Les 15 projets prioritaires du couple franco-allemand. La liste

(B2) Pour « mettre en œuvre le Traité d'Aix-la-Chapelle », Français et Allemands ont ciblé « 15 projets prioritaires, dont le suivi sera assuré par le Conseil des ministres franco-allemand ». En voici la liste : sympathique, mais pas vraiment très enthousiasmant...

  1. Coopération accrue au sein du Conseil de sécurité des Nations Unies, à l'occasion du mandat de deux ans de l'Allemagne, notamment par le « jumelage » des deux présidences du Conseil de sécurité (la France en mars et l'Allemagne en avril 2019, en 2020 soit en mai/juin soit en juin/juillet).
  2. Création de quatre instituts culturels franco-allemands intégrés (Rio, Palerme, Erbil, Bichkek) et co-localisation de cinq instituts français et allemands (Cordoba, Atlanta, Glasgow, Minsk, Ramallah).
  3. Création d'une plateforme numérique franco-allemande de contenus audiovisuels et d'information.
  4. Élargissement des programmes de mobilité, par exemple dans le cadre de l'Office franco-allemand pour la Jeunesse, notamment pour les jeunes ayant des besoins spécifiques, les stagiaires et les apprentis, et fixation d'objectifs quantifiables.
  5. Mise en place d'un Fonds citoyen commun destiné à appuyer les projets conjoints d'acteurs de la société civile, notamment les initiatives citoyennes et les jumelages de communes.
  6. Mise en place d'un comité de coopération transfrontalière chargé de définir une stratégie commune pour le choix de projets prioritaires, d'assurer le suivi des difficultés rencontrées dans les territoires frontaliers et d'émettre des propositions en vue d'y remédier.
  7. Mise en œuvre conjointe d'un projet de territoire portant sur la reconversion de la zone de proximité de la centrale nucléaire de Fessenheim dans le contexte de sa fermeture, au travers d'un parc d'activités économiques et d'innovation franco-allemand, de projets dans le domaine de la mobilité transfrontalière, de la transition énergétique et de l'innovation.
  8. Amélioration des liaisons ferroviaires transfrontalières, par exemple : Colmar-Fribourg, en reconstruisant le pont traversant le Rhin en fonction des résultats de l'étude de faisabilité en cours, mais aussi liaison entre Strasbourg et l'aéroport de Francfort, liaison Strasbourg-Palatinat, liaison entre Sarrebruck et Paris.
  9. Renforcement de la coopération bilatérale de haut niveau en matière d'énergie et de climat, notamment concernant les plans nationaux pour l'énergie et le climat. Cela doit permettre de partager des hypothèses sur l'évolution du mix électrique, d'étudier la possibilité d'instaurer un plan commun franco-allemand dans les stratégies nationales, et de créer des incitations afin de faciliter la réalisation des objectifs nationaux en matière de transition énergétique.
  10. Création d'un réseau franco-allemand de recherche et d'innovation (« centre virtuel ») pour l'intelligence artificielle, reposant sur les structures existantes des deux pays.
  11. Coopération dans le secteur spatial en suivant trois axes prioritaires : promotion d'une stratégie commune pour une Europe plus innovante au sein de la nouvelle économie spatiale ; coopération permettant d'accroître la compétitivité de l'industrie spatiale, notamment dans un cadre industriel optimisé ; consolidation de l'accès autonome de l'Europe à l'espace gr'ce à des investissements en recherche et développement, la rationalisation industrielle et la préférence accordée aux lanceurs européens.
  12. Promotion de directives au niveau international sur l'éthique des nouvelles technologies et de valeurs communes dans la sphère du numérique et la société numérique.
  13. Création d'un groupe d'experts dans le domaine social, comprenant les partenaires sociaux, sur « l'avenir du travail ».
  14. Coopération au sein de l'Union européenne dans le domaine des services et des marchés financiers, afin de parvenir à un cadre de régulation de haute qualité, notamment sur la finance durable.

    Refining the Defense Department’s cyberwarrior ‘carrier’

    By: Mark Pomerleau The Department of Defense cyber community knows it has a critical need for a centralized platform for cyberwarriors, so the joint community is collaborating to ensure the final system has everything everyone needs. The Unified Platform, as it's known, will serve as the aircraft carrier, airplane or tank, so to speak, from which cyberwarriors plan and launch attacks. “We're working with Cyber Command to make sure we've got the requirement right for Unified Platform,” Lt. Gen. Stephen Fogarty, commander of Army Cyber Command, said during a keynote presentation at TechNet Augusta in August. He said there was a meeting in August to define what the Unified Platform is and what it is not as to develop it appropriately. “Where I think we've got to ensure is we don't make this so large that it just becomes unsustainable ... this very bloated program,” he told Fifth Domain in an interview during the same conference. There was some initial confusion with the Unified Platform, as it was conflated with the Military Cyber Operations Platform, Fogarty said. MCOP has been described in the past as the sum total of portfolios and capabilities Cyber Command's Capabilities Development Group manages with MCOP being CDG's top project. Others have described MCOP as an environment that will include the Unified Platform along with other services like analytics. In the most recent budget request, DoD asked for $52.4 million in fiscal 2019 under “Joint Common Services,” to include continued development of MCOP. Fogarty noted that while MCOP was the umbrella and the Unified Platform was one component underneath, sometimes the totality of MCOP was miscast as the Unified Platform, despite the Unified Platform being a more discrete piece of that. Fogarty added that there is a good understanding of what the essential elements of the Unified Platform are outside of what the services have been directed to do, noting there have been some good sessions with U.S. Cyber Command recently, who is the principal requirement owner. While the Air Force is serving as the executive agent for the program, Cyber Command's acquisition executive, speaking Sept. 6 at the Billington Cybersecurity Summit in Washington, said the full transition of the program to the Air Force won't occur until fiscal 2019. The official, Stephen Schanberger, said that while Cyber Command as the requirements owner for the program has a lot of influence to drive the first few deliverables and how they are implemented, each service cyber component will have their say in the program.     Defense Department study calls for cutting 2 of the US Navy’s aircraft carriers

Larter WASHINGTON – An internal Office of the Secretary of Defense assessment calls for the Navy to cut two aircraft carriers from its fleet, freeze the large surface combatant fleet of destroyers and cruisers around current levels and add dozens of unmanned or lightly manned ships to the inventory, according to documents obtained by Defense News. The study calls for a fleet of nine carriers, down from the current fleet of 11, and for 65 unmanned or lightly manned surface vessels. The study calls for a surface force of between 80 and 90 large surface combatants, and an increase in the number of small surface combatants – between 55 and 70, which is substantially more than the Navy currently operates. The assessment is part of an ongoing DoD-wide review of Navy force structure and seem to echo what Defense Secretary Mark Esper has been saying for months: the Defense Department wants to begin de-emphasizing aircraft carriers as the centerpiece of the Navy's force projection and put more emphasis on unmanned technologies that can be more easily sacrificed in a conflict and can achieve their missions more affordably. A DoD spokesperson declined to comment on the force structure assessment. "We will not comment on a DoD product that is pre-decisional,” said Navy Capt. Brook DeWalt. The Navy is also working on its own force structure assessment that is slated to be closely aligned with the Marine Corps' stated desire to become more closely integrated with the Navy. Cutting two aircraft carriers would permanently change the way the Navy approaches presence around the globe and force the service to rethink its model for projecting power across the globe, said Jerry Hendrix, a retired Navy captain and analyst with the Telemus Group. “The deployment models we set – and we're still keeping – were developed around 15 carriers so that would all fall apart,” Hendrix said, referring to standing carrier presence requirements in the Middle East and Asia-Pacific. “This would be reintroducing reality. A move like this would signal a new pattern for the Navy's deployments that moves away from presence and moves towards surge and exercise as a model for carrier employment.” A surge model would remove standing requirements for carriers and would mean that the regional combatant commanders would get carriers when they are available or when they are needed in an emergency. With 9 carriers, the Navy would have between six and seven available at any given time with one in its mid-life refueling and overhaul and one or two in significant maintenance periods. The net result would be significantly fewer carrier deployments in each calendar year. The assessment reducing the overall number of carriers also suggests that the OSD study didn't revamp the Carrier Air Wing to make it more relevant, Hendrix said. Esper has taken a keen interest in Navy force structure, telling Defense News in March that he had directed the Pentagon's Office of Cost Assessment and Program Evaluation (CAPE), along with the Navy, to conduct a series of war games and exercises in the coming months in order to figure out the way forward toward a lighter Navy, but said any major decisions will be based around the completion of a new joint war plan for the whole department, which the secretary said should be finished this summer. “I think once we go through this process with the future fleet — that'll really be the new foundation, the guiding post,” Esper told Defense News. “It'll give us the general direction we need to go, and I think that'll be a big game changer in terms of future fleet, for structure, for the Navy and Marine Corps team.” When it comes to carriers, Esper said he saw a lot of value in keeping carriers in the force structure, and that it wasn't going to be an all-or-nothing decision. “This discussion often comes down to a binary: Is it zero or 12?” Esper said. “First of all, I don't know. I think carriers are very important. I think they demonstrate American power, American prestige. They get people's attention. They are a great deterrent. They give us great capability.” Revamped Surface Fleet The OSD assessment also calls for essentially freezing the size of the large surface combatant fleet. There are about 90 cruisers and destroyers in the fleet: the study recommended retaining at least 80 but keeping about as many as the Navy currently operates at the high end. The Navy's small surface combatant program is essentially the 20 littoral combat ships in commission today, with another 15 under contract, as well as the 20 next-generation frigates, which would get to the minimum number in the assessment of 55 small combatants, with the additional 15 presumably being more frigates. The big change comes in the small unmanned or lightly manned surface combatants. In his interview with Defense News, Esper said the Navy needed to focus integrating those technologies into the fleet. “What we have to tease out is, what does that future fleet look like?” Esper said. “I think one of the ways you get there quickly is moving toward lightly manned [ships], which over time can be unmanned. “We can go with lightly manned ships, get them out there. You can build them so they're optionally manned and then, depending on the scenario or the technology, at some point in time they can go unmanned. “To me that's where we need to push. We need to push much more aggressively. That would allow us to get our numbers up quickly, and I believe that we can get to 355, if not higher, by 2030.” The Navy is currently developing a family of unmanned surface vessels that are intended to increase the offensive punch for less money, while increasing the number of targets the Chinese military would have to locate in a fight. That's a push that earned the endorsement of the Chief of Naval Operations Adm. Michael Gilday in comments late last year. “I know that the future fleet has to include a mix of unmanned,” Gilday said. “We can't continue to wrap $2 billion ships around 96 missile tubes in the numbers we need to fight in a distributed way, against a potential adversary that is producing capability and platforms at a very high rate of speed.
