Government watchdog finds 3 issues disrupting US nuclear modernization efforts

WASHINGTON — The U.S. agency responsible for making explosive materials used in nuclear weapons is facing challenges that could impact the country's planned modernization of its nuclear arsenal, according to a report by the Government Accountability Office.

The National Nuclear Security Administration, a semiautonomous agency within the Energy Department, is facing three main challenges, according to the report: a dwindling supply of explosive materials, aging and deteriorating infrastructure, and difficulty in recruiting and training qualified staff.

This report comes amid congressional debate over the cost of modernizing the U.S. nuclear arsenal, an effort driven by President Donald Trump.

NNSA's supply of materials, which are “highly specialized” with specific chemical and physical characteristics, are in low supply, the report says. Furthermore, the NNSA is lacking the knowledge base to produce the materials, as the recipes to make them were not well-documented, or the processes themselves infrequently practiced, the report notes.

Challenges in obtaining materials is not a new issue for the NNSA, the watchdog notes. The agency experienced a similar situation with a material known as “Fogbank,” and the GAO reported in March 2009 that the NNSA lacked the knowledge to manufacture the material — leaving the process for Fogbank “dormant for about 25 years."

Fogbank is used in the production of the W76-1, a warhead for the Navy's Trident ballistic missile. Under the Trump administration's plans for a new low-yield nuclear weapon, the U.S. is making a W76-2 variant, which entered production earlier this year.

The GAO notes that when the NNSA is actually able to replicate formulas for materials, procuring those materials has proved challenging, given the irregular and small order specifications to contractors.

But the GAO identifies aging infrastructure as the greatest risk to the NSSA.

“The NNSA 2019 Master Asset Plan states that 40 percent of the explosives infrastructure of NNSA's sites is insufficient to meet mission needs, which can lead to contamination of explosive products or limit the use of facilities,” the report says. It notes that contamination has already occurred from rust falling off rafters and grass blowing through cracks in the walls, contaminating batches of explosives.

Aging facilities must receive updates to modern safety standards to protect employees, the GAO says. The Los Alamos High Explosives Chemistry Laboratory, for example, was built in the 1950s and has struggled to adopt to modern instrumentation, according to the report.

Facilities also deal with limited storage, the report says, meaning explosives can be stored in a single location where they could potentially cause a chemical reaction.

The report also cites NNSA documents that describe challenges in recruiting qualified staff, who often must have a security clearance. For example, Pantex, a contractor hired by the agency, in 2018 estimated it would need 211 full-time staff members. However, in November that year, it reported only 172 full-time employees. Officials with agency contractors told the GAO that the problem is largely due to the competitive industry; in particular, Pantex competes with oil and gas companies in Texas. The company has now expanded its recruitment efforts to include local colleges and universities, the report says.

In a written response to the report, the head of the NNSA, Lisa Gordon-Hagerty, said the “GAO's observations and recommendations are consistent with [the Department of Energy]/NNSA's recent efforts to centralize management of energetic material."

The Office of Safety, Infrastructure, and Operations previously identified many of the infrastructure data issues presented in the report and developed a series of actions aimed at improving the accuracy of asset data,” she wrote. “These efforts have already resulted in improved data quality, and the accuracy and consistency of data will continue to improve as additional actions are completed.”

Next came the veteran S-300 air defense system — also Russian — being taken out in Nagorno-Karabakh by an Israeli-built Harop loitering munition. In the conflicts in Libya and Nagorno-Karabakh last year, unmanned platforms often made short work of the ground-based systems designed to neutralize them, paving the way for easy attacks on vulnerable troops. What is more, experts say, is that the balance of power between drones and air defense systems is shaping up to be a key to global wars in the near future. “Libya, Nagorno-Karabakh and also Syria have just showed us that if a fielded force cannot protect its airspace, then the large scale use of UAVs can make life extremely dangerous,” said Justin Bronk, an air force research fellow at the Royal United Services Institute in England. Turkey's Bayraktar TB2 armed drone grabbed the headlines during the Libya conflict last year, which saw Turkey deploy the platform to defend the U.N.-backed Tripoli government against strongman Khalifa Hifter, who relied on Russian Pantsir systems. Able to fire their Roketsan munitions from outside the range of the Russian systems, the TB2s scored hits, helping stop Hifter's advance. “Turkey also sent in engineers who improved the software of the drones on the fly, while there was no similar learning curve with the Chinese UAVs operated by the UAE to assist Hifter,” said Jalel Harchaoui at the Switzerland-based Global Initiative Against Transnational Organized Crime. “The bold and effective use of TB2s in Nagorno-Karabakh in October was made possible by the previous success in Libya,” he added. An enclave belonging to Azerbaijan but governed by breakaway ethnic Armenians, Nagorno-Karabakh has been a flashpoint between Azerbaijan and Armenia for years. It exploded in a brief and bloody war between September and November. Turkey, which backed Azerbaijan, reportedly sent in UAV trainers ahead of the conflict. TB2s alongside Israeli loitering munitions were soon racking up successes, with Dutch warfare research group Oryx reporting 134 Armenian tanks destroyed compared to 22 lost by Azerbaijan. “Turkey built up its UAV expertise after leasing Israeli UAVs, then put that expertise to use building its own after frustrations over the limits placed on its use of the Israeli systems,” Bronk said. “The TB2 has a similar aerodynamic profile to the Heron, while the Turkish Anka UAV is similar to the Hermes 450.” Manufacturer Bayraktar has sold the TB2 to Qatar and Ukraine, while Serbia is eyeing a purchase, raising the TB2′s profile as a competitor to the Chinese Wing Loong II, 50 of which have been exported. “China and Turkey are vying for sales, which begs the question: Why doesn't Russia have the equivalent of a TB2 to sell? I am very surprised they are almost absent in this market,” Harchaoui said. The drone's contribution to the hostilities in Nagorno-Karabakh came with a price, as Canada suspended arms exports to Turkey amid claims the TB2 contained Canadian parts, while a U.K. firm supplying parts to the drone also canceled its contract. A number of nations, including the U.K., are meanwhile beefing up their defenses for ground forces, said Bronk. “In light of this threat, the British Army has recently ordered a short/medium-range [surface-to-air missile] system called Sky Sabre. If deployed forward in significant numbers, it should dramatically reduce the Army's vulnerability to both surveillance and attack by hostile UAVs in situations where friendly air cover is unavailable,” he said. Drones are not, however, invulnerable, he added. “U.S. and British Reapers and Predators in Syria had lots of problems with Russian electronic warfare. Since the Reaper can be targeted, you can imagine that less sophisticated platforms can be more easily affected,” he said. Bronk expects that more militaries will spend more money on air defense to balance out the drone threat — “particularly countries which don't have strong air forces.” “One option is the Russian SA-17 system, which has a 75-kilometer range compared to the 10 kilometers of TB2 missiles, or the cheaper and more contained SA-15 with a 10-kilometer range. Western products include the [National Advanced Surface-to-Air Missile System] NASAMS, which already helps to defend Washington, D.C., with a roughly 15-kilometer range and the NASAMS 2 with a 30- to 40-kilometer range,” he said. Peter Roberts, the director of military sciences at the Royal United Services Institute, said the world is waking up to the reality of modern warfare. “For a while there was the romantic view that either drones or tanks or missiles would win wars on their own,” he said. “There is no silver bullet on the battlefield, and this is an era which is rediscovering that.” Roberts added that urban warfare is also undergoing a revival, as is the art of deception in war. “Whether it's the Russians in Ukraine or the Iranians, the use of decoys is back — something we once knew about, then forgot in the 1990s.” The world is also returning to an era of proxy wars, he said, from Libya to Nagorno-Karabakh to Yemen. “That means wars fought on the edge of great powers using mercenaries and sponsored guerilla groups and insurgents,” he said. “It also means more sophisticated weapons in the hands of smaller, nonstate groups like the Houthis in Yemen using cruise and ballistic missiles and drones.     Slower-than-expected economic growth to help Canada's defence spending numbers

    Lee Berthiaume OTTAWA -- The federal government is predicting Canadian defence spending will inch closer to its NATO promises in the coming years than originally expected -- though not because Ottawa is planning to send new money the military's way. All NATO members, including Canada, agreed in 2014 to work toward spending the equivalent of two per cent of their gross domestic products on defence within the next decade as the military alliance sought to share the burden of defending from new threats like Russia and China. Two years ago, when they unveiled their defence policy, the Liberals said the government would hit 1.4 per cent by 2024-25. But Defence Minister Harjit Sajjan this week said, without providing details, that defence spending would instead reach 1.48 per cent of GDP. An increase of that size could represent close to $2 billion more per year for the military. However, the Department of National Defence told The Canadian Press that there are no new investments on the horizon for the Canadian Armed Forces beyond what's already in the Liberals' policy. Instead, Defence Department spokesman Daniel Le Bouthiller attributed the change to slower-than-expected economic growth over the next few years and more spending on non-military specific activities like veterans' benefits and the Canadian Coast Guard. The government has included such activities in its calculations since 2017 to try to address complaints from the U.S. and other NATO allies that Canada was not investing enough in its military. NATO approved the change. "Approximately two-thirds of the increase from 1.40 to 1.48 per cent is due to increased (other government department) forecasts and one-third due to fluctuating GDP forecasts," Le Bouthillier said in an email. Canada currently spends about 1.31 per cent of GDP -- a common measurement of a country's economic output -- on defence and has no plan to reach NATO's two per cent benchmark, a fact that has made it a target for U.S. President Donald Trump. Trump labelled Canada "slightly delinquent" on defence spending during a meeting in London last week in which he publicly grilled Prime Minister Justin Trudeau about Canada's number before subsequently stepping up his calls for the government to meet the NATO target. "He's not paying two per cent and he should be paying two per cent," Trump said during a meeting with German Chancellor Angela Merkel on Dec. 4. "It's Canada. They have money and they should be paying two per cent." The Liberal government has in fact refused to say whether it believes in the two-per-cent target and has instead repeatedly pointed to Canada's contributions of forces and equipment to NATO missions in Latvia, Iraq and other places as a better measurement of its contributions to the military alliance. The spending target is an imperfect way of measuring how much individual countries are contributing, said Stefanie von Hlatky, an expert on NATO and the military at Queen's University in Kingston, Ont. But all allies are facing pressure to show Trump that they are stepping up on defence spending, she said, which is doubly true for Trudeau after his meeting with the U.S. president in London. "I think there's a little bit of pressure now to maybe update those numbers and probably some rejoicing that it looks better on paper," von Hlatky said. "If we're looking to impress Trump with these minor adjustments, maybe it's all for naught. But there is definitely added pressure with every NATO meeting and NATO summit. And we know it's going to come up as long as Trump is president." Conservative defence critic James Bezan accused the Liberal government of playing a numbers game to make Canada look better rather than investing in the Armed Forces. "It's a sad state of affairs for our military heroes when Justin Trudeau can only improve defence spending figures by engineering a made-in-Canada recession and playing a shell game with other departments' budgets to inflate the numbers," he said.
