Les 15 projets prioritaires du couple franco-allemand. La liste

(B2) Pour « mettre en œuvre le Traité d'Aix-la-Chapelle », Français et Allemands ont ciblé « 15 projets prioritaires, dont le suivi sera assuré par le Conseil des ministres franco-allemand ». En voici la liste : sympathique, mais pas vraiment très enthousiasmant...

  1. Coopération accrue au sein du Conseil de sécurité des Nations Unies, à l'occasion du mandat de deux ans de l'Allemagne, notamment par le « jumelage » des deux présidences du Conseil de sécurité (la France en mars et l'Allemagne en avril 2019, en 2020 soit en mai/juin soit en juin/juillet).
  2. Création de quatre instituts culturels franco-allemands intégrés (Rio, Palerme, Erbil, Bichkek) et co-localisation de cinq instituts français et allemands (Cordoba, Atlanta, Glasgow, Minsk, Ramallah).
  3. Création d'une plateforme numérique franco-allemande de contenus audiovisuels et d'information.
  4. Élargissement des programmes de mobilité, par exemple dans le cadre de l'Office franco-allemand pour la Jeunesse, notamment pour les jeunes ayant des besoins spécifiques, les stagiaires et les apprentis, et fixation d'objectifs quantifiables.
  5. Mise en place d'un Fonds citoyen commun destiné à appuyer les projets conjoints d'acteurs de la société civile, notamment les initiatives citoyennes et les jumelages de communes.
  6. Mise en place d'un comité de coopération transfrontalière chargé de définir une stratégie commune pour le choix de projets prioritaires, d'assurer le suivi des difficultés rencontrées dans les territoires frontaliers et d'émettre des propositions en vue d'y remédier.
  7. Mise en œuvre conjointe d'un projet de territoire portant sur la reconversion de la zone de proximité de la centrale nucléaire de Fessenheim dans le contexte de sa fermeture, au travers d'un parc d'activités économiques et d'innovation franco-allemand, de projets dans le domaine de la mobilité transfrontalière, de la transition énergétique et de l'innovation.
  8. Amélioration des liaisons ferroviaires transfrontalières, par exemple : Colmar-Fribourg, en reconstruisant le pont traversant le Rhin en fonction des résultats de l'étude de faisabilité en cours, mais aussi liaison entre Strasbourg et l'aéroport de Francfort, liaison Strasbourg-Palatinat, liaison entre Sarrebruck et Paris.
  9. Renforcement de la coopération bilatérale de haut niveau en matière d'énergie et de climat, notamment concernant les plans nationaux pour l'énergie et le climat. Cela doit permettre de partager des hypothèses sur l'évolution du mix électrique, d'étudier la possibilité d'instaurer un plan commun franco-allemand dans les stratégies nationales, et de créer des incitations afin de faciliter la réalisation des objectifs nationaux en matière de transition énergétique.
  10. Création d'un réseau franco-allemand de recherche et d'innovation (« centre virtuel ») pour l'intelligence artificielle, reposant sur les structures existantes des deux pays.
  11. Coopération dans le secteur spatial en suivant trois axes prioritaires : promotion d'une stratégie commune pour une Europe plus innovante au sein de la nouvelle économie spatiale ; coopération permettant d'accroître la compétitivité de l'industrie spatiale, notamment dans un cadre industriel optimisé ; consolidation de l'accès autonome de l'Europe à l'espace gr'ce à des investissements en recherche et développement, la rationalisation industrielle et la préférence accordée aux lanceurs européens.
  12. Promotion de directives au niveau international sur l'éthique des nouvelles technologies et de valeurs communes dans la sphère du numérique et la société numérique.
  13. Création d'un groupe d'experts dans le domaine social, comprenant les partenaires sociaux, sur « l'avenir du travail ».
  14. Coopération au sein de l'Union européenne dans le domaine des services et des marchés financiers, afin de parvenir à un cadre de régulation de haute qualité, notamment sur la finance durable.

    Pentagon loosens cash flow for industry, more measures likely coming

    By: Aaron Mehta WASHINGTON — The Pentagon has opened up cash flow for the defense industry, the latest in a series of moves from the department to combat economic damage brought about by the new coronavirus pandemic. In a memo released Sunday, the department announced that progress payment rates for defense items under contract will increase from 80 percent of cost to 90 percent for large businesses, and from 90 percent to 95 percent for small businesses. The move will allow industry to receive more cash up front than under normal circumstances. The order was signed by Kim Herrington, acting principal director for defense pricing and contracting at the Department of Defense. In a statement, spokesman Lt. Col. Mike Andrews called the move “an important avenue where industry cash flow can be improved." The Defense Contracting Management Agency “will work on mass modifications to contracts where applicable (vs one by one) using DCMA authorities,” Andrews said. “In addition, the Department is accelerating payments through several means to prime contracts and directing prime contracts to expedite payments to subcontractors.” The increase in cash flow was sought by both industry and supporters in Congress. An increase in early payments was one of the requests made by the Maine delegation to Defense Secretary Mark Esper last week. The Pentagon plans to return to normal operations once the national emergency caused by COVID-19 has passed. Notably, the announcement of the move included a warning that “it is especially important to understand that during this crisis the [defense-industrial base] is vulnerable to adversarial capital, we need to ensure companies stay in business without losing their technology.” Over the last two years the department has focused on ensuring Chinese investment is limited in the defense-industrial base. The move comes after the DoD issued guidance to industry that defense contractors are considered “critical infrastructure” under a Department of Homeland Security definition, which should allow contractors to continue to work even if local governments issue orders to freeze work, as has happened in New York and San Francisco. However, that guidance was advisory in nature and does not have the full legal authority that industry leadership had sought, per a Friday letter to Esper from the Aerospace Industry Association. “Recent DHS and USD (A&S) memoranda have been helpful on a case-by-case basis, but they are advisory in nature and not legally binding; to establish stability for our operations across the nation, the federal government should legally establish national security programs and our workforce as essential,” read the letter, signed by AIA head Eric Fanning; Northrop Grumman CEO Kathy Warden; and Kelly Ortberg, special adviser to the Office of the CEO of United Technologies. In an investors note, analyst Roman Schweizer of Cowen noted: “These new policies provide clarity on issues companies have been concerned about, but we do not think they alleviate all of industry's concerns nor do they eliminate all the disruption. But they are positive signs that DoD will help mitigate reasonable impact.” More efforts are likely to emerge in the coming days, including new measures from the Small Business Administration and its small business emergency loan program to help protect small key defense suppliers who are particularly vulnerable at this time. Major defense industry partners are also seeking relief in fulfilling contract milestones that could be impacted by the outbreak. “We encourage DoD to publish regulatory authority requiring contracting officers to consider financial relief as part of requests for equitable adjustments for measures we take in response to COVID-19,” the AIA letter read. “This includes relief related to bans, closures, quarantines and other travel restrictions, the loss of public infrastructure and public transportation, restricted access to resources and tools, and other public safety restrictions.” On Friday, the Acquisition and Sustainment division of the Small Business Office reached out to the defense industry's small businesses and is working with the Small Business Administration and its small business emergency loan program to help protect these companies. https://www.defensenews.com/coronavirus/2020/03/23/pentagon-loosens-cash-flow-for-industry-more-measures-likely-coming/

    Army looks to a future of integrated fire

    By: Daniel Cebul WASHINGTON — Even as Army leadership points to the great progress made toward interoperability of missile systems, the future could take that vision one step further. During a Monday panel hosted by Defense News at the Association of the United States Army annual meeting, Col. John Rafferty, director of the Long-Range Precision Fires Cross-Functional Team, said the Army aspires to have “an integrated network, rather than interoperability, which is the work around" in the meantime. "When we get into operational strategic fires we want to extend the systems approach across the fires warfighting function, offensive and defense,” Rafferty added. Tom Karako, director of the Center for Strategic and International Studies' Missile Defense Project, stressed that a more aggressive approach to integrating offensive and defense fires is required to defeat current and future near-peer threats. One area Karako has his eye on “is the degree of integration between Maneuver SHORAD, and frankly the whole rest of ARMY AMD, as well as offensive fires. Making sure that interoperability or integration is common as opposed to being another stovepipe of excellence.” The Integrated Air and Missile Battle Command System (IBCS) is one Army program that will be key to achieving integrated fires. The brains behind the Army's future air and missile defense command-and-control system, IBCS will improve the operational capabilities of current AMD systems like THAAD and Patriot by connecting the former disparate systems. When integrated, the Army can leverage THAAD's AN/TYP-2 radar to extend Patriot's effective range and provide a clearer picture of incoming threats. Discussing the importance of integrated air and missile defenses, Karako said, “just as there is that full spectrum of air and missile threats, we're going to need to have a full spectrum and integration of air and missile defense.” Rafferty and his team have not overlooked the significant investment being made in long-range precision fires. “I definitely feel like we are the number one modernization priority for the Army,” Rafferty said. “I also realize that with the investment comes a sense of cost consciousness because we know that hard choices were made ... across the Army to resource this number one priority.” And while Rafferty's cross functional team is receiving significant funding, the Army knows it has to work as a team to achieve its goals. As explained by Brig. Gen. Alfred Abramson, the program executive officer with PEO Ammunition, the Army has to put their heads together to figure out “where's the juice worth the squeeze in terms of investment." "Can we build a better mouse trap so to speak with some limited dollars, because you can't spread it across everything,” said Abramson, adding that his organization has seen a significant spike of about $2.5 billion for fiscal years 2017 to 2022 funding for ammunition and armament systems products. "At the same time we have a conversation with Col Rafferty's organization about what direction should we be heading.
