    By: Joe Gould WASHINGTON ― The health of America's defense industrial base ranks a middling “C” due to growing cyber vulnerabilities, a poor ability to surge production in a crisis, and political obstacles for defense budgeting, according to a lead defense trade group's new study. According to the National Defense Industrial Association's second annual “Vital Signs” report, the defense industrial base entered the COVID-19 pandemic in a weakened state despite healthier marks for competition, profitability and demand. The report, released Tuesday, graded eight performance areas from 0 to 100 for an average score of 74 for the year 2020. Government data firm Govini co-produced the data-driven report, which used the Pentagon's 2018 assessment of the defense industrial base as a jumping off point. “The defense industrial base is facing multiple headwinds: industrial security threats, flat future defense budgets, a shortage of skilled, cleared workers and decreased investments in the sciences that fuel U.S. innovation,” NDIA's chief executive, Hawk Carlisle, said in a statement. “Add to these the increased regulatory burdens and barriers for new entrants, which continue to shrink both the number of companies that participate in the DIB and the number of new companies entering the defense marketplace.” He added that the report, which makes no recommendations, ought to drive discussions as the Pentagon ramps up for competition with China and Russia. Though the study predates both COVID-19 and the revelation that elite cyber spies have spent months secretly exploiting SolarWinds' software to peer into computer networks, it raised alarms over industrial security. As data breaches and cybersecurity vulnerabilities both surged, industrial security overall showed “clear and continued deterioration,” ranking the lowest of all with a 56. The industrial base's ability to meet surge demand during a crisis received a failing grade of 66. Companies NDIA surveyed said that in the first 30 days, the industrial base could ramp up quickly but the rate of progress would slow soon thereafter; more than a 100 percent increase would take 180 days. More than half of firms said the availability of skilled labor would be a factor in increasing defense production, and 16.5 percent said a gap in U.S.-based human capital was the most vulnerable part of their supply chain ― in part fueled by a security clearance backlog. The size of the defense industry workforce fell to about 1.1 million people from its mid-1980s peak of 3.2 million, the report said. An analysis of public opinion, congressional action and regulatory action downgraded the “political and regulatory” outlook by 10 points since 2018 ― even prior to the pandemic and a related emphasis on domestic spending. A key factor was a new Cybersecurity Maturity Model Certification framework and its “additional regulatory burdens for all defense contractors,” the report said. Also, public opinion in favor of defense spending saw its largest decline since the Reagan-era defense buildup of the 1980s: A Gallup poll found that 17 percent of respondents felt the United States is spending too little on national defense and military purposes, down from 25 percent in 2019 and 33 percent in 2018. Industry can be pleased the “Demand” category jumped 16 points, corresponding with an increase in contract obligations issued by the Department of Defense. DoD contract obligations grew from $329 billion in fiscal 2017 to $394 billion in fiscal 2020, marking about a 20 percent increase. Foreign military sales also grew by nearly 20 percent over the same time period.     Four shipbuilding firms and a British consortium have been selected to compete for the Fleet Solid Support ships contract A syndicate of British firms, along with four international shipbuilding companies, have been selected to compete for the Fleet Solid Support ships contract, Defence Minister Stuart Andrew has announced. The crucial vessels, which will deliver ammunition, food and supplies to UK forces across the globe, will work alongside the Royal Navy's fleet of warships and will be an important part of the UK Maritime Task Group. The British consortium is made up of leading manufacturing and engineering companies Babcock, BAE Systems, Cammell Laird and Rolls-Royce. They join Italian firm Fincantieri, Spanish company Navantia, Japan Marine United Corporation, and Daewoo Shipbuilding and Marine Engineering of South Korea as the five successful firms who have been invited to submit a tender for the competition. Defence Minister Stuart Andrew said: The widespread interest in this competition shows that our Royal Navy and Royal Fleet Auxiliary remain among the most prestigious in the world. These support ships will be vital for supporting our formidable Queen Elizabeth Class carriers and will ensure our warships can deploy in a range of challenging environments and across huge distances, wherever they are in the world. The five companies, which were selected from eight interested firms, will now develop bids before a final decision is made regarding the winning bidder in 2020. The Fleet Solid Support ships, up to three of which will be procured through international competition as they are not warships, will be fitted with specialist and classified equipment at a British shipyard before entering service with the Royal Fleet Auxiliary from 2026. Shipyards across the United Kingdom will be able to bid for this work in 2022.     Ask Charles Bouchard what keeps him awake at night and the chief executive officer of Lockheed Martin Canada won't hesitate: “Our ability to protect our cyber systems.” At a time when access to intellectual property (IP) is raising debate among aerospace OEMs, suppliers, in-service support and MRO (maintenance, repair and overhaul) companies, and governments and militaries, protecting data is a hot topic. Lockheed Martin has seen enough of its IP stolen in recent years to take the problem seriously. But Bouchard believes many industry executives don't truly understand the challenge or the cost. “It's one thing to say, we want the IP. The next question is, can you defend it? Can you protect it? That is a problem today,” he told Skies. “Subcontractors . . . need to protect their data because they are connecting to our systems, especially if IP will be passed to them. How are we going to do that? We have gone beyond putting a guard at the front gate and a lock on the door. [And] for some, it's a significant investment.” Cyber defence is a national imperative, said retired Major-General Robert Wheeler, a 32-year veteran of the United States Air Force and a senior advisor to Avascent Global Advisors. Whether the threat comes from nations or non-state actors such as terrorist or criminal organizations, cyber experts are seeing an increase in frequency and capability “in this particular type of warfare.” “They are going after companies that are not prepared to deal with it, to take their IP and create havoc...,” the former deputy chief information officer in the Office of the Secretary of Defense told executives at the Canadian Aerospace Summit in Ottawa Nov. 7. Modern aircraft, with their vast supply chains and increasingly networked systems, present an attractive “avenue for bad guys to get in.” In a presentation that highlighted recent attacks in Canada, the U.S. and elsewhere, Wheeler showed how the relentless pursuit of corporate and government data has jeopardized military, commercial and critical infrastructure systems and programs. The 2011 attack on Defence Research and Development Canada, for example, was not only a costly systems problem to fix, it also raised questions about what government, industry and research data was exfiltrated. Likewise, the 2015 hack of the U.S. Office of Personnel Management was alarming because the benign-sounding agency houses the security clearances, including digital photo and biometric identification, for government, intelligence and military personnel. “Data is the commodity of the 21st century,” said Wheeler. While the sheer volume of new data might be a sign that more intellectual property is being created and the economy is growing, corporate breaches are keeping pace, and “the cost of each breach is accelerating” in terms of dollars and lost IP. Cyber attacks are also starting to impact the C-suite, he noted. The 2013 breach of Target's payment card system cost chief executive officer Gregg Steinhafel his job, and executives with credit reporting agency Equifax have been “publicly flogged” in the wake of the hack of millions of client records in October. ere may be greater consequences for companies that don't do due diligence, Wheeler suggested, pointing to changes taking shape in the legal regime following the Target attack. While greater investment in cyber defence is important, “this is not a technology issue,” he said. “This is a leadership issue” that requires a change in organizational culture and executives who understand the challenge and can “walk the talk.” It also requires more employee training, not only in best cyber hygiene practices, but also in how to use networking and cyber tools to be more resilient, agile and quick to respond.
