LE MARCHÉ MILITAIRE À LA PORTÉE DES PME RÉGIONALES

SAGUENAY – La plupart des PME croient que le marché de la défense et des équipements militaires est complexe et inaccessible. En réalité, ce n'est pas le cas. C'est ce qu'ont expliqué Rock Lemay et Patrick Sirois de la firme Triodeaux quelque 40 entrepreneurs de la région lors d'un déjeuner-conférence organisé par la Société de la Vallée de l'Aluminium(SVA), ce matin, au Manoir du Saguenay.

« Il est important pour les PME de comprendre que les contrats ne concernent pas les armements et les avions, par exemple. Il y a plein de petites et grandes entreprises qui ont découvert le marché militaire. Ce marché de la défense et des équipements militaires qui avait été délaissé pendant plusieurs années au Canada, connaît une recrudescence dans les investissements afin de renouveler les équipements nécessaires aux soldats. Il ne s'agit pas seulement des produits de haute technologie, mais également de produits et de l'équipement communs tels que les bateaux, les camions, les plateformes, les uniformes et bien d'autres. Par exemple, l'entreprise d'autobus Prévost a une division militaire. L'armée a acheté 1 500 camions en France et Prévost doit les habiller avec des équipements adaptés. C'est là que les sous-traitants rentrent en ligne de compte et peut fournir des équipements comme des coffres, échelle, pièces de métal, plateforme, etc. », explique Patrick Sirois, président de Triode.

Forte croissance

Au cours des 10 prochaines années, les besoins du marché de la défense connaîtront une forte croissance. Les budgets pour le renouvellement des équipements sont déjà votés et alloués et les différents départements de l'armée s'affairent à déterminer leurs besoins avant d'aller en appel d'offres.

« Autre facteur intéressant, Développement économique Canada (DEC) a mis en place au cours des dernières années une politique de retombées industrielles et technologiques qui favorisent les PME et les régions. En gros, cette politique assure que même si le contrat est octroyé à des entreprises étrangères, celles-ci n'auront d'autre choix que de travailler avec des fournisseurs ou des partenaires locaux pour faire de la recherche ou de l'assemblage de produits. »

En fait, les prochaines années promettent d'être très intéressantes dans ce marché. Nul besoin d'être impliqué dans des projets d'armement. « Il y a beaucoup d'équipements pour lesquels la défense canadienne cherchera des fournisseurs, tels que des remorques, des ponts, des ponceaux, des équipements logistiques, des conteneurs ainsi que l'ensemble de l'équipement nécessaire à installer et soutenir des campements temporaires. Tous ces projets représentent de belles opportunités pour les entreprises de la région », affirment M. Sirois et son collègue Rock Lemay en précisant que le marché de la défense et des équipements militaires est de plus en plus accessible pour les PME qui savent se préparer et qui ont un minimum de processus déployés dans leur organisation.

Enfin, soulignons que ce déjeuner-conférence servait à démystifier le processus et de permettre aux PME qui le désirent d'êtres accompagnées tout au long de la démarche par la SVA et son créneau d'excellence. (Texte en collaboration avec Guy Bouchard)

    Longview delivers first production Viking CL-415EAF “Enhanced Aerial Firefighter”

    Longview Aviation Services (LAS) of Calgary, Alta., in co-operation with Viking Air Limited of Victoria, B.C., announced the first Viking CL-415EAF “Enhanced Aerial Firefighter” has been delivered to launch customer Bridger Aerospace Group of Bozeman, Mont., U.S.A. Bridger Aerospace became the launch customer for the Viking CL-415EAF “Enhanced Aerial Firefighter” program after signing a multiple aircraft purchase agreement in May of 2018. The contract with all options exercised is valued at $204 million and covers the sale of six CL-415EAF amphibious aerial firefighting aircraft. Manufacturer's serial number (MSN) 1081, the first Canadair CL-215 to undergo the major modification to the EAF “Enhanced Aerial Firefighter” configuration, took its inaugural flight on March 9, 2020 outside of program-collaborator Cascade Aerospace's facility in Abbotsford, B.C. After application of Bridger's livery at International Aerospace Coatings' facility in Spokane, Wash., MSN 1081 flew over the central Rocky Mountain range to Bozeman, Mont., for delivery to Bridger Aerospace in advance of the 2020 North American wildfire season. Tim Sheehy, founder and CEO of Bridger Aerospace Group, stated, “Aggressive initial attack and advanced technology in support of the wildland firefighter are the core of Bridger's ethos. The Viking CL-415EAF is the most capable initial attack asset on the planet and we are proud to be the launch customer for this incredible capability.” Robert Mauracher, executive vice-president of Sales and Marketing for Viking, commented, “We are very excited and proud to be delivering our first Viking CL-415EAF Enhanced Aerial Firefighter to Bridger Aerospace in time for the 2020 North American wildfire season. The delivery of our first Enhanced Aerial Firefighter is the culmination of a multi-faceted collaborative project originally launched in 2018 and represents the solid partnership that has developed between Viking, LAS, and Bridger over the past 24 months. We are now looking forward to adding a second aircraft to their fleet in the coming months.” The CL-415EAF “Enhanced Aerial Firefighter” modification program, announced in 2018 as a collaboration between the two subsidiaries of Longview Aviation Capital, provides an economic boost throughout Western Canada derived from job creation, aerospace manufacturing innovation, supply chain development, academic partnerships, and global export opportunities. The Viking CL-415EAF modification program forms part of a staged approach to utilize the advancements made with the LAS converted aircraft as the basis for the proposed next-generation Viking CL-515 new-production aerial firefighting and multi-purpose amphibious aircraft. The Viking CL-415EAF “Enhanced Aerial Firefighter” is a specially selected CL-215 airframe converted to turbine configuration using Viking-supplied conversion kits. It features a new Collins Pro Line Fusion integrated digital avionics suite, Pratt & Whitney PW123AF turbine engines, increased fire-retardant capacity, and improvements to numerous aircraft systems. The Viking CL-415EAF represents the evolution of the type, providing best-in-class water drop performance utilizing the higher delivery two-door water drop system combined with a zero-timed maintenance program and a “new aircraft” factory-supported warranty program. All obsolete components impacting the worldwide fleet of CL-215 & CL-415 aircraft are replaced in the CL- 415EAF, and the upgraded aircraft is designed to failsafe FAR 25 certification criteria with no preset life limit. The very short scooping distance of the CL-415EAF aircraft is expected to outperform competitors from initial attack to sustained major fire suppression, and the combination of safety and longevity represents exceptional value inherent in purpose-built aerial firefighting amphibious aircraft.     Brendan Mccarthy A St. John's-based tech start-up whose aim is to “fundamentally disrupt” a global industry worth $150 billion says it is well on its way to that goal with the release of its first-generation light-field display.     Canadian air chief looks to speed up up fighter buy

    DUBAI — Canada will kick start its competition for a future fighter jet in 2019 with the hopes of awarding a contract by 2021, but the head of the Royal Canadian Air Force wants the process to move as quickly as possible. “The plan right now is to have a request for proposal out to industry by 2019. we're in discussions and have been in discussions with a number of the people who are considering competing for that, and what I'd like to see is that accelerated as much as possible,” said RCAF commander Lt. Gen. Michael Hood, in an exclusive interview with Defense News. “A 2019 RFP would get us into contract probably by 2021, and certainly my advice to government is the sooner the better.” The RCAF wants to procure 88 fighter jets to replace its current inventory of aging 76 F/A-18 Hornets, which are nearing the end of their lifespans. Canada is an international participant in the F-35 joint strike fighter program and has helped pay for the development of the aircraft. But Prime Minister Justin Trudeau vowed not to procure the F-35 during his campaign, and his government has opened up the competition to industry instead of moving forward with a sole-source acquisition. The Eurofighter Typhoon, Dassault Rafale, Boeing Super Hornet and Saab's Gripen E are all projected to compete for the opportunity. To bridge the gap between its Hornet fleet and a future fighter, the RCAF initially intended to procure 18 F/A-18 Super Hornets from Boeing — a move some analysts speculated could trigger a larger procurement later on. However, the Canadian government suspended the deal due to Boeing's legal complaint against Canadian aerospace company Bombardier over its commercial business. With a Super Hornet buy unlikely as long as Boeing and Bombardier feud, and Trudeau's promise not to buy the F-35, U.S. defense experts worry that Canada could be driven into the arms of a European fighter manufacturer, thus eroding Canada's long tradition of flying U.S. jets — a move that increases the militaries' interoperability. However, Hood stated that interoperability with the United States continues to be “the most important thing to me as command of the Royal Canadian Air Force.” “Every step less of interoperability is one step less of effectiveness, so interoperability is right at the top of the list beside operational advantage,” he said. “I want the young men and women that are going to be flying fighters into harm's way to have an operational advantage, and that will be key to me in the competition that's coming.” That need for interoperability with the U.S. Air Force does not diminish the chances of European fighters, he added. Canada continues to investigate alternative ways to acquire an interim fleet of F/A-18s, including potentially buying used Hornets from Australia. However, a potential deal for Super Hornets with Boeing is still on the table, Hood said. “I think the government has been presented with the FMS case for Boeing. And as they're looking at options, that's one option,” he said. “The Australian aircraft are another, and the government has not made a decision yet.” If the RCAF moves forward with a used Hornet buy from Australia, it will have to extend the lives of the airframes, which are meeting their structural ends, Hood noted. That business would likely go to L3 Technologies, which has done life extension work on the Canadian F/A-18s in the past. But Canada would still be able to acquire the aircraft “within the next couple of years” once a decision is made. Lockheed officials have said that if Canada ultimately decided not to procure the F-35, it could end its industrial partnership with Canadian firms — which totals 110 Canadian companies with $750 million in contracts, according to Lockheed — that already help manufacture the F-35. However, asked whether Canada was concerned about losing that business, Hood demurred. “I'm not privy to the industrial aspects of our partnership with Lockheed Martin,” he said. “What I can say is Lockheed Martin is a fantastic partner for Canada and for the Royal Canadian Air Force, has been for years.
