Les 4 projets militaires et spatiaux de Boeing à suivre en 2019

Drone MQ-25, Boeing MH-139 ou T-X, programme Starliner... Boeing dresse le bilan de son actualité militaire et spatiale de 2018 par le biais de deux courtes vidéos. L'occasion pour l'Usine Nouvelle de revenir plus en détails sur les principaux projets du géant aéronautique américain.

1 - Boeing MH-139 :

A destination de l'US Air Force, les Boeing MH-139 permettront à l'armée américaine de remplacer ses célèbres UH-1N "Huey", en service depuis plus de 40 ans. Les petits nouveaux serviront pour la protection des bases hébergeant des missiles balistiques intercontinentaux ainsi que pour le transports des militaires et des membres du gouvernement américain. Les premières livraisons sont prévues pour 2021.

2 - Boeing MQ-25 :

En début d'année, Boeing a présenté un prototype de son nouveau drone, le MQ-25. Cet appareil sans pilote aura pour mission de ravitailler en carburant et en plein vol les différents engins Boeing de l'armée américaine, comme les F/A-18 Super Hornet, les EA-18G Growler et les Lockheed Martin F-35C fighters. Le drone est désormais prêt, et devrait être mis en service pour l'US Navy "dès que possible".

3 - Boeing T-X :

Boeing fournit également à l'armée américaine son nouveau système de formation pour pilotes. Constitué d'un modèle spécial d'avion, d'une base au sol et de divers supports, il devrait permettre à l'US Air Force d'entraîner au mieux ses équipes. Un vol test avait déjà eu lieu en mai dernier. Autre source de fierté outre-Atlantique, 90% de l'appareil T-X est conçu aux États-Unis, et le programme devrait fournir plus de 17 000 emplois dans 34 Etats.

4 - Boeing Starliner :

2018 aura été une année bien remplie pour les équipes du programme spatial de Boeing. Elles développent leur nouveau véhicule spatial CST-100 Starliner en collaboration avec la NASA, pour le transports des équipages vers la station spatiale internationale. Le Starliner a été conçu pour accueillir jusqu'à sept passagers pour des missions en orbite basse. Dans le cadre des prochains voyages jusqu'à l'ISS, quatre membres de l'agence américaine accompagnés de matériels et de données scientifiques feront le trajet. Chaque Starliner est utilisable jusqu'à dix fois, avec une période de six mois entre chaque voyage. Il est également équipé du wi-fi et d'une interface tactile.

Pas moins de 3 Starliners sont développés actuellement au sein du célèbre Kennedy Space Center de la NASA, en Floride. En avril dernier, Boeing a publié sur Youtube la vidéo à 360° ci-dessous. Elle permet de voir un court instant ce qu'il se passe entre les murs de l'usine, pour la conception de l'une des navettes.

Enfin, pour les plus passionnés, Boeing propose une interview (en anglais) de Chris Ferguson. Ancien capitaine de la Navy, il est surtout connu pour avoir été pilote et commandant de 3 missions spatiales de la NASA, STS-115 en 2006, STS-126 en 2008 et STS-135 en 2011. Il travaille depuis avec Boeing dans le cadre du programme Starliner, et devrait être le premier astronaute que la société enverra dans l'espace.

    Navy Refining How Data Analytics Could Predict Ship Maintenance Needs

    By: Ben Werner WASHINGTON, D.C. – Extending the lifespans of existing ships using data-driven maintenance efforts is the best strategy for achieving a 355- ship navy, said the Naval Sea Systems Command chief engineer. The key to maintaining ships and enabling the Navy to extend their lifespans is data analytics, Rear Adm. Lorin Selby, the chief engineer and deputy commander of ship design, integration and naval engineering at NAVSEA, said Thursday at the American Society of Naval Engineers' annual Technology, Systems & Ship symposium. “I have ships with a number of sensors on them, measuring things like reduction gears, showering components, turbines, generators, water jets, air conditioning plants, high packs, a number of components, and we're actually pulling data off those ships, in data acquisition systems,” Selby said. At the Naval Surface Warfare Center Philadelphia Division, Selby's team is analyzing data gleaned from smaller ship component operations to determine how often such components need servicing, oil changes, filter changes, other maintenance actions and replacement. The process is called condition-based maintenance plus (CBM+), and Selby wants CBM to drive improvements in maintaining ships. “That's one of the things we're doing to get after utilizing the technology we have today to operate the ships we have today more efficiently and more effectively,” Selby said. The Navy has dabbled with CBM for years. A 2008 Department of Defense Conditions Based Maintenance Plus guidebook mentions NAVSEA efforts. However, two years ago at the ASNE TSS symposium, NAVSEA Commander Vice Adm. Tom Moore told USNI News that the Navy's use of CBM had perhaps gone too far and was disrupting the shipyards' ability to plan for large maintenance jobs properly. During previous attempts at incorporating CBM, there was a thought that, if major efforts like refurbishing tanks were only done when needed, rather than on a predetermined timetable, the Navy could avoid spending time and money on work ahead of need. However, that also meant that shipyards wouldn't have a clear work package before a ship showed up at the pier, adding uncertainty and, ultimately, more time and cost into the maintenance availability. This time around, Selby sees condition-based maintenance as a way to address smaller maintenance items in such a way that data analysis points a ship crew to components that are experiencing minor performance issues or otherwise showing signs they are about to fail before the failure actually occurs. This summer, a pilot program using enterprise remote monitoring will occur on an Arleigh Burke-class destroyer, he said. Data collected will be sent for analysis, and operators will learn how to use the data to understand how their systems are performing and if maintenance or repairs are needed. Selby wants to have a system of apps the Navy can use to collect data from ship components, analyze the data, share it with operators and schedule work. He wants to hold a competition for app developers to create apps the Navy will test for use in the fleet. Describing his vision, Selby said, “the systems that will be monitoring, say the turbine; it will tell the operators when a work procedure has to be performed and it will also then tap into the work package side of the house and generate a work package that gets sent to the ship, to the work center, to do the work. And if there's a part involved, it will be able to pull a part from the supply system.” Testing is occurring now, but Selby concedes there are some obstacles the Navy has to overcome before large-scale deployment. The Navy is struggling with how to transmit data securely, something Selby discussed during an earlier session at the symposium. The data also has to be secured. “The performance of any given asset is something we want to hold close. So I think what you have to do is you have to architect this from kind of the get-go with that kind of security mindset in mind,” Selby said. “You can harvest that data and you could potentially discover vulnerabilities, so you have to protect that. That's part of my project: as I do this, we're bringing that security aspect into the program.” Extending the lifespan of the Navy's current fleet is essential if the Navy is going to grow to 355-ships, Moore said during his keynote address after Selby spoke Thursday. The Navy, military planners at the Pentagon, the White House and lawmakers are all anxious to reach 355 ships as soon as possible because Moore said current forces are stretched too thin. “We in the Navy, we don't have enough forces to go everywhere we need to go, and we have a pretty fragile mix of ships, so that when we miss an availability coming out on time, or we don't build something to the schedule they're supposed to build to, there are real-world consequences to that,” Moore said. The true determining factor of whether a ship's lifespan can be extended, Moore said, is the platform's flexibility. The Arleigh Burke-class is the Navy's workhorse today because, during the past 30 years, the Navy has successfully updated its operating systems. Moving forward, Moore said extending the life of the ships in this class means back-fitting many of the older Flight I and Flight II with a scaled-back version of the AN/SPY-6(V) Air and Missile Defense Radar (AMDR) to keep these ships relevant to current and future mission needs. “If you're willing to do the maintenance on the ships, from a hull and mechanical perspective, you absolutely can keep them longer,” Moore said. “The issue is really not can you keep them 50 years; the issue is can they maintain combat relevance.     U.S. SPECIAL OPERATIONS COMMAND Wyle Laboratories Inc. (KBRwyle), Houston, Texas, has been awarded a $500,000,000 maximum ceiling value, indefinite-delivery/indefinite-quantity contract (H92400-19-D-0001) for contractor-provided personal services and expertise to U.S. Special Operations Command (USSOCOM) to support the Preservation of the Force and Family Program. The support will be provided at 26 geographic locations inside and outside of the continental U.S. The contract has a base period of five years with one three-year option period for a total ordering period of up to eight years. This contract was awarded through full and open competition with eight proposals received. USSOCOM, Tampa, Florida, is the contracting activity. ARMY General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $192,660,310 modification (P00071) to contract W58RGZ-17-C-0018 for Gray Eagle performance-based logistics. Work will be performed in Poway, California, with an estimated completion date of April 23, 2019. Fiscal 2019 operations and maintenance, Army funds in the amount of $41,825,728 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. NAVY Konecranes Nuclear Equipment and Services LLC, New Berlin, Wisconsin, is awarded a $54,928,445 firm-fixed-price contract to provide one 140-ton portal crane at Portsmouth Naval Shipyard. The work to be performed provides for the contractor to design, fabricate, assemble, shop test, deliver, install, inspect, field test and make ready for use one 140-ton portal crane. The crane shall be a portal type with a rotating superstructure, luffing boom, main hoist and an auxiliary hoist designed to meet the dimensional and functional requirements of the specification. Crane installation and utilization will be performed in Kittery, Maine, and is expected to be completed by May 2021. Fiscal 2019 other procurement (Navy) funds in the amount of $54,928,445 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with two proposals received. The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-19-C-1000). General Dynamics Mission Systems, Pittsfield, Massachusetts, is awarded a $18,537,696 cost-plus-incentive-fee, cost-plus-fixed-fee contract for research and development, and sustainment efforts for the U.S. SSBN Fire Control Sub-system (FCS); the United Kingdom FCS; and the U.S. SSGN Attack Weapon Control System, including training and support equipment and U.S./UK Shipboard Data System. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded $8,700,187 for cost-plus-fixed-fee order N0001919F0276 against a previously issued basic ordering agreement (N00019-14-G-0020). This order provides support services to design a non-Department of Defense (DoD) participant strategic facility in support of the F-35 aircraft.     Airbus reports $515M in first-quarter losses

The European manufacturing giant reported €481 million (U.S. $515 million) in losses in the first quarter, put thousands of workers on furlough and sought billions in loans to survive the coronavirus crisis. And its CEO said Wednesday it's still at an “early stage.” Even after virus-related travel restrictions eventually ease, Chief Executive Guillaume Faury acknowledged it will take a long time to persuade customers to get back on planes. Just how long, he can't predict. “We are in the gravest crisis the aerospace industry has ever known,” Faury said. “Now we need to work as an industry to restore passenger confidence in air travel as we learn to coexist with this pandemic.” Images shared online of packed planes and maskless, elbow-to-elbow passengers on U.S. flights — despite virus protection guidelines - have worried travelers and airline unions alike. International travel restrictions, meanwhile, have grounded thousands of planes worldwide. Faury insisted that airplanes are “probably the best place to be” during a virus outbreak because of air filtration systems put in place after previous virus outbreaks and other threats, but said Airbus will work with aviation authorities to try to calm the public. Shares in Airbus and Boeing have dropped some 60 percent this year as customer airlines collapse or seek billions of dollars in government bailouts. Airbus was unable to deliver 60 planned planes in the quarter because of virus-related problems, and said the second quarter looks similarly rough. Customers are asking for delays, which Faury called “the biggest issue we are managing at the moment.” Airbus executives expressed hope Wednesday that deliveries could start picking up in the second half of the year. But they refused to issue long-term guidance given that the virus is still spreading, and that governments are reluctant to relax international travel restrictions. U.S. rival Boeing is facing similar woes. Boeing's CEO said Monday that it will take years for the aircraft-building business to return to levels seen before the coronavirus pandemic. Airbus has slashed production by a third since the virus hit, and Faury said Airbus will study “resizing” the company after the crisis ebbs — a worrying prospect on a continent where Airbus has factories in four countries and is one of the region's industrial leaders. Already 3,000 Airbus workers in France are on temporary unemployment and the number is expected to grow. In addition, 3,200 workers in the U.K. are on furlough and negotiations are under way to put thousands of German workers on short work plans. A recent letter by Faury warning workers that the company is “bleeding cash” was a shock to many. But Frederic Romain of French union CFTC said “the situation requires transparency. It allows workers to open their eyes” to what's ahead. “Fears? We have a lot of them. For the moment we don't have a clear vision of what awaits us," Romain said. Airbus reported a 15 percent drop in revenues to €10.6 billion in the first quarter.
