Levée de la pause opérationnelle de la flotte d’aéronefs CT-114 Tutor

Le major-général Iain Huddleston, commandant de la 1re Division aérienne du Canada et autorité de navigabilité opérationnelle de l’Aviation royale canadienne (ARC), a levé la pause opérationnelle de la flotte d’aéronefs CT-114 Tutor à compter du 20 septembre.

La pause opérationnelle avait été instaurée à la suite d’un accident impliquant un aéronef CT-114 Tutor du 431e Escadron de démonstration aérienne (connu sous le nom de Snowbirds) le 2 août 2022 à Fort Saint John, en Colombie-Britannique. L’autorité de navigabilité opérationnelle a déclaré la pause opérationnelle le 8 août après avoir consulté les enquêteurs de la Direction - Sécurité des vols (DSV) de l’ARC et les experts de l’autorité de navigabilité technique qui relèvent du sous-ministre adjoint (Matériel) du ministère de la Défense nationale.

Une pause opérationnelle signifie que les aéronefs (qu’il s’agisse d’aéronefs spécifiques ou d’une flotte) cessent temporairement de voler jusqu’à ce qu’une évaluation des risques liés à la navigabilité opérationnelle puisse être réalisée et que les opérations de vol puissent reprendre en toute sécurité. Dans le cas présent, l’accident fait toujours l’objet d’une enquête par la DSV, mais l’enquête a permis d’obtenir suffisamment d’informations pour qu’une évaluation approfondie des risques puisse être réalisée. Le rapport initial de l’enquêteur vous informe de la DSV a été publié et a confirmé que la panne du moteur était due à un filtre à huile mal assemblé. L'enquête analyse actuellement les facteurs humains qui pourraient avoir contribué à cet événement.

L’équipe reprendra ses vols à sa base d’attache de la 15e Escadre Moose Jaw, en Saskatchewan cette semaine. Peu de temps après, les aéronefs CT-114 des Snowbirds actuellement à Penticton et à Fort Saint John, en Colombie-Britannique, commenceront à retourner à la 15e Escadre Moose Jaw, en Saskatchewan.

Le type de vol de précision requis pour les spectacles acrobatiques des Snowbirds exige un très haut niveau de compétence qui, à son tour, nécessite beaucoup de pratique. Étant donné que l’équipe n’a pas volé depuis l’accident du 2 août, il ne lui reste pas suffisamment de temps pour effectuer le nombre d’entraînements nécessaires pour être prêts en vue de ses spectacles prévus. En conséquence, la décision d’annuler les spectacles prévus restants de l’équipe pour 2022 a été prise.

    David Pugliese, Ottawa Citizen The Canadian government is changing the terms of the $19-billion competition to replace its aging fleet of fighter jets to allow the U.S. to enter its F-35 stealth fighter. The changes will allow for a more flexible approach in determining the value of the benefits bidders offer to Canadian defence firms, industry sources say, and come after a series of discussions with the U.S. government and threats by the Pentagon to withdraw the jet from consideration. Under the current terms, bidders were required to offer industrial benefits to Canada as part of the competition. That system, which would have disadvantaged the F-35, will now be amended, sources say. But those companies that do guarantee work for Canadian firms will receive more consideration under the new rules. U.S. officials had warned that the agreement Canada signed to be a partner nation in Lockheed Martin’s development of the F-35 prohibits those partner nations from imposing requirements for industrial benefits in fighter jet competitions. “We cannot participate in an offer of the F-35 weapon system where requirements do not align with the F-35 Partnership,” U.S. Navy Vice-Adm. Mathias Winter told Canadian officials in a letter sent in December. Under the agreement, companies from the partner nations are eligible to compete for work on the F-35s, and contracts are awarded on a best-value basis. Over the last 12 years, Canadian firms have earned more than $1.3 billion in contracts to build F-35 parts. In a statement issued last week, Lockheed Martin Canada said that hundreds of Canadian jobs had been created by work on the jet. The firm noted that it continued to provide feedback to the U.S. government, which is involved with Canada in government-to-government discussions on the fighter jet program. The competition to win the Canadian contract for a fleet of 88 new fighter jets was launched on Dec. 12, 2017 and at this point four fighter jets are expected to be considered. Those include the F-35, the Super Hornet, the Eurofighter Typhoon and the Gripen. The Canadian government expects to award the contract in 2022. A request for bids for the new jets was scheduled to be released in conjunction with the CANSEC defence trade show in Ottawa at the end of the month, with bids to be evaluated by 2021. However, the government now admits that schedule is risky. In its latest update on major equipment projects the Department of National Defence said “The approved schedule is considered very aggressive,” and that “The project team is managing a number of risks which have the potential to impact schedule.” The document doesn’t outline the specific risks but DND officials have acknowledged that figuring out how to deal with industrial benefits linked to the project could cause delays. The delivery of the first of the jets is expected in the mid-2020s, with the full capability available in the early 2030s, according to the DND document. The plan to purchase used Australian F-18s in the interim, the first already delivered, is also outlined in the document.     Finland, which is considering the same aircraft as Canada, for its new jet fleet, is requiring each competing aerospace company to provide two aircraft to test at low temperatures and in real world operating conditions. DAVID PUGLIESE, OTTAWA CITIZEN  Updated: January 15, 2020 Canada won’t conduct a fly-off between fighter jets competing to become the country’s new warplane nor conduct testing to see how such aircraft perform under cold weather conditions. The decision not to proceed with such tests under Canada’s $19-billion future fighter procurement program stands in contrast to Finland, which is considering the same aircraft as Canada, for its new jet fleet. Each competing aerospace company is required to provide Finland with two aircraft to test at low temperatures and be evaluated in real world operating conditions. Public Services and Procurement Canada has confirmed that Canada will not do any fly-offs among competing jet or tests for cold-weather operations like Finland has underway. “We do not have plans for an exercise of this nature,” stated department spokeswoman Stéfanie Hamel. Finland and Canada are considering the Boeing Super Hornet, Lockheed Martin F-35 and Saab Gripen. The Finnish Air Force is also testing the Dassault Rafale and the Eurofighter Typhoon, both of which pulled out of the Canadian competition because of worries the process was rigged to favour the F-35. Finland hopes to buy 64 aircraft. Canada will purchase 88 aircraft. Canadian aerospace industry representatives say the competing companies as well as allied air forces could provide Canada with results from tests they have conducted on the competing aircraft. Finland could have taken the same route but its procurement staff want to ensure the country is getting value for money since the project will cost around $14 billion. Finnish defence ministry program manager Lauri Puranen outlined in a blog post the extensive tests that will be conducted and the reasons for not relying on tests conducted by others. “The Finnish operating environment and operating methods may differ from other users’ weather and lighting conditions,” Puranen stated. “Winter conditions affect the operation of the multi-function fighter and especially the performance of electro-optical systems, but possibly other active and passive systems as well.” The fighter jet candidates will be tested on the ground, in the air, and during takeoff and landing, he added. The testing of the competing aircraft is currently underway. Another series of tests involving the jets taking part in flight operations and a simulated lengthy war game will be conducted by the Finnish Air Force later this year. Finland expects to select a winner for the aircraft program in 2021. The planes, which will replace Finland’s current fleet of F-18s, are expected in 2025. The Canadian government expects bids for its fighter jet program to be submitted by the end of March. A winning bidder is to be determined by early 2022. The first aircraft would be delivered to the Royal Canadian Air Force by 2025. Information about how Canada intends to evaluate the jets is limited. But Public Services and Procurement Canada has noted that technical merit will make up the bulk of the assessment at 60 per cent. Cost and economic benefits companies can provide to Canada will each be worth 20 per cent. Concerns have been raised by Lockheed Martin’s rivals that the competition has been designed to favour the F-35. This newspaper reported last year the requirements for the new jets put emphasis on strategic attack and striking at ground targets during foreign missions. That criteria is seen to benefit the F-35. In addition, the federal government changed criteria on how it would assess industrial benefits after the U.S. government threatened to pull the F-35 from the competition. The Conservative government had previously selected the F-35 as the air force’s new jet but backed away from that plan after concerns about the technology and growing cost. During the 2015 election campaign, Justin Trudeau vowed that his government would not purchase the F-35. But at the same time, Trudeau stated his government would hold an open competition for the fighter purchase. The Liberal government backed away from its promise to freeze out the F-35 and the aircraft is now seen as a front-runner in the competition as it has many supporters in the Royal Canadian Air Force. Many of Canada’s allies plan to operate the plane. Le gouvernement du Canada s’est engagé à soutenir la collectivité de recherche et sauvetage en la munissant des outils et de la technologie dont elle a besoin afin de mieux servir les Canadiens et pour établir une approche uniforme aux opérations de recherche et de sauvetage partout au pays. Aujourd’hui, au nom de l’honorable Bill Blair, président du Conseil privé de la Reine et ministre de la Protection civile, le secrétaire parlementaire Yasir Naqvi a annoncé une subvention de 1,4 million de dollars à l’entreprise Counter Crisis Technology Inc. Ce financement, disponible par l’entremise du Fonds des nouvelles initiatives de recherche et de sauvetage de Sécurité publique Canada, soutiendra le développement et la mise en œuvre d’une solution logicielle d’un système partagé de commandement des opérations dont profiteront les bénévoles et le personnel rémunéré en recherche et sauvetage au sol, notamment les services de police, et ce, dans tout le pays. Le nouveau système améliorera la recherche et le sauvetage au sol au Canada en s’appuyant sur la technologie existante pour renforcer la coordination entre les organismes de recherche et de sauvetage. À cette fin, il mise sur le partage des connaissances, de l’information et des données entre les administrations.
