed more than 90,000 Americans, far surpassing the number of casualties during the Vietnam War,” the letter read. “America needs a coronavirus cure, not more war. We need more testing, not more bombs." How the loss of support from 29 House Democrats will factor into passage of the NDAA remains to be seen. In a note accompanying the letter, the organizers noted that if Republicans held back support ― which they did last year ― only 19 Democrats would need to vote “no” this year for the bill to fail. Last year, House Republicans resisted an early version of the 2020 bill written by House Democrats, but even after many of their priorities were stripped out in negotiations with the Republican-controlled Senate, the compromise bill still passed the House without them, 377-48. House Speaker Nancy Pelosi found common ground with the White House on an eleventh hour paid parental leave provision that attracted most Democrats. This year, House Armed Services Committee Chairman Adam Smith, D-Wash., has spoken in favor of working to protect the defense-industrial base through stimulus funding. But with a stimulus bill caught in a partisan deadlock, it's unclear whether lawmakers will see the NDAA as a potential vehicle for defense industry aid. If so, that could be a sticking point. Last month, Smith told reporters that public health needs were more pressing and that within the Pentagon's existing $738 billion budget, defense officials "have a lot of money and ought to spend that money to meet those needs” before Congress considers more. HASC ranking member Mac Thornberry, who led early Republican opposition to last year's bill, has said he is hopeful this year's bill will be more bipartisan. Larter WASHINGTON — The Navy's acquisition boss, aiming to get his arms around the long-term maintenance and ownership costs of the world's most complex fleet, has directed Naval Sea Systems Command to undertake an ambitious long-term plan for all the ships in the fleet. James “Hondo” Geurts, the assistant secretary of the Navy for research, development and acquisition, has asked NAVSEA to compile a 30-year ship repair and maintenance plan that he intends to roll out alongside the annual shipbuilding plan. “The idea is, we have this 30-year shipbuilding plan, that's only as good as our ability to repair and modernize those ships once we build them,” Geurts told a gaggle of reporters Tuesday. “So what we'd like to do is create the companion plan that takes the shipbuilding plan and what we have in inventory, then forecast and plan for all the repair and modernizations that we'll have to do.” The Navy wants to have an idea, as it looks down to road, if it has the needed industrial capacity and infrastructure in place to meet the fleet's needs, which will become especially important as the fleet builds up. In fact, the Navy struggles to adequately maintain the smaller fleet it has today. In testimony last week, NAVSEA head Vice Adm. Thomas Moore told House lawmakers that the net capacity private shipyards that handle surface ship maintenance was only 75 percent of what the Navy required. During the past decade, the increasing demands on a smaller fleet drove deployment lengths to nine months or longer, which racked up a readiness deficit that the Navy is still working through. Deployment lengths have come back down closer to seven months, but the unpredictable operations tempo made it difficult for the Navy to plan yards periods and impacted the business of the private shipyards. Geurts conceded that operations will undoubtedly impact a 30-year maintenance schedule but said having it on paper was the right place to start when managing complicated schedules. “It's a very complex issue with inputs and outputs,” Geurts said. “But the only thing I know is the best way to get after a complex issue is laying out at least what you know and having that at least as a baseline so then when you have to do changes – for operational reasons of whatever — you are changing from a known baseline and you can understand quickly what the second and third order effects are.     By: Andrew Chuter LONDON – Britain's Ministry of Defence has signed a deal with General Atomics for the first three Protector remotely piloted air vehicles destined to equip the Royal Air Force with a replacement for its Reaper drone force. A £65 million (U.S. $80 million) contract for three Protectors, the British version of the MQ-9B SkyGuardian was announced by Defence Secretary Ben Wallace during a virtual air power conference held by the RAF July 15. Protector will fly further, hit harder and, crucially, be able to fly in unsegregated civilian airspace compared with the Reaper vehicles widely used by the British in Afghanistan and the Middle East over the last several years. Three ground stations and other associated support equipment are also included in an initial deal that will see the first vehicle delivered to the British next year. The initial vehicle will remain in the United States for test and evaluation until 2023, ahead of deploying to its UK base at RAF Waddington, eastern England. Able to fly for up to 40 hours Protector is expected to enter service in 2024. The aircraft will be armed with MBDA's Brimstone missile and Raytheon UK's Paveway IV precision-guided bomb, enhanced data links and detect-and-avoid technology. The deal for Protector production includes an option on a further purchase of 13 drones. A contract firming up the options is planned for April next year. An MoD spokesperson denied that breaking up the order into two parts was related to balancing the over-stretched budget for this year. The cost of purchasing the remaining drones is put at around £180 million, or $230 million. The MoD spokesperson said consideration is also being given to an additional acquisition of drones over and above the 16 vehicles already envisaged. A total force of more than 20 Protectors was envisaged in the Conservative government's 2015 strategic defence and security review. Now, the final numbers will likely be subject to the outcome of an integrated defense, foreign policy and security review now underway by the Conservatives. Many people here think the already cash-strapped MoD will be a post-Covid-19 target for capability cuts as the government shifts its emphasis on defense equipment spending away from more conventional technologies into areas like space, cyber and artificial intelligence. Protector has already been a victim of MoD financial pressures. Sir Simon Bollom, the CEO of the Defence Equipment and Support arm of the MoD, alluded to the difficulties saying in an MoD statement his organization had "overcome considerable challenges" to keep the program on track. The vehicle was originally slated to enter service with the RAF in 2018 but that was then put back until 2021 before the new date was agreed.
