  COVID-19 Forces USN To Expedite USAF Workshare Agreement

  Lee Hudson The U.S. Navy has expedited its component workshare agreement with an Air Force aviation depot because of coronavirus-related workforce shortages. Fleet Readiness Center East (FRCE) located in North Carolina was initially scheduled to begin working on a Boeing F-18 cabin safety valve later this year while the Oklahoma City Air Logistics Complex's test chamber was closed for scheduled maintenance. But the time line was accelerated when Tinker AFB in Oklahoma had a significant number of workers unavailable due to COVID-19 risk mitigation efforts. The cabin safety valve is an integral part of the aircraft's environmental control system, Mary Linton, an aerospace engineer on the Gas Turbine Compressor-Pneumatics Fleet Support Team at FRCE, said in an April 27 statement. The valve is a component on both legacy F/A-18 Hornets and newer Super Hornets that acts as a backup to maintain cabin pressure above 23,000 ft. The part also serves as a supplement to the cabin air pressure regulator when the aircraft is in a rapid dive. “The original intent of bringing this workload to FRCE was to support Tinker Air Force Base through a major support equipment rework effort,” Linton said. “All of the great effort that went into establishing this capability proved even more critical to maintaining the readiness of the F-18 fleet as we navigate through the COVID-19 crisis.” The FRCE team was prepared to begin repairing, checking and testing the cabin safety valves in May, beginning with 20 per month before getting to a monthly rate of 40 by July, said John Miller, a planner and estimator with the Maintenance, Repair and Overhaul Logistics department at FRCE. To date, FRCE has completed 18 of the 40 units inducted so far, with plans to funnel 10 more into the pipeline.   Aireon ALERT now open for pre-registration

  Aireon and the Irish Aviation Authority (IAA) announced Aug. 22, 2018, that air navigation service providers (ANSPs), aircraft operators, regulators and search and rescue organizations can now pre-register for their free, global Aircraft Locating and Emergency Response Tracking (ALERT) service. The Aireon ALERT service will provide the last known position of an Automatic Dependent Surveillance-Broadcast (ADS-B)-equipped aircraft that is in an apparent distress state or experiencing a loss in communication. The service is only available to aviation stakeholders and offers precise position reports, free of charge. The Aireon ALERT system is expected to be operational in the first quarter of 2019 and will be operated out of the IAA North Atlantic Communications Centre in Ballygirreen, County Clare, Ireland. Enabled by Aireon's unique space-based ADS-B service, Aireon ALERT will fill a critical need within the aviation industry. For the first time, ANSPs, aircraft operators, regulators and search and rescue organizations will have access, on request, to exact position data for an aircraft in distress over the oceans, remote areas and anywhere else they may need aircraft position information in an emergency. “We are proud to host and operate the world's first truly global aircraft locating and emergency response tracking facility, based on the Aireon system's capabilities,” said Peter Kearney, chief executive officer of the IAA. “Our facility will be providing Aireon ALERT services 24 hours a day, seven days a week, 365 days a year.   EMSA provides enhanced surveillance capacities for Romanian border authorities in the Black Sea

  Multipurpose coastguard support via remotely piloted surveillance system (RPAS) services is as of this month provided by the European Maritime Safety Agency (EMSA), at the request of the Romanian Border Police. The RPAS system will support a number of authorities in the Black Sea area, including the Romanian Naval Authority and National Agency for Fishing and Aquaculture. The mid-sized RPAS craft can stay in the air for up to 7 hours and has a range of up to 200km. It is equipped with a camera capable of day and night operations, a sea surface scanner, a distress beacon detector and a sensor that can detect vessel positions. It can be used for a range of activities, including border control, monitoring naval traffic, search and rescue, and environmental protection. Data from the RPAS can be recorded and transferred to the EMSA RPAS data centre in real time, and then made immediately available to national authorities. The service has been allocated for six months, and will also contribute to specific missions conducted by the Romanian Border Police within the Multipurpose Maritime Operation 2021 in the Black Sea, in coordination with the European Border and Coast Guard Agency (Frontex),EMSA and the European Fisheries Control Agency (EFCA). The RPAS integration was carried out in cooperation with the Romanian Air Force and the Romanian Air Traffic Control Service (ROMATSA), which provided specialised support. Later this year, EMSA will add a second RPAS to the region (a light quadcopter), which will operate from the Romanian patrol vessel Stefan Cel Mare. NOTE TO EDITORS RPAS services, offered free to all EU Member States by EMSA, have been developed to assist in maritime surveillance operations, in support of authorities involved in coastguard functions, and can operate in all seas surrounding the European Union. RPAS services can provide support to traditional coastguard functions, including search and rescue, maritime surveillance and pollution prevention and response. The Black Sea service is an important part of EMSA's regional RPAS strategy, which allows multiple coast guard functions in EU Member States to be supported by one or more RPAS services.
