    Nuclear deterrent still the US Navy’s top priority, no matter the consequences, top officer says

    By: David B. Larter WASHINGTON — The U.S. Navy's new top officer is doubling down on the service's commitment to field the new generation of nuke-launching submarines. Adm. Michael Gilday, who assumed office as the chief of naval operations in August, visited General Dynamics Electric Boat in Quonset Point, Rhode Island, on Tuesday. He reiterated in a release alongside the visit that the Columbia-class ballistic missile submarine remains the Navy's top priority. “The Navy's first acquisition priority is recapitalizing our Strategic Nuclear Deterrent — Electric Boat is helping us do just that,” Gilday said. “Together, we will continue to drive affordability, technology development, and integration efforts to support Columbia's fleet introduction on time or earlier.” The service has been driving toward fielding the Columbia's lead ship by 2031, in time for its first scheduled deployment. Construction of the first boat will begin in October 2020, though the Navy has been working on components and design for years. Two generations of submariner CNOs have emphasized Columbia as the service's top priority. Gilday has made clear that having a surface warfare officer in charge has not changed the service's focus. In comments at a recent forum, Gilday said that everything the Navy is trying to do to reinvent its force structure around a more distributed concept of operations — fighting more spread out instead of aggregated around an aircraft carrier — would have to be worked around the Columbia class, which will take up a major part of the service's shipbuilding account in the years to come. “It's unavoidable,” Gilday said, referring to the cost of Columbia. “If you go back to the '80s when we were building Ohio, it was about 35 percent of the shipbuilding budget. Columbia will be about 38-40 percent of the shipbuilding budget. “The seaborne leg of the triad is absolutely critical. By the time we get the Columbia into the water, the Ohio class is going to be about 40 years old. And so we have to replace that strategic leg, and it has to come out of our budget right now. Those are the facts.” The latest assessment puts the cost of the 12 planned Columbia-class subs at $109 billion, according to the Congressional Research Service. Having nearly 40 percent of the shipbuilding budget dominated by one program will impact the force, which will force the Navy to get creative, the CNO said. “I have to account for that at the same time as I'm trying to make precise investments in other platforms,” he explained. "Some of them will look like what we are buying today, like [destroyer] DDG Flight IIIs, but there is also an unmanned aspect to this. And I do remain fairly agnostic as to what that looks like, but I know we need to change the way we are thinking.” Renewed push for 355 While the 12-ship Columbia-class project is set to eat at 40 percent of the Navy's shipbuilding budget for the foreseeable future, acting Secretary of the Navy Thomas Modly has renewed calls to field a 355-ship fleet. The 355-ship goal, the result of a 2016 force-structure assessment, was written into national policy and was a stated goal of President Donald Trump. “[Three hundred and fifty-five ships] is stated as national policy,” Modly told an audience at the USNI Defense Forum on Dec. 5. “It was also the president's goal during the election. We have a goal of 355, we don't have a plan for 355. We need to have a plan, and if it's not 355, what's it going to be and what's it going to look like?” “We ought to be lobbying for that and making a case for it and arguing in the halls of the Pentagon for a bigger share of the budget if that's what is required,” Modly added. “But we have to come to a very clear determination as to what [355 ships] means, and all the equipment we need to support that.” In a memo, he said he wants the force to produce a force-structure assessment to get the service there within a decade. Modly went on to say that the Navy's new Integrated Naval Force Structure Assessment, while will incorporate Marine Corps requirements, should be presented to him no later than Jan. 15, 2020. The Navy plans to look at less expensive platforms to reach its force-structure goals, which will likely include unmanned systems. But Congress has shown some reluctance to buy into the concept because of the sheer number of unknowns attached to fielding large and medium-sized unmanned surface vessels. The newly released National Defense Authorization Act halved the number of large unmanned surface vessels requested by the service, and skepticism from lawmakers toward the Navy's concepts appears unlikely to abate by the next budget cycle. That means the 10 large unmanned surface vessels, or LUSV, the Navy programmed over the next five years seem unlikely to materialize at that rate. The Navy envisions the LUSV as an autonomous external missile magazine to augment the larger manned surface combatants. But the drive to field less expensive systems to execute a more distributed concept of operations in large areas such as the Asia-Pacific region is being pushed at the highest levels of the government. In his comments at the Reagan National Defense Forum over the weekend, Trump's national security adviser said the military must rethink how it buys its equipment. “Spending $13 billion on one vessel, then accepting delivery with elevators that don't work and are unusable is not acceptable,” O'Brien told the audience, referring to the troubled aircraft carrier Ford. “The National Security Strategy and National Defense Strategy are clear: We must be ready for an era of prolonged peacetime competition with peer and near-peer rivals like Russia and China. ...     By: Chiara Vercellone WASHINGTON — The United States was the largest exporter of major arms from 2015-2019, delivering 76 percent more materiel than runner-up Russia, according to a new study by the Stockholm International Peace Research Institute think tank. The U.S. contributed about 35 percent of all the world's arms exports during that five-year time period, partly supported by the increased demand for American advanced military aircraft in Europe, Australia, Japan and Taiwan, said Pieter Wezeman, a senior researcher at SIPRI. The study found that the U.S. provided major arms — defined by the think tank as air defense systems, armored vehicles, missiles and satellites, among other materiel — to 96 countries in those five years, with half of the weapons going to the Middle East. From 2015-2019, Russia's major arms exports decreased by 18 percent; France's increased by 72 percent, making it the third largest exporter; and Germany's increased by 17 percent, making it the fourth largest exporter. Worldwide arms exports rose nearly 6 percent in 2015-2019 from 2010-2014, and increased 20 percent from since 2005-2009, SIPRI said. Arm exports to countries in conflict in the Middle East increased by 61 percent in 2015-2019 compared to 2010-2014, the study showed. Saudi Arabia, the country to which the U.S. exported the most arms, was the largest importer globally in 2015-2019. The kingdom's imports increased 130 percent compared to the previous five-year period. Armored vehicles, trainer aircraft, missiles and guided bombs were among the leading arms purchased by the kingdom. Despite attempts in Congress to restrict arms exports to Saudi Arabia, the delivery of major arms, including 30 combat aircraft ordered in 2011, continued in 2019 as the U.S. provided 73% of Saudi Arabia's imports. In May, U.S. President Donald Trump issued an emergency declaration to push through an $8 billion arms deal with Saudi Arabia and other Middle Eastern countries for precision-guided bombs and related components. In July, he said blocking the sale of arms to Saudi Arabia would “weaken America's global competitiveness and damage the important relationship [the United States] share with [its] allies and partners.” U.S. arms exports to Europe and Africa increased by 45 percent and 10 percent, respectively, in 2015-2019. U.S. arms exports to Asia and the Oceania region decreased by 20 percent, as a result of fewer arms exports to India, Pakistan, Singapore, South Korea and Taiwan. Since 2018, the U.S. has exported almost 100 major weapons to international organizations like the United Nations, the African Union and NATO, the report said, noting that Russia did not send weapons to these organizations. Among the top 10 arms exporters outside Europe and North America, Israel and South Korea showed the biggest increase in exports. Israeli arms exports increased by 77 percent in 2015-2019 — a record for the country, according to the study.     (Munich) Les dépenses militaires mondiales ont connu l'an dernier leur hausse la plus élevée depuis dix ans, sur fond de rivalités croissantes et de ce que le chef de l'État allemand a qualifié de « dynamique destructrice » au plan mondial. La progression a atteint au total 4 %, selon le rapport annuel de l'institut IISS publié vendredi peu avant le début de la Conférence sur la sécurité de Munich. En ouverture de cette grand-messe annuelle internationale sur les questions de défense, le président allemand Frank-Walter Steinmeier a planté le décor. « Année après année, nous nous éloignons de l'objectif d'une coopération internationale visant à créer un monde pacifique », a-t-il regretté. La « compétition des grandes puissances » gagne « toute la planète », a dit le président allemand, en critiquant l'égoïsme national répandu à ses yeux par les États-Unis de Donald Trump qui refusent « l'idée même d'une communauté internationale » . «Course aux armements» « Le monde ne peut pas se permettre une course aux armements », lui a fait écho la présidente démocrate de la Chambre des représentants, Nancy Pelosi, parlant d'« érosion préoccupante des cadres pour le contrôle qui ont rendu le monde sûr pendant des décennies ». Les dépenses militaires « ont augmenté avec la sortie des économies de la crise financière (de 2008) et sous l'effet d'une perception accrue des menaces », a relevé le directeur général de l'Institut international d'études stratégiques (IISS, International Institute for Strategic Studies). La mort du traité FNI sur les forces nucléaires intermédiaires (portée de 500 à 5500 km) en 2019 et l'extinction potentielle du traité New Start sur les armes nucléaires intercontinentales en 2021 bouscule l'ordre international post-Guerre froide, tout comme la montée en puissance de la Chine ainsi qu'une série de crises régionales, de l'Ukraine à la Libye. Dans un tel contexte, les deux plus gros budgets militaires mondiaux, ceux des États-Unis (685 milliards de dollars) et de la Chine (181 milliards), poursuivent leur croissance exponentielle, avec une hausse de 6,6 % dans les deux pays en 2019 par rapport à 2018. Les dépenses américaines ont augmenté à elles seules de 53,4 milliards de dollars l'an dernier, soit l'équivalent du septième budget mondial de la défense, après ceux de l'Arabie saoudite (3e), de la Russie (4e), mais avant ceux de la France (8e). « En Europe, les inquiétudes liées à la Russie continuent d'alimenter la croissance des dépenses avec une hausse de 4,2 % par rapport à 2018 », pointe également John Chipman. L'accroissement massif des capacités militaires chinoises est une source majeure d'inquiétude aux États-Unis comme auprès de leurs partenaires en Asie-Pacifique. La Chine s'est aussi lancée, comme la Russie, dans le développement d'armes hypersoniques susceptibles de déjouer les défenses antimissiles adverses, met en garde l'institut londonien. L'armée russe a annoncé en décembre la mise en service de ses premiers missiles hypersoniques Avangard, l'une des nouvelles armes vantées par le président Vladimir Poutine comme « invincibles » et « indétectables ». Europe bousculée En Europe, les interrogations grandissent devant le risque de désengagement des États-Unis, de plus en plus centrés sur l'Asie-Pacifique, même si ces derniers ont renforcé pour l'heure leur présence militaire dans l'est du continent face à la Russie, tout comme dans le Golfe face aux menaces iraniennes. Les pays membres de l'OTAN, Allemagne en tête, sont aussi budgétairement sous la pression du président américain Donald Trump qui leur réclame un effort plus massif pour arriver à l'objectif de dépenses égales à 2 % du PIB. Après Donald Trump en 2018, le président français Emmanuel Macron a en outre « semblé jeter le doute » à son tour sur l'engagement de solidarité collective au sein de l'Alliance en cas d'agression de l'un de ses membres, rappelle l'ISS.
