L3Harris Technologies Selected by US Air Force for Artificial Intelligence Contract

L3Harris Technologies will develop a software platform that will make it easier for analysts to use artificial intelligence (AI) to identify objects in large data sets.

The U.S. military and intelligence community are inundated with massive amounts of data generated by remote sensing systems. Automated searches using algorithms that can identify pre-loaded images of objects makes pinpointing them easier. However, in order to train these algorithms, real images are often unavailable because they are either rare or do not exist. The L3Harris tool creates sample images used to train search algorithms to identify hard-to-find objects in the data, which will help make it easier for the military and intelligence community to adopt artificial intelligence.

    No F-35 For You: The French Air Force's New Rafale Fighter Won't Be Stealthy

In January 2019, French Defense Minister Florence Parly announced France would commit $2.3 billion to develop an F4 generation of the Dassault Rafale twin-engine multirole fighter. This would include production in 2022–2024 of the last twenty-eight of the original order of 180 Rafales, followed by the purchase of an additional thirty Rafales F4.2s between 2027–2030, for a total of 210. Since 2008, France has deployed land- and carrier-based Rafales into combat in Afghanistan, Iraq, Libya, Mali and Syria. Since 2008, France has deployed land- and carrier-based Rafales into combat in Afghanistan, Iraq, Libya, Mali and Syria. The Rafale is much more agile than the F-35, with superior climb rate, sustained turn performance, and ability to super-cruise (maintain supersonic flight without using fuel-gulping afterburners) at Mach 1.4 while carrying weapons. The Rafale's all-moving canards—a second set of small wings near the nose—give the Rafale excellent lift and low-altitude speed and performance, as you can see in this majestic airshow display. However, compared to larger fourth-generation twin-engine jets like the Su-35 or F-15, the Rafale can't fly quite as high (service-ceiling of 50,000 instead of 60,000 ft), and has a lower maximum speed (only Mach 1.8 compared to Mach 2-2.5). The Rafale's agility won't help as much if it is engaged at long distances by enemy surface-to-air missiles and stealth jets. To compensate, the Rafale boasts an advanced Spectra electronic warfare system that supposedly can reduce the Rafale's cross-section several times over—it is rumored by reflecting back signals using ‘active canceling.' Spectra also incorporates powerful jammers and flare and chaff dispensers, provides 360-degree early-warning, and can even assist Rafale pilots in targeting weapons to retaliate against attackers. Spectra's capabilities reportedly allowed Rafales to deploy on raids over Libyan airspace in 2011 before air defense missiles had been knocked out. Other key capabilities include sensor fusion of the Rafale's RBE-2AA Active Electronically Scanned Array multi-mode radar, which can track numerous targets over 124 miles away, with its discrete OSF infrared-search and track system, which has an unusually long range of sixty-two miles. Rafale pilots also benefit from uncluttered instrumentation combining voice command with flat-panel touch screens. The multirole jet carries a punchy thirty-millimeter revolver cannon and up to twenty-one thousand pounds of weapons on fourteen hardpoints, making it a versatile air-to-ground platform. Because Paris requires expeditionary capability in Africa, the Rafale can refuel in flight and carry up to five fuel tanks for very long transits, and can be operated from relatively unprepared airfields, unlike most high-performance jets. What's new in the Rafale F4? Dassault produces three basic types of Rafales: the single-seat Rafale-C, the two-seat Rafale-B (the additional weapon systems officer being preferred for strike and reconnaissance missions) and the carrier-based single-seat Rafale-M, which has an arrestor hook, reinforced landing gear and buddy-refueling pod capability. Each type has evolved in common generations designated F1, F2, F3 and F3R. The F4 generation introduces additional network-centric warfare capabilities and data-logistics similar to those on the F-35 Lightning, enabling Rafales on patrol to build a more accurate picture of the battlespace by pooling their sensors over a secure network, and even exchange data using new satellite communications antenna. The pilots also benefit from improved helmet-mounted displays. The Spectra defensive system will receive more powerful jammers and new threat libraries tailored to meet the improving capabilities of potential adversaries. Furthermore, Dassault seeks to use “Big Data” technology to develop a predictive maintenance system reminiscent of the F-35's troubled ALIS system to cost-efficiently implement preventative repairs. Other systems to be tweaked include the air-to-ground mode of the RBE-2AA radar, the M88 turbofan's digital computers, and a new AI-system for its reconnaissance and targeting pod allowing it to rapidly analyze and present information to the pilot. Rafale-Ms will also receive a new automated carrier landing system. New weapons set for integration most notably an improved model of the Mica short-to-medium range air-to-air missile, which has a range of forty-nine miles. The Mica can be launched without initially being locked and guided remotely by a data link on the fighter before engaging either an infrared or AESA radar seeker to close in for the kill, using a vector-thrust motor to pull off tight maneuvers. Because both the Rafale and the Mica missile can employ passive infrared targeting without using an indiscrete active-radar for guidance, the MICA can be launched with little warning for the target. The Mica-NG model will incorporate new infrared-matrix sensors for better performance versus stealth fighters, carry additional propellant for longer range, and integrate internal sensors to reduce maintenance costs. Its dual pulse motor will allow it to accelerate just prior to detonation for a greater probability of achieving a kill. For longer range engagements, newer Rafales F3Rs and F4s can launch British Meteor missiles which can sustain Mach 4 speeds. Another weapon set for integration is heavier 2,200-pound variants of the AASM HAMMER, a guidance kit similar to the U.S. JDAM. Previously, the Rafale could only carry 485-pound variants of the weapon which can use either GPS-, laser- or -infrared guidance to deliver precise strikes. Unlike the JDAM, the HAMMER also incorporates a rocket-motor, allowing it to hit targets up to thirty-seven miles away when released at high altitude. The Rafale will also be modified to integrate future upgrades of the French SCALP-EG stealthy subsonic cruise missile and the supersonic ASMP-A cruise missile which carries a 300-kiloton-yield nuclear warhead. Reportedly France may develop a hypersonic AS4NG variant increasing range from 300 miles to over 660 miles. Currently, the French Armée de l'Aire has three Rafale multi-role squadrons and two nuclear-strike squadrons based in Mont-de-Marsan (south-western France), Saint-Dizier (north-eastern France) and al-Dhafra in the UAE. There are also an operational conversion unit and a testing and evaluation squadron. The French Navy has three Rafale-M squadrons which rotate onboard France's nuclear-powered carrier Charles de Gaulle. In 2018, a squadron of Rafale-Ms proved their capability to operate from the U.S. carrier George H. W. Bush. The forthcoming Rafale F4s will progressively replace France's fourth-generation Mirage 2000s, over 110 of which remain in service today. French periodical Le Figaro claims that older Rafales will also eventually be updated to the F4 standard. Abroad, Dassault is finish delivery of orders from Egypt (twenty-four), Qatar (thirty-six) and India (thirty-six). All three countries may order additional Rafales, though the price of its initial Rafale order has caused a political scandal in New Delhi. As France must wait nearly two decades before a European stealth fighter can enter service, its armed forces are betting that in the interim adding networked sensors and weapons to the Rafale's superior kinematic performance and powerful electronic warfare systems will keep the agile jet relevant in an era of proliferating stealth aircraft and long-range surface-to-air missiles.     The US military’s logistical train is slowly snaking toward China

    By: Kyle Rempfer A failed Venezuela coup, Iranian missiles and Russian hybrid warfare make for interesting side stories, but the center of military policy is increasingly gravitating toward U.S. Indo-Pacific Command, according to U.S. government officials. If anything, the challenge is how to quicken the pace because the logistical tail of warfare takes time to put in place and because the Pacific theater is one of the most difficult environments for moving supplies. “If there's a challenge, it's moving enough focus and enough direction from everything else we're doing towards the Pacific," said Joel Szabat, the assistant secretary for international affairs within the Department of Transportation. Szabat, whose department deals with U.S. military logistics in wartime, said the center of gravity has shifted so much toward the Asia-Pacific region that even a major crisis on par with 9/11 won't derail the change. “I don't see, in the near term at least, things that would have us pull back,” Szabat said. But he warned that new lines of effort must be implemented if that shift is to be sustainable during a war with the region's biggest player — China. The baggage train challenge The Department of Transportation is the coordinating arm for civilian airlift and sealift capacity in peacetime and wartime. But the sealift fleet is old and in need of recapitalization. The size of the fleet is also too small to support the long logistical train required in a Pacific-based conflict, and the ships that do exist are poorly positioned across the operating area and would lack armed escorts in the event of a conflict, according to Szabat. “For small or moderate-scale warfare exercises, it's adequate," Szabat said. “For the maximum deployment that our military is built for ... it is not adequate to move and sustain. We don't have the mariners. We don't have the U.S. flagged Merchant Marine that we need for that purpose.” The Marine Corps represents a large component of the military force that would need to be delivered in the event of a war. “There are 40,000 Marines at any one time that are moving around the world, and 23,000 of those are west of the international date line, so they're in the Pacific,” said Gayle Von Eckartsberg, policy director at Headquarters Marine Corps' Pacific Division. “And then you have your Marines in Hawaii, and that brings that number to over 30,000. And the rest are distributed across other places in the world.” "The Marine Corps' natural environment is the Asia-Pacific region, and I think we're uniquely capable of operating effectively [there],” she added. The Corps is posturing to act as the inside force of the region, as it practices littoral operations in contested environments and expeditionary base operations from deep in the Pacific. “We're today engaged in aggressive war gaming, training and exercises to test out and refine these concepts,” Von Eckartsberg said. “We're going to hug the enemy and we're going to be there first, operate at this level below armed conflict.” But there remains an “enduring gap in lift capability," Von Eckartsberg acknowledged. No armed escorts The Department of Transportation's Maritime Administration is responsible for managing much of the Navy's sealift capability that would be responsible for delivering Marines, soldiers, sailors, airmen and their equipment into a war. If there was a conflict with China, Szabat said, there is a high degree of confidence that the Navy, with the use of pre-positioned vessels, will be able to move the initial salvo of personnel and equipment quickly into the area of operations. “But sustaining a battle means getting supplies and getting the remainder of your forces from [the continental United States] to wherever the battle is,” Szabat said, adding that the fleet for this isn't currently in place. After the initial war push, 90 percent of logistics would move via civilian vessels and aircraft, according to Szabat. Those civilian assets will need armed escorts at sea, but the Navy has no dedicated escort vessels for the Merchant Marine fleet, he added. “I used to serve in the European theater. That was a challenge. But crossing the Pacific is four times as difficult in terms of logistics and supplies," Szabat said. “We are not able to move our logistics according to war plans unless we have cooperation from our allies.” That presents a unique challenge altogether. The biggest change to U.S. policy in the region has been an increased reliance on allies to accomplish missions and long-term goals, and one would assume that the goal is for them to pick up some of the logistical burden. “But by statute, and national security presidential directive, we are supposed to be able to provide sealift with U.S. ships and U.S. mariners without relying on allies," Szabat said. "We can't do that unless we have the escorts.” However, allies and partnerships still play an important role. China's growth is followed closely by that of U.S. ally India. U.S. Pacific Command understands the power dynamics between India and China, which is part of why it renamed itself U.S. Indo-Pacific Command last year, according to Deputy Assistant Secretary Walter Douglas, who leads the U.S. State Department's Bureau of East Asian and Pacific Affairs. “Bringing the countries of South Asia in is absolutely crucial to what we do,” he said. “India is very much a partner in everything that we do and is central in the Indo-Pacific as we move forward." Allies, while unable to provide sealift under current war plans, remain crucial to U.S. efforts to counter China. The U.S. is helping train naval forces for countries like Vietnam; promising to defend the territorial integrity of countries like Japan and the Philippines; performing freedom of navigation patrols through contested waterways; and courting new allies like the small Pacific island nations in Oceania. “I expect that to continue," Douglas said. La part de SAMI s'élèvera à 51%, celle d'Airbus à 49%. SAMI a également annoncé la création d'une autre coentreprise avec Figeac Aéro, en partenariat avec Dussur (Saudi Arabian Industrial Investments Company). La SAMI FIGEAC AÉRO Manufacturing LLC (SFAM) vise à construire en Arabie Saoudite une usine de production de pièces d'aérostructures de haute précision. La participation de SAMI s'élèvera à 60%, contre 40% pour le groupe français. Cet accord a été signé par Walid Abukhaled, CEO de SAMI, et Jean-Claude Maillard, PDG de Figeac Aéro. La coentreprise a pour objectif de « développer les capacités industrielles de l'Arabie Saoudite en matière d'aérostructures, de former des ingénieurs et des techniciens locaux pour travailler dans le cadre du projet et de favoriser l'implantation d'acteurs du secteur aéronautique militaires et civiles conformément à la Vision 2030 du Royaume.
