WASHINGTON — After a year of speculation about what would happen to Turkey's F-35s after the country was ousted from the joint strike fighter program last year, the Defense Department gave its definitive answer Monday evening in a characteristically anticlimactic manner — through its daily contract announcements.
The U.S. Air Force will officially buy eight F-35A conventional takeoff and landing jets originally built by Lockheed Martin for Turkey as part of a $862 million contract modification. The deal also contains an additional six F-35As built for the Air Force and modifications that will bring the Turkish jets in line with the U.S. configuration.
A defense official told Defense News on Tuesday that the contract modification fulfills stipulations in Congress' fiscal year 2020 defense policy and spending bills. It “addresses the eight production Lot 14 F-35A aircraft originally planned to be delivered to Turkey in 2022-23,” and redirects those jets to the U.S. Air Force when they roll off the production line. The six other F-35As reflect aircraft added to the FY20 defense budget.
The contract modification uses funding from the FY20 budget to pay for the Lot 14 jets. The Pentagon and Lockheed Martin finalized a deal for lots 12, 13 and 14 in October 2019, which set the price of an Lot 14 A model at $77.9 million per copy.
Turkey had planned to buy 100 F-35As over the course of the program, but was ejected from the program last July after accepting the S-400 air defense system from Russia after repeated warnings from U.S. officials. At that point, Turkey's first F-35s had already rolled off the production line and its pilots and maintainers were training to fly and fix them stateside alongside U.S. personnel at Luke Air Force Base, Ariz., and Eglin Air Force Base, Fla. However, the aircraft were never officially delivered to Turkey.
Since then, the fate of Turkey's jets had been an open question. In January, Defense One reported that 24 Turkish F-35s were in some stage of production, but top Pentagon weapons buyer Ellen Lord told reporters then that Washington and Ankara had not come to an agreement on what would happen to them.
In the FY20 version of the National Defense Authorization Act, Congress gave the Pentagon permission to spend up to $30 million to fly the first six Turkish F-35s to a location where they could be stored and preserved until the department came up with a plan for their use. Those jets, which were produced in Lots 10 and 11, are currently being held “in long-term storage in the United States pending final decision on their disposition,” the defense official said.
The Senate's version of the FY21 NDAA, which is still working its way through Congress, contains additional language that would allow the Air Force to accept, operate or even modify the first six Turkish F-35s.

By: Sebastian Sprenger COLOGNE, Germany — The European Commission has awarded Estonia and the country's robotics company Milrem a grant to lead the way on a standard architecture for military unmanned ground vehicles, the company announced. The deal, worth close to $40 million and signed Dec. 11, formally kicks off a pan-European development for a new generation of battlefield ground robots. Named Integrated Modular Unmanned Ground System, or iMUGS, the project uses Milrem's THeMIS vehicle as a reference platform for creating a “standardized European-wide ecosystem for aerial and ground platforms,” according to the company. Also covered by the project is relevant technology in the fields of command and control, communications, sensors, payloads, and algorithms. The connection to the European Union's coffers comes through the bloc's European Defence Industrial Development Programme. Besides Estonia as the lead, Belgium, Finland, France, Germany, Latvia and Spain also are part of the iMUGS group, adding a combined €2 million (U.S. $2.4 million) to the effort. The countries each bring their relevant national companies to the table, including Safran Electronics & Defense, Nexter Systems, Krauss-Maffei Wegmann, Diehl Defence, and Bittium Wireless. “Estonia has the honor and a great responsibility taking the lead in this project as nothing on a similar scale has been conducted before,” said Martin Jõesaar, chief of the project office in the Estonian Centre for Defence Investment. “Our goal is not only making iMUGS a one-time effort, but to build it into a base project for future developments. Our long-term goal is that each of the modular systems built will pave a way for further innovation in its field.” While the sums involved in iMUGS are relatively small in the world of defense programs, the effort has the potential to shape the European market for military robotic vehicles. The initiative is a prime example of defense companies like Milrem, some of them years ago, sensing a chance to position their own offerings firmly in the thicket of European defense priorities. But the THeMIS robot is not the only game in town. Rheinmetall is equally trying to position its unmanned portfolio in the European market, even without EU backing. In the case of its Mission Master vehicle, the intellectual property belongs to the company's Canadian division, which makes support through EU channels tricky. Still, the vehicle is being tried by the land forces of several countries on the European continent. By: Pierre Tran PARIS — France is seeking to reduce its reliance on U.S. approval for French arms exports as Washington withholds clearance for an American component on the French Scalp cruise missile, which blocks the sale of additional Rafale fighter jets to Egypt. “It is true that we depend on this (U.S. International Traffic in Arms Regulations) mechanism: We are at the mercy of the Americans when our equipment is concerned,” French Armed Forces Minister Florence Parly told the Committee for National Defense and Armed Forces of the lower-house National Assembly, according to recently released transcripts from July 4. France lacks the means to be totally independent of the U.S., she said, adding that French authorities are looking for ways to boost its autonomy. Parly was answering a question from parliamentarian Jean-Jacques Ferrara on the blocked sale of a further batch of Rafale aircraft to Egypt. “Are we looking to improve the situation?” Parly said. “The answer is yes. In the case raised by Mr. Ferrara, we cannot get the U.S. to lift its opposition to the sale of Scalp missiles." “What is the solution? That the manufacturer of these missiles, namely MBDA, make the investment in research and technology to be able to make a similar component, which would avoid ITAR," she added." “We are able to do it for this contract because the component can be built within a reasonable amount of time even if the client, naturally, sees it as too long.” MBDA declined to comment for this story.
