The Navy’s acquisition boss has a plan to get fleet maintenance back on track

WASHINGTON — The Navy's acquisition boss, aiming to get his arms around the long-term maintenance and ownership costs of the world's most complex fleet, has directed Naval Sea Systems Command to undertake an ambitious long-term plan for all the ships in the fleet.

James “Hondo” Geurts, the assistant secretary of the Navy for research, development and acquisition, has asked NAVSEA to compile a 30-year ship repair and maintenance plan that he intends to roll out alongside the annual shipbuilding plan.

“The idea is, we have this 30-year shipbuilding plan, that's only as good as our ability to repair and modernize those ships once we build them,” Geurts told a gaggle of reporters Tuesday. “So what we'd like to do is create the companion plan that takes the shipbuilding plan and what we have in inventory, then forecast and plan for all the repair and modernizations that we'll have to do.”

The Navy wants to have an idea, as it looks down to road, if it has the needed industrial capacity and infrastructure in place to meet the fleet's needs, which will become especially important as the fleet builds up.

In fact, the Navy struggles to adequately maintain the smaller fleet it has today. In testimony last week, NAVSEA head Vice Adm. Thomas Moore told House lawmakers that the net capacity private shipyards that handle surface ship maintenance was only 75 percent of what the Navy required.

During the past decade, the increasing demands on a smaller fleet drove deployment lengths to nine months or longer, which racked up a readiness deficit that the Navy is still working through. Deployment lengths have come back down closer to seven months, but the unpredictable operations tempo made it difficult for the Navy to plan yards periods and impacted the business of the private shipyards.

Geurts conceded that operations will undoubtedly impact a 30-year maintenance schedule but said having it on paper was the right place to start when managing complicated schedules.

“It's a very complex issue with inputs and outputs,” Geurts said. “But the only thing I know is the best way to get after a complex issue is laying out at least what you know and having that at least as a baseline so then when you have to do changes – for operational reasons of whatever — you are changing from a known baseline and you can understand quickly what the second and third order effects are. Like we do on new construction, I'd like to introduce that kind of rigor.”

Ultimately the hope is that industry can plan better with a long-term plan in place, Geurts said.

“My hope is if we can do that, industry can start planning resources, they can start hiring resources when they see the signal,” he said. “Right now we are not as well positioned in the future as I'd like to be.”

The U.S. Army on 31 January posted a request for proposal (RFP) on Federal Business Opportunities for OMFV combat vehicle that will be designed for and used by military forces to maneuver Soldiers in the future operating environment (FOE) to a position of advantage, in order to engage in close combat and deliver decisive lethality during the execution of combined arms maneuver. In a notice posted on the Federal Business Opportunities Website, the army called on companies to submit their plans to develop pre-production prototypes of new combat vehicles. The Next-Generation Combat Vehicle – OMFV must exceed current capabilities while overmatching similar threat class systems. It must be optimized for dense urban areas while also defeating pacing threats on rural (open, semi-restricted and restricted) terrain and be characterized by the ability to spiral in advanced technologies as they mature. Since its inception, the NGCV-OMFV program has represented an innovative approach to Army acquisition by focusing on delivering an essentially new capability to the Armor Brigade Combat Teams (ABCTs) while under a significantly reduced timeline, as compared to traditional acquisition efforts. This will be achieved by leveraging existing material solutions with proven capabilities coupled with new technologies to meet the requirements. The draft request sticks to the original target of awarding up to two EMD contracts during the second quarter of fiscal year 2020. Each contractor at that time will deliver 14 pre-production vehicles, as well as two ballistic hulls and turrets. One of the U.S. Army's top research centers has already achieved considerable success in developing a prototype of the Next-Generation Combat Vehicle (NGCV).     By: Sebastian Sprenger COLOGNE, Germany — Lockheed Martin's Sikorsky and Boeing have submitted their proposals for the German military's envisioned heavy transport helicopter program, the companies announced. Sikorsky is offering a version of the CH-53K designed for the U.S. Marine Corps, while Boeing is pitching the H-47 Chinook. The offers, due on Jan. 13, come in response to a request for proposals published by the Bundeswehr last summer. Government officials will spend the greater part of 2020 analyzing the submissions, with a second and final request for offers pegged for the end the year. The multibillion-dollar STH program, short for Schwerer Transporthubschrauber, is meant to replace the German fleet of decades-old CH-53G copters. Deliveries from the winning bidder are slated to begin in 2024 and last through the early 2030s — that is if the program receives budgetary support from the government and lawmakers when the time comes for a contract next year. Both companies have assembled a group of German suppliers that would oversee areas such as maintenance, simulators and documentation in an effort to maximize domestic industry participation. The Bundeswehr initially wanted a no-frills, off-the-shelf cargo helicopter that would be easy on the defense budget. Notably, the Germans also want to use the STH choppers for combat search-and-rescue operations, with plans to raise that mission profile throughout the Air Force's ranks. But last year's solicitation came with an unexpected level of complexity, Frank Crisafulli, Sikorsky's director of international business development for heavy helicopters, told reporters during a company presentation in Bonn, Germany, on Monday. “Folks were caught by surprise,” he said. The added complications are due, for example, to the Bundeswehr's goal of having the helicopters certified in accordance with European civilian aviation regulations. In addition, German officials want a weather radar better than the one offered in the Marine Corps version of the CH-53K, plus a multilayered radio communications setup," Crisafulli said. As envisioned, the STH program would plunge the German military into a model of contractor-driven support popularized by the U.S. Defense Department under the moniker of performance-based logistics, or PBL. The idea is that the government can save money by dictating to contractors what level of readiness it wants for its hardware, and then letting vendors figure out how to meet those objectives within a given budget. Pentagon auditors previously affirmed the basic premise of performance-based logistics, with one key caveat: The government must have enough insight and clout in the programs to be able to set sensible performance benchmarks at rates favorable to taxpayers. According to Mike Schmidt, CEO of Rheinmetall Aviation Services, one of Sikorsky's key local partners, the concept is relatively new for Germany. At an STH industry day in 2018, “nobody knew what PBL was,” he said. At stake for the contractors is a 40-year relationship with Germany over the life cycle of the program. Boeing has portrayed its Chinook offering as a low-risk and low-cost option because more than 950 of the aircraft are already used by 20 countries.
